- North Korea: a dangerous anachronism | Isabel Hilton
Paranoid garrison states don't collapse. If Kim Jong-il's regime is to be reformed, it will be at Beijing's biddingThe relatives of the 46 men missing from the South Korean corvette Cheonan may never know what caused it to explode and sink last Friday. But if one explanation – that the ship struck a North Korean mine – is true, the men of the Cheonan will have become the latest casualties of the world's longest-running military conflict. This is not to say that North Korea meant to sink the Cheonan, though that cannot be ruled out. But regardless of intent, the state of congealed hostilities that exists on the 38th parallel is a dangerous anachronism. It is time it ended. The Korean peninsula is the final holdout of the cold war. The US, in the aftermath of the second world war, partitioned a country that had a history of nearly a thousand years as a unified kingdom, and whose citizens had a creditable record of fighting the Japanese. The US propped up a rightwing dictatorship in the south; the communist guerrilla leader, Kim Il-sung, established his dynasty in the north. When the US withdrew its troops in 1950, Kim invaded in an attempt to reunite the country. After he was beaten back to the 38th parallel, the US-led UN forces invaded the north, bringing China into the war. By 1953, after three years of heavy casualties and the devastation by bombing of North Korea, a truce was signed at the 38th parallel, and a dangerous stand-off began. A peace treaty was never concluded, though it has remained on the agenda, including the so far unproductive six-party talks.Though it seems unbelievable now, there was little to choose between the standards of living in North and South Korea until the 1980s – and, until democracy finally came to the south in the same decade, both were di 妄想の駐屯地の状態がしない崩壊

- S Korea, U.S. to delay joint military drills
South Korea and the United States have decided to put off their joint military drills in tense waters off the west coast of the Korean peninsula due to lack of preparation, local media reported Friday, citing a defense ministry official.
The two allies were originally scheduled to stage a four-day drill early next week, as part of the response to the Democratic People's Republic of Korea (DPRK)'s alleged sinking of a South Korean warship in late March that killed 46 sailors.

- Korean tensions: China's responsibility | Editorial
China may well think its interests are best served by the continued division of the peninsulaRelations between the two Koreas are at their worst for decades. The North says it has abrogated its non-aggression agreement with the South, trade links have been cut, shipping lanes closed, and the armed forces of both sides are on alert. The United States and South Korea are to conduct joint exercises, the traditional signal of readiness to act together in the event of real hostilities. Since a South Korean warship sank in March, almost certainly after being hit by a North Korean torpedo, the North has not offered a convincing denial of responsibility, nor an explanation, nor an apology. Now comes this tirade of threats and accusations. If the incident was the result of an act of insubordination by a junior or a senior officer, or group of officers, that might have been privately conveyed to South Korea, but no such message has been passed on. Yet the idea that the Northern leadership ordered the attack is hard to accept, since the regime's decisions have always in the past had an element of rationality. In this case, nobody can discern what North Korean purpose the attack could possibly serve. While we do not understand the origins of this sudden deterioration, the consequence is clearer. Outside powers must restrain the parties, and, in particular, China must restrain North Korea, since it is the only country that has any real leverage in Pyongyang. While Hillary Clinton got no public commitment of that kind during her talks in Beijing, it seems likely the Chinese will indeed apply some pressure. But Sino-American co-operation is not full-hearted, since the two countries differ so profoundly on the future of the Korean peninsula. Kim Jong-il is ageing and ailing.
