- What is the emissions trading scheme and does it work?
This question and answer is part of the Guardian's ultimate climate change FAQ• See all questions and answers• Read about the projectThe European Union's Emissions Trading System (ETS) is the world's biggest scheme for trading greenhouse gas emissions allowances. Launched in 2005, it covers some 11,000 power stations and industrial plants in 30 countries, whose carbon emissions make up almost 50% of Europe's total. A cap on the total emissions allowed within the scheme is set, and allowances adding up to the cap are provided to the companies regulated by the scheme. The companies are required to measure and report their carbon emissions and to hand in one allowance for each tonne they release. Companies can trade their allowances, providing an incentive for them to reduce their emissions. The current cap is set to fall by 1.74% annually to achieve a target of reducing emissions in 2020 to 21% below their level in 2005. In June 2011 the price of an allowance was around €16. The trade in permits is worth around $150bn annually, dwarfing other emissions trading schemes (the Clean Development Mechanism market established by the UN is valued at $1.5bn annually). In a basic sense the ETS has worked. It has set a cap on half of Europe's carbon emissions, which were previously unregulated, and the companies covered by the scheme are no longer free to pollute. Carbon has a price and this influences the economics of burning fossil fuels. For example, burning coal creates more carbon pollution than burning gas, so coal plant operators need more permits. The higher the price of the permits, the more expensive it is to use coal rather than gas. Power companies choosing how to generate electricity therefore have an extra cost associated with the more polluting options, so they'll choose

- Party politics, Australian rules | Martin Kettle
The Labor party was ruthless in replacing Kevin Rudd. If only British Labour had such moxy and had dumped Gordon BrownTwenty seven years ago, the Australian Labor party acted with a ruthlessness that was remembered around the world for a generation to come, when it removed the lacklustre Bill Hayden as its leader and instated the more popular Bob Hawke on the very eve of a general election. Hawke won by a landslide and Labor became the dominant force in Australian politics for the next decade and more. The Hawke scenario was not lost on those in the British Labour party, which spent much of the years from 2008-10 hoping to remove Gordon Brown and install a more voter-friendly leader before the 2010 election in Britain. There was plenty of talk. And there was some action, too – the David Milliband semi-challenge of 2008, the James Purnell resignation in 2009 and the abortive Patricia Hewitt-Geoff Hoon call to arms at the start of this year. How long ago it all seems. Needless to say, the British Labour party preferred inaction to action. The least ruthless political party in Britain plodded doggedly to its inevitable defeat under its bad and unpopular leader. Now, the Australians have done it again. And with a cold-eyed, self-interested ruthlessness that puts the British Labour party utterly to shame. Kevin Rudd was many things that Gordon Brown was not. He was a big election winner, leading Labor to a landslide win in 2007 after the John Howard years. He was more popular with the voters than his party was – even at the start of this year, Rudd's ratings outdistanced Labor's.In the last six months, though, Labor has been on the wrong end of a political convulsion over carbon emissions trading. - The carbon market – gone in a puff of smoke? | Sabina Manea
The loss of carbon credits worth €28m to cyber attacks lays bare the faults of a highly flawed trading systemHe wears a fine cloak, sword at his side, clearly a gentleman of standing. Behind him, representatives of the church expectantly peer out of heavy fur-trimmed garb. Once the money is paid (and it is, as always, a substantial sum), the gentleman's transgression, be it on the battlefield or in the local bawdy-house, will be forgiven. This is how indulgences were bought and sold in the 16th century all over Europe. The Catholic church would dispense whatever forgiveness was necessary in return for cold cash, saving many tortured souls from eternal damnation.Carbon trading does a similar job, whereby money thrown at developing countries can somehow absolve polluters from their sins against the planet. In a bid to encourage companies to reduce pollution and fight climate change, they are forced to buy credits to cover their annual emissions. The less pollution they produce, the more unused credits they can sell back in the market. Even better, people like you and me can get involved too. Flying to Barcelona for the weekend? Just click the offset carbon emissions button, and wipe away any guilt.Carbon credits can be traded in the EU's emissions trading scheme (ETS), but unlike other commodity markets, it's not clear that carbon credits are tied to something that will have value tomorrow, or next year. Can the credits be owned, like a piece of property, or can they just disappear into thin air?And disappear they may. The entire EU trading system was shut down last Wednesday, with credits worth €28m missing following a series of highly effective cyber attacks that have plunged the still emerging carbon market into chaos.
