The People's Bank of China (PBOC), the country's central bank, said Tuesday that it has signed a 700-million-yuan (about 106 million U.S. dollars) currency swap agreement with the Central Bank of the Republic of Uzbekistan.
The agreement will last for three years and is extendable by mutual consent, according to a statement posted on the PBOC website.

What they get here is automatic protection – albeit often badly delivered and patchy, but at least they are not sent straight back into the jaws of the lion from which they have escaped with their lives and not much else.I remember a young Afghan who had slogged his way across Uzbekistan to escape from Afghanistan and had been abandoned and raped on the way. The one good thing in his life was that in the UK he found sanctuary, freedom and protection.I have often thought of a young Sri Lankan who came home form school one day to find neighbours clustered around his front door, trying to stop him going in. His mother and sister had been raped and murdered. His father had already been killed. His little sister was the only other survivor. He spirited her into the forest, hiding form the Tamil Tigers, foraging to exist. She fell ill and died. He was captured. He escaped and his family sold property to pay to get him out. He arrived here tipped out of a truck in a UK port and for a joke an official told him he was in Japan. Emigration to Israel and the west has left a fast-dwindling Jewish community, and only about 300 worshippers make use of the 16th-century synagogueI finally tracked down Bukhara's synagogue in the winding alleys of the old town only to find its imposing wooden doors shut. The solid facades of the alley gave no clues as to whether there was any life behind them. But soon a dishevelled man appeared with keys to the building.Yura, the night watchman, pushed the finely carved doors open, revealing a well-maintained courtyard with white painted walls adorned with inscriptions in Hebrew and richly embroidered black and gold wall hangings concealing the synagogue's 500-year-old Torah.Yura told me about Bukhara's Jewish community. The synagogue dates from the 16th century and is still in use, although the number of worshippers has declined dramatically over the years. There are only around 300 left in the city, and some of those are about to leave.Since the 1970s, when Soviet emigration controls were relaxed, thousands of Jews have left Bukhara. This process speeded up after Uzbekistan gained its independence from the Soviet Union in 1991, although exact figures are hard to come by as there has been no official census in the country since 1989. Many Jews have left for Israel and America, while others have settled in Europe.Many of the fine old houses in the Jewish quarter surrounding the synagogue have had a new lease of life as guest houses. - Letters: Kyrgyzstan – hopes for a positive future
The Guardian is to be congratulated on its recent coverage of the humanitarian disaster in southern Kyrgyzstan. Edward Stourton's article (Kyrgyzstan: Stalin's deadly legacy, 21 June) set out some of the potential causes of the conflict. However, we now need to focus on how people in the UK can help make sure that vital aid – food, shelter, medical help – gets to those people who have been dispossessed and whose family and friends have been so brutally murdered in Osh and Jalalabad.Uzbek people who haven't been able to flee across the border to Uzbekistan have been forced to live in isolated ghettos where they still fear for their lives. Help is needed in order to fund and support activities that promote peace between Uzbek and Kyrgyz people. There is now hope that this could happen as the recent referendum result (Report, 28 June) is real positive progress for Kyrgyzstan in its move towards parliamentary democracy.A new voluntary initiative – Action for Peace in Kyrgyzstan – has been launched in order to help build bridges in these communities as well as provide emergency aid. Immediate plans involve supporting conflict victims in rebuilding their houses; building trust and promoting peace among people living in the city; restoring the basic infrastructure of Jalalabad and Osh by involving both Uzbek and Kyrgyz volunteers.Action for Peace is working in partnership with the Kyrgyz Red Cross/Crescent. Uzbeks, who constitute about one-third of the population in southern Kyrgyzstan, are being burned out of their homes by mobs of Kyrgyz armed with automatic rifles, iron bars and machetes, while the local police stand by and do nothing. Not only Uzbeks, but ethnic Russians and Tartars also find themselves in the eye of the storm.The provisional government of Roza Otunbayeva has lost control and is only now starting to mobilise its armed forces to stop the civil violence. More than 100 people have been killed in the last five days, but the final death toll will be probably much higher. Ethnic Uzbek enclaves are burning, and more than 70,000 people have fled for their lives across the Uzbek border. What is missing is any coherent international reaction.Those who persist in seeing Moscow's hidden hand behind every outbreak of unrest in the former Soviet space are being disabused of their illusions. The Kyrgyz mobs burning Uzbek homes are, for one thing, on the wrong side. If anything, they are supporters of the former so-called pro-democracy leader Kurmanbek Bakiyev, the man whom Moscow was accused of helping to oust. If the mob violence is anything, it serves as a prime excuse for Russian intervention, as clear a reason as the Georgian attack on South Ossetia was. Soviet troops were sent by Mikhail Gorbachev to quell ethnic unrest in Osh in 1990, so there is even a precedent. But Russia refused to intervene, despite an appeal by the provisional president of Kyrgyzstan. Argentina and Uruguay have taken their dispute over the river Plate to the International Court of Justice in The Hague, while Mexico and the US argue over rights on the Rio Grande and Colorado.Last month, Baghdad demanded that Syria cease pumping water from the Iraqi portion of the Tigris. Elsewhere in the Middle East, Palestine and Israel, and Iraq and Iran, row over water supplies from the Shatt al-Arab waterway and Turkey's dams.In Africa, the Chobe, a tributary of the Zambezi, has caused tension between Botswana, Mozambique, Zambia and Zimbabwe, while there have been incidents between Mauritania and Senegal over control of the Senegal.
