As a young woman, in the summer of 1940, our mother, Mari Humphreys, who has died aged 90, was a teleprinter operator for the War Office in Whitehall. Being non-judgmental and fun-loving, she had close and enduring friendships. The late Felix Gonzalez-Torres's piles of cellophane-wrapped sweets, which he showed in the 1980s, were prettier, and you were free to eat them (the American artist liked the idea that people could leave his shows with a nice taste lingering in their mouths). But the sweets were also metaphors for the Aids crisis, and much besides. Nothing in art is what it seems. And you can't eat a single one of Ai Weiwei's sunflower seeds, any more than you could Marcel Duchamp's marble sugar cubes. They'd break your teeth.But you can trudge over them, walk or skip or dance on these seeds, all of them Made in China. Or scoop up handfuls and let them run through your fingers, in the knowledge that someone, an old lady or a small-town teenager in Jingdezhen, has delicately picked up each one and anointed it with a small brush. Every seed is painted by hand. The town that once made porcelain for the imperial court has been saved from bankruptcy by making sunflower seeds. It is absurd.I love this work. It is a world in a hundred million objects. It is also a singular statement, in a familiar, minimal form – like Wolfgang Laib's floor-bound rectangles of yellow pollen, Richard Long's stones or Antony Gormley's fields of thousands of little humanoids. Sunflower Seeds, however, is better. It is audacious, subtle, unexpected but inevitable. It is a work of great simplicity and complexity. It's not unheard of. It's not a made up story to pull the heart strings. It happens now.Carey shows the emotions that all social workers feel when she starts to cry as Precious tells her story of abuse. It certainly brought stuff up for me. Yet, in reality as a professional although you are feeling like that, you can't ever let it show to the client. But it was good to see someone on the big screen showing how we truly feel inside.She is rightly portrayed as sceptical; as a social worker you can't accept everything at face value. It also shows that she is struggling to deal with what she's hearing, which is no surprise as it is a very serious case.There are two social workers in the film. The second one, carries out a home visit to Precious's mother. The scene illustrates every social workers' greatest fear - that they will be duped and that as a result the lives of children will be put at risk. The mother comes across as a caring grandmother to Precious's two children (the children were born as a result of Precious being repeatedly raped by her father) but this woman is anything but. You can try on Dolly wigs, see her glittery dresses, and watch interviews with her. And of course sing along to her music – there are loads of live shows and it is always blaring from the speakers.When we went, we saw a lot of older people. There were some teenagers, but they were with their families. If I was flying off somewhere out of the blue, I wouldn't pick Dollywood. There were 706,248 live births in 2009 compared to 708,711 the previous year.Despite this drop year on year, the birth rate has been rising steadily over the past decade. In 1999, there were 621,872 live births, which equates to a birth rate of 57.8 and a fertility rate of 1.7 children per woman. The fertility rate now stands at 1.95.The number of births outside marriage has also been rising alongside the general birth rate. In 1999, 38.9% of live births were to unmarried women, while in 2009 this had risen to 46.2%. The percentage of births to mothers born outside the UK has also increased, to 24.7% from 14.3%.While the average age of women giving birth has remained fairly static over the last decade, rising from 28.4 years in 1999 to 29.4 years now, the number of births at each end of the scale has changed dramatically. Ten years ago, there were 48,375 births among under-20s (a rate of 30.9/1,000) and only 14,252 in the over-40s (or 8.1/1,000). The number of teenagers giving birth has since fallen - 43,243 babies were born to teens in 2009 (a rate of 25.4/1,000) - while the number of women over forty having children has almost doubled, accounting for 26,976 births last year (12.9/1,000).The ONS has also released birth rate statistics by local authority. Progress has been made in protecting children online, but the death of Phoebe Prince in the US shows there is still much to doPhoebe Prince moved with her family from Fanore, Ireland to Massachusetts in September 2009. She died only months later after killing herself. Prince was 15. Her death occurred after a relentless campaign of bullying by a group of students from her school, South Hadley high school. The bullying she endured was both face-to-face during school hours as well as online on her Facebook page. After her death, the hounding did not end and malicious messages were posted on the Phoebe Prince Facebook memorial page.Although the bullying was witnessed by school staff, they did not intervene – even during school hours. I don't believe there is any reason why overt bullying should not be confronted, but the more insidious form of online abuse – or cyberbullying as it is known – is more covert and difficult to challenge. With the rapid growth of new forms of communication and social networking technology comes the potential growth of abuse perpetrated on such systems.Experts define cyberbullying as a young person being repeatedly tormented, threatened, harassed, humiliated, or otherwise targeted by another child or teenager using text messaging, email, instant messaging or any other type of digital technology. The practice is not limited to children but distinction in age groups is usually marked by a different choice of words: the adult experience of online abuse is usually referred to as cyberstalking or cyberharassment.The National Centre for Social Research undertook a study on cyberbullying in November 2009, involving 15,000 children. A few weeks ago we published the NHS National Treatment Agency for Substance Misuse's (NTA) latest statistics on the number of under-18s in England who are in treatment for drug and alcohol misuse.Today the NTA has released the 2009 figures by region, showing the number of young people receiving support for substance misuse in each area, the primary drugs and the outcome of support and treatment. The release coincides with the launch of a new Guardian microsite, in conjunction with the NTA, aimed at promoting recovery and reintegration for former drug users. According to the data, the north west had the highest number of children being treated for drug dependency over the past year - 4,916 - half of whom were over 16 and most of whom were male. The primary drug there, as in all the English regions, was cannabis, followed by alcohol. The vast majority of patients in all regions completed their treatment for drug misuse, with only a small minority dropping out or going to prison.Check out the tables below or download the spreadsheet for the full data.What do you think? - Gunmen release captive after 4 months in S Philippines
Gunmen in the southern Philippines released a Filipino male teenager captive on Tuesday night after four months in the hands of his kidnappers.
Al-Easheed Sakkalahul, vice governor of Basilan Province, told Xinhua Wednesday that Donald John Uy Capili was freed by his captors after his family paid over 1,000 U.S. dollars as boarding and lodging fee.
Sakkalahul said Capili's family negotiated for the release of the teenager. The victim is now with his family.
