Britain and Russia: Hotlines and cold words | Editorial If businessmen from the two countries can trade with each other, then why can't their politicians? The foreign secretary, William Hague, vowed yesterday to seek a patient, steady improvement in relations with Russia. His counterpart Sergei Lavrov then provided at least three reasons why they will remain turbulent. He said western support for the revolutions in Egypt and Tunisia would be counterproductive, that Russia would not support further sanctions on Iran, and that serious disagreements in Russia's bilateral relationship with Britain remained. The list of these disputes never seems to lessen: the latest was the refusal to admit entry to the Guardian's Moscow correspondent on what Mr Lavrov called a technicality. Our correspondent is now back in Moscow after a diplomatic protest was launched. However, the reason for his exclusion was anything but technical. It was because of what he wrote. There are regular spy rows; the shadow of the Litvinenko affair is a long one, and at least 40 people in Britain are wanted by Russia on criminal extradition warrants. The question is tritely posed: if businessmen from the two countries can trade with each other – the volume of bilateral trade quadrupled over five years – then why can't their politicians? The two countries certainly have common interests: combating the sort of butchery inflicted by a suicide bomber in the baggage hall of Domodedovo airport is undoubtedly one. But go then to Ali-Yurt, the village in Ingushetia from where that suicide bomber came, and another picture emerges: that of a region seething in anger. What began as a secular insurgency in Chechnya has now been transformed, by the brutality of the security forces' response, into an Islamic rebellion spreading throughout the north Caucasus. Moscow airport bomb suspect named Russian investigators believe Magomed Yevloyev, 20, carried out the suicide bomb attack at Domodedovo airport that killed 36Russian authorities have named a suspected suicide bomber of Moscow's airport and arrested his teenage brother and sister, an official said on Wednesday. The bombing of Domodedovo airport on 24 January was conducted by Magomed Yevloyev, 20, said an official working with Russia's top investigative agency in Ingushetia. He spoke on condition of anonymity because he was not authorised to publicly discuss the issue.Officials have previously said the bomber was a 20-year-old man from the Caucasus, but did not give his name.Chechen rebel leader Doku Umarov has claimed responsibility for the attack, which killed 36 and injured more than 180.A court in Ingushetia's provincial capital, Magas, ordered the arrest of Yevloyev's 15-year-old brother and 16-year-old sister, who are suspected of involvement in the attack, the official said. They also arrested another resident of Yevloyev's home village of Ali-Yurt on the same charges. The Itar-Tass news agency reported that investigators had found traces of explosives used in the airport bombing on the hands of Yevloyev's arrested brother.Umarov said in a statement posted online on Monday that he ordered the airport bombing and many more attacks would follow if Russia does not allow the Caucasus to become an independent Islamic state governed by sharia law.In another video released over the weekend, Umarov appeared with a young man who he said was being sent to Moscow on a suicide mission.Umarov has claimed responsibility for an array of terrorist attacks, including last year's double suicide bombing of the Moscow subway system that killed 40 people. Moscow bombings | Expert view | A new generation of militants strikes Unchecked irredentism has – at least according to official statements – been quashed through overwhelming use of military forceOver the last 11 years, federal policies towards the North Caucasus have been enveloped in a broader process of politicalreform in which power has been centralised around the Kremlin.Russian policy towards the north Caucasus under the current president, Dmitry Medvedev, and his predecessor, Vladimir Putin, has remained hardline.Unchecked irredentism and, more recently, Islamic radicalism have – at least according to official statements – been quashed through overwhelming use of military force. As part of this policy, the Russian public has been encouraged to recognise that stability has been brought back to the region, echoing longstanding traditions of enforced military subjugation. This has been linked directly to the popularity of President Putin, the rebirth of Russia on the world stage and salvation from the threat posed by Islamic terrorism. In the short term then, Putin's intransigent policy towards the north Caucasus led to a measure of stability, mistakenly becoming considered as one front in the global war on terror after 9/11. In the longer term this masked widespread discontent, in effect radicalising remnants of the Chechen separatist movement, creating an environment in which a north Caucasus insurgency could gain momentum.Of course Chechnya and some parts of the north Caucasus have undergone a radical transformation following years of war. But the story of stabilisation betrays pervasive poverty, commonplace corruption and growing anti-Russian sentiments that have resurfaced in the north Caucasus in recent years. Together this has produced a new generation of militants which have swelled the ranks of the insurgency.

Suicide bomb kills police in Russia's Dagestan republic Attacker detonated car packed with TNT during roll call for traffic officersA suicide bomber blew up an explosives-packed car at a police station in Russia's troubled north Caucasus region today, killing at least six officers and wounding 16.The bomb went off as 150 officers lined up outside for roll call at the traffic police station on the outskirts of Makhachkala, the capital of Dagestan republic. The officers who died had taken action to prevent far greater devastation, according to the city police chief, Colonel Shamil Guseinov .The bomber detonated the explosives at the police station gate after he was stopped from driving through, Guseinov said. Those killed were at the gate, including three officers in a jeep that blocked the attacker's path.Police estimated that 50 to 200kg of TNT was packed into the Lada Niva, a small Russian-made four-wheel drive. The blast damaged the police station and blew out the windows of a nearby building. Shrapnel from the bomb was scattered across the area.Guseinov said police had been warned of a planned attack and moved the daily roll call well inside the station's territory, 200m from the gate. The Russian president, Dmitry Medvedev, immediately ordered the interior minister, who oversees Russia's police, to step up security in Dagestan and provide assistance to the families of the officers who died.A similar bombing in the neighbouring republic of Ingushetia in August killed 24 people and injured more than 200. In that attack, a man succeeded in crashing a bomb-laden van through the gates of the police station in Nazran.Dagestan and Ingushetia border Chechnya, where Russian troops have fought two full-scale wars against separatist rebels in the past 15 years. All three republics, which are predominantly Muslim, have seen a sharp ris
