A few years back I visited Jersey prison with the then Catholic chaplain. He was a touch edgy. Two brothers, twins, were there having been accused of murdering their millionaire father. Their public school charm masked, the staff observed, a steely determination to wield power. I shook the hand of the one that it turned out had committed the deed. No wonder then that as he walked the corridors the chaplain was cheering some with a chat, encouraging others with a word, and even – with a few packs of fags – buying protection for one sensitive lad from a small but tough group that the twins hadn't managed to cow. That lad told me the chaplain and a bit of prayer was keeping him alive.So how could I be surprised to hear, from the thoughtful inspector of prisons, Ann Owers, that inmates in today's institutions were turning to Islam as a source of consolation? Some of them were also, she suggested, converting to join a group which could protect them. A natural enough urge. Prisons function as social systems with hierarchies, informal rules of justice, non-cash currencies and the opportunity to learn from the very wildest of our criminals. Brazil accumulated a current account deficit of 23.762 billion U.S. dollars in the first half of 2010, Brazil's Central Bank said on Monday.

Can the state avoid having a view on what is virtuous?The Conservative party is determined to make support for marriage into an election issue. The justification is that parents' lives and child-rearing arrangements are a proper subject for social concern. They aren't just a private arrangement between the consenting adults; the rest of us are involved, and suffer or benefit from the consequences. We are therefore entitled to encourage that couples behave in certain ways. The personal becomes the political, an odd turnaround for what was once a libertarian slogan.But this seems to go against the whole thrust of 200 years of increasing liberal individualism. Can there be anything wrong in consenting adults splitting up? Why should couples who cordially dislike each other stay together for the good of society? Is it because it would be virtuous to do so? Can the state avoid having a view on what is virtuous? And if we argue on that basis, what should be the virtues that the state should encourage within a relationship? China's consumer price index (CPI), a main gauge of inflation, rose 1.9 percent year on year in December last year, the National Bureau of Statistics (NBS) announced Thursday.

China's crude steel output for the whole of 2010 is expected to reach 624 million tons, up 8.2 percent from last year, China Iron and Steel Association vice-chairman Luo Bingsheng said on Friday.

China's third-generation (3G) mobile phone service subscribers numbered 25.2 million at the end of June, up 40 percent from the first quarter, said Zhang Feng, a senior official with the Ministry of Industry and Information Technology (MIIT), Tuesday.

In the second quarter, the German economy mainly benefited from two factors: a catching up in the construction sector after the harsh winter and strong foreign demand for German goods.Looking ahead, it is almost needless to say that the current growth momentum is hardly sustainable in the coming months. The logic behind the Atlantic project: most of the US's population centres are along the north-east coast; transmission losses make windfarms in the midwest and beyond too distant to power those energy-hungry areas; there's lots of wind a lot closer just offshore in the Atlantic. But without cables in place to carry the electricity so generated to the existing power grid, what's the point of building windfarms? The investment Google and two other companies are making is aimed at getting that connection started, making the whole project more viable and therefore more likely to happen sooner rather than later.Obviously, this is not an investment that's going to benefit Google immediately – it will take years and billions of dollars before the project is complete. For another six months the whole of Swedish society is wounded; fear becomes a part of all of us. One person dies, and others damaged for life. Slowly a pattern emerges: a Swedish citizen who shot with a rifle and laser sights at victims who all had something in common – darker skin, dark hair, or an immigrant background.I was then the chief reporter for Swedish television on the story, which was the biggest police operation and trial that Sweden had seen since the 1986 assassination of the prime minister, Olof Palme. I reported from the first shots till the last day of the trial. I saw Sweden changed: Nazi flags were raised; there were riots between demonstrators and counter-demonstrators; young people found their way into extremist groups. With ubiquitous poverty and an ever-growing population, failure to break the link between politics and criminal violence will turn the country's economic hub into another warzone Pakistan can ill afford.Violent crimes have an old history in Karachi, but civilians are being targeted in larger numbers, creating fear and panic on a scale that has not been seen in two decades. Most of the time this bustling metropolis is a model for organised chaos, and our ethnic, religious and other communities mingle freely, be it in business, street sports or our many mixed families.Yet that cohesion has been tested recently by a series of killings that have sparked deadly clashes between rival groups and even pitted neighbourhoods against criminal gangs. This year so far there have been more than 1,100 violent deaths, including about 60 over the last week (and eight just this Monday), although the figure may be even higher given that many fatalities are not documented. More people have died from targeted killings in Karachi this year than in suicide attacks in the rest of the country.Local political parties have been reluctant to confront the violence because of their murky relationships with groups implicated in some of the attacks. New figures show that fewer women are dying in pregnancy and childbirth than anybody thought. But will campaigners believe it?Is cutting the death rate among women in pregnancy and childbirth in poor countries an impossible task? Sometimes it may have seemed so. Too difficult, too expensive, too many women scattered through too many countries with far too few midwives and obstetricians between them. We seemed to be stuck on half a million tragic deaths a year forever. But, according to the Institute for Health Metrics and Evaluation at Washington University in the USA, the death rate has been going down after all. Quite dramatically.In the past 30 years, say Christopher Murray and colleagues who have just published online with the Lancet medical journal, that figure of 500,000 a year has come down to 343,000. That is a drop of 35%. It's remarkable news - and all the more remarkable because it's been happening without anyone realising it. Originally published in the Manchester Guardian on 5 July 1900Count Zeppelin's air-ship, which has been under construction for upwards of a year, has performed its first trial trip with fair success. This German vessel, of course, is not a flying machine so much as a balloon that can be steered. It consists of a hull not very unlike that of an Atlantic liner, but of course much lighter, within which seventeen balloons are enclosed. Motion is given to the whole apparatus by a screw, and there is a certain novelty in the steering apparatus and the arrangement for securing ascent or descent at will without loss of ballast or gas. This consists in a device for altering the centre of gravity of the vessel by sliding a weight backwards or forwards. Unfortunately an accident to the steering-gear brought the trial trip to a premature conclusion. The vessel rose easily, however, to a height of a quarter of a mile, and travelled 4 miles in seventeen minutes. The details of the trial which are as yet known do not allow us to say how this compares with the achievements of the war balloons capable of being steered which are already known to be possessed by France and Russia. As the wind was blowing at the rate of seventeen miles an hour, we can hardly suppose that the voyage of Count Zeppelin's vessel was undertaken in its teeth. If that was the case, indeed, a great future lies before the invention, as no balloon has been known to do anything nearly so good. So the Senate voted overwhelmingly last night to close debate on the tax deal, by 83-15 with two not voting. Lots of people are remarking on how surprising it is that most liberal opposition melted away at the last minute, as only nine Democrats voted no. But I'm somewhat more surprised that only five Republicans voted against. One of those five, George Voinovich of Ohio, opposed it for his own reasons, that he didn't think the tax cuts were defensible. But only four voted no from a conservative position.So why is this interesting? Because, remember, Rush Limbaugh has been fulminating against the deal, and a couple of national tea party groups said they opposed it and would pressure lawmakers to do the same. Those are usually pretty powerful levers in GOP politics, but this time, their efforts fizzled.Maybe they just want to get home for Christmas. Maybe they're waiting to see what the House does. Remember, the Senate will vote again on final passage. The evolution-creationism debate in schools must be about religious education lessons not just science lessons. This is my blueprint for better REFrom time to time there are concerns raised that some state-funded religious schools teach creationism, or intelligent design, in their science lessons.The last Labour government and the Conservatives in opposition have always denied this is a problem and have always said that they will not stand for the teaching of creationism in science lessons. Ministers always say that creationism can't be taught in science lessons Whenever this issue cropped up in parliament I was always concerned that the debate was missing the point. It is no good teaching about evolution (which is a scientific fact) in a science lesson at 9am then at 10am, in a religious education lesson, instructing pupils not to believe it. The whole problem with RE lessons is not that they exist but that they amount to religious instruction. There is no basis for allowing state-funded schools to indoctrinate their pupils, even if that is what their parents want. They can provide this in optional after-school (or lunchtime) classes or clubs. They could even have something on a Sunday where children are taught to be believers. They could call it Sunday School! The recognition that RE lessons are proselytising is reflected in the right that parents have to withdraw their children from these lessons. In contrast, they can't withdraw their children from biology lessons even if they have profound religious objections to their being taught about sexual reproduction or evolution – these subjects are recognised as non-proselytising. By wondering whether it's appropriate to think about animals having rights is not to suggest that all species are identical, or to think that there isn't something that distinguishes humans from other species. In that sense, wondering whether animals have a right to privacy, in terms of being filmed, is a question about human behaviour, not one about animals themselves.These debates are important because the decisions we make about how we treat other species are connected to the ways we think about the environment as a whole. That is, is the environment, and those other species that exist within it, simply there for us to view whenever and however we like? You're at a gig, surrounded by strangers and listening to the emotional music of your teenage years. Cry ... NNNING! But I'll be damned if the urge to throw off my repressed shackles hasn't overtaken me today. You see, I saw Suede the other night, and they made me weep like Pavarotti after a serious bit of onion chopping. My eyeballs were, for want of a better word, leaking. Suede are, of course, famous for playing doom-laden and emotional glam rock, so it wasn't entirely surprising that I felt a twinge of introspection as they went about their business. But I suspect a few other elements were at work here: for example, Suede were a big part of my teenage years, soundtracking my trauma and romance with yet more trauma and romance, until my life was basically a Jean Genet novel, except with a few bongs and Mario Kart races thrown in. Then there's the crowd factor; music is usually a private experience, whether you're iPodding on the tube or lying on your bedroom floor. But surround yourself with complete strangers and for some reason your emotions go crazy, leaving you vulnerable to earnest-sounding ballads (which suddenly sound as all-powerful as the final scenes of ET). I'm not entirely sure why this happens, but here's a quick guess: by surrounding yourself with strangers you're also exposing yourself to public scrutiny – but if you can overcome that and sing along like a complete idiot anyway, then the whole thing becomes strangely liberating. This a tragedy not only for the Christians, but all the people of Iraq. One fails to understand what role the US army is playing. If the object of the US army is to provide a viable government in Iraq, then it has certainly failed to do so.While we understand the concern of the Iraqi archbishop in London about the safety of the Christians in Iraq, we cannot agree with his advice for the Christians to leave Iraq. For more than 1,000 years Christians, Jews and Muslims have lived in peace and harmony as good neighbours, and we have no doubt that they will continue to do so. The present suffering of Christians is a part of the tragic political situation suffered by all the people of Iraq. The Christians in Iraq are a part of Iraq. Was it cerebral hip-hop? Freaked-out funk? Or an updated Innervisions? There is no point trying to pigeonhole the Guardian's favourite album of 2010 – just sit back and enjoySome years the most celebrated albums are perfect jewels whose brilliance derives from focus and consistency. Guardian critics' two favourite albums of 2010, however, are more like treasure chests, where the whole point is abundance and some stones may be more precious than others. Yet they point in opposite directions: Kanye West's towards the celebrity self and Janelle Monáe's towards the wider world — Me v Us, as Neil Tennant recently put it when talking about modern pop. At just 25, Monáe is absurdly, vertiginously talented. Although 2007's Metropolis: The Chase Suite had a cult following, a lot of people's first exposure to her was a YouTubed appearance on Letterman in May, performing Tightrope. Tiny in her tuxedo, she had that rare and compelling combination of razzle-dazzle exhibitionism with a sense of something mysterious and withheld. It was, in the words of the James Brown routine she unapologetically homaged, Star Time. Nina Simone used to complain that though she moved between styles people always labeled her jazz because she was black. The same goes for Monáe and R&B. It's part of the mix on The ArchAndroid but it's uselessly reductive as a general description. You could extrapolate whole albums from single tracks here: a tough, cerebral hip-hop record from Dance Or Die, an updated Innervisions from Locked Inside, a freaked-out funk opus from Mushrooms & Roses, and so on. She belongs to the tradition of OutKast, Prince, David Bowie and Funkadelic – artists who command so many genres that they become one themselves. There must be a full inquiry and a published report into this massacreThe first prime minister's question time of the coalition era was a subdued affair. Partly that was because everyone from David Cameron down was still feeling their way into new roles. Mainly, though, it was because of the shocking news from the north. Out of a clear blue sky, a 52-year-old taxi driver in Whitehaven had started shooting to kill, murdering at least one colleague, then heading off on a trail of random shooting through the small towns of west Cumbria, ending in the village of Boot in Eskdale, where he fired his last bullet at himself. West Cumbria has suffered a lot in recent months, in the Cockermouth flood and last month's Braithwaite bus crash. And now this.Despite occasional flurries of tabloid-fanned fear and in defiance of domestic TV dramas in which multiple shootings have become routine entertainment, Britain is neither a gun-toting society nor one in which order and security are held ransom by a gun lobby like the one whose activities help to allow so much killing in the United States. Gun crime here is falling steadily, down by a remarkable 41% in England and Wales over the past five years, according to Home Office figures. Only 39 people in England and Wales died from firearm offences in the whole of 2008-09, the lowest total in 20 years. Crime rates in Cumbria are well below the average. To get a balanced measure of the issue, consider this: just seven people in the entirety of England and Wales were killed by a shotgun during the whole of the last 12 months. Yesterday Derrick Bird vastly exceeded that whole total in a single shotgun rampage.Such rampages are not unknown in Britain. But they are so rare that each is deeply etched in the national memory. The festival of Eid al-Fitr makes Tania Ahsan wonder which complex traditional dishes will disappear with the older generation's passing. Which lost family recipes fill you with nostalgia?Today (all moon sightings being equal) is Eid al-Fitr, one of the most enjoyable dates in the Islamic calendar. My parents are having a big party and my mother will be making two traditional dishes that take a significant amount of time and effort to make. The first is nihari, a very slow cooked, spicy, soupy dish of beef shank and bone marrow. My mother begins an intricate and esoteric haggling dance with local halal butchers a week before the nihari is due to be made. She is after bones, big marrow-stuffed shin bones, to boil up and extract the marrow to add to the dish later. Butchers have got wise to the demand from Asian households around special occasions for these bones and have started saving them and charging a little something for them. However, my mother gets them for free because, for shame, who would charge for bones?Nihari takes around six to seven hours to make, depending on how much meat you're cooking up. It is cooked very slowly over a medium to low flame by simmering the meat (after having sealed it) in plenty of water for ages and ages. The whole day is a procession of smells emanating from the kitchen. It begins with the less than entirely appetising smell of the boiling bones and then, once the spices are added, a gorgeous warming stew aroma starts to fill the house. It makes your mouth water and, once ready, the meat just falls away in strips into the broth and you use big fluffy, doughy naans to soak it all up and savour the meaty, spicy, hearty goodness. - Letters: The right to a home birth in Hungary
Your report (Handcuffed, a midwife is led into court, 23 October) is a shocking indictment of the Hungarian maternity system. Agnes Gereb, a qualified obstetrician, had her own third child at home just before she held the first home birth conference in Hungary about 20 years ago. In 2003 a group of us who attended and spoke at the second home birth conference she organised, including Dr Marsden Wagner, previously director of maternal and child health for the European region of the WHO. After the conference, we met with Hungarian ministry of health officials and senior obstetricians, who did not accept the evidence that home birth was a safe option for healthy women with an uncomplicated pregnancy.In 2007 Gereb was struck off the medical register for doing home births and then retrained as a midwife. The birth now in question was not at home, the woman had been advised by Gereb to have her baby in hospital, and labour occurred prematurely and very fast in a clinic. Gereb's lawyers have not yet been told what the charges are but, as mother and child are alive, it cannot be manslaughter – so why is Gereb being treated as a criminal? This is a matter of human rights. As an EU member, Hungary accepts that women have the right to give birth at home, but no midwives have been given licences to practise outside hospital so their right is effectively undermined. Reason is fallible: the mind is bound up with our whole being, including our feelings, upbringing and experiencesThe Liberal Democrats, it is said, were torn between heart and head. Their heart went out to Labour but their mind argued that it was best to go with the Conservatives. So they made a rational decision. But whom was it best for? The country, the party, civil liberties or what? Rationality cannot be seen apart from the context in which the mind is trying to be rational, together with a host of other considerations including any prior assumptions, and what it is to make a wise decision.A very senior public figure spent some years in one of our more prestigious universities. He was heard to remark, sotto voce, that never before had he come across an institution where it was impossible to have a rational conversation. What did he mean? As the people he was referring to were intellectual leaders in their field he obviously did not mean that that were stupid. Could he have meant that they seemed incapable of taking into account another point of view? That they started with a certain fixed outlook and used the whole force of their formidable intellectual power to crush the argument of their opponent without realising that the opponent was looking at the issue from a different but equally valid point of view?Albert Camus said that the body is as good a judge as the mind. We know what he means. When we meet someone for the first time the whole of us responds to that person. Later the mind may reflect on the encounter and think that they were likeable, or not, but that first meeting will be an important element in whether we want to follow up the relationship or not. Yet, though there is a great truth in what Camus said, I believe that in the end the mind must be the f _NULL_

So Michele Bachmann is starting an official tea party caucus in the House of Representatives. The House has all kinds of, well, I guess they're cauci, aren't they? So now there will be a tea party caucus.As Politico notes, it will make Republicans, most of whom have preferred playing footsie with the movement but also kind of keeping it at arms' length, declare:Minnesota's Bachmann, a favorite of the tea party movement, earned approval from the Democratic leadership for her caucus late last week. It came as a bit of a surprise to her leadership, whom she didn't forewarn before formally applying to create the caucus......Indeed, the tea party movement is a loaded political weapon for Republicans heading into the midterm elections. Until now, they have had the luxury of enjoying the benefits of tea party enthusiasm without having to actually declare membership. But now that Bachmann has brought the tea party inside the Capitol, House Republican leaders and rank-and-file members may have to choose whether to join the institutionalized movement. It's easy to see why some Republicans may be hesitant, even as the tea party itself fights over the sentiments expressed by the movement's most extreme elements.So it will be interesting to see how many representatives actually sign on the dotted line. If it's not many, maybe the whole thing was overblown. If it's a big number, then who knows? I wouldn't say the tea party will become a third party, as some speculate. Much like Tim Burton, he has showed his ability to break out from well-defined parametersDeja vu? Of course you have, but that is the whole point of a summer season monopolised by sequels and franchise cinema. To go the box office today is to see old favourites dressed up as new: Toy Story 3, Shrek Forever After, The Karate Kid (remake), Predators (remake). Not so much variations on a theme as electronic music on a loop. If for no other reason, Christopher Nolan's Inception is worthy of note, a high-octane blockbuster which is both original and thought-provoking. Nolan is no stranger to sequels and remakes. Insomnia was a remake of a Norwegian film of the same name, and of course there was Batman Begins. But much like Tim Burton, Nolan showed his ability to break out from well-defined parameters. Nolan's Batman series are not simply comic-book films. Stylistically, they have more in common with Heat and The Usual Suspects than they do with Spider-Man or Iron Man. Nolan has been likened to Stanley Kubrick, only to be knocked back as forced and elephantine. Both the accolades and the brickbats miss the point. In Memento, he toys with the complexities of a thriller shot backwards. In Inception he places a sci-fi heist inside the moving contours of a dreaming mind. The visuals, like the streets of Paris folding in on themselves, fights in zero gravity, or sending a train ploughing through a busy street, are dizzying. But the best moments are human ones, when one character panics with the realisation she could be in the dream of another. For the last 20 years I've tried, through my work as a journalist both inside and outside the church, to argue for a greater and more equal role for women. Over the same period, women's rights as an issue seems to have all but disappeared – partly because there hasn't been enough will at the top (the present pope did say in 2007 that there should be more women in positions of power – but we're still waiting); and partly because, set against almost any other institution you could name, its stance on women seems more out of date and out of touch than ever.Despite Benedict's pledge, there is still only one woman, a Salesian nun, in a senior post in the Curia, or Vatican civil service (Sister Enrica Rosanna, a junior minister). Any woman stalking the corridors of power in Rome is likely to be there because of her ability at shorthand or deftness with a cappuccino machine.All of which is why I feel – at a parish and institutional level – as if I'm in a time warp. My church is stuck in the 1950s, in a world where it is perfectly all right for men to decide what is best for the whole community without any need to consult its majority – its women. Since the governing coalition under Angela Merkel had a majority in the assembly, Wulff's election should have been a matter of form, and the whole election little more than a political blip, considering the drama unfolding in South Africa at the football World Cup. However, things turned out very differently. The circumstances of Wulff's election may prove to be the death-knell of Angela Merkel's ill-starred second term as chancellor.For a start, the election was the result of an embarrassment. Wulff's predecessor, Horst Köhler, had resigned in a huff following criticism of some remarks he made while visiting German troops in Afghanistan. (He had said, quite rightly, that an international trading nation such as Germany had an interest in guaranteeing stability and open trade routes all over the world, if necessary by military means. This was construed as a call for gunboat diplomacy.) Merkel had to come up with an ersatz president quickly, and so she did. However, the minority may request a cloture vote after the conference bill returns, and obviously in this case the GOP will.Here's where things stand, to show you how ridiculous this supermajority business has become. You see, a generation or two ago, senators often would vote for cloture and then vote against the bill if they opposed it. This was done for collegiality's sake, out of regard for the body's traditions and norms, and all that. So it was not especially uncommon to see senators, even ones from the minority party, vote to move something to the floor, on the general grounds that minorities of 41 shouldn't be blocking everything in sight, and then vote against the bill.But now, in our super-partisan times, that norm has disappeared. Senators figured out that in essence, voting for cloture meant letting the bill go through, rendering their later no vote irrelevant.Well, that depends on your values system. Your later no vote was irrelevant only if you regard every piece of legislation as a battle of wills kind of death match; if you think your job as senator is to gain political advantage at all costs. If however you think your job as senator is to represent your state, vote your beliefs, but not excessively gum up the whole works, then your later no vote isn't irrelevant at all.But we're at the point in history where those old norms are long gone, especially with the GOP in the minority. The producer price index (PPI), a major measure of inflation at the wholesale level, rose 5.4 percent in February from a year earlier, the National Bureau of Statistics (NBS) announced Thursday.
It quickened from 4.3 percent in January this year, and 1.7 percent in December 2009, when the figure posted the first monthly rise since December 2008.

Belgians are just like the EU with its eurozone crisis: neighbours united by history and politics – and mutual resentmentFor a long time, it seemed as if Belgium was the cuckoo in the nest of the European Union: the state that could muster neither a hard core of cohesive national pride like most of its neighbours, nor the will to split apart, as the Czechs and the Slovaks did. But as the financial crisis has devolved into the euro crisis, it is becoming clear Belgium is actually emblematic of the EU, as a polity of diverse groups of people bound together by history, law, politics, common sense and mutual need – who fundamentally do not like each other.The euro crisis can be seen either as an economic problem with geopolitical implications, or else as a geopolitical problem with economic consequences. On the whole, politicians and commentators have stuck firmly with the former interpretation – which is hardly surprising since they have largely been quoting economists. It is also easier to believe the problem is just a matter of austerity measures, shock-and-awe bailout packages, and market turbulence. Progress has been made on cutting the death toll among children under-5, but a major new study shows that 8.8 million children are still dying and the Millennium Development Goal on child mortality will not be met without more work, particularly among women in childbirth and their babies.Most of the deaths of children under-5 worldwide are from infectious illnesses, with pneumonia (18%) as the leading cause, followed by diarrhoea (15%) and then malaria (8%). This is the conclusion of a major statistical exercise undertaken by Professor Robert Black from the Johns Hopkins Bloomberg School of Public Health in Baltimore and colleagues, funded by the WHO and Unicef and published in the Lancet, here.The study is important because it gives us up-to-date information on the numbers of child deaths - 8.8 million under-5s die every year, they say - and the causes. And it is a timely marker. As the authors point out:Achievement of Millennium Development Goal 4, to reduce child mortality by two-thirds, is only possible if the high numbers of deaths are addressed by maternal, newborn, and child health interventions.Some progress has been made in bringing down the numbers of deaths among toddlers and young children, which has meant that the proportion among babies less than 28 days old is now larger than before, at 41% of the total. And this is where the spotlight again shifts to maternity care. Pre-term birth complications account for 12% of all under-5 deaths, birth asphyxia for 9% and sepsis for 6%.To nobody's surprise, Africa has the largest number of deaths, at 4.2 million a year, followed by Asia, with 2.39 million. This is among the conclusions that can be drawn from the 2300-page report submitted yesterday in nine volumes by the truth committee, which the Icelandic parliament commissioned to analyse what had caused the collapse of the Icelandic economy.The report had been eagerly awaited and with great anxiety in the usually calm Icelandic society. It marks an end to a vicious blame game most players in Iceland's business and politics have been engaged in for the past 18 months, and hopefully a new beginning for a society ripped apart in internal conflict – in the aftermath of what generally is simply referred to as the Crash (Hrunið).The report paints a picture of an uncontrollable and unsustainable financial system that had grown way above the capability of Icelandic state to back it up as a creatable lender of last resort. Newly privatised, each of the three main banks came into ownership of three nouveau-rich families in Iceland. The report graphically explains how the three business blocks then, in a kind of a testosterone-driven pissing contest, used the savings of generations of hard-working Icelanders to storm the global financial market, including the City of London.The report also shows that the crash was mainly caused by a systemic error within Iceland. By vigorously enforcing its deregulation policy the lassez-faire government created a monster it couldn't control: the Icelandic Viking-capitalist was born. But the leader of the rail workers' RMT union, Bob Crow, is much too trigger-happy with industrial threats and confrontation at the public's expense. He has another one brewing on the London Underground as well as others on the railways too. The two sides should take this opportunity to get back round the table and negotiate a solution.Mr Crow issued a characteristically belligerent response to Mrs Justice Sharp's decision in the high court yesterday afternoon to grant an injunction to Network Rail halting the strike because of balloting irregularities by the RMT. The courts, he claimed, had launched an attack on the whole trade union movement by their decision. This is an exaggeration. No union that conducts its ballots properly according to the reasonable requirements of the law – as most do, and as the RMT has done in the past – would be in danger of being injuncted. Some people say they don't get Warwick Thornton's film, Samson and Delilah. And some people who say they do get it, don't. It's a film about an Aboriginal boy who sniffs petrol, and an Aboriginal girl who doesn't. He loves her, as well as he can, given his usual state of intoxication, which gets steadily worse through the whole 90 minutes of the film. It is all a bit pointless. That's the point. Pointlessness. This is hard to embody in any art form. Thornton gets very close.The young people are in love, aren't they? Well, are they? They don't kiss; they don't have sex; they don't even talk to each other. He's no Samson and she's no Delilah. There's some hair-cutting; she cuts her own hair when her grandma dies – with a carving knife (try it some time). Then he has a go when he thinks he's lost her, and chops away at his sun-bleached locks. In pre-whitefella times, Aboriginal women mourned by gashing their heads with sharpened stones, removing great chunks of scalp and hair, disfiguring themselves permanently. In hacking at their own hair, Samson and Delilah act out a half-obliterated memory that they themselves can hardly understand.One way of not getting the point of Samson and Delilah, which won the Caméra d'Or at Cannes last year, is to treat the movie as if it is realistic. On one level, it seems pitilessly realistic; most people who have never been to an Aboriginal community in the Northern Territory would think that Thornton's version is literal. It isn't, but it is true. It isn't literal truth because the kids in the film don't speak any kind of English, not even Aboriginal English or Kriol. When Thornton tried to write dialogue for them, he found he couldn't. - How star wars lasers can bring down missiles
The airborne laser test-bed (ALTB) uses more than one laser to bring down a missile. When infrared sensors on the plane detect a missile's exhaust plume, the first laser is used to track its trajectory. A second laser is then used to measure atmospheric effects between the plane and the missile.These are fed into a computer that adjusts the optics of the main laser. The giant 18 tonne infr。。red laser then fires a single shot from the nose turret on the plane, lasting three to five seconds, which is targeted at the pressurised part of the missile. The intense concentration of heat on the missile's skin weakens it enough for aerodynamic stresses to tear the missile apart. The whole process takes less than 12 seconds.The main laser, a powerful $4bn (£2.55bn) chemical oxygen iodine laser, can fire 20 shots before the plane needs to land and fill up on fuel for the weapon. If it is used at lower power, it could muster 40 shots in one flight. Although the airborne laser was designed to destroy short-range tactical missiles, defence analysts believe it may be effective against intercontinental ballistic missiles, hostile aircraft and even satellites.The lasers and missile detection sensors are built into a modified Boeing 747 freighter plane that cruises at an altitude of 40,000 feet and has a kill range of around 190 miles. The plane would be deployed over war zones or missile silos and fly in a figure of eight overhead to act as a deterrent.The airborne laser is a big part of the US missile defence agency's reincarnation of the strategic defence initiative, a constellation of laser-toting satellites proposed by the Reagan administration in the 1980s. In and among (plentiful) electronic evidence of the University of East Anglia researchers going about their job diligently, we have uncovered an abject failure to ensure essential records were kept on Chinese weather stations, determined manoeuvring to exclude critics from leading journals and international reports, and suggestions of deleting potentially embarrassing correspondence with a view to evading the Freedom of Information Act.For a newspaper that prides itself on leading the fight to fix the climate, avoiding such a forthright interrogation of the scientific pr。cesses on which our call for action ultimately depends might have been more comfortable – comfortable but wrong. The reality is that 4,660 files from East Anglia's Climatic Research Unit are in the public domain. The pragmatic argument runs that it is better that these should be evaluated seriously, methodically and in proper context, rather than hyped and distorted on the blogosphere. Scientific progress comes through free and frank debate, the bedrock of truth being revealed only after every muddying stratum above it has been penetrated and cleared away. One day Iceland will have to repay its debt – but first the country needs time to recover from its devastating financial crisisThe seemingly endless saga of Icesave took a dramatic turn today when the president of Iceland, Olafur Grimsson, refused to sign an agreement to repay £3.4bn to Britain and the Netherlands. Their governments paid out the sum to Icesave account holders after the online bank collapsed in late 2008, and now want Iceland to repay it.Our elected president has a similar function as the Queen in the UK – a symbolic figure rather than one with any real powers. Usually it is simply a mere formality for the president to sign bills from the parliament. Only once before has the president rejected one. The constitution says that when the president refuses a bill it should be put to a national referendum. Last time this happened, though, the legislation was simply withdrawn by the government – but now it seems that the Icesave bill will be the first to be put to the public.We therefore find ourselves in unknown waters. A quarter of the electorate in the country signed a petition to the president to veto the bill. And according to opinion polls, a majority will reject it in a referendum.What people in the UK might not understand is that Icelanders feel betrayed by the UK government. When the Icelandic banks ran into trouble in late 2008 the Labour government added insult to injury by invoking the UK anti-terrorist act, freezing all Icelandic assets in the UK – which ultimately drove the banks into the ground. Icelanders therefore find the idea that they should foot the whole bill alone difficult to swallow.There is also a legal twist. The EU directive upon which the UK and the Dutch base their claim is rather unclear. The crisis in Athens poses existential questions about the direction of the EU, on which the UK depends for the bulk of its tradeGREECE'S FINANCIAL WOES are both unique and typical. The country's problems are its own to solve, but they also pose profound challenges to the whole of Europe, Britain included.Even compared with other EU states with bungled budgets, Greece's finances are in a dire condition. The rot is more than usually deep. Corruption, tax evasion and dishonest accounting are systemic flaws.But the broad outline of Greece's situation is familiar to any country running a big budget deficit and with big debts in the middle of an economic slump.To win the confidence of markets – a precondition of servicing the debt – the state needs to show willingness to slash spending. But if too much austerity is enforced too quickly, money is sucked out of the economy and, if the private sector is too weak to compensate, recovery stalls.Britain's current fiscal problems fit that template. The conditions are far less severe than in Greece, but the dilemma is broadly the same. In their account of the crisis, most British politicians have taken comfort – and some smug gratification – from the fact that, unlike Greece, Britain is not constrained by Europe's single currency. That comfort is false.The euro is a crucial factor because it removes the option that Athens might once have taken: a currency devaluation, in theory making exports more competitive.But the removal of that item from the policy menu is nothing to lament. Even if it were possible, devaluation would be a disaster, increasing the cost of servicing debt and triggering rival devaluations elsewhere. South Korea posted a record-high current account surplus in 2009 as imports fell more sharply than exports, the central bank said Wednesday.
According to a preliminary report by the Bank of Korea (BOK), the current account in 2009 recorded a surplus of 42.67 billion U. S. dollars, a sharp bounce back from the previous year's 5.78- billion-U.S. dollar deficit.

The Afghan president has subverted the intended legacy of the 2001 invasion by seizing control of the electoral watchdogHamid Karzai's decision to take control of Afghanistan's electoral watchdog by presidential decree is a terrible blow to the intended legacy of the 2001 invasion – fair elections, democratic institutions and a constitutional government.By neutering the electoral watchdog, which included foreign experts, the president has taken personal control of the electoral process. He already determines the makeup of the Independent Elections Commission, and now he will be in charge of appointing the Electoral Complaints Commission. The ECC is something like a court of appeal against the IEC's decisions, which last year blatantly favoured Karzai at the expense of others. Having both institutions on his side, the president can be sure that the parliament elected this September will be dominated by his allies.The parliament is not only important as a block on the executive – capable, as we have seen these past few months, of taking independent decisions and frustrating Karzai's cabinet nominations – it also comprises a major part of the Loya Jirga assembly, which can change the constitution. Combined with provincial council results which bear every hallmark of having been manipulated, September's election may ensure the president a majority in the Loya Jirga.That will be useful, if he ultimately wants to overturn the constitutional requirement that he should serve only two elected terms in office. - Afghanistan: More talks more war
No international conference on Afghanistan would be complete without the leak of a memo to undermine it. The damage was done to today's conference in London by the publication of diplomatic cables from the US ambassador in Kabul. The star guest of today's conference, President Hamid Karzai, the man on whom too much of Washington's strategy rests, is, in Karl Eikenberry's words, an inadequate strategic partner who continues to shun responsibility for any sovereign burden. The cables were written in November and pre-date President Barack Obama's announcement of a surge. Since then, their author professed his unequivocal support for the mission before Congress. But that is not what his cables say. In arguing that more troops would only increase Afghan dependence and may delay the day when US troops can be withdrawn, they undermine the whole rationale of the surge. The leaking of the cables just before this conference goes beyond the realm of healthy debate. It can only attest to abiding divisions within the US administration itself.So another conference starts – this is at least the sixth in nine years – with private doubts about strategy being expressed by the very people whose job is to promote it. As we all knew he would and despite speeches to the contrary, Mr Karzai has doggedly resisted attempts to reform his graft-riddled government. He comes to London with only half a cabinet in place, but having reaffirmed the appointment of General Abdul Rashid Dostum as his chief of staff, a man accused of serious human rights abuses. Zarar Ahmad Moqbel, the man who oversaw the most corrupt organisation in the government, the interior ministry, has gone up in the world. China's retail sales rose 16.9 percent year on year in 2009 in real terms, adjusted for inflation, the National Bureau of Statistics (NBS) announced at a press conference Thursday.
The growth rate was 2.1 percentage points higher than that in 2008.
The volume of retail sales totalled 12.53 trillion yuan (1.84 trillion U.S. dollars) last year, up 15.5 percent from a year earlier.
