The UK is now asking for advice, wanting to learn from Portugal's achievements.There is something else that Britain can learn from one of its favourite holiday destinations, and that is a similarly integrated approach to renewable energy – particularly in terms of solar, wind and hydropower.Of course, Portugal's energy industry benefits from a favourable climate. That climate is one of many reasons I relocated here, with its abundance of warm weather, beautiful beaches, and proximity to nature. Lisbon is sun-scorched for half the year, while London gets hysterical for 30 days of summer.But, even if the weather is bad most of the time, the UK also has its own favourable conditions. It has 10 times more coastline and benefits from plenty of wind throughout the year. If Portugal can increase its reliance on green electricity from 17% to 45% in just five years, our own leaders have little excuse for our measly 3%.There is no denying that renewable energy is expensive – it is a common complaint here in Lisbon, where residents have seen their electricity bills rise nearly 16% in the last five years. You don't have to be an obsessive to find a sort of romance in their pages - and happily they now record a growing rail serviceBy rights, Thomas Cook's European rail timetable, and its worldwide counterpart, should have vanished long ago, a relic in the age of online information and Ryanair. But happily it survives. The company published its first continental timetable in 1873, well before the Orient Express began puffing east from Paris, and it is still publishing them in 2010, though Thomas Cook itself has gone through nationalisation and privatisation, and is now in German ownership. Six times a year, on thin brown-grey paper, it issues the times of trains around the world. Once a month it publishes a comprehensive schedule for Europe. You do not have to be an obsessive to find a sort of romance in its pages: imagining journeys on the overnight Stendhal from Paris to Venice, or the weekly through-carriage from Warsaw to Astana, out on the desert steppes of Kazakhstan. The Thomas Cook timetable reveals a train from Berlin to Sochi, if you want to take it; or the times of the new direct service from Sarajevo to Belgrade. There is a steam train in the Hartz mountains in east Germany that will puff you up to the site of a former Soviet watchtower; and the Lusitania hotel express which leaves Madrid for Lisbon each night, just after 10. No low-cost airline can match that for interest, or for environmental sustainability, for the best thing about these timetables is that they now record a growing rail service, not a declining one. We can't know the potential benefits of innovations like Portugal's unless we research them, says Alex StevensFor years, the UK government has consistently used a myth to stave off any bold innovations in our failing drug policy. It has predicted that liberalisation would inevitably lead to higher rates of drug use and related harms. The example of Portugal seriously challenges this argument.The idea that decriminalisation increases drug problems was already on shaky ground. Several countries and US states have reduced or eliminated criminal penalties for drug possession. They do not generally have higher rates of drug use than their neighbours. The rate of cannabis use in the Netherlands, for example, is lower than in the UK, even though the Dutch decriminalised the use of cannabis in 1976. The Portuguese experience again shows that there is no necessary link between the severity of sanctions and rates of drug use. There have been some increases reported in drug use by Portuguese adults since 2001, but these are no greater than those seen in other southern European countries. More important are rates of drug use among children, as they are more vulnerable to the harmful effects of illicit drugs. In Portugal, these rates have fallen since decriminalisation.As fewer people were arrested for drug offences, the prison population fell. So did drug use and HIV among prisoners.Portugal has also expanded its treatment programmes, including the use of prescribed methadone. This would have reduced deaths and infections even without decriminalisation, as it has elsewhere.There are limits to the ability of decriminalisation to deal with harm related to illicit drug markets. The policy has not cleared the dealers off the cobbled streets of Lisbon's Bairro Alto. But if a slim majority of legislators agrees that it's good policy, well, they were duly elected. I can see disliking the policy on substantive terms. But I really can't see a case for an argument that the very outcome is illegitimate. The Democrats did what they did. If a majority remains offended by November, they'll have a chance to make that clear. Our democratic system is corrupted in any number of ways, mostly by money. But it does function on this basic level. Our mother, Ana Timberlake, who has died aged 66 of the lung disease idiopathic pulmonary fibrosis, was one of those rare women who proved that you can have it all. A successful businesswoman and loving mother of three, Ana was the founder of Timberlake Consultants Limited (TCL), a statistical consultancy firm, with particular applications in medical research and econometric modelling.Ana was born in Portugal, the daughter of a civil engineer. Her father, Armando da Palma Carlos, was at that time the resident engineer on the Pego do Altar dam construction site, Alentejo, where Ana spent her early childhood. Her family were no strangers to successful women. Her aunt, Elina Guimarães (whose husband, Adelino da Palma Carlos, was appointed prime minister following the 1974 revolution) was head of the National Council of Portuguese women and is considered to have been the first feminist in Portugal.Ana took her first degree, in mathematics, at Lisbon University, before coming to Britain in 1969 to do a master's degree in statistics and operational research at Southampton University. She then took up employment at PTRC (Planning and Transport Research and Computation), a small research unit in London.An early assignment at PTRC was to re-analyse the results of Robert Borkenstein's 1964 Grand Rapids study, upon which the British breathalyser test had been based in the mid-1960s.
