Could this be the year donors start to listen?About a year ago, officials from seven fragile states met out of donor earshot to compare notes and air their grievances about how billions of dollars of donor money has been spent on peacebuilding and statebuilding over the years.Dili, Timor-Leste's capital, was the perfect place to host the first meeting of the g7+ of fragile states – Timor-Leste, Afghanistan, Sierra Leone, Central African Republic, Democratic Republic of the Congo, Haiti, Ivory Coast and others. If there's one country that knows about the shortcomings of international aid, its Timor-Leste. More than $8.8bn of aid has been poured into the country, only about a tenth of which has entered the local economy.Initially heavily aid-dependant after being freed from Indonesian rule in 1999, the half-island nation had much of its infrastructure destroyed by the departing Indonesian military and its militia allies, severely damaging key sectors like health. World Bank report for 2011 prospects sees sluggish growth in the developed world, and a shift in economic power from west to east. The first is that activity in most developing countries has recovered from the deep crisis of 2008-09.The second, and more important message, is that this is part of a clear trend that will see economic power move from west to east over the next 20 or 30 years. On current trends, the clock will be turned back to the days before the Industrial Revolution, when China and India – by virtue of their huge populations – were the biggest economies in the world.A quick look at what the World Bank expects in 2011 illustrates the point. Growth in the developed world is likely to remain sluggish at 2.4%, while developing countries are forecast to grow by 6%. Although the emerging market countries account for only around 25% of global GDP, in 2011 they will account for almost half of global growth.In one year alone, this sort of growth disparity makes little difference to the big gap between rich and poor nations. But compounded over three or four decades, it matters a lot. Work by John Hawksworth, chief economist at PwC, has shown that the current G7 (US, UK, Germany, France, Japan, Italy and Canada) will be challenged by an E (Emerging) 7 of China, India, Russia, Brazil, Mexico, Turkey and Indonesia. The G20 should recognise that it is China, not the US, which holds the key to world recoveryAs the G20 chair passes from South Korea to France, it will be down to President Sarkozy to try to stop the protectionist trends of the last two years. The G20 nations have introduced more than 400 trade restraint measures, according to the monitoring organisation Global Trade Alert. And Japan, China, Brazil and several other emerging nations have been intervening in markets to stop their currencies rising. US treasury secretary Timothy Geithner's proposal to establish a policy framework in which balance-of-payments surplus countries, such as China, would increase their imports, was shot down by China and Germany.Most recently a number of emerging nations, including Brazil, Korea, and Indonesia, have put controls on inflows of capital from abroad. These have picked up sharply following the move by the US central bank, the Federal Reserve, to start a second round of quantitative easing (QE) by buying up to $600bn of treasury bonds over the next few months. When a 7.7 magnitude earthquake struck off the coast of Sumatra the devastation was widespread: homes were washed away, communities were displaced. Relief came in the shape of disaster relief agency ShelterBox, which specialises in providing the basic supplies people need to begin rebuilding their lives.Click here to see more photos of the ShelterBox deployment When a tsunami ripped through the Mentawai Islands, about 150km off the coast of Sumatra, Indonesia, villages were swept away and livelihoods were wiped out. The Indonesian island chain is both geographically and politically remote from its rulers in Jakarta, and as a result central government aid took a week to arrive. One of the first agencies on the scene was ShelterBox, an international disaster relief organisation whose network of volunteers spring into action whenever disaster or conflict leaves people homeless or displaced. Neil Willis spoke to Becky Maynard, who was among the first to deploy for ShelterBox, about her experience on the islands.We at ShelterBox have discovered that there is a gap in the market; there are organisations that provide emergency shelter, such as tarpaulins, and there are people who provide transitional shelter. To fill the gap in between, Tom Henderson, a former Royal Navy search and rescue diver, came up with the ShelterBox concept: a box that contains an emergency shelter and other non-food items that you would need if you lost absolutely everything, such as clean water, warmth and the capacity to cook.If infrastructure isn't too badly damaged the gap between the tarpaulin and transitional stages can be only a matter of weeks. A bitter post-second world war conflict between Dutch colonialists and local nationalists followed the liberation of Indonesia from the Japanese occupation and led to the creation of the present republic, largest of all Islamic states. Apart from documentaries, it hasn't attracted much attention, and the only enduring literary work of interest it has inspired is Eric Ambler's 1956 thriller The Night-Comers. This situation has not really been radically altered by the Freedom trilogy, an epic account of the struggle, made by an Indonesian director working with American writers and technicians, the first part of which is Red & White, the colours of the patriotic insurgents.Unfortunately, Red & White is a conventional, unilluminating work, lacking historical context and individual characterisation, the best scenes being old black-and-white newsreels that accompany the final credits. The Dutch troops are sadistic racists, massacring anyone who stands in their way. Their opponents, a group of officer cadets trained to lead the liberation, are the usual cliche team established in second world war movies.
