      A succession is clearly under way. What no one yet knows is how much further it has to goNorth Korea generates reams of comment, but few hard facts. We learn from the propaganda machine, which has begun extolling his qualities in poetry and song, that Kim Jong-un, the ailing leader's youngest son, is being groomed as successor. Kim Jong-il had 14 years to prepare for power after being rolled out at the last party congress in 1980, and he is mindful that his son has only had two years to complete the same transformation from obscurity to Dear Leader. A succession is clearly under way. What no one yet knows is how much further it has to go.What can be said is that for a famine-prone country, dwarfed by the economies of its neighbours, China, Japan and South Korea, the regime is remarkably resilient. It has an ideology – xenophobic nationalism. It has enemies that give it legitimacy. And it is ruthless in its use of force as a lever of power. It executes officials scapegoated for policies that don't work and it is prepared to punish three generations of one family. It has extracted at least $6bn of aid since it first promised to denuclearise, and there is every hope that there are billions to come if it treads the same path.Analysts are hard put to come up with policies that work. But regardless of intent, the state of congealed hostilities that exists on the 38th parallel is a dangerous anachronism. It is time it ended.The Korean peninsula is the final holdout of the cold war. The US, in the aftermath of the second world war, partitioned a country that had a history of nearly a thousand years as a unified kingdom, and whose citizens had a creditable record of fighting the Japanese. The US propped up a rightwing dictatorship in the south; the communist guerrilla leader, Kim Il-sung, established his dynasty in the north.When the US withdrew its troops in 1950, Kim invaded in an attempt to reunite the country. After he was beaten back to the 38th parallel, the US-led UN forces invaded the north, bringing China into the war. By 1953, after three years of heavy casualties and the devastation by bombing of North Korea, a truce was signed at the 38th parallel, and a dangerous stand-off began. In this case, nobody can discern what North Korean purpose the attack could possibly serve. While we do not understand the origins of this sudden deterioration, the consequence is clearer. Outside powers must restrain the parties, and, in particular, China must restrain North Korea, since it is the only country that has any real leverage in Pyongyang.While Hillary Clinton got no public commitment of that kind during her talks in Beijing, it seems likely the Chinese will indeed apply some pressure. But Sino-American co-operation is not full-hearted, since the two countries differ so profoundly on the future of the Korean peninsula. Kim Jong-il is ageing and ailing.
