      Retired Russian police officer Dmitry Pavlyuchenkov has been charged in connection with the 2006 murder of the investigative reporter Anna Politkovskaya.The authorities also named a convicted criminal, Lom-Ali Gaitukayev, as an organiser of the killing.The agency investigating Politkovskaya's murder said Gaitukayev's murder gang included his nephews - brothers Rustam, Dzhabrail and Ibragim Makhmudov - along with Pavlyuchenkov and another former police officer, Sergei Khadzhikurbanov.It announced that Lieutenant Colonel Pavlyuchenkov, then head of surveillance at Moscow's main internal affairs directorate, ordered his subordinates to follow the journalist to identify her schedule and commuting routes, and then shared the information with the other members of the gang. The colonel later passed the murder weapon from Gaitukayev to the suspected gunman, Rustam Makhmudov.Gaitukayev is currently serving a lengthy jail term on unrelated charges of attempted murder, according to the BBC Russian service. Rustam Makhmudov was arrested in May and charged in early June. Politkovskaya, a special correspondent for the Moscow-based paper Novaya Gazeta, was well known for her investigative reports on human rights abuses in Chechnya, stories that led to multiple threats on her life.       My father, Eric Strach, who has died aged 96, was a consultant orthopaedic surgeon at St Helens and Whiston hospitals, Merseyside. Eric tried desperately to arrange a visa for his older sister, Ilse, and her children. He always thought he could have done more to save them.He arrived in the UK in 1940 with the Czech army and resumed his medical career, becoming the senior house surgeon at Wigan Infirmary. He married Margaret Forshaw in 1945. After the war, he returned to Czechoslovakia to help with the typhus epidemic in the Terezin concentration camp. He and Margaret intended to live in Czechoslovakia but, when Eric discovered that his family had perished in concentration camps, decided to settle in the UK.Until the fall of the iron curtain, Eric did not return. After the establishment of the Czech Republic in 1990, Eric set about having a memorial stone erected in the Jewish cemetery in Slavkov, near Brno, where his grandparents had lived, and renovating the synagogue there. You'll recall that after last fall's electoral thumping, the White House vow was to tack to the middle and win back independents. Look at this chart. Obama fell into negative territory with indies in late 2009 and has been there ever since, according to pollster.com. What gives, I wonder?First answer: Libya. Here's one Libya poll out of about a gajillion, but it does show that Republicans backed the no-fly zone in, surprisingly, the highest numbers of all, 57%. Democrats backed it with 51%. Independents, though, were 38-44 against it.I'm not sure why independents' views of this matter should diverge so from Democrats and Republicans. The only thing I can come up with is that independents tend to be not only less ideological but less political in general, and thus more likely than people who are more politically aware to look at Libya and just say, what the hell is this business?Does the budget fight figure in here? Maybe to the extent that people are hearing about another looming shutdown and thinking, oh, not more of this crap. Both Democrats and Republicans will tend to take sides, while indies will be more likely to say to blazes with both of you.       On International Women's Day, the director of the female film-makers' festival, which opens tonight, insists it has balanceBirds Eye View started out as a positive response to the fact that women make up only 7% of film directors (a statistic that remains accurate for Hollywood, and that has fluctuated between 6-15% in the UK over the last few years), and around 10-18% of screenwriters (depending on which year, and which side of the Atlantic). That's 6-18% of the creative vision in the world's most powerful medium. We live in a visual culture, and what we see on screen profoundly affects the way we see ourselves and each other. Film offers us an incredible thing – an immersive trip into someone else's universe, someone else's vision of the world. But if that vision is dominated by men then we are missing out on so much complexity, richness, diversity and creativity.It staggers me that we accept such a radically skewed perspective in cinema. Film after film of nearly all-male casts, with female characters as thin as their waistlines, and we barely bat an eyelid. If you do the Bechdel Test you'll be amazed at how many films you love fail to pass. That is, they don't have two or more named women, or if they do, those women don't talk to each other about anything other than men, if at all. Think about it. Then watch Inception again.What you will find in the Birds Eye View programme, is a sense of balance. These films, without doubt, boast more interesting representation of women than an average night at the flicks. Assailants carrying pistols fitted with silencers attacked guards and planted bombs near some production units for benzene and kerosene, said the spokesman for Salahuddin province, Mohammed al-Asi. One guard was killed and another wounded, al-Asi said.Iraqi oil ministry spokesman Assem Jihad said an investigation would be launched and that he hoped operations could resume shortly.The Beiji refinery, located about 155 miles (250km) north of Baghdad, has two sections. The attackers targeted the installation's North Refinery, which handles 150,000 barrels a day. The second section, the Salahuddin Refinery, is under renovation.
