The Netherlands has been without a proper government since February; Belgium has not had one since April.Both political systems have been rocked by the success of forces that were not so much new in themselves but were suddenly manifest on a new scale. In Belgium the New Flemish Alliance or N-VA, Flemish nationalist and rightwing, became the largest party. It has only been in existence since 2001. In the Netherlands, the Freedom party or PVV of Geert Wilders, Dutch nationalist and anti-migrant, more than doubled its MPs to become the third largest party. Its origins go back only to 2004.The result in both countries was the same. It was hard to create a governing coalition without including the newcomer, but it was equally hard to create one with the newcomer, because of the fundamental difference in values between the parties. In the Dutch case, the difference was most acute over the treatment of migrants and minorities. The proposal being considered was for a research station for visiting scientists to be staffed by Chagossians living in an eco-village. The Foreign Office says it opposes resettlement on grounds of feasibility and defence security. But despite many parliamentary requests, it has not said what security threat Chagossians living on islands 140 miles from the US base on Diego Garcia would pose. The US remains silent. The FCO feasibility argument is based on a discredited 2002 study. A few hardline environmentalists think only scientists should be allowed to visit the islands, despite the presence of 4,000 personnel on Diego Garcia. But many scientists believe human habitation, if carefully controlled, would not damage the environment and that Chagossians would make ideal custodians of their islands.The foreign secretary has said he is working for a just and fair settlement. This proposal offers an imaginative way out of the current logjam. But it would require the involvement of all parties – Mauritius, the US, Chagossian groups, conservationists and parliament. It could be the first step to an overall solution of the issues, not least the future of the designated marine protected area. Mr Hague should establish an FCO department dedicated to bringing this about. An estimate of the cost of compensation to Fukushima victims of $133bn has been reported by Reuters (Japan raises nuclear alert, 12 April). The UK has nuclear sites closer to major cities than Fukushima is to Tokyo, so costs could be even greater here. So it's scandalous that nuclear operators are being allowed to cap their liability at 。0.7bn or at most €1.3bn – barely 1% of the possible Fukushima compensation. No other industry is allowed to do this: BP has a $20bn fund for compensation to victims of last year's oil spill. Why should nuclear be let off? The industry says the public have a poor perception of risk. That although a nuclear accident could be catastrophic and cause us to lose our homes and towns, the chances of it happening are so small that we should not worry about it. How strange then that their shareholders are not willing to accept the same small risk that they might lose their money.A more suitable measure would be to remove the protection of limited liability from the owners and directors of these companies in the event of a major accident. If we are to lose our homes, they should too, not walk away with bonuses and pensions intact as the bankers did. They are worried sick about his welfare, and have asked me to visit him on their behalf.This film's overriding message is that Bradley should never have been sent to Iraq. Military bosses thought he was unfit, yet ignored the warning signs.He had been sent for psychiatric counselling before he was deployed to Iraq, and moved to a discharge unit, but was then still sent to Iraq.The war was in its fourth year, and the US army was apparently short of recruits. He was sent to one of the most isolated military posts in Iraq.According to the veterans interviewed in the film, the overriding culture was one of acute boredom and casual bullying. Security was said to be lax, a sense of free-for-all access to the computer rooms. Passwords to highly secret information were posted on sticky notes on computers.The film asks the questions to which we must get answers. Why are Bradley's military bosses not on trial? Why instead is a vulnerable young man being made an example of?I believe his treatment in Quantico military prison amounted to torture. This should be investigated and US military officials held to account. Since independence, the continent has undergone significant transformations. Almost every country in Africa has now instituted multi-party democracy. We are witnessing a significant growth of the African middle class, set to drive economic development and also demand political change where appropriate. The telecoms revolution, in which I have played some role, has already transformed the continent, allowing us to advance in leaps and bounds. Africa's average growth, after the recent crisis, is now almost five times the Euro zone average growth, according to the latest update to the International Monetary Fund's half-yearly World Economic Outlook. At the beginning of this new century, there is dynamism and drive in Africa. These changes, however uplifting, are not the only story. We continue to lag behind in many key areas. Although we can blame many factors for this, none is more central than the lack of high quality governance in Africa. We are the richest continent, with the youngest population, we are home to vast swathes of natural resources, and yet these are not yet translated into improved life quality for all citizens. Harnessing our potential for the benefit of all is the governance challenge in Africa. I read Madeleine Bunting's article with great sadness, as will many citizens of the Democratic Republic of Congo (The true cost of your new Christmas laptop? Ask the eastern Congolese, 13 December). The real issue is not that the DRC fails to gain a fair price for the rare metals and minerals so vital to consumer products from the mines in the east of the country; it is that the exploitation and lawlessness of the region allows rebel groups and corrupt army officials, through illegally imposed tolls and abuse, to confiscate the very revenues that the DRC so desperately needs and which are rightly due to its citizens for their development.The DRC government is openly considering the removal of UN-mandated forces in the eastern regions. Few would reasonably want the UN present in their country forever, but for the sake of stability in the eastern Congo they must stay. Since UN operations began they have helped to lessen violence in the region against women – so often the innocent victims of the ongoing unrest – and helped to provide logistical support for elections that would have been unmanageable without their presence. The ongoing industrial dispute at British Airways (Report, 30 March) highlights an unresolved component of aviation regulation: the market may have been liberalised, but labour law is still operating under decades-old rules. Labour is still able to undertake legal strikes that exact an enormous financial toll, not just on the carrier, but on their fellow employees and customers. Lisa Murkowski (R-Alaska) will likely be forced out of her party leadership position should she decide to launch a write-in or third-party candidacy, a Senate Republican said Wednesday. Murkowski, who conceded the GOP primary last month to Fairbanks lawyer Joe Miller, could announce as soon as Thursday whether she will continue her campaign for re-election as a write-in candidate. She has also held talks with the state's Libertarian Party leaders about running under their flag. Although Senate Minority Leader Mitch McConnell (Ky.) and other GOP leaders have not yet formally discussed what to do if Murkowski does run, the Senate Republican said there is likely no scenario in which she would be allowed to remain Republican Conference vice chairwoman. According to this source, Murkowski could simply resign her position, or McConnell and other leaders could press her to resign. Economic growth in the Great Lakes region must be underpinned by free elections if future instability is to be avoidedHalf a century or so after the countries of Africa's Great Lakes region gained their independence, many observers agree that amid their achievements there have been some considerable missed opportunities.As vice-chair of the All-Party Parliamentary Group on the Great Lakes Region, I have watched and supported the development of the East African Community (EAC), a free-trade zone of 130 million people from five countries: Burundi, Kenya, Rwanda, Tanzania and Uganda. This community will soon provide a single visa regime and is working towards a single currency, the East African shilling.This regional integration presents a momentous opportunity to power East Africa into a position where it can be the driver of its own economic future, rather than sitting in the back seat. The Democratic Republic of Congo (DRC) remains outside the EAC, but is still the largest single Great Lakes nation. The three party leaders' articulacy put US politicians to shame, but Cameron seemed high-handed and Brown old-fashionedFrom an American perspective, there was a clear winner of Britain's first-ever prime ministerial TV debate: Nick Clegg. He looked sharp, was consistently articulate, and was able to challenge the other two candidates pointedly and effectively. By contrast, the other candidates gave unmemorable performances. Just as advertised, the incumbent prime minister seemed to belong to a pre-television era. Gordon Brown came across as old and leaden without seeming especially wise. David Cameron was stiff and occasionally uncertain, with an upper-class manner that appeared high-handed at times.Having said that, Clegg had it easy. Almost no one thinks he's the next prime minister, so the pressure was off. Both Brown and Cameron were respectful and friendly because they covet his voters. Both the Labour and Tory candidates occasionally used Clegg as a battering ram against the real opponent.In an American context, the three party leaders were marvellously articulate, putting US politicians to shame, including Barack Obama – who can be stilted without his teleprompter. This was a debate steeped in details and policy. There were plenty of memorised soundbites, yet the format encouraged quick thinking and gave voters a sense of the mental agility of each candidate.The subjects of the questions were familiar to anyone who watched the 2008 US presidential clashes: immigration, education, the healthcare system, and war casualties. The answers were different, for sure.
