    • Scrutiny of the EU border agency can only be a good thing | Bjarte Vandvik
We will not ensure that the rights of migrants are respected simply by demonising Frontex and border guardsPatrolling vessels, helicopters and aircrafts. Men in uniforms deployed at Europe's borders and beyond, working together with the authorities from countries with dubious human rights records and making use of the latest technology to seal our frontiers. It sounds like an embryonic military European border police – and yes, it's scary. If we were in a western, Frontex would be the guys wearing the black hats.Throughout its five years of life, the EU's border agency has become a magnet for the criticism of human rights advocates. And indeed, when we look at how people are treated during the operations to control our borders, there is a lot of blame to share. At the border, those seeking to enter all come through the same routes and look similar. Refugees do not wear a particular label marking them out from other immigrants. Often, people entitled to stay here because they face persecution or violence in their home countries don't get the chance to explain the reasons that made them flee, and are pushed back into the threat that forced them to escape in the first place. When this happens beyond the physical frontiers of the state, on the high seas or in third countries' waters and territories, it is even easier to hide them from the public eye.The involvement of Frontex in border control has increased opacity: the greater the number of participants in border management operations, the blurrier the responsibility. However, it is not by demonising Frontex and border guards that we will ensure that the rights of people subject to border control operations are respected. We should look both for legal and practical answers. The European commission has done a good job regardi 我々は、移民の権利は、単にFrontex国境guardsPatrolling船、ヘリコプターや航空機をdemonisingから尊敬されるようにされません

    • Defence review: a foresight saga | Jim Murphy
The defence review will be unfit for purpose until it meets the challenges of the Arab springThe Arab spring has irrevocably changed the security landscape. While many debate how the civilian surge started, no one knows where it will end and what the impact will be on the international balance of power, security and liberty. The secretary of state for defence on Monday argued that the conflict in Libya demonstrated the success of last year's defence review. He and the prime minister are alone in that assessment. The assumptions on which both the review and the national security strategy were based are now out of date. A review that did not mention Egypt, Tunisia or Libya is not fit for purpose.Consider Libya. The evacuation of UK citizens relied on a frigate that was due to be scrapped. The government was forced to extend the life of two Nimrods despite repeated assurances that such surveillance capability was unnecessary. Operations have involved Tornado jets, whose numbers are set to be reduced. France has a carrier off the coast of Libya, ours is on sale online. Contradicting the defence secretary, the head of the navy has said that deploying a carrier in Libya would have made the operation more reactive and cheaper. The defence review did not plan for two missions exceeding six months. As service chiefs have warned, if Libya lasts beyond September, capabilities may have to be redeployed from standing commitments. All this as we prepare for another, perhaps sharper, round of cuts.Monday's reforms to the structure of the Ministry of Defence are in principle welcome, but the problems with defence policy are greater than who sits in which chair at which table. • Queen's visit will cement Irish-UK business relations
The intense security surrounding the Queen's visit masks its true purpose – to lay the political ghosts of the past to rest and cement a new trading partnership between Europe's English-speaking neighboursNo chances are being taken with the Queen's visit to Ireland this week. An 8,000-strong police force will be deployed in the biggest-ever security operation witnessed in the country. Some 500 troops have now surrounded the army base where she will arrive; the PSNI have lent two water cannons in case of trouble; and according to one press report, a specialist anti-aircraft unit will shadow her travels armed with RBS70 surface-to-air missiles. The heavy security is unprecedented – the police have spent the last month sending sub aqua teams down the sewers and have sealed 5,000 manholes around venues she will visit. It is a wise precaution but it doesn't reflect the feelings in Ireland. Despite attempts by some on the margins of Irish society to stir up trouble, a recent survey showed that 81% of the public welcome her visit.Of course, pure self-interest is at play here. The Queen's visit and that of Barack Obama's next week are being seen as a rare chance to give Ireland the kind of positive international exposure that money can't buy. In these stricken times, the Irish will cling to anything for a few tourist dollars. Tourism Ireland chiefs believe the visit will generate €150m (£130m) in positive publicity worldwide. Irish owe a lot to British taxpayersThe fact is Ireland and Britain already enjoy a special relationship and in the last two years the Irish taxpayer has a lot to thank its nearest neighbour for. The British taxpayer is on the hook for billions of bad debt generated by the Irish property crash. • Democrats push to ratify Russia nuclear pact
Democrats pressed for a final Senate vote on a nuclear arms control pact with Russia, confident of success on one of President Barack Obama's top priorities despite Republican opposition.Leading Democrats said they believed they had enough votes to ratify the treaty, which would restrict Russia and the United States to 1,550 deployed nuclear warheads, a cut of about 30 percent from a previous limit set in 2002.

    • Libya gives spies a chance to shine | Richard Norton-Taylor
British intelligence officers have a firm foothold in Libya. Their subtle moves may be more explosive than the bombing campaignWhile David Cameron praises British pilots and enthusiastically announces an increase in the number of RAF Tornado aircraft deployed against Libya, British intelligence officers are operating rather more discreetly on the ground.Britain's Secret Intelligence Service, better known as MI6, is in the thick of it and the Libyan conflict should be right up its street. The Libyan desert may have been the birthplace of the SAS during the second world war when MI6's main playground was the deserts of Arabia further east. But in recent years their officers have got to know the deserts of north Africa, and of Libya in particular.Their role should be key now, as the coalition's military operation, which the US says it is abandoning, appears to have run its course. While Cameron is gung-ho for the fight, defence chiefs and commanders, in Washington as well as London, are increasingly concerned about a stalemate. It is time for intelligence agencies to prove their worth.CIA and MI6 officers are active in Libya, doing what they are trained to do – encouraging influential people to come over, to defect. Both agencies have a special relationship with Muammar Gaddafi's Libya. They monitored it closely when Gaddafi was funding and supplying terrorists in western Europe, including the IRA. Their senior officers, Sir Mark Allen of MI6, Stephen Kappes of the CIA, were deeply involved in talks with Tripoli over compensation for the victims of Libyan-sponsored terrorism, including Lockerbie. In 2003, they celebrated months of talks leading to Gaddafi's decision to give up weapons of mass destruction with a long lunch at the Travellers Club in Pall Mall.A year later, and イギリスの諜報機関の役員は、リビアの確固たる足場を持っています

    • Marynia Chatterton
My grandmother, Marynia Chatterton, who has died aged 93, was the first female fellow of the British Institution of Structural Engineers. Deploying considerable determination, intellect and tenacity to succeed in a profession that still remains very much a man's world, she designed most of the high-rise buildings in Zimbabwe's capital, Harare. She was born Marynia Znamirowska in Warsaw, into a large Orthodox Jewish family. In 1931, her younger sister died, prompting her family to emigrate to the British Mandate of Palestine. She finished her schooling in a new language, Hebrew, and enrolled as a student of engineering at the Haifa Technion. Graduating with the first distinction in engineering to be awarded there, she went to work for the collective association of kibbutzim. While a student, she served as a weapons trainer in the Jewish paramilitary force Haganah and, when Haifa was bomb]ed during the war, as a firefighter. After marrying my British grandfather, Frank Chatterton, Marynia emigrated in 1947 to Southern Rhodesia. Initially facing scepticism from the construction community, she emerged as one of the country's top engineers, starting her own consulting firm in 1957. She joined the Institution of Structural Engineers, as the first female fellow, in 1954. Marynia went on to design some of the capital's most recognisable landmarks: the National Library, Museum and Art Gallery, and the Meikles hotel. But it was her expertise in high-rise buildings that made a lasting impact on the skyline of modern-day Harare. She designed many of the capital's skyscrapers, her life's work culminating in the 26-storey Reserve Bank headquarters, still Harare's tallest building. And while remaining one of Zimbabwe's most respected practising engineers long after the country's independ 93歳で死去した私の祖母は、Maryniaチャタートンは、英国の研究所構造技術者の最初の女性の仲間だった

    • Haiti's plight can bind US and Cuba | Steve Clemons
Following the earthquake in Haiti, the US and Cuba should cast aside their differences to help their troubled neighbourIn Latin America, Cuba stands out as one of the most effective deployers of soft power. Rather than exporting revolution, Cuba today exports doctors – with more than 30,000 Cuban doctors working in more than 100 underdeveloped countries around the world.Cuba has become a marquis provider of catastrophe-related medical assistance around the world, particularly after tsunamis, hurricanes and earthquakes – and no doubt will send large contingents of medical personnel to earthquake-ravaged Haiti. Moving beyond the cold war stasis in US-Cuba relations is a priority of Barack Obama's administration, and the devastation in Haiti provides a platform to provide relief for a desperate nearby nation and build collaboration between Cuba and the US.Many great American voices from Brent Scowcroft and George Shultz to Jackson Browne and Bill Richardson have argued that the US-Cuba embargo makes no sense as foreign policy, that the right of Americans to travel anywhere in the world should not be suspended in the case of Cuba, that Cuba's exports of doctors rather than arms should be more than enough reason to strike Cuba off America's watch list of state sponsors of terror. But to effect change in a relationship as historically toxic as that of Fidel Castro's Cuba and 11 US presidents will require certain narratives. One such narrative could evolve from tying American resource co-ordination and financial support in a regional multilateral effort with other Latin American nations – particularly Cuba's deep bench of natural disaster-experienced medical corps. After Hurricane Katrina pounded New Orleans and southern Mississippi, Fidel Castro offered relief support from a 1,6 ハイチ、米国とキューバでの地震の後に問題を抱えたneighbourInラテンアメリカを支援する、キューバの1つのソフトパワーを最も効果的なデプロイヤとして際立っている、その違いはさておきキャストする必要があります
