ALMATY, Jan. 15 (Xinhua) -- An well-known mosque in Astana considered the biggest in Central Asia went on fire Sunday, the Interfax news agency reported.
The dome of the Hazrat Sultan mosque was apparently burning, the report said, adding that open flames were not visible but the entire roof was covered by smoke.
More than 100 people had been evacuated, and firefighters had arrived at the scene, Interfax said.

On Monday students all over Europe will be celebrating the European Day of Languages. However, while pupils in other European countries learn two new languages in school, we have less to celebrate. Language learning in the UK is in serious decline (Editorial, 13 September). While we find it difficult to motivate pupils to study French and German, young people in east London are campaigning to make qualifications available in a wider range of languages. They speak community languages such as Somali or Albanian, as well as English, and are keen to study these and use them in their future careers. Many are already learning at complementary schools – Saturday schools or mother-tongue schools. Four recent studies funded by the Economic and Social Research Council show how complementary school pupils gain the cognitive, linguistic and social advantages of bilingualism.As academics involved in complementary schooling, we urge the government to engage in constructive dialogue with young people and their communities and make qualifications available in a wider range of languages. This would be an important step towards a coherent policy on multilingualism. The UK's unique language resources could then benefit the country's economy, particularly in global trade. Everyone is recoiling from the battle that should be fought against people who impose their authority by murderOne by one, those who stick their head above the parapet to demand changes in Pakistan's infamous blasphemy law are being gunned down. First Salmaan Taseer, the governor of Punjab, and now Shahbaz Bhatti, Islamabad's minister for minorities, himself a Christian. To say these men were liberals is to posit a false dichotomy. The people gunning them down are not conservatives. They are people who impose their authority by suicide bombings and murder. Their form of argument is terror, and the battle which should be fought against them by anyone who upholds freedom of belief should be as clear on the streets of Islamabad as it is in the foothills of Waziristan.But everyone recoils. The government backs off through a misguided sense of self-preservation. Weak and fragile, it believes it is being goaded into a conflict it cannot win. So it retreats, backing up against a precipice over which it will eventually fall. Instead of mobilising mass demonstrations against the killings, the Pakistan Peoples party appeases the very forces responsible for the murder of its former leader Benazir Bhutto. The next woman on the death list is Sherry Rehman. Rather than support her bid to reform the blasphemy law and hold the debate where it truly resides, with elected representatives in a parliament (what else was the struggle to end military rule all about?), the PPP prime minister, Yousaf Raza Gilani, hung his former information minister out to dry. Under pressure from religious clerics, he claimed that she had voluntarily withdrawn a bill proposing changes to the law. She had done no such thing. Armed with an innovative new management tool, the African Leaders Malaria Alliance is making vital progressIn Africa, we used to track malaria by metrics of despair – cases and deaths, wasted life and squandered opportunity. We tracked numbing statistics like the million Africans who died annually from this preventable disease a decade ago. Today, however, we track malaria by statistics of progress and momentum. We count the 11 countries that have reduced malaria deaths by more than 50% since 2000. We count more than 300m lifesaving mosquito nets now being delivered across the continent. We track improved school attendance, the eased burden on health systems and a stronger workforce.These gains are inspiring, but fragile. Dominic Cooper's turn as Saddam Hussein's son and his body double is watchable but this is violent, unsubtle stuffRight now, James Corden is getting rave reviews for his dual stage performance in One Man, Two Guvnors at London's National theatre. As it happens, his History Boys classmate Dominic Cooper is giving his own doppelgänger turn in this movie set at the time of the Gulf war in 1990. Cooper plays Saddam Hussein's pampered son Uday and also Uday's horrified body double Latif Yahia, in a gruesomely violent, toweringly unsubtle, fantastically crass but watchable thriller, inspired by DePalma's Scarface, with a touch of Bond villainy. Everywhere there is dodgy faux-marble and the gleam of gold plate. Cooper's Saddam Jr is a gap-toothed momma's boy, bully, murderer, rapist and cokehead, surrounded by sycophants, but terrified of assassination, hence the need for a double. Yahia is a less interesting character: tough, unimpressed, disgusted by Uday's crimes, but not extravagantly so. The obvious way for the plot to go would be for Yahia to get to like being Uday, and even to like Uday himself. But these internal dramas are not explored. This isn't exactly a complex study of Iraqi history, but director Lee Tamahori punches it across, and the Stalinesque use of doubles in Iraq is interesting. The overarching 100 year trend in retail is geographic broadening and goods narrowing. Fifty years ago just about every city in America had its own unique department store, where shoppers could buy from a broad range of merchandise. The focus was on clothes, but these stores typically carried many types of goods, hence the name, “department store.” Now, with the advent of vastly improved long distance communications systems, there are few if any of these institutions left. Rather, every city has pretty much the same set of stores. And there is now greater specialization by product type. We now have a national chain for lingerie (Victoria’s Secret, part of Limited Brands ) and another for clothing for women in households having income of about $70,000 (Coldwater Creek ) and we have the Cabella’s (CAB) destination sporting goods stores. Kohl’s (KSS) has a tighter focus on clothing than some other national chains. And now, not only are chains national, but international. One must ask where it will all end. Will the trend towards specialization continue, and threaten Walmart (WMT) and perhaps Target (TGT)?? Walmart already appears to be hurting. And no wonder. Store brands with a tighter focus are nibbling away at the corners. _NULL_

The scale and severity of the suppression of protesters in Bahrain warrants a much tougher response from the UK government (Anger at Cameron's invitation for Bahraini prince to No 10, 20 May). Mere expressions of concern – of the kind raised by David Cameron in his meeting this week with the crown prince, Sheikh Salman bin Hamad al-Khalifa – will change little. Since mid-March Bahraini security forces, with the support of the Saudis, have launched a brutal, systematic crackdown against protesters, human rights advocates and opposition groups. Hundreds have been arrested in nightly raids on their homes and at security checkpoints, taken to unknown locations, and detained for weeks without access to their lawyers and family members.Authorities have announced that many will be tried before special military courts for crimes that carry harsh prison sentences and the death penalty. Around 30 people have been killed by Bahraini security forces since the start of the protests.The UK and other western governments need to urgently increase pressure on the Bahraini government, and make clear that those responsible for these abuses should be brought to justice. The Nordic nations together would have economic and political clout – if they could overcome their fierce independent spiritsToday the leaders of the five Nordic states are meeting to discuss the possibility of creating a Nordic federal state. Ever since the Kalmar Union of the kingdoms of Denmark, Norway and Sweden – reaching to Iceland, Greenland, the Faroe Islands, Shetland and Orkney – collapsed in 1523, the idea of reinstating some sort of a supra-national Nordic state regularly crops up. Now this old idea has resurfaced in a book the Swedish history professor Gunnar Wetterberg submitted to the Nordic Council in Reykjavik today.Wetterberg argues that together the Nordics (Denmark, Finland, Iceland, Norway and Sweden, with the three micro territories the Faroe Islands, Greenland and Aland), will be stronger and more stable and prosperous than they are on their own. After Sweden and Finland joined Denmark in the European Union in 1995, leaving Norway and Iceland in the European Free Trade Association (Efta) (and within the European Economic Area, which brings them in to the European internal market), the Nordic Council has been in search of renewed purpose. Over the last 15 years the cracks have become ever more obvious in Nordic co-operation: it has been downgraded to cover soft policy issues such as culture, while economics and other hard policy has been transferred to the European level.With a joint government and a parliament based on a common constitution, the federal Nordic state should concentrate on foreign policy and defence, the economy and the labour-market, and research, leaving most other policy areas to the regional authorities in Copenhagen, Helsinki, Oslo, Reykjavik and Stockholm. Not everybody has the finances to perform the hajj, Mount Sinai has special significance in Christianity, Islam and Judaism and the Bedouin have no income. I would also concur with his assertion that there is not much in that neck of the woods except the mount itself, St Catherine's Monastery and the Burning Bush. It might be fruitful, in an economic sense, to develop the area further.Where al-Qimni comes a cropper is his use of the word Ka'bah, which has immediate and almost non-negotiable connotations of a particular granite building in Mecca. The word itself, or so my rudimentary Arabic tells me, means cube or cubic. My friend Gordon Strachan, who has died aged 76, was a maverick theologian, a Church of Scotland minister who loved to turn ideas inside out and challenge orthodox assumptions. No one who was there will ever forget him dressed as Merlin at the pageant organised in celebration of the launch of his book The Return of Merlin (2006), when friends became a vast cast of characters from the Arthurian legends, with Gordon's son Christopher and friends as the knights of the Round Table.Tall and striking in looks, Gordon was a pied piper figure, particularly for the many students he taught in 25 years of tutoring Edinburgh University's Lifelong Learning courses. With an end to the ban in prospect because the eruption is subsiding, this is what some airline executives and a number of grumpy commentators have come close to saying. The truth lies elsewhere, and, while it does not reflect that well on governments here or on the aviation industry, this has not been a simple case of overreaction.We remain in a state of confusion over the threat posed by volcanic ash because the basic scientific and technical work needed to measure it more accurately has not yet been done. It has not been done in part because it has not been funded, and in part because competing scientific projects have taken precedence. There is as a result considerable uncertainty on the two fundamental questions of how to gauge more exactly the amount of volcanic material in the atmosphere, and, having gauged it, how to decide what amount aircraft can cope with and what presents a serious danger.That danger was first dramatised in 1982 when a British Airways 747 lost its engines flying over Indonesia during an eruption. Over the years since, an international institutional framework for early warning of volcanic events has been put in place, but progress on the satellite instrumentation needed for accurate measurement of volcanic clouds and on the testing of jet engines to see what levels they can tolerate has not been so rapid. Raphaël Liogier is right to point out the problems with France's proposed ban on the veil (Comment, 27 January, which will pave the way for similar moves against other visible expressions of religion. Shutting down the right to choose to wear the veil will only further embolden Islamophobia, the far right and fascist parties. The debate has had the net effect of demonising a minority of Muslim women, who number less than 2,000 in France. It will mean the only option for many of these women will be to stay confined to their homes. All this, ironically, in the name of integration and the liberation of women. We are one society and many cultures; respecting and allowing all cultures freedom of expression, as long as this does not impinge on the rights of others, means all communities can fully contribute to society. The debate in France is already impacting here, with Ukip calling for a ban on the burka and niqab. Our mother, Ana Timberlake, who has died aged 66 of the lung disease idiopathic pulmonary fibrosis, was one of those rare women who proved that you can have it all. A successful businesswoman and loving mother of three, Ana was the founder of Timberlake Consultants Limited (TCL), a statistical consultancy firm, with particular applications in medical research and econometric modelling.Ana was born in Portugal, the daughter of a civil engineer. Her father, Armando da Palma Carlos, was at that time the resident engineer on the Pego do Altar dam construction site, Alentejo, where Ana spent her early childhood. Her family were no strangers to successful women. Her aunt, Elina Guimarães (whose husband, Adelino da Palma Carlos, was appointed prime minister following the 1974 revolution) was head of the National Council of Portuguese women and is considered to have been the first feminist in Portugal.Ana took her first degree, in mathematics, at Lisbon University, before coming to Britain in 1969 to do a master's degree in statistics and operational research at Southampton University. She then took up employment at PTRC (Planning and Transport Research and Computation), a small research unit in London.An early assignment at PTRC was to re-analyse the results of Robert Borkenstein's 1964 Grand Rapids study, upon which the British breathalyser test had been based in the mid-1960s. The original data had not been statistically adjusted and earlier analysis had suggested that driving improved with the intake of a small amount of alcohol.
