    • Success, failure and multilateralism | Michael Tomasky
David Brooks writes an odd sentence today (the second one):...today, as an impeccably crafted multilateral force intervenes in Libya, certain old feelings are coming back to the surface. These feelings have been buried since the 1990s, when multilateral efforts failed in Kosovo, Rwanda and Iraq.Hmmm. What failed in Iraq in 1991? The mission was to get Saddam out of Kuwait, and the mission was accomplished. In Kosovo, the mission to stop violence and restore autonomy to Kosovo. Those things (pretty much) happened. Rwanda was a failure all right, but wasn't that because the West's slowness and non-intervention contributed to the slaughter of hundreds of thousands of people? There are any number of criticisms to be made of the Kosovo and 1991 Iraq exercises. Kosovo of course was and is often attacked as having been illegal under Nato's bylaws. The gulf war had many critics on the left who saw it as none of the US's business to get into a regional dispute and on the right who argued that the troops should have gone straight to Baghdad (they got their way eventually).Maybe Brooks means that - that we didn't take Milosevic and Hussein out. But those weren't in the mission statements. There is of course much confusion today, especially in London, about whether removing Gaddafi from power is part of this mission. Officially it is not. Unofficially, we bombed his compound.Multilateralist humanitarian intervention does not, in fact, have a terrible track record. One would be hard-pressed to say it has a brilliant track record. In Bosnia, it took far too long to act and many people were killed. And there will always be deaths of innocent civilians, and that's clearly a terrible thing. But recent history tends to show that genuinely multilateral interventions achieve their goals.

    • Turmoil in Iraq threatens US withdrawal plans | Ranj Alaaldin
The continuing disputes over election results are creating a political vacuum likely to be filled by sectarians and terroristsIraq continues to be embroiled in its messy post-election coalition-building process. It has become so messy that the US may well be rethinking its withdrawal plans, and particularly its withdrawal of all combat troops at the end of August. In the past few weeks, amid a number of terror attacks, two key developments have taken place: an order by an electoral panel to have all the votes cast in Baghdad manually recounted; and a ruling that paves the way for banning some elected candidates because of their sympathies for the outlawed Ba'ath party.Reports suggest at least two of these candidates won seats in the 325-member Iraqi parliament; both belong to the winning bloc of the Iraqi National Movement (INM), led by Ayad Allawi who won 91 seats, ahead of Nouri al-Maliki and his State of Law coalition's 89 seats. The banning of other INM elected members is also possible within the next couple of weeks.Together, the recount and the ban, may give Maliki little more than three or four additional seats, making him the overall electoral winner. But many will question what difference it will make, since Iraq's supreme court has already ruled that it is the largest post-election parliamentary alliance, rather than the largest vote winner, that can form the next government.Any changes in Maliki's favour strengthen his hand in his push to retain the premiership and have his State of Law coalition lead the next government. State of Law (and indeed, Maliki) will redeem the prestige lost when INM was declared the largest single bloc after the elections. In such a position, Maliki could also be more willing to negotiate with INM since he would rather Allawi and IN

Her book Sabaean Mandaean Concepts has become a reference guide for those interested in learning about this ancient monotheistic religion. It is especially significant as much of what has been written about the Mandaeans has come from outsiders.Najiya was known as a thinker, a researcher, a poet and a true friend. She wrote many books, articles and poems. After retiring from an outstanding teaching career in her birthplace, Iraq's southern city of Amarah, she enrolled at the age of 48 for a degree in English literature at Al-Hikma University in Baghdad. In 1972 she moved to Lebanon to study for an MA in English literature at the American University of Beirut. In 1974 she enrolled for a PhD there but the outbreak of civil war in Lebanon in 1975 forced her to abandon her studies and to return home.Najiya was always dressed elegantly. She spent the mornings researching in her study, where she had a cabinet full of books, encyclopedias and research material. In the evenings, she would sit on the sofa, available to engage in an infinite number of subjects. • Iraq bomb blasts kill eight
Bombs target police patrols, government sewage department, Shia pilgrims and school in and around BaghdadA series of bomb blasts killed eight people and wounded 33 across Baghdad this morning. The three-hour drumbeat of explosions began in Baghdad's rush hour at the start of the working week. An Iraqi intelligence official said the attacks were attempt to undermine security ahead of a meeting of Arab heads of state in Baghdad in late March.Police said at least two car bombs exploded, apparently targeting police patrols, killing a policeman and a bystander. Two people were killed in a blast at the offices of the government sewage department. In the city's northern Kazimiyah suburb, another bomb exploded near a bus carrying Iranian pilgrims, killing one and injuring nine. Shia pilgrims make daily visits to the gold-domed shrine of Kazimiyah, where two revered imams are buried. In Taji, north of Baghdad, a car bomb killed a farmer and his son heading to a nearby market to sell their crops. In nearby Tarmiyah, once an insurgent stronghold, a bomb went off outside a school, killing a seven-year-old boy.Violence in Iraq has dropped dramatically since a few years ago when daily death tolls sometimes were in the hundreds. • Dick Cheney lies here | Richard Adams's blog
Seven years ago today Dick Cheney assured us Saddam Hussian had WMDs and was friends with al-Qaida. WhoopsLest we forget: on 16 March 2003 Dick Cheney appeared on Meet The Press to make the Bush administration's case for the US invasion of Iraq. Hindsight is a wonderful thing of course but we now know that Cheney had no basis for claiming the things that he claimed that day, and that he himself knew there was little or no evidence for the words coming out of his mouth. Here's a couple of questions from MTP's Tim Russert, with Cheney's more interesting responses:Russert: Many Americans and many people around the world are asking one question: Why is it acceptable for the United States to lead a military attack against a nation that has not attacked the United States? What's your answer?Cheney: We know [Saddam Hussain's] used chemical weapons. We know he's reconstituted these programmes since the Gulf War. We know he's out trying once again to produce nuclear weapons and we know that he has a long-standing relationship with various terrorist groups, including the al-Qaida organization....Russert: If your analysis is not correct, and we're not treated as liberators, but as conquerors, and the Iraqis begin to resist, particularly in Baghdad, do you think the American people are prepared for a long, costly, and bloody battle with significant American casualties?Cheney: Well, I don't think it's likely to unfold that way, Tim, because I really do believe that we will be greeted as liberators.Dick CheneyIraqSaddam HusseinUS politicsUnited StatesRichard Adamsguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds

    • The Arab world is dead, but the Egyptians may revive it | Hussein Agha and Robert Malley
Egypt's revolution has not just deposed a dictator, it has breathed life into an exhausted idea: Arab self-determinationThe protesters on the streets of Cairo who, in just 18 days, ended the three-decade rule of Hosni Mubarak were not merely demanding the end of an unjust, corrupt and oppressive regime. They did not merely decry privation, unemployment or the disdain with which their leaders treated them. They had long suffered such indignities. What they fought for was something more elusive and more visceral. The Arab world is dead. Egypt's revolution is trying to revive it.From the 1950s onwards, Arabs took pride in their anti-colonial struggle, in their leaders' standing and in the sense that the Arab world stood for something, that it had a mission: to build independent nation-states and resist foreign domination. In Egypt, Gamal Abdel Nasser presided over a ruinous economy and endured a humiliating defeat against Israel in 1967. Still, Cairo remained the heart of the larger Arab nation – the Arab public watched as Nasser railed against the west, defied his country's former masters, nationalised the Suez canal and taunted Israel. Meanwhile, Algeria wrested its independence from France and became the refuge of revolutionaries; Saudi Arabia led an oil embargo that shook the world economy; and Yasser Arafat gave Palestinians a voice and put their cause on the map.Throughout, the Arab world suffered ignominious military and political setbacks, but it resisted. Some around the world may not have liked the sounds coming from Cairo, Algiers, Baghdad and Tripoli, but they took notice. There were defeats for the Arab world, but no surrender. But that world passed, and Arab politics fell silent. • UN to investigate treatment of jailed leaks suspect Bradley Manning
Office of rapporteur on torture confirms it is looking into complaint made by Manning supporterThe United Nations is investigating a complaint on behalf of Bradley Manning that he is being mistreated while held since May in US Marine Corps custody pending trial. The army private is charged with the unauthorised use and disclosure of classified information, material related to the WikiLeaks, and faces a court martial sometime in 2011.The office of Manfred Nowak, special rapporteur on torture based in Geneva, received the complaint from a Manning supporter; his office confirmed that it was being looked into. Manning's supporters say that he is in solitary confinement for 23 hours a day; this could be construed as a form of torture. This month visitors reported that his mental and physical health was deteriorating. The Pentagon denies the former intelligence analyst is mistreated, saying he is treated the same as other prisoners at Quantico, Virginia, is able to exercise, and has access to newspapers and visitors. He was charged in July with leaking classified material including video posted by WikiLeaks of a 2007 US attack in Baghdad by a Apache helicopter that killed a Reuters news photographer and his driver. He is also suspected of leaking other material to the website, which is posting more than 250,000 secret state department cables. Manning has not commented on whether he is the source. In an interview with MSNBC, Julian Assange, the founder of WikiLeaks, described Manning as a political prisoner and called on human rights organisations to investigate.Nowak, an Austrian rights lawyer, has been involved in cases related to the Balkans, Guantánamo Bay, Iraq and China.

    • The Good Soldiers by David Finkel – review
By Judith RiceIt can't be easy to tour with an American infantry regiment in one of the most dangerous parts of Baghdad, where the soldiers dodge bullets and scan roadside rubbish heaps for bombs. It is surely even harder to be there as the confidence gives way to misery and fear, the people they are there to help grow more demanding or afraid, and too many of the bullets and bombs find their targets. Fourteen soldiers are killed, others maimed, yet more become depressed. It must be difficult to witness all this and then to write about it in a way that is respectful to the soldiers and to the Iraqis; that conveys to others all the awfulness without prompting despair. Finkel is a Pulitzer-prizewinning reporter and his absorbing, disturbing, sad, sometimes funny account has been heaped with deserved praise. The book lists 801 names of 2-16 Battalion, with which he toured between 2007 and 2008; it succeeds by focusing on individuals – just a few likeable, believable men, who seem increasingly baffled by the war they have been asked to fight.PoliticsIraqSocietyguardian.co.uk © Guardian News & Media Limited 2011 | Use of this content is subject to our Terms & Conditions | More Feeds

    • Son of Babylon – review
One of the 67 films submitted for the Oscar for best foreign language film, though in the event not among the five nominated, this Iraqi road movie is directed by a Baghdad-born moviemaker who learned his craft in Britain. It's a gruelling, unsentimental film in a neo-realist vein, with finance from eight different countries, that follows a journey the length of Iraq made in 2003 a few weeks after the overthrow of Saddam Hussein. The travellers are a middle-aged Kurdish woman and her 12-year-old grandson, Ahmed, and their objective is to discover whether her son/his father, missing since the first Gulf war, is alive in a recently opened prison camp near the border with Kuwait or dead in a mass grave nearby. The pair get a lift to Baghdad from the cheerful Kurdish driver of a battered pick-up truck, and then proceed by a series of buses, the boy's smattering of Arabic helping them make contacts along the way. Except for casually callous American soldiers at checkpoints, most of the people they meet are friendly. Indeed, one man who transpires to have been involuntarily involved in the genocide of Kurds, proves almost saintly in his concern. But the movie is principally about the relationship between grandmother and grandson, the boy's growing understanding of the world around him, and the way you confront the death of hope. It's a sensitive, stoical, compassionate film with a subtle feel for the detail of everyday life in this shattered land.World cinemaDramaIraqSaddam HusseinPhilip Frenchguardian.co.uk © Guardian News & Media Limited 2011 | Use of this content is subject to our Terms & Conditions | More Feeds

Beiji refinery is among two to be shut down on the same day after fire at smaller refinery in Iraq's southGunmen attacked Iraq's largest oil refinery before dawn, killing a guard and detonating bombs that sparked a fire and forced the facility to halt operations, officials said.A few hours later, a small refinery in the south shut down after a technical failure sparked a fire in a storage unit, an official said.If not fixed swiftly, the two shutdowns could translate into long lines at fuel stations and longer electricity outages. The dearth of reliable electricity – some Iraqis get just a few hours a day – was one of the leading complaints of protesters during violent anti-government demonstrations across Iraq yesterday. The attack on Iraq's largest refinery, Beiji, began at about 3.30am. Assailants carrying pistols fitted with silencers attacked guards and planted bombs near some production units for benzene and kerosene, said the spokesman for Salahuddin province, Mohammed al-Asi. One guard was killed and another wounded, al-Asi said.Iraqi oil ministry spokesman Assem Jihad said an investigation would be launched and that he hoped operations could resume shortly. The Beiji refinery, located about 155 miles (250km) north of Baghdad, has two sections. The attackers targeted the installation's North Refinery, which handles 150,000 barrels a day. The second section, the Salahuddin Refinery, is under renovation. It used to process 70,000 barrels per day.At the height of the insurgency from 2004 to late 2007, the Beiji refinery was under control of Sunni militants who used to siphon off crude and petroleum products to finance their operations.Hours after the Beiji facility was attacked, a small refinery in Samawa, a city on the Euphrates River about 230 miles (370km) south-ea Beiji製油所は、2つは、イラクのsouthGunmenはガードを殺害し、火災を引き起こしたと操作を停止する機能を強制的に爆弾を爆発させる、夜明け前のイラク最大の石油精製所を攻撃したが小さい製油所火災の後、同じ日にシャットダウンする間にある関係者は語った

    • Libya: Gaddafi's cronies must desert or be damned | Observer editorial
Those who still stand with Gaddafi and do his bidding must be left with no doubt that judicial retribution is inevitableThe curse of those botched interventions in Baghdad and Kabul lingers as Tripoli fights for its future today. A decade ago, before Iraq and Afghanistan, a British prime minister, flushed with success in Sierra Leone, might have been hatching his own proactive plans. A decade ago, an American president who believed bombing Belgrade had helped saved Kosovo from calamity might have been sending his warplanes swooping low over Libya. But not now. The pendulum of what's practical has swung from immediate action to inordinate discussion. Hundreds of innocent Libyans civilians have died in a week.Much of last week, for Britain, was wasted while David Cameron pottered around the Middle East with a posse of arms manufacturers and Nick Clegg strapped his half-term skis on. Was foreign secretary Hague, puffed with blow-hard phrase-making, the man of the hour? Not for those who were enduring frightening hours at Tripoli airport. Our government has seemed inert and incompetent for far too long through the first stage of the Libyan crisis. Unhappily, it has not been alone.Of course Barack Obama, just like Silvio Berlusconi, had to make sure his people inside Libya were safe before saying or doing too much. Of course the European Union, with 27 different fish to fry, can't tell its special representative what to do in an instant, any more than the UN can reach a conclusion before next month. And, of course, the Middle East, boiling over in Cairo and Manama, simmering in Sana'a and Riyadh, is suffused with the sense of freedom and fear intertwined. Nevertheless, doing nothing isn't an option. Colonel Gaddafi's 42 years as bizarre dictator are drawing to a close. • Iraq: Loser takes all | Editorial
Nouri al-Maliki, the prime minister, who has clung tenaciously on to power, was all but assured a second termIraq has broken a new record for a parliamentary democracy: 213 days without a government. On Friday Nouri al-Maliki, the prime minister, who has clung tenaciously on to power, was all but assured a second term in office by securing the support of his former enemy – the cleric Moqtada al-Sadr, whose followers once fought the Iraqi army for control of Baghdad and Basra. Several weeks of haggling lie ahead, but if the complexion of the future government remains as it is now, almost wholly Shia, with Kurdish support, the few political achievements of the last two years could start to unwind. The electoral map of Iraq is split wholly on sectarian lines. The secular and largely Sunni coalition of Ayad Allawi won all the seats, bar one, in the three provinces of Nineveh, Anbar and Salahuddin. This was the cockpit of the insurgency and al-Qaida in Mesopotamia, and the participation of Sunni tribal chiefs in the election was seized upon as a sign that they had turned their back irrevocably on political violence. By contrast, Maliki and his main Shia rivals won in all the provinces of the south, with only a handful of seats going to Allawi. Squeezed between the Kurds in the north, who are demanding territorial concessions in return for their support of Maliki's coalition, and the Shias in the south, who are reluctant to send their money north, the disfranchised Sunnis must be asking themselves what their votes were worth. Just to ram home the point, Maliki sent troop reinforcements to Anbar over the weekend. There are concerns, too, about the Sadrists. • Kurds should make the most of a divided Baghdad| Ranj Alaaldin
While Arab Iraq remains riven with bomb attacks and political instability, the Kurds should take some bold decisionsArab Iraq is getting weaker. Baghdad has no government, no leadership, and continues to be plagued with devastating bomb attacks and daily killings. It is almost irreparably divided, the victim of ideological rifts and a regional proxy conflict. There is, however, one group who will be smiling despite all this: Iraq's Kurds.A weak Baghdad equates with certainty and unassailable fortune for the Kurdistan region. History teaches that a damaged Baghdad poses no armed threat to Kurdistan's borders, while a divided Baghdad means Kurdistan is left to its own devices as it maximises its economic and energy resource potential. It was a similar set of circumstances that gave the Kurds their best catch in history: the uncertainty and disorganisation in Baghdad in 2003 paved the way for the current Iraqi constitution, one that, thanks to an elite circle of internationally renowned advisers, gave the Kurds far-reaching federalism bordering on independence.Kurdistan's luck has returned. It has been nearly six months since the elections and Arab Iraq is still without a government. The Kurds' Arab counterparts are, therefore, vulnerable, open to compromise and indeed exploitable. To capitalise on this opportune moment the Kurds have submitted a list of 19 requests to potential coalition partners in Baghdad.Included in the demands are the implementation of Article 140 of the constitution (resolution of Kirkuk and other disputed territories), rights to sign oil deals with foreign companies and the financing of the Kurdish peshmerga forces.Kurdistan also wants to limit the powers of the prime minister (unlikely ever to be a Kurd), firstly by making the head of the Iraqi nat

    • Pilgrims killed in Iraq car bombing
Attack in Karbala targeted Shia Muslims and followed triple suicide bombing on roads leading to holy city last weekSix pilgrims have been killed in a car bombing in Karbala – the latest deadly attack on Shia Muslims marking religious rituals in the holy Iraqi city, police and hospital officials said today.Officials said 13 people were wounded in the blast, which happened in a car park on the outside of the city, 55 miles (90kn) south of Baghdad, where pilgrims were staying in buses.A second bomb was discovered nearby and dismantled before it could explode, police said. The attack follows a triple suicide bombing on two roads leading to Karbala last week. The attacks killed 56 people and injured at least 180, most of them Shia pilgrims.Millions of pilgrims have gathered in Karbala to mark the end of Arbaeen – a 40-day mourning period to observe the seventh century death of the Imam Hussein, one of Shia Islam's most revered figures – today. No group so far has claimed responsibility for last week's bombing, but suicide attacks are the trademark of the Islamic State of Iraq, an al-Qaida front group believed consisting mostly of Sunni religious extremists.Such groups have frequently targeted Shia civilians, in part because of religious differences and because Shia parties gained power after the 2003 US-led invasion toppled Saddam Hussein's Sunni-dominated regime.Since the end of Saddam's rule, Shia politicians have encouraged huge turnouts at religious rituals, which were banned under the former regime.IraqMiddle Eastal-QaidaGlobal terrorismguardian.co.uk © Guardian News & Media Limited 2011 | Use of this content is subject to our Terms & Conditions | More Feeds

    • Turkish troops' incursion may raise tensions
Incursion may trigger protests from Baghdad and the Iraqi Kurdish region, especially if it is prolongedFour Kurdish rebels died after hundreds of elite Turkish troops chased them into northern Iraq in an operation that may increase tensions with Iraq's semi-autonomous Kurdish region. The guerrillas were on the run after a failed attack on a Turkish unit near the border, the Turkish military said. It did not say when the troops, who were supported by military aircraft, would withdraw.Iraqi Kurds have been co-operating with Turkey in its fight against the rebels but the incursion may trigger protests from Baghdad and the Iraqi Kurdish region, especially if it is prolonged. The military said on its website that three commando companies and one special forces battalion penetrated 2 miles (3 kilometers) into Iraq. Turkish warplanes also pounded Kurdish rebel positions and mortar and anti-aircraft units deeper inside Iraqi territory on Wednesday, the military said. The website claimed that the offensive was ordered after the rebels attempted an unsuccessful attack on troops near the Turkish border town of Uludere. The Turkish military estimates around 4,000 rebels of the Kurdistan Workers Party, or PKK, are based just across the border in Iraq and that about 2,500 operate inside Turkey.Last month, Turkey killed at least 19 Kurdish rebels in an airstrike on rebel hideouts in northern Iraq.Earlier this month, Turkey offered greater economic cooperation with Iraqi Kurds, pressuring the region's president, Massoud Barzani, to jointly combat Turkish Kurdish rebel hideouts in northern Iraq that the rebels have used as a springboard for attacks.Turkey also wants Iraqi Kurds to shut down the Makhmur refugee camp, which houses an estimated 10,000-11,000 Turkish Kurds who fled to Iraq in t

Some accounts suggested two car bombs were responsible. However, the Basra police chief said the explosions were caused by a malfunctioning power generator.A Basra health department spokesman, Dr Salah Abid, confirmed the death toll had risen to 43 overnight, a figure which was verified by an official at the Basra morgue.Deputy provincial council chairman Sheik Ahmed al-Sulayti said the blasts came within minutes of each other at central Basra's al-Ashaar market. Two police officials, speaking on the condition of anonymity, said a roadside bomb and a car packed with explosives caused the explosions. But the city's police chief, Adil Daham, said the blasts were caused by a generator.Scores of wounded people were taken to at least four hospitals in the city, which is 340 miles (550 km) south-east of Baghdad. The blasts came at the end of a violent day in Iraq, which saw seven policemen killed in incidents around the country. In the most dramatic of the attacks on Iraqi security troops, gunmen killed five policemen in an overnight shootout at a suspected bomb workshop in western Baghdad, security officials said.Police had trailed the suspects to a house in Saidiya before coming under fire by an unknown number of gunmen, one of whom was later found dead inside the property.Seven policemen and six residents, including two women and a 14-year boy, were also wounded in the shootout, according to officials. Two of the attackers were apprehended later on Saturday while hiding in an orc

    • Sectarianism has poisoned Pakistan | Basim Usmani
The violence seen in Lahore last week was aided by a bigoted constitution. How has stock in our nationhood plummeted so?The recent attacks on a prominent shrine in Lahore demonstrate how the unrest in Pakistan is caused by a minority of few who cannot tolerate the plurality of beliefs in Pakistan. The Tehrik-e-Taliban are lying through their teeth when they claim that they do not attack public places. It's becoming more and more apparent that these militants aren't resisting American hegemony; this a war to determine Pakistan's future and, by proxy, the future of Islam.Whether the Tehrik-e-Taliban actually arranged the bombers' suicide belts is irrelevant; they have created a domino effect that's likely to spread from commercial capitals such as Lahore to cities with historic shrines and Pakistani historical sites, such as Multan, or Taxila.Unlike Baghdad, where violence between Islamic sects is a product of the war America is waging, the onus of last Thursday's blasts falls squarely on us, the citizens of Pakistan. We have been complacent about sectarianism for too long.A good friend who works for a transportation company told me in 2007 that in villages along the highways to Waziristan where the Taliban had seized control were the bodies of butchered Shia Muslims. That year, Lahore's public was too busy mobilising about the judiciary and President Musharraf to pay the violence any mind.Sectarianism has a brutal history in Pakistan that existed long before militants in Afghanistan began calling themselves the Taliban. I remember as a child in Lahore the broadcasts of gun violence outside Shia houses of worship during the early 1990s.Many Pakistanis feel that the attacks on two Ahmadiyya mosques last May, where gunmen unloaded bullets and grenades on Friday prayer-goers

    • Iraq: reasons to celebrate | Ranj Alaaldin
There is much work to be done, but solid foundations have been laid for ordinary Iraqis to define and determine their own futureThe formal end of the US combat role in Iraq provides a suitable moment to consider what has been achieved since the overthrow of Saddam Hussein.Security is certainly one of the biggest achievements, despite some 100,000 Iraqi fatalities. Sectarian warfare has been defeated and the Sunni/al-Qaida insurgency is now reduced to sporadic attacks and restricted to the north of the country in Mosul and Diyala. The sad reality is that reporting and analysis, often misinformed, is carried out through the Baghdad lens. The capital, as the nerve centre of the country, has naturally been the main target of terror attacks. It accounted for nearly 50% of the country's violence last week, with at least 19 people killed and 70 injured in various attacks. However, life also exists beyond Baghdad and it is much rosier. In the southern provinces, security continues to improve, despite the rare attack in Basra last month. The relative stability in the south is complemented by an increase in foreign investment. Foreign firms are now penetrating the non-oil sectors in the south, usually dominated by Iranian investors. In the holy shrine city of Najaf, for example, one company has become the first British investor since 2003. More are expected to follow.Iraqis, of course, need basic services and employment, which are sadly lacking at the moment. On average, Arab Iraq gets little more than four hours' worth of electricity per day; unemployment stands at nearly 60%. With increased security and investment there should be some improvement. However, Iraq suffers from inefficiency, bureaucracy and corruption – and these problems will continue for some time to come, since th たくさんありますが動作行われることですが、しっかりとした基盤は通常のイラクのために定義し、イラクで米軍の戦闘の役割の独自のfutureThe終焉を決定敷設されている適切な瞬間を何サダムフセインの打倒since達成されている検討を提供します

Attack on compound of Moqtada al-Sadr leaves 14 dead on day of bloodshed in Iraqi capitalMore than 30 people have been killed in a series of bombings in Baghdad, according to Iraqi officials.Explosions have taken place throughout the day in the Iraqi capital, killing at least 33 people. Hospital and police officials said 14 people died in the latest blast, which targeted the office of an anti-US Shia cleric. The attack, on Moqtada al-Sadr's office compound, came as worshippers were leaving a mosque after Friday prayers.Earlier in the day police and hospital officials said nine people were killed in explosions at Shia mosques. The blasts, targeting three different mosques, appeared to be timed to coincide with Friday prayers as worshippers made their way to or from services. Before dawn a series of homemade bombs ringed around the houses of Iraqi policemen killed seven people, including a soldier attempting to defuse one of the devices, in western Anbar province. At least seven devices exploded in the town of Khalidiya, 15 miles east Ramadi. Eighteen people were wounded, including women and children.Responding to the blasts, Iraqi troops discovered more bombs in the area. The Iraqi soldier was killed unearthing one of the devices, in an explosion that left two other soldiers injured. The explosions targeted the houses of two policemen and an investigator in the Khalidiya area, a local police officer said. His account was confirmed by an interior ministry official. It was not immediately known whether the targeted police officials were among the casualties. • Jeremy Deller's blown-up car brings the Iraq war to life | Jonathan Jones
The real-life wreckage from a Baghdad car bomb, on display at the Imperial War Museum, ponders dismemberment and deathJeremy Deller is an artist of the real. The power of his work does not come from elegance or style – though some might disagree – but a ruthless and sometimes miraculous ability to make us look at real life. With his new work, Baghdad, 5 March 2007, at the Imperial War Museum, he makes us see real death. It is the closest he could get, within the parameters of public display, to laying out the bodies of Iraq's killed on the floor of the gallery.A dismembered body is what you immediately think of when you come into the museum and see a car destroyed in a 2007 truck bomb attack among the book stalls of Al-Mutanabbi Street in Baghdad, an attack that killed 38 people. Lying among the missiles, tanks and war planes in the museum's main hall is the eviscerated corpse of what was once a car. It is more than wrecked. It appears to have been flung in the air, crushed, then burned in an inferno. It suggests a human body in a deeply perturbing way. First, because it is so flattened, with viscera of pipes and tanks sticking out. Then again it is scorched by fire to a colour that evokes dried blood. It looks curiously like Lindow Man in the British Museum. That visual suggestiveness is not the work of a sculptor in a studio. Deller did not make this. He had the idea of exhibiting a car from a Baghdad bombing, was able to get his hands on one, and toured it around America as an object of curiosity before the Imperial War Museum made the brave decision to show it in their displays. The horrible sculptural quality of this relic is accidental, and it forces you to confront the real suffering of the people killed and wounded in Baghdad on that particular day. • Obama's exit strategy from Iraq under threat once again
Christopher Hill's departure from Iraq after a stint as US ambassador has eerie parallels with that of Paul Bremer, with both leaving the country at a tipping pointFor the second time since the fall of Baghdad, America's main man in Iraq has ended a year-long stay by talking up a country on the wrong side of a tipping point. US ambassador Christopher Hill's departure last weekend was a much lower-profile exit than the dash to the airport in 2004 of unpopular post-invasion viceroy Paul Bremer, but it did have eerie parallels.Bremer left claiming he had helped make Iraq sovereign and to establish the foundations of a functional state. His prophecy was in tatters long before George W Bush gave him America's highest civilian honour, for his role in running post-Saddam Iraq in the shambolic early days of the occupation.Hill arrived in Iraq 16 months ago on a mission to turn things around. Sectarian chaos had ravaged the country in the interim. Bush's democratic project here looked stillborn, far from being central to the birth pangs of a new Middle East. And, more important for a US diplomat, America's standing both in the region and around the world had taken a pounding.Like Bremer, Hill also claims to have made gains. But in mid-2010, it is difficult to find any trend or tangible evidence to support his optimism. Indeed, the country looks in worse shape than when Hill arrived.Over the past month, US officials have been trying hard to push the incumbent prime minister, Nouri al-Maliki, and Iyad Allawi, the man who edged him out in a general election five months ago, into a power-sharing arrangement that would end a dangerous political deadlock.Like a pair of bull walruses fighting, neither man has given ground as the fragile security gains of the past two years threaten to

    • Dozens killed in Iraq bombings and shootings
Iraqi insurgents kill up to 55 people in co-ordinated series of 20 attacks on civilians and police in Baghdad, Falluja and MosulBombings and shootings by Iraqi insurgents killed up to 55 people today in a co-ordinated series of 20 attacks on civilians, police and security forces in Baghdad and beyond.Armed men used silenced and automatic weapons, roadside bombs and cars packed with explosives to hit six checkpoints manned by local and federal police and the Iraqi national army in the capital. The worst single incident was a car bombing outside a textiles factory in the central city of Hilla, 60 miles south of Baghdad, which left 20 dead. A double bomb attack near a mosque in Suwayra, south-east of the capital, killed 11 people and wounded 70. Attacks were also reported from Falluja and Mosul. No immediate claims of responsibility were made, but violence has been on the rise in recent months, especially in the capital, after attacks dropped significantly since 2006 and 2007 when the post-invasion sectarian conflict was at its height. The latest attacks were seen as a show of force from weakened Sunni insurgents after Iraqi government forces, backed by US troops, dealt a series of blows to al-Qaida's Iraqi network in recent weeks. The bloodshed was seen as underlining the danger of a power vacuum after parliamentary elections on 7 March left no clear winner, with wrangling by rival political blocs to form a coalition leaving an atmosphere of uncertainty. Analysts warn of the dangers of a backlash by Shia militia which have so far resisted counter-attacks.Iraqiyya, the cross-sectarian alliance led by the former prime minister Ayad Allawi, a secular Shia, benefited from strong support from Sunnis to take a two-seat lead in the vote. • Iraq's symbolic return to the skies | Martin Rivers
The restoration of Iraqi Airways' London to Baghdad route after 20 years encapsulates the prevailing mood of unityEver since 2003, when Saddam Hussein's statue was smothered in an American flag, torn to the ground, and set upon by shoe-wielding Baghdadis, symbolism in Iraq has been dominated by strife and degradation. The image of an Iraqi man, hooded, standing with arms outstretched as he awaits electrocution in Abu Ghraib. The mugshot of a dishevelled, heavily bearded former tyrant still adapting to sunlight after being rooted out of his bunker in Tikrit. The crumbled dome of Samarra's al-Askari mosque, one of the holiest sites in Shia Islam, smouldering from explosives laid by Sunni insurgents. It is a testament to the power of symbolism that each of these events, imprinted in the minds of millions around the world, simultaneously caused no injuries and yet precipitated waves of bloodletting that killed hundreds. But no less powerful is the symbolism of unity: Iraqis queuing up to vote under pain of suicide bombings; a senior US commander kissing the Koran and begging forgiveness from tribal leaders for the callous behaviour of his troops; the dismantling of Baghdad's blast walls. Though the world's media may be less inclined to report on these incidents, and some rabble-rousing pundits may be keen to pick away at their flaws, they are equally as sublime. They too can become self-fulfilling prophecies. This Saturday, for the first time in 20 years, Iraqi Airways will operate a flight from London to Baghdad. Its planes will touch down at the very same airport that until recently forced pilots to execute nerve-wracking corkscrew landings due to the threat from ground fire. That is no longer deemed necessary. The historic restoration of this route has potential consequences

    • Widespread violence is unlikely to return in Iraq | Ranj Alaaldin
It is wrong to suggest that the past week's bomb attacks mean Iraq is on the brink. In fact violence is in declineIn the past week, two bombs targeted Shia pilgrims taking part in a religious holiday, killing at least 66 people in Baghdad. Attacks also continue in the more volatile parts of Iraq, especially the north, where they are more frequent than elsewhere. However, this is not Iraq on the brink. Even as US troops begin to withdraw at the end of August, security will not necessarily deteriorate in any exceptional manner. Those who predict a return to devastating violence usually do so without considering who might orchestrate it.Al-Qaida in Iraq (AQI) and other militants are no longer shaping the country. Previous suggestions that marginalising Iraq's Sunni political actors will lead to violent unrest are also proving to be unfounded. Crucially, Iraq no longer hosts the same organised and potent terrorist activity it did before.Sunni Arabs, the most disenchanted in the aftermath of the war, are no longer collaborating with al-Qaida in Iraq (AQI), particularly since AQI is busy hunting the former down for engaging in the US-formed Sons of Iraq scheme that forced it and other jihadists to the north.Granted, violence may continue. Extremist groups are still able to penetrate Iraq's borders from neighbouring states. An extremist wing of the divided and outlawed Ba'ath party, led by Saddam's former number two, Izzet Douri, who is believed to be in Yemen, also continues to enjoy a safe haven in Syria, where Ba'athists recently held their first public meeting since 2003.Yet, despite ongoing attacks, Iraqis are not flocking to militias for cover and instead place their faith in the respected Iraqi security forces. • How water raises the political temperature between countries
Water wars haven't started yet, but shortages certainly cause tensions between states to riseFifteen years ago Ismail Serageldin, an Egyptian who was vice-president of the World Bank, shook politicians by predicting that the wars of the 21st century would be fought not over oil or land, but water. So far he has been proved wrong, but escalating demand for water to grow food and provide drinking water for burgeoning urban populations has raised political tensions between many countries. In Asia, there are disagreements over the right to dam shared rivers. India and Pakistan are in semi-permanent dispute over hydro-power on the river Indus. China, Nepal, India and Bangladesh all spar over the rivers rising in the Himalayas and which flow through neighbouring countries, providing water for nearly 500 million people on the way.Tensions run high between Uzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan over the Amu Daria and Syr Daria rivers, as well as the severely depleted Aral Sea. Argentina and Uruguay have taken their dispute over the river Plate to the International Court of Justice in The Hague, while Mexico and the US argue over rights on the Rio Grande and Colorado.Last month, Baghdad demanded that Syria cease pumping water from the Iraqi portion of the Tigris. Elsewhere in the Middle East, Palestine and Israel, and Iraq and Iran, row over water supplies from the Shatt al-Arab waterway and Turkey's dams.In Africa, the Chobe, a tributary of the Zambezi, has caused tension between Botswana, Mozambique, Zambia and Zimbabwe, while there have been incidents between Mauritania and Senegal over control of the Senegal. • Deadly explosions hit Baghdad
Three blasts in Iraqi capital kill at least 32 and damage the Iranian, Syrian and Egyptian embassiesThree powerful explosions targeting Baghdad's embassy district shattered a post-election calm in Iraq today, killing at least 32 people, injuring more than 100, and demonstrating again that the heart of the capital remains a haven for organised terror networks. The blasts caused minor damage to the Iranian, Syrian and Egyptian embassies, but led to carnage among pedestrians and traffic on the streets outside. The German embassy was also affected by one explosion. The heaviest death toll was outside the Iranian mission, where police said at least 18 people had died.It appears to be the fifth wave of a campaign to attack strategic targets that began in August with a pair of tanker bombs that destroyed the finance and foreign ministries, killing 132 people and injuring up to 500 more. Further attacks followed in October, December and January. The blasts this morning took place in the central suburb of Mansour, within a few miles of the foreign ministry and around half a mile from two subsequent attacks in October that ripped apart the Baghdad council and justice ministry.Mansour is one of the most heavily guarded areas of Baghdad, home to both upscale residential streets, embassies and government institutions, yet it has been the scene of more devastating attacks than any other area of Baghdad since widespread sectarian violence was quelled from late-2007.Today's explosions detonated in quick succession, indicating a highly co-ordinated attack as in the four earlier strikes. These were blamed on a consortium of Sunni Muslim jihadist groups and exiled Baathists who had vowed to disrupt the lead-up the 7 March general election.Iraqis and international observers feared a deteriora

Explosion among crowd walking to holy city of Karbala south of BaghdadA suicide attacker detonated a car bomb today alongside a crowd of Shia pilgrims walking to a holy city south of Baghdad, killing at least 27 people and wounding 60, Iraqi police officials said.Shia pilgrims have been targeted by several bombings in recent days, and today's attack struck during the culmination of a pilgrimage in which hundreds of thousands walked to the city of Karbala to mark a holy day.The blast occurred shortly after noon just east of one of three main entrances to Karbala, a police official said. Two mortar rounds hit the same area after the car bomb exploded, the official said, adding that the death toll was likely to rise. The attack came at the height of the pilgrimage when the roads around Karbala, 50 miles south of Baghdad, were clogged with people trying to reach the city, another police official said. The Arbaeen holy day marks the end of 40 days of mourning after the anniversary of the death of Imam Hussein, a revered Shia figure. The attack was a short distance from where a motorcycle bomb exploded two days earlier, killing dozens. • Did Baghdad hotel attack come from terrorist marriage of convenience?
Iraqi officials claim alliance of former Ba'ath party members and Sunni militants trying to destabilise governmentFour devastating bombing campaigns within five months and Iraq once more has the feeling of a nation near the precipice. Today's attacks were again designed to shock – in the most visible manner possible. All four hotels that were hit are well-known symbols that jut from the low-set desert capital in a decaying reminder of grander days. In August and October it was government ministries and the Baghdad council. In December more of the same, plus a court house. This time the targets were the places that the elite and the press corps gather. The message was the same: those who want to wreak havoc can send their bombers anywhere. The ease with which the hotels' security perimeters were penetrated, especially the Hamra and Babylon, has rattled locals who want to believe that things are safer now. But even more shocking is how big car bombs were again driven through highly strategic and ostensibly secure areas of the capital, past numerous checkpoints and security forces that are more competent now that at any time since the invasion.Of further concern is the timing of today's blast, within minutes of the execution of one of Saddam Hussein's most ruthless loyalists, Ali Hassan al-Majid, better known as Chemical Ali. He is the man who gassed the Kurds of Halabja, killing more than 5,000 in 1988. Chemical Ali is the most high-profile figure executed since Saddam himself. The timing seems more than coincidental. Chemical Ali's hangman had been readying himself for days – a fact that was well known publicly. The Iraqi government's oft-repeated accusation that former Ba'athists have been stirring the violence now looks a lot stronger.Iraqi officials believe that the wave

    • Baghdad suicide bombs kill 30
Three separate attacks on targets used by westerners in centre of Iraqi capitalAt least 30 people have died in an attack by suicide bombers and gunmen on three hotels used by westerners in central Baghdad.Iraqi police gave the number of dead and said more than 40 were wounded by the blasts, which occurred in the last hour. The attack began when a suicide bomber detonated his charge in the Palestine hotel. Minutes later a second explosion caused severe damage to the Babylon hotel, which is used by Iraqi travellers and sometimes for government meetings.Gunmen then opened fire outside the Al Hamra hotel, where many foreign journalists are based. Security guards and Kurdish peshmurga fighters returned fire and the street was cleared, but a white van with a flashing red light – looking like an emergency vehicle – broke through the hotel's security barriers and exploded inside the perimeter. One report said the explosions took place in the Abu Nawas street area and that smoke was seen in the parking lot outside the entrance to the Ishtar Sheraton hotel, with the shock wave blowing open doors and sending dust into nearby offices. The attacks end a six-week lull in co-ordinated attacks ahead of March's election.Last year saw a string of attacks on government ministries but the latest violence appeared to target foreigners.Ambulances and fire engines rushed to the scene and police and soldiers blocked off entry. TV images showed that towering concrete blast walls protecting the Palestine hotel had fallen like dominoes. The Palestine has not been used regularly as a hotel for years – it mostly houses company offices and some media organisations, though tour groups began using it last year. The last major attack on Baghdad was on 8 December when a series of car bombs killed more than

Originally published on 19 January 1991JERUSALEMIt looked, said a man who saw it seconds before the first blast, just like a falling star. For nearly five million Israelis, unusually experienced in adversity, the Iraqi missiles that landed yesterday were a terrible warning that this war may be very different from any they have known. Most people were asleep when it happened. Sirens wailed in Tel Aviv and Haifa only after the explosions, and in some parts of Jerusalem the job was left to civil defence loudspeaker vans touring the deserted streets. It was a bad end to what had looked like an encouraging day. Initial euphoria at the allied pounding of Iraq had given way, as dusk fell on Thursday, to caution that not all President Saddam Hussein's missiles had been destroyed. The missiles came suddenly: only minutes separate the enhanced Scud-Bs' camouflaged launching sites in the south-western Iraqi desert from Tel Aviv. Direct casualties were astonishingly low. Only 12 people suffered superficial injuries from the blast and shrapnel produced by conventional high explosives. In Tel Aviv, a textile factory and two homes were destroyed. In Haifa there was little damage and no injuries. A three-yard wide crater in an empty lot was all that was left of one missile.Fifty other people were admitted to hospital, including newly-arrived immigrants from the Soviet Union as a result of prematurely injecting themselves with an anti-nerve gas agent.Precise locations of the seven or eight Scud hits were not revealed, to prevent the Iraqis from improving their aim if there is a second salvo. Not since 1940, when Italian planes bombed Tel Aviv and killed 42, had civilians been in the front line.
