    • Ireland, Portugal … Britain? George Osborne only has Plan A
Analysis: The chancellor believes the only way to keep the ratings agencies happy is to stick to his tough deficit reduction programme … but the UK needs a Plan BPortugal loses a government and sees bond yields soar. Ireland announces a third straight year of economic contraction. Britain suffers a slump in high street spending as consumers get cold feet. The ratings agency Moody's says the UK's coveted AAA rating could be at risk if the weakness of the economy derails plans to put the public finances in good order. A leading Bank of England policymaker says rising inflation is putting the Old Lady's credibility at risk.As far as George Osborne is concerned, making sense of this welter of post-budget news is simple. The lesson for Britain is that the only way to avoid becoming the next Portugal or Ireland is to stick to Plan A, the four-year deficit reduction programme that will run for the rest of the parliament. Yes, it will be tough. Yes, there will be occasional setbacks, but the only way to keep Moody's, S&P and Fitch sweet is to stay the course. The chancellor remains confident that growth will gradually pick up during the course of the year and be better balanced than it has been in the past. That said, the news from Ireland, the warning from Moody's and February's sharp fall in retail sales do highlight the risks for the government. Like the UK, Ireland used to be the poster child for the deficit hawks at the Organisation for Economic Co-operation and Development and the International Monetary Fund, who ladled praise on Dublin for their courage in cutting the budget deficit. Today, Ireland provides evidence of the deflationary pit that a country can dig itself into if it cuts too hard too fast.In the UK, the assumption is that the economy can withstand the medici の分析:首相は幸せは彼の厳しい財政赤字削減計画に固執することである格付機関を維持する唯一の方法と考えている...しかし、英国が計画BPortugalは、政府を失い、債券利回りが上昇する見て必要があります

    • After Portugal, Europe does not want pain in Spain
As the European Central Bank raises interest rates, further bailouts cannot be contemplatedThe euro didn't wobble, Spanish bond yields were unmoved and Jean-Claude Trichet reinforced the sense of calm by delivering, as expected, the European Central Bank's first rate rise since 2008. The ECB president left some ambiguity over the timing of the next increase, but central bankers always like to do that. The main message was that events in Portugal have not rattled the ECB or persuaded it to divert from its inflation-fighting mission. Investors, by and large, applauded this display of independence. But surely there's a large dose of wishful thinking here. OK, rescuing Portugal will not immediately escalate the eurozone crisis, since the European Union, with or without the help of the International Monetary Fund, can easily find €60bn-€80bn. And – assuming the delicate matter of how to impose austerity conditions on a country with a caretaker government can be fudged – the cash will be dispatched. But the third bailout of a eurozone member in 11 months is a significant event. For a start, the eurozone has reached the point where further bailouts cannot be contemplated; a lot of faith is being invested in Spain's ability to stay out of the firing line.Such faith is not shared unanimously by economists. Everybody applauds the Spanish government's efforts to force more capital into its banks and tighten government spending. But unemployment is still rising and the country's budget deficit as a proportion of GDP is higher than Portugal's – an estimated 9.2% versus 8.6% in 2010.The vital Spanish ingredient – the one that is supposed to carry the day – is growth in exports, generated by the warm inflationary breezes originating in boomtime Germany. • Gordon Brown and the IMF deserve better than this shabby treatment
Brown had his faults but he helped steer IMF policy, pushed aid on to the global agenda and took the lead when banking was near collapse. So why doesn't Cameron want him?Imagine that in the aftermath of Tony Blair's landslide victory in the 1997 general election John Major had pitched for the job as managing director of the International Monetary Fund only to be told that the new Labour government was backing a French candidate instead.Blair would have been accused of being vindictive towards an old adversary, even though he had been prime minister on the day the Bank of England took on George Soros and lost. It would have been seen as not just small-minded but unpatriotic to plump for someone from across the Channel.David Cameron and George Osborne are unlikely to face similar censure for their blackballing of Gordon Brown's bid to succeed Dominique Strauss-Kahn at the head of the IMF, but their treatment of the former prime minister is shabby nonetheless.Let's be clear: Brown made plenty of blunders during his 13 years first as chancellor and then prime minister. He did not abolish boom and bust; he failed to tame the growing power of the City; he left the economy far too dependent on two or three sources of growth. But he was also the longest serving chancellor since Gladstone; he presided over the IMF's key policy committee expertly for almost a decade; he drove forward an international agenda on development and he took the initiative when the global banking industry was about to implode in the autumn of 2008. In any other country for that matter, that would make him a serious contender for the job. Not in Britain. In part, this is due to personal factors. Both Cameron and Osborne feel that Brown treated them w ith contempt and hostility when he was in office, and so ブラウンは自分の欠点を持っていたが、彼は、IMFの政策を導く助けグローバルアジェンダに援助をプッシュして、銀行は崩壊の近くにあったときにリードを奪った

    • Greece and the eurozone: Accept reality – and default | Editorial
Instead of postponing the inevitable Greek default, it would be far smarter to prepare for itSeen from Brussels, Berlin or Frankfurt, the crisis playing out in Athens this month looks almost simple, and linear in its direction. The Greek prime minister, George Papandreou, wins a confidence vote, as he did on Tuesday night. The government gets MPs to approve its package of austerity measures, set for a vote next week. Then comes the next slug of cash from the IMF and the eurozone, plus the agreement of another massive loan, worth tens of billions of euros. This isn't easy, European policymakers admit: it requires adept political management, courage, and the ability to stay the course. But the alternatives don't bear thinking about: the first-ever default by a sovereign member of the European single currency, the possible toppling of the Greek banking system and other institutions around the world in a repeat of the panic that followed the collapse of Lehman Brothers in 2008 – and an existential threat to the entire European project.Right on the risks, but wrong on the policy prescription. After a month of mass demonstrations in Greece, and the near-dissolution of the government last week, this takes too little account of reality, either domestic and political or international and economic. Not only has Mr Papandreou to get parliamentary approval for €28bn of spending cuts, tax increases and privatisations, he must begin implementing this draconian programme by 3 July, in time for the next extraordinary meeting of eurozone ministers. Even in ordinary times this would be regarded as ambitious, but to do so amid the worst recession the country has seen in four decades would require a miracle of collective discipline. The new finance minister, Evangelos Venizelos, has alread

    • Why am I celebrating Christine Lagarde's appointment to head the IMF?
Is it because she is a woman? Well, sadly, yesAm I glad that French finance minister Christine Lagarde has been appointed the head of the International Monetary Fund? Yes, of course. Am I partly glad simply because she is a woman? Also, yes, I'm sad to say. It would be nice to live in a world in which female appointments to high places were unremarkable. But that ain't this world.I can't help cringing at the irony though. Lagarde got her chance because her predecessor, Dominique Strauss-Kahn, had to resign after being charged with attempted rape? Can't have that happening twice in a row . . . How to be ultra-sure . . . Of course Lagarde got her new job on merit. She is clearly a woman of formidable intellect, excellent communication skills and vast relevant experience. She will certainly need those assets. But it should not be forgotten that she is the first woman to hold this post. And it should not be forgotten either that one man, in a long list of men, had to get into an extreme and shocking situation before that space became available to her. One thing is for sure. She will be under scrutiny not just because of her position, but also because of her sex.For all sorts of reasons, a successful stint will be worth celebrating.Christine LagardeIMFDeborah Orrguardian.co.uk © Guardian News & Media Limited 2011 | Use of this content is subject to our Terms & Conditions | More Feeds 彼女は女性なので、それを何ですか?よく、悲しいことに、フランスの財務大臣クリスティーヌラガルド、国際通貨基金(IMF)の頭に任命されていることを私は喜んでyesAm?はい、もちろん

    • This Greek bailout is not a recovery plan – it is an economic death spiral | Larry Elliott
Normally, the IMF demands countries boost exports by devaluing their currencies and cutting interest rates – but eurozone member Greece can do neitherThe International Monetary Fund has a clear idea about what is wrong with Greece. The eurozone's weakest link has a serious fiscal problem, with excessive budget deficits leading to ballooning national debt. And it has a competitiveness problem caused by its costs being higher than those of fellow members of monetary union. It is also clear that the bailout orchestrated by the IMF, the European commission and the European Central Bank will merely be a short-term fix unless it can help get Greece moving again. If it can't, it will be worse than useless.Normally, an IMF package works as follows. A team of experts flies in from Washington and offers immediate financial help to save a country from bankruptcy and to keep the speculators at bay. In Greece's case, the €110bn (£95bn) it has been promised provides two or three years of grace from the demands of its creditorsIn return, the IMF demands both macro-economic and micro-economic reforms in order to generate export-led growth. Countries are expected to sort out their public finances through a mixture of spending cuts and tax increases. Often, the fund will call for privatisation, labour market reform and changes to make the environment more business friendly. But export-led growth is only possible because recipients of IMF help are told to devalue their currencies and – if circumstances allow – cut interest rates. This easing of monetary policy offsets the fiscal tightening and allows the country to grow. But Greece is a member of the eurozone, so it can neither devalue nor cut interest rates (which are, in any case, at rock bottom levels). Even worse, its main export market

    • Greek crisis allows Osborne to peddle myths
The local election results show the Conservatives can win votes even as they slash Britons' living standardsGeorge Osborne can hardly believe his luck. A year ago, the bailout of Greece by the European Union and International Monetary Fund (IMF) gave the chancellor perfect cover for his deficit-reduction plan. The message was clear: either the UK gets a grip on its public finances immediately or it too will be in the firing line.A year later, austerity is not working and Greece is again in crisis. Growth has been so hobbled by spending cuts and tax increases that public debt levels are heading for the unsustainable level of 200% of national output. A secret meeting involving finance ministers from a selective group of eurozone countries spent the weekend running through options for Greece, including such as easing the repayment terms on its loans, providing a second bailout and debt restructuring. Departure from the single currency was not on the agenda, but it is being openly discussed in the financial markets. This is all mightily convenient for Osborne. He took an economy that was growing at an annual rate in excess of 4% last spring and within six months managed to bring it to a standstill. Impressively, he did so not through tax rises and spending cuts – which were then quite modest – but through repeated warnings about just how tough life was going to be once the coalition really started to hack away at the deficit. Consumer confidence, predictably, has collapsed and although many businesses are sitting on piles of cash after cutting costs aggressively during the recession, they are hoarding rather than investing. To the extent that Britain is like Greece, it is that slower growth is making it harder to get borrowing down. In all other respects, the comparison does 地方選挙の結果は、英国の生活standardsGeorge Osborneさんはほとんど彼の運を信じることができるスラッシュとしても保守党が票を獲得できることを示す

    • The war is over – but Ouattara's struggle has barely begun | Thalia Griffiths
Ivory Coast's new president new faces country half destroyed by civil war and an economy starved of investmentDespite the spectacular resistance that Laurent Gbagbo put up from his bunker, capturing the former Ivorian president was probably the easy part in terms of lifting Ivory Coast out of its current crisis. And now his rival Alassane Ouattara finds himself with one of the most unenviable presidential in-trays of all time, with a politically and militarily divided country half destroyed by civil war, an economy starved of investment, and donors who have stayed away for more than a decade. This matters because Ivory Coast and its neighbours have been prone to civil conflict for more than 20 years, creating a series of humanitarian disasters. In 2000, one of these led to the intervention of British troops, who helped to end the civil war in nearby Sierra Leone. So Ouattara finally gets to be president, but in the worst possible circumstances. The economy has been shattered by more than a decade of misrule. The economic capital, Abidjan, once known as the Paris of West Africa for its tree-lined boulevards and grand public buildings, has seen its streets pocked by rocket fire in the latest phase of the conflict. Ouattara will need all his old contacts at the International Monetary Fund (IMF), where he worked on and off for years, to step up with help.It has long been fashionable to speculate about whether Ouattara really wanted to be president. After the death of the country's founding president, Félix Houphouët-Boigny, who had preached inclusion, tougher times meant the southern cocoa belt was less welcoming to migrant farmers from the north. As prime minister at the time of Houphouët's death, Ouattara drew his political support from Muslim northerners and southern intell コー。。u200b。。

    • George Osborne needs alternative to QE
British Retail Consortium report shows chancellor is in desperate need of an alternative to quantitative easingIt all looked so much rosier for George Osborne the last time he jetted off to Washington for a meeting of the International Monetary Fund. Last autumn the chancellor was garnering praise for his deficit-reduction plan, able to blame Gordon Brown for the necessity of taking tough action – and crucially had a plan B up his sleeve. Osborne made it clear that the Bank of England would have his full backing to pump more spending power into the economy through an expansion of its quantitative easing programme should spending cuts and tax increases threaten growth.Today's train wreck of a report from the British Retail Consortium shows that a plan B is now needed. In just about every corner of the high street – and even the hitherto booming online shopping sector – there was evidence of weakness last month. The equation is brutally simple: consumers have less money to spend at a time when prices are going up fast. That increase in inflation has not only taken the Treasury by surprise, it has also made Osborne's plan B unworkable. The Bank feels that it cannot possibly do more QE at a time when the increase in the cost of living is running at more than double the government's 2% target. Indeed, there are many in the City who think that it is time for the Old Lady to start raising interest rates.Given the weakness of consumer spending, an increase in the official cost of borrowing may be a bit further away than the City's inflation hawks are assuming. Consumers are already choking on a toxic cocktail of higher taxes, depressed wages, rising unemployment, public spending cuts and dearer energy bills, and have started to pick up the vibe that they could soon be paying mor 英小売協会のレポートは、すべての彼は、国際通貨基金の会議のためワシントンにオフに噴射前回あまりロジェジョージオズボーンを探した首相は定量easingItに代わるものの絶望的な必要性ことを示しています

With the departure of the head of the International Monetary Fund, Dominique Strauss-Kahn, attention has focussed on the IMF. What does it do and who does it lend money to?• Get the dataDominique Strauss-Kahn has hit the news for his alleged misconduct and resignation from his position as International Monetary Fund (IMF) chief. Who will be Strauss-Kahn's successor and what will they be responsible for? We can't help with the first question but we can shed some light on the last. When a country is in such financial trouble that even the cost of getting a loan is unaffordable, then there is one last place to turn - the IMF. To get an IMF loan, though, a country has to be a member and contribute something of its wealth regularly to the big pot of IMF funds. Here are all the members of the IMF and the amount they contribute to the big pot of funds, and here are the loans by country:The IMF will issue a loan to one of its member countries, but there are conditions. First the country has to submit a letter of intent, specifying its economic plan to recover and repay the IMF loan. The executive board then agree with the country the terms and conditions. • Christine Lagarde as IMF chief? This is a gift to the fund's critics | Peter Chowla
She may be the first woman boss but she's no reformer, and won't address wider equalities to rebalance the global economyAfter the last three years of financial crises and bailouts, no one can deny that leadership of an international institution like the International Monetary Fund matters. Previous leaders brought some significant changes to the IMF but did not go nearly far enough. The fund is still giving bad advice to European countries, such as supporting the fantasy that Greece can recover without restructuring its debt, and is continuing to force damaging spending cuts in times of recession. The question now is whether Christine Lagarde's tenure as managing director of the fund will be any better. The signs are not good. The first issue facing the IMF is its legitimacy, which has been further damaged by the hypocrisy of a selection process that was neither truly fair and open nor merit-based. As much as the executive board has tried to paper over the facts, the rushed de facto appointment of Christine Lagarde by European powers circumvented the official process and contravened numerous commitments made by global leaders over recent years.Lagarde's success is likely to become a pyrrhic victory for Europe. While some emerging markets may have thought the IMF was slowly reforming, this selection process will underline how little they can trust international institutions that continue to be controlled by the rich. They will move further towards regional and self-insurance, and balk at international co-operation through the IMF.The IMF's legitimacy is not only derived from its leader, but also from who holds power. Developing countries are not likely to forget the fierce resistance to IMF voting reform put up by Lagarde twice during her tenure as French finance ministe

The IMF said infrastructure constraints were likely to prevent Iraq from boosting production from 2.5 million barrels now to its goal of 13 million barrels by 2017 - more than oil king Saudi Arabia's current production. ワシントン - 月曜日に国際通貨基金は、石油生産、約90の政府収入のパーセントの現在のソースのための長期的な目標を達成するためにイラクの能力に疑問を表明した

    • Cristina Kirchner and Argentina's good fortune | Mark Weisbrot
Under the Kirchner administrations, Argentina has achieved the fastest growth in the west – after defaulting. Listening, Europe?Cristina Fernandez de Kirchner is expected to coast to re-election as president of Argentina on Sunday, despite having faced hostility from the media for most of her presidency, and from many of the most powerful economic interests in the country. So it seems a good time to ask why this might happen.Yes, it's the economy. Since Argentina defaulted on $95bn of international debt nine years ago and blew off the International Monetary Fund, the economy has done remarkably well. For the years 2002-2011, using the IMF's projections for the end of this year, Argentina has chalked up real GDP growth of about 94%. This is the fastest economic growth in the western hemisphere – about twice that of Brazil, for example, which has also improved enormously over past performance. Since President Fernandez or her late husband Nestor Kirchner, who preceded her as president, were running the country for eight of these nine years, it shouldn't be surprising that voters will reward her with another term. The benefits of growth don't always trickle down, but in this case, the Argentine government has made sure that many did. Poverty and extreme poverty have been reduced by about two thirds since their peak in 2002, and employment has increased to record levels. Social spending by the government has nearly tripled in real terms. In 2009, the government implemented a cash transfer program for children that now reaches the households of more than 3.5 million children. It is probably the largest such program, relative to national income, in Latin America.Inequality has also been considerably reduced in Argentina during this remarkable expansion. • Greek parliament prepares for austerity vote as protests rock Athens
Protesters surround parliament before a vote on spending cuts and tax rises needed to secure bailout paymentsGreece's politicians are to vote on intensely unpopular new measures needed to secure continued payment from an international bailout fund as the country remains paralysed by a two-day general strike.Protesters headed to Syntagma Square outside the Greek parliament in Athens, while one Communist-backed union vowed to encircle parliament in an attempt to prevent politicians from accessing the building for the vote on the spending cuts and tax hikes required by Greece's international creditors. The bill won initial approval in a vote Wednesday night, and deputies are now to vote on the details, which include the suspension on reduced pay of 30,000 public servants and the suspension of collective labour contracts.Creditors have demanded the measures before they give Greece more funds from a €110bn package of bailout loans from other eurozone countries and the International Monetary Fund. Greece says it will run out of money in mid-November without the next €8bn instalment.Coming after repeated rounds of belt-tightening as the government struggles to pull the country out of its debt crisis, the measures have been deeply unpopular. Even deputies from the governing Socialist party have expressed outrage, with several indicating they could vote against some of the more contentious articles in the bill. Dissent could further weaken the slim majority of the prime minister, George Papandreou. He holds 154 of the legislature's 300 seats.Thursday's protests come a day after a demonstration by more than 100,000 people degenerated into violence, with groups of black-clad demonstrators pelting riot police with chunks of marble, paint and gasoline bombs. • An outsider like Peter Mandelson could be perfect for the IMF | Martin Kettle
In a world of debt crises and bailouts, a European successor to Strauss-Kahn is seen as essential. But the appointment should be transparentThe fall of Dominique Strauss-Kahn has triggered a defining test of European influence. Yet Britain is no mere spectator in this process. We have major interests at stake in the choice of Strauss-Kahn's successor. This country, and the Cameron government, face big decisions about whether and how to fight for those interests, or perhaps risk seeing them vanquished in their present form for all time. For more than 65 years the International Monetary Fund has been headed by a European, with an American deputy, while the US provides the head of the World Bank. In practice, the IMF job has most frequently gone to a French candidate such as Strauss-Kahn, or the frontrunner to succeed him, Christine Lagarde – for 35 of the last 48 years, in fact. But that postwar apportionment has come under assault from the rising economic powers of Asia and Latin America. Europe remains a huge economic player – too many here underestimate this. But there's a growing sense that, politically, we are now punching too far above our weight. The issue has been extensively wrestled at successive economic summits, notably at the G20 in Pittsburgh two years ago and again in Seoul last November, which both made important changes to IMF governance. The role of the Obama administration, less Eurocentric than its predecessors, has been pivotal. The choice of next IMF managing director would inevitably have arisen soon anyway, possibly in only a few months if Strauss-Kahn had returned to run for the French presidency next spring. But the chair is suddenly vacant. Now it's decision time. What to do? The argument for fairness and progress is powerful and in many ways compe 債務危機と救済、シュトラウスカーン氏に欧州の後継者の世界では必要不可欠なものとして見られている

    • Néstor Kirchner: Argentina's independence hero | Mark Weisbrot
The death of Argentina's former president is a sad loss. His bold defiance of the IMF paved the way for South America's progressThe sudden death of 。éstor Kirchner is a great loss, not only to Argentina but to the region and the world. Kirchner took office as president in May 2003, when Argentina was in the initial stages of its recovery from a terrible recession. His role in rescuing Argentina's economy is comparable to that of Franklin D Roosevelt in the Great Depression of the United States. Like Roosevelt, Kirchner had to stand up both to powerful moneyed interests and to most of the economics profession, which was insisting that his policies would lead to disaster. They were proved wrong, and Kirchner right.Argentina's recession from 1998-2002 was, indeed, comparable to the Depression in terms of unemployment, which peaked at more than 21%, and lost output (about 20% of GDP). The majority of Argentines, who had, until then, enjoyed living standards among the highest in Latin America, were pushed below the poverty line. In December of 2002 and January 2003, the country underwent a massive devaluation, a world-historical record sovereign default on $95bn of debt, and a collapse of the financial system.Although some of the heterodox policies that ultimately ensured Argentina's rapid recovery were begun in the year before Kirchner took office, he had to follow them through some tough challenges to make Argentina the fastest-growing economy in the region. One major challenge came from the International Monetary Fund (IMF). The IMF had been instrumental in bringing about the collapse – by supporting, among other bad policies, an overvalued exchange rate with ever-increasing indebtedness at rising interest rates. But when Argentina's economy inevitably collapsed, the IMF アルゼンチンの元大統領の死は悲しい損失です

He will be back in court on 18 July.At a brief hearing at Manhattan criminal court he pleaded not guilty in a strong voice, standing between his defence team and watched by his wife, the millionaire former journalist Anne Sinclair.Strauss-Kahn's lawyers said they needed six weeks to assess evidence that has been collected by the US authorities. DNA matching Strauss-Kahn's has reportedly been found in semen on the maid's clothing and on a section of carpet from his hotel room. • Ivory Coast crisis: Q&A
How Ivory Coast plunged into civil war after Laurent Gbagbo's defeat by Alassane Ouatarra in last year's presidential electionWho is Alassane Ouatarra?Internationally recognised as the winner of last year's election, Alassane Ouatarra studied in the US and obtained a doctorate in economics in 1972 from the University of Pennsylvania. He worked as an economist for the International Monetary Fund (IMF) and later at the Central Bank of West African States (BCEAO). He returned to the IMF in 1984 as director of the African department, and in May 1987 was appointed counsellor to the managing director at the IMF. Ouattara became prime minister of Ivory Coast in 1990, but was barred twice from running for the presidency because his father's side of the family is from Burkina Faso. In 2007, however, Laurent Gbagbo said Ouattara could stand in the next Ivorian presidential election. Ouattara won 54.1% of the vote, his support coming mainly from the predominantly Muslim north, and from the poor immigrant workers from Mali and Burkina Faso working on coffee and cocoa plantations.Who are the rebel forces?Ouattara's troops, the Republican Forces of Ivory Coast (FRCI) consists of a loose coalition of fighters who previously fought for the Forces Nouvelles (New Forces) rebellion – local defence forces, former soldiers and policemen who defected from Gbagbo's side. FN commanders – Soumaïla Bakayoko, Chérif Ousmane, Tuo Fozié and Touré Hervé – took part in the September 2002 rebellion that nearly toppled Gbagbo. After 2002, the FN took control of the north and based themselves in Bouaké, in effect splitting Ivory Coast in two. • Taxing banks threatens the UK's role as financial centre
Banking reform is already working here, but the IMF's proposed tax changes could make the UK less attractive for companiesSo the International Monetary Fund did what the G20 asked it to do: it looked at options for additional taxes on banks. No surprises there. But what is new is that it has proposed two types of taxes – one for stability and one on financial activity. And they would be levied on financial institutions beyond the banking industry. When they met last week, some of Europe's finance ministers wanted an additional levy or tax on financial services to pay for an intervention fund against future crises. Others wanted the same to fill their national budget shortfalls. The IMF has cleverly covered both options. We in the UK have already progressed significantly on reform, not just holding more capital and more cash for stability purposes, but also implementing resolution and recovery plans so that if banks do face problems they use their own resources, not the taxpayer's, to resolve them. Regulation is already curtailing those activities perceived to be too risky. And – here in the UK certainly – pay is already subject to regulation. So to us the IMF proposals rather look like a fourth way of tackling the same issue – risk.No one would argue that banks need to take properly controlled risks. They borrow short-term and lend long-term: that is, they allow depositors to access their savings on demand, but they lend to, say, corporates over longer periods. Any changes need to recognise this central role banks play in financing the economy. However well a tax is designed, it will have an impact on the economy due to the simple, inalienable fact that you cannot increase the fixed operating costs of any company (which is what tax does) and expect it to have no consequenc 銀行改革は、すでにここが、動作しているIMFの提。税の変更は、英国よりcompaniesSoにとって魅力的な国際通貨基金を作ることができるものG20は操作を行うことを要請した:それは銀行に税金のオプションを見た

    • IMF: In the running
Since the 1940s, an American has run the World Bank and a European has been managing director of the International Monetary FundSince the 1940s, an American has run the World Bank and a European has been managing director of the International Monetary Fund. This gentleman's agreement is now supposed to have ended and if Dominique-Strauss Kahn does leave the IMF, a number of non-Europeans are being touted for the job. Trevor Manuel, ex-finance minister of South Africa is mentioned, although India will make a strong case for S Sridhar, the head of the Central Bank of India who was being talked about at last week's IMF meeting in Washington. An alternative would be Montek Ahluwalia, deputy chairman of India's planning commission but knows the way the IMF works after being the first director of its Independent Evaluation Office.Another contender would be Kemal Dervis, former head of the UN Development Programme, who as a Turk would garner support from the Europeans. Should the job again go to a European, the name of Christine Lagarde, the French finance minister will be floated, but of the 10 IMF bosses, four have already been French. Nobody from Italy or Britain has held the job, so Mario Draghi, governor of Italy's central bank, would be an strong bet unless he becomes the next president of the European Central Bank. If David Cameron really wanted to rile Gordon Brown, who had been regarded as a favourite, he might think about canvassing Peter Mandelson for the job. • Greece is the first domino to fall, but are others far behind?
At the mercy of the speculators, Greece had two choices: go the IMF now or go laterAnd so to the final act of the Greek tragedy. Stricken by recession and at the mercy of the speculators, Athens has decided enough is enough and decided to seek help from the International Monetary Fund. That's not the way the Greek government would have it, of course. It said that it simply wanted to clarify what was on offer, ironing out the technical details and so forth. But make no mistake, this is a pivotal moment.Having set the IMF hare running, Greece will have to get assistance from the hit squad that will be sent in from 19th Street in Washington DC or face retribution from the bond markets. In the end, the only choice is between having the IMF now or having the IMF later, when the situation will be worse.Yet, it is not hard to see why the Greeks are so reluctant to call in the European Union, the European Central Bank and the IMF. History suggests there will be a heavy price to pay; not just in terms of draconian cuts in public spending, not just in a sharp increase in unemployment, but in the political humiliation associated with an IMF package. In Britain, the memories of the 1976 spending cuts imposed by the IMF in response to a sterling crisis traumatised the Labour party for decades afterwards. Only Black Wednesday in September 1992, when the pound was swept out of the exchange rate mechanism by George Soros, bears comparison in the pantheon of postwar economic disasters. The nations of south-east Asia felt much the same way when a crisis was visited upon them in 1997. Thailand, South Korea and Indonesia went cap in hand to the IMF and were forced to accept draconian spending cuts. • Ireland's Fine Gael and Labour set to enter coalition
Agreement reached after talks between the parties went on into the early hoursFine Gael and Labour are inching closer to an agreement on forming the next government in Dublin.Labour delegates are meeting in the city this afternoon to endorse a plan to enter into coalition with Enda Kenny's party. The special delegate conference is taking place at University College Dublin, while Fine Gael will hold a meeting of its members at the Shelbourne hotel.Talks between Kenny and Labour leader Eamon Gilmore went on to 1am on Sunday and afterwards both parties said they had concluded an agreement.Gilmore said he intends to recommend the package to the Labour delegate conference. He stressed that final drafting work on the proposed programme for government was continuing.Gilmore said how many ministers each party would have would be decided before Wednesday.Neither leader would say what timetable had been agreed to reduce the budget deficit to 3% of GDP, which was a key area of difference in the parties' approach to economic recovery during the election campaign.Fine Gael believes Ireland should adhere to the conditions set down by the International Monetary Fund and European Central Bank, which want to see Ireland drive down its national debt by 2014. During the election campaign, however, Labour said it would prefer a target of 2016 to give the economy more time to recover from the recession and the impact of severe cuts in public spending. If both parties back the agreement, Kenny will be elected taoiseach on Wednesday and Gilmore will become tánaiste (deputy prime minister). • 'Africa's future prosperity depends on harnessing our potential for the benefit of all' | Mo Ibrahim
A landmark year has highlighted Africa's dynamism and drive, yet challenges of governance and leadership remain2010 is a milestone year for Africa. The World Cup was hosted on African soil for the first time. Seventeen African countries marked their 50th year of independence. We marked 10 years of pursuing the millennium development goals. These events present a great opportunity to take stock of the continent, where we are and where we are going to.  The picture is largely optimistic. Since independence, the continent has undergone significant transformations. Almost every country in Africa has now instituted multi-party democracy. We are witnessing a significant growth of the African middle class, set to drive economic development and also demand political change where appropriate. The telecoms revolution, in which I have played some role, has already transformed the continent, allowing us to advance in leaps and bounds. Africa's average growth, after the recent crisis, is now almost five times the Euro zone average growth, according to the latest update to the International Monetary Fund's half-yearly World Economic Outlook. At the beginning of this new century, there is dynamism and drive in Africa. These changes, however uplifting, are not the only story. We continue to lag behind in many key areas. Although we can blame many factors for this, none is more central than the lack of high quality governance in Africa. We are the richest continent, with the youngest population, we are home to vast swathes of natural resources, and yet these are not yet translated into improved life quality for all citizens. Harnessing our potential for the benefit of all is the governance challenge in Africa. This is why I launched my foundation in 2006 – to tackle this crucial challen 画期的な年は、アフリカのための節目の年でありながら、ガバナンスとリーダーシップremain2010の課題をアフリカのダイナミズムとドライブをハイライト表示されている

    • Letters: Keynesian balance
Larry Elliott (US closer to nuclear option in the currency war, 11 October) didn't explain what Keynes suggested at Bretton Woods in 1944 to cope with global payments imbalances and to induce symmetrical adjustment of surplus and deficit countries. Surplus countries would have been penalised with ever higher interest rates on their surpluses with his proposed International Clearing Union in excess of their quotas. Why is the International Monetary Fund not now considering a similar scheme of charging interest on countries' surpluses in excess of their quotas with the IMF, to discourage large supluses and provide resources for greater lending to poor deficit countries? That would be a sensible way forward without relying on nominal currency realignments which, in any case, haven't been noticeably successful in rectifying payments imbalances in the past.Professor Tony ThirlwallUniversity of KentIMFGlobal economyEconomicsguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds ケインズは、グローバルな決済の不均衡に対処するために黒字と赤字国の対称調整を誘導するために1944年にブレトンウッズで提示したものラリーエリオットは(米国に近い通貨戦争で核オプション10月11日)説明していない

    • Sir Ellis Clarke obituary
The first president of Trinidad and TobagoThe lawyer and diplomat Ellis Clarke, who has died aged 93, played a leading role when Trinidad and Tobago became an independent country in 1962. While governor general from 1972, he was involved in drafting the republican constitution that in 1976 broke ties with the British monarchy while retaining membership of the Commonwealth. As the Caribbean republic's first president, appointed under that new constitution by an electoral college, he helped guide it from 1976 to 1987.When Eric Williams, prime minister and founder of the People's National Movement (PNM), died in office in 1981, Clarke appointed his successor, George Chambers. Around 40% of the country's population of currently around 1.3m people are Afro-Trinidadian, 40% Indo-Trinidadian, and 20% mixed, white or of Chinese descent. Clarke was more at home with the Afro-Trinidadian-based PNM, and when the Indo-Trinidadian-based opposition National Alliance for Reconstruction came to power in 1986, there were problems, notably a disagreement between the president and the prime minister, ANR Robinson, over powers of appointment. While Clarke won a court case over one such issue, a second dispute deterred him from seeking re-election for a third term. His time in office had coincided with a period of relative prosperity and social stability. Trinidad and Tobago's oil-based economy flourished between 1972 and 1983, though by 1986, the International Monetary Fund was providing support in return for an austerity programme that resulted in 10% unemployment. On 5 February 1985 Clarke, a devout Catholic, hosted a visit by Pope John Paul II.Clarke remained active in national life, latterly advising on further constitutional reform. The tech community has benefited from assistance through development agencies such as Enterprise Ireland that help to foster and fund new tech businesses. Ireland has also benefited from the presence of tech giants such as Google, Apple, Facebook, Microsoft, HP, Dell and others in the country. But will all this success be put into jeopardy? Ireland has just accepted a €85bn bailout from the International Monetary Fund – will talented developers emigrate as their financial situations worsen? Will the tech giants that were attracted by favourable corporation tax rates leave the country if the government has to raise the rate? It would appear not however, and most entrepreneurs in the programme were upbeat about future prospects. Charles Arthur and Jemima Kiss tour the city, meeting up with Enterprise Ireland to hear how it helps fund and foster the country's new digital businesses. We also meet Joe Drumgoole of Cloudsplit, who tells us how punishing the cost of failure is in Ireland, and how startups shouldn't be worried – just learn from the mistakes.Dylan Collins of Jolt discusses Ireland's success as a hub for online gaming, and his role as a mentor for other startups, and Rob Martin of Infacta explains how Ireland's infrastructure such as broadband has been challenging for his business.Plus we get some interesting projects to pitch us their ideas at a listener meetup. You can find links to the startups and projects mentioned on the Guardian Technology in Ireland page.Don't forget to ...• Mail us at tech@guardian.co.uk• Get our Twitter feed for programme updates or follow our Twitter list• Like our Facebook page• See our pics on Flickr/Post your tech pics ハイテクウィークリーダブリンの繁栄ローカル起動シーンをチェックアウトして訪問

    • The international currency war: what the experts say
How serious a threat does the use of exchange rates as a policy weapon pose to the global economic recovery? Policymakers and heads of central banks speak outDominique Strauss-Kahn, head of the International Monetary Fund, has warned that an international currency war risks undermining the global recovery. Here is what he and other policymakers around the world have said about exchange rates recently.Dominique Strauss-Kahn, IMF managing director (5 October)There is clearly the idea beginning to circulate that currencies can be used as a policy weapon.Translated into action, such an idea would represent a very serious risk to the global recovery... Any such approach would have a negative and very damaging longer-run impact.Joseph Stiglitz, Nobel economics laureate (5 October)The irony is that the Fed is creating all this liquidity with the hope that it will revive the American economy. It's doing nothing for the American economy, but it's causing chaos over the rest of the world. • Millennium development goals: UN summit must prompt action, not complacency | Larry Elliott
With inequality, poverty and food prices rising, and the global economy in turmoil, leaders must honour their MDG pledgesThere are two ways of looking at this week's events in New York. The upbeat take is that it was a mightily useful opportunity to assess progress towards hitting the UN's millennium development goals, marked by calls for action, pledges of support, and recommitment to previously established targets. The downbeat interpretation is that, on past form, the calls for action will be followed by torpor, the pledges of support will be quietly reneged on, the goals missed. Even worse, the assumption that the global community will somehow muddle through ignores trends that in the past have been the recipe for misery, civil unrest, and even revolution.Let's just examine a few pieces of evidence that have emerged in recent weeks. Exhibit number one comes from the International Monetary Fund, which, in a study it prepared for the New York summit, noted that the economic crisis of the past three years has been a setback in the fight against poverty. The IMF estimates that 71 million fewer people will have escaped absolute poverty by 2020 than would have been the case had the financial meltdown not occurred.Exhibit number two was a report from Unicef highlighting the gulf between the life chances of rich and poor children, not only between developed and developing countries but within developing countries themselves. In the least-developed nations of sub-Saharan Africa, a child born into one of the most impoverished families is three times more likely to be underweight than a child growing up in the richest 20% of families in the same country.Inequality, in other words, is everywhere.Exhibit number three is the recent sharp increase in food prices, up almost 17% in t 不平等、貧困と食料価格が混乱の世界経済は、上昇して、日EU首脳は、pledgesThereニューヨークで今週のイベントで探しているの2つの方法がありますがミレニアム開発目標を尊重しなければならない

    • Grimsson's gamble over Icesave bill
Larry Elliott: The Icelandic president is betting that a big no vote next month will lead to a softening of the compensation dealImagine you are a voter in Iceland. After months of negotiations, your government has just agreed – albeit reluctantly – to a $5bn compensation package with Britain and the Netherlands over the collapse of the Icesave bank in 2008. The deal will cost you just over £10,000. The International Monetary Fund has dropped plenty of heavy hints that acceptance of the tough terms imposed by the Dutch and the Brits is a condition for financial help to rebuild your bombed-out economy. From Brussels, the message is that you will be refused membership of the European Union unless you pay up.Then, out of nowhere, your president says that he is not prepared to sign the deal into law without the backing of voters in a referendum. How do you vote? You don't need to be a psephologist to know the answer. The deal will be rejected by a thumping majority. A quarter of the population signed a petition opposing the terms imposed on Iceland by Britain and the Netherlands and recent opinion polls have indicated that 70% of Icelanders would vote no given the opportunity。。lafur Grimsson, Iceland's president, was well aware of what he was doing. When the Swedes held a referendum over membership of the euro, the country's political elite said yes; the people said no. When the French and the Dutch passed judgment on the first stab at the new European constitution, the elite was all in favour; the voters were not. It was the same story, first time round at least, when Ireland voted on the Lisbon treaty. In Iceland's case, the stakes are much higher. The deal, finally accepted by the prime minister, 。óhanna Sigurdardóttir, represents 40% of Iceland's GDP and is due to be rep ラリーエリオット:アイスランドの大統領は禁物投票は来月にアイスランドで投票されている補償dealImagineの軟化につながると確信している
