- The trouble with being a dictator's son
Bequeathing absolute power to the next generation turns out to be surprisingly hard, even for despotsThe appointment of Kim Jong-un as a general appears to make the mysterious youth North Korea's crown prince. He has not taken over yet - and there seem to be many pitfalls on the way - but if he does become the new Leader his family will have made despotic history. It will be the first time in modern history that a dictatorship has been handed down through three generations.Or so I (and Guardian research) believe. The last time anything like this appears to have happened was in nineteenth century Paraguay, where authority passed from the country's founding father, José Gaspar Rodríguez de Francia (El Supremo), to his nephew, Carlos Antonio López, who was succeeded in turn by his own son, Francisco Solano López, in 1862. The dynasty certainly rivalled its present day Korean counterparts in the arbitrariness of its rule. Francia, El Supremo, ordered all dogs in the country shot, and decreed that he personally should conduct all weddings, in which Spaniards were incidentally banned from marrying one another. The last of the line, Francisco Solano López had almost all his closest supporters executed, including his brothers, when he became convinced they were plotting against him. However, this was an accidental dynasty rather than a smooth succession. Carlos Antonio was not El Supremo's choice (the old man tried to have him killed) and a couple of other claimants held power in between. The only dynasty that comes close to the Kims in modern times is the ruthless Somoza family who held power in Nicaragua from 1936 to 1979, when Anastasio Somoza Debayle was ousted by the Sandinistas. The dynasty included three presidents, but only two generations. After the assassination of th 次の世代に絶対的な力をBequeathing一般的には神秘的な青年北朝鮮の皇太子を作る表示されているキムジョン国連のdespotsThe予定であっても、驚くほど難しいことが判明した

- Debunking stereotypes: Spanish practices
Iberian unions' 'zombie deals' could be called Spanish practices, but the term for absurd union rights is a British inventionSpanish practices are really a British invention. The term evolved over centuries until it was taken to mean the absurd, inherited rights of some UK trades unionists. Old Fleet Street was a classic of the kind. But do Spanish practices exist in Spain? If you look at the way collective bargaining is carried out, you can see why they might. Deals are automatically extended if employers and unions cannot reach a fresh agreement. Because of this, 40% of agreements are nine years old or more; 30% exceed 13 years old. Spaniards call these zombie deals.Civil service demarcation rules can make things especially bad. A minister or mayor who wants to lessen the number or use of official cars immediately has a problem. The cars' drivers can only, according to union deals, drive cars. They cannot be moved to another job.José Luis Rodríguez Zapatero, the prime minister, has already dealt with the biggest abusers – Spain's air traffic controllers. Their exaggerated overtime rules produced average annual wage packets of €350,000 (£308,000). Reforms by the Zapatero government could soon nail open-ended collective bargaining deals. For the moment, though, Spain does suffer a little from something that is, ironically, a British stereotype carrying – offensively to some – a Spanish name.EuropeSpainEuropeTrade unionsGiles Tremlettguardian.co.uk © Guardian News & Media Limited 2011 | Use of this content is subject to our Terms & Conditions | More Feeds

- Jury selection begins for trial over murder of wealthy US couple
Leonard Patrick Gonzalez Jr may face death penalty if convicted of organising killings of Byrd and Melanie BillingJury selection began today for the trial of a karate instructor charged with leading a group of armed men in robbing and killing a wealthy couple in their home.Leonard Patrick Gonzalez Jr, 36, could get the death penalty if convicted of organising the break-in at Byrd and Melanie Billings's home in a rural area near Pensacola, Florida on 9 July 2009.Gonzalez wore arm and leg chains as he was brought into the court. His defence attorneys asked that their desks be moved so that potential jurors would not see the chains. Gonzalez has also been charged with attacking another inmate in prison.Prosecutor Bill Eddins said he expects jury selection to take about two days. Two of Gonzalez's co-defendants are scheduled to testify against him, Eddins said. But none of the couple's young children, who were home the night of the killings, are expected to testify about what they saw.Prosecutors say the couple were killed during a botched attempt to steal a safe. Their children were not physically harmed in the attack.Seven co-defendants have been charged with first-degree murder. Several could testify against Gonzalez to name him as the man who fatally shot Byrd Billings, who owned a company that financed used car purchases, and his wife. The Billings's were fatally shot in their bedroom. A safe that was taken from the family's home contained nothing of value, but a second safe that wasn't stolen had $164,000 (£104,000) in cash, court records show.United StatesGun crimeguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds

- Spain's lie still hurts Western Sahara | Miguel-Anxo Murado
The outrage in Spain at Zapatero's failure to condemn the violent clampdown in Western Sahara reflects a historical guiltThe Spanish president, José Luis Rodríguez Zapatero, is having a tough time. No, on this occasion it is not the economy. Actually, it's something far removed from our everyday concerns; it couldn't be more far removed, in fact: the desert. Protests in the Morocco-occupied (and former Spanish colony) Western Sahara have been met with a violent clampdown, but the Spanish government has so far resisted calls to issue a condemnation. The government says it knows little of what's going on there, and that's true, since Morocco is detaining and expelling foreign journalists from the area. The government keeps saying it has to consider Spain's higher interest, but the Spanish public is outraged. To an outside observer, this level of anger over a seemingly faraway land may seem excessive. And it is, in a way. The Western Sahara is one of Spain's secret passions. It all began with a lie. It was precisely 35 years ago, in November 1975. Back then Morocco pre-empted the referendum that should have led to an independent Western Sahara, in keeping with UN resolutions. The Sahrawi, whose flag sports the same colours as the Palestinians, counted on Spain's protection. But in a clever move, King Hassan II of Morocco sent over the militarised border hundreds of thousands of unarmed civilians (the green march) to force Spain either to back down or cause a massacre. Gandhi's book annotated by Milosevic. The timing was perfect: Spain's dictator, General Franco, was terminally ill, only days away from his death. - Eta ceasefire: Making 'permanent' permanent | Editorial
The weekend announcement is not the first time the Basque separatist group Eta has declared a permanent ceasefireIt is a conflict in which movement towards a resolution is to be measured in inches. The weekend announcement is not the first time the Basque separatist group Eta has declared a permanent ceasefire. It called one in 2006. The government of José Luis Rodríguez Zapatero came under intense domestic pressure merely for trying to negotiate with the group. Eta continued to rearm during the talks, but the government finally lost faith in Eta's commitment to peace after a van bomb exploded at Madrid's international airport, killing two people. In 2006 permanent meant the nine months that had elapsed between the declaration and the bombing. Mr Zapatero's reluctance to accept Eta's statement as its last word is understandable, as is his insistence that Eta rejects violence as a means of attaining political objectives.Such a statement has already been made by a key negotiator in past talks, Arnaldo Otegi, in a written interview with the Wall Street Journal given from jail, where he is awaiting trial on charges of illegally attempting to reconstitute Eta's political wing. There is, however, daylight between the positions of Mr Otegi, who represents the banned party Batasuna, and Eta itself. Gerry Adams, the leader of Sinn Féin, who has been heavily involved in pushing Eta towards a ceasefire, says in an article for the Guardian that a strategy committing Basques to exclusively political and democratic means finds its echo in the weekend statement by Eta. True, but it has yet to find the exact words. In its statement, Eta said the solution to the conflict would come through the democratic process, with negotiation and dialogue as its tools. - Zapatero faces election defeat in Catalonia despite cabinet reshuffle
Spanish prime minister, already suffering a slump in approval ratings, is also plagued by dissent inside his Socialist partyThe campaign for the regional election in Catalonia on 28 November got off to a discouraging start for Spain's ruling Socialist party (PSOE). Opinion polls are predicting that its Catalan branch (PSC), in power since 2003, will suffer a heavy defeat at the hands of the centre-right nationalist Convergence and Unity party. This would be another blow for the embattled Spanish prime minister, José Luis Rodríguez Zapatero. It would also be a bad sign for the following two polls: the local elections in May 2011 and the general election the following year.Zapatero, suffering abysmal approval ratings, is dogged by the consequences of the economic crisis and a rate of unemployment of more than 20%. By the end of the year he wants to push through plans to raise the retirement age from 65 to 67.The most recent polls suggest that even PSOE voters are losing patience and the gloom seems to be infecting members of the party itself, of which Zapatero is general secretary. At the beginning of this month PSOE militants in Madrid inflicted a terrible snub on the prime minister. He wanted the health minister, Trinidad Jiménez, to run against the powerful leader of the Madrid regional government, Esperanza Aguirre, of the rightwing People's party. - Basque separatists convicted of 2006 Madrid airport bombing
Three members of Eta sentenced to 1,040 years in prison for bomb at Barajas airport car park that killed two peopleThree members of the Basque separatist group Eta were convicted today of a 2006 bombing at Madrid airport that destroyed a Madrid airport parking garage and killed two people in an attack that shattered a ceasefire. The three men were each given prison sentences of 1,040 years. Spain frequently hands down lengthy sentences in terrorism cases – although they are mostly symbolic because the maximum jail sentence a person can serve for a terrorism conviction is 40 years. The national court found the three men guilty of murder, attempted murder and taking part in a terror attack on 30 December at Barajas airport. The blast destroyed a five-storey parking garage, killing two Ecuadorean immigrants and wounding 41 other people.Eta later claimed responsibility for the attack, which marked the end of the ceasefire that the group had begun nine months earlier.Convicted were Mattin Sarasola, Igor Portu and Mikel San Sebastian. The three were ordered to pay €1.2m (£1m) in compensation to the families of the two Ecuadoreans.Eta is seeking an independent Basque homeland in northern Spain and southwestern France. Considered a terrorist organisation by the European Union and the US, the group has killed more than 825 people since the late 1960s.The group declared a ceasefire in March 2006 but reverted to violence in a matter of months after peace talks with Jose Luis Rodriguez Zapatero's government went nowhere. Spanish and French police have arrested dozens of suspected Eta members in both countries since the end of the ceasefire.Today's verdict came a day after French and Spanish police arrested Eta's suspected leader and his second in command in what officials termed

- Spain's prime minister calls for ban on newspaper sex adverts
Spain's prime minister, Jose Luis Rodriguez Zapatero, has called on the country's newspaper owners and editors to stop publishing sex adverts. He argues that the ads - pages of which appear even in the quality papers - foster trafficking and sexual exploitation. They are estimated to account for 60% of the total classifieds in the Spanish press and are said to be worth £40m in annual revenue. But publishers and editors counter that prostitution is not illegal in Spain so they are within their rights to run the ads.Source: FollowTheMediaAdvertisingSpainNewspapersGreenslade on EuropeRoy Greensladeguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds

- Tate Modern's sunflower seeds: the world in the palm of your hand | Adrian Searle
Courtesy of Chinese artist Ai Weiwei, the Turbine Hall is now carpeted with a million hand-painted seeds – an image of globalisation both politically powerful and hauntingly beautifulAt first sight Ai Weiwei's installation Sunflower Seeds presents us with an undifferentiated field of grey, filling the space between the bridge and the end wall of Tate Modern's Turbine Hall. It is almost disappointing. The late Felix Gonzalez-Torres's piles of cellophane-wrapped sweets, which he showed in the 1980s, were prettier, and you were free to eat them (the American artist liked the idea that people could leave his shows with a nice taste lingering in their mouths). But the sweets were also metaphors for the Aids crisis, and much besides. Nothing in art is what it seems. And you can't eat a single one of Ai Weiwei's sunflower seeds, any more than you could Marcel Duchamp's marble sugar cubes. They'd break your teeth. But you can trudge over them, walk or skip or dance on these seeds, all of them Made in China. Or scoop up handfuls and let them run through your fingers, in the knowledge that someone, an old lady or a small-town teenager in Jingdezhen, has delicately picked up each one and anointed it with a small brush. Every seed is painted by hand. The town that once made porcelain for the imperial court has been saved from bankruptcy by making sunflower seeds. It is absurd.I love this work. It is a world in a hundred million objects. It is also a singular statement, in a familiar, minimal form – like Wolfgang Laib's floor-bound rectangles of yellow pollen, Richard Long's stones or Antony Gormley's fields of thousands of little humanoids. Sunflower Seeds, however, is better. It is audacious, subtle, unexpected but inevitable. It is a work of great simplicity and complexity. - Fernando Fernández obituary
Spanish artist who filled the pages of 1950s British comicsIn the late 1950s, Fernando Fernández, who has died aged 70, was one of the youngest of a group of Spanish artists working for the British comics publisher Fleetway Publications. Only 17 when his first strips were published, Fernández filled the pages of British comics for the next decade, though he did so anonymously. In the UK, he earned his reputation for his work on Fleetway's Air Ace Picture Library, the romance comics Valentine, Marilyn and Roxy, and a variety of book covers. In the US, he is remembered for his highly stylistic contributions to the publisher James Warren's horror comics, including the eerie Rendezvous, which was voted one of the leading stories to appear in Warren's magazines. In Spain, his finest work, which combined his talents for storytelling and painting, began to appear in the 1970s. He was also a highly regarded portrait painter. His elegant and romantic images were shown in more than 100 exhibitions around the world and featured in museums and private collections, including that of King Juan Carlos.Born Fernando Fernández 。ánchez in Barcelona, he began drawing as a young boy. - Latin Americans pay a high price for Britain's love of cheap cocaine
While we regard the drug as socially acceptable, cocaine wreaks havoc in the countries that produce itBritons are snorting 30 tonnes of cocaine a year and consider the drug to be a socially acceptable part of a night out, a House of Commons report lamented last week. The Home Affairs Select Committee accused law enforcement agencies of intercepting too few shipments and of arresting too few people, allowing the price of the class A drug to fall to as little as £2 a line. But there is a part of the world which is not getting away with cocaine and is not inclined to consider it glamorous, socially acceptable or normal. It is called Latin America, where the coca leaf is grown, turned into paste and powder, and trafficked. And here is where narco-related violence and corruption is exacting a terrible price.Last week brought fresh horrors. In Mexico, authorities found the dismembered body of a journalist, Rodolfo Rincon Taracena, who disappeared in 2007. His articles on the drug trade had prompted his brutal murder. More than 16,000 people have died in Mexico since President Felipe Calderón declared war on drug cartels in December 2006.In Guatemala, the national police chief, Baltazar Gonzalez, and anti-drug czar, Nelly Bonilla, were detained in a case of stolen cocaine that led to the deaths of five police agents. In a tale too bloody for The Wire, it seems that the agents were killed while trying to steal a stash from members of the Zetas, a group of hit men linked to Mexico's powerful Gulf cartel. There was more grim news from the US International Narcotics Control strategy report, which said that traffickers were annually sending $8bn to $25bn from the United States, expanding production in Bolivia and finding new routes through Venezuela.
