Energy efficient lighting is the cheapest way of tackling climate change – and with China churning out billions, costs will fallChina's light bulb moment – a bright idea hovering over its collective head – is a desperately needed glimmer of hope in a world that appears unable to resist its headlong charge into climate darkness. The commitment by the world's workshop to end the manufacture of wasteful incandescent light bulbs comes on the same day as a record rise in greenhouse gas emissions was revealed, putting global warming ahead of the worst-case scenarios envisaged by the world's scientists. The economy may seem to be barely flickering in the west, but globally it is on full beam. While switching to compact fluorescent bulbs – 75% more efficient than incandescents – has become unremarkable in some developed nations, the significance of China's move should not be underestimated. Almost 20% of global electricity is used for lighting and the pollution it causes is equivalent to half of all the cars on the world's roads. And we should be hoping for more light in the world in the future. In India alone, 400 million people live without electricity, condemned to darkness when the sun sets. With China churning out billions of efficient bulbs, costs will fall further. That means it will be possible to cut carbon emissions from lighting around the world – perhaps by as much as half – without denying the most basic of amenities to the world's poor.Lighting is one of the more visible ways that increased energy efficiency can be delivered. Despite being by far the cheapest way of tackling climate change – often paying for itself in months – efficiency measures are too often put in the shade by shinier, more attractive energy technologies. But even more efficient light bulbs – a no- null, responseDetails: Suspected Terms of Service Abuse. • Ducks replace paddy-field pesticides
Japanese farmers rediscover ancient rice-growing technique that boosts production without the need for chemicalsOn his six-hectare farm in the village of Keisen, on Japan's Kyushu island, Takao Furuno, 61, grows rice and wheat without chemicals. He rediscovered an ancient rice-growing practice involving the use of ducks. Dozens of these birds, raised on the farm, patrol the paddy fields. They feed on insects and weeds, without touching the plants. Their wading oxygenates the water and stirs up the soil. Their droppings are a natural fertiliser.Furuno has cut production costs and boosted output by about a third compared with his neighbours, who use chemical fertilisers. He sells the ducks too. Some 10,000 Japanese farmers have purchased The Power of Duck [sic], the book he published in 2000. In 2011 the technique was successfully tried out in Camargue, southern France. The trend in rice cultivation in Japan, which provides a livelihood for 1.4 million families, is, however, towards larger farms and more intensive production. This article originally appeared in Le MondeFood scienceAgricultureFarmingPesticidesJapanPhilippe Mesmerguardian.co.uk © 2012 Guardian News and Media Limited or its affiliated companies. • Ferenc Mádl obituary
President of Hungary from 2000 to 2005Ferenc Mádl, president of Hungary between 2000 and 2005, was a respected figure but less colourful than his predecessors in the post, _rpád Göncz and 。ászló Sólyom. In his views, Mádl, who has died aged 80, was more conservative than liberal, abiding strictly by the law throughout his tenure. He was born in Bánd, western Hungary, and studied law at the universities of Pécs and Budapest, gaining a degree at the law faculty of 。ötvös Loránd university (ELTE), Budapest, in 1955. He did not take an active part in the 1956 uprising, and in 1961 managed to get a place as a postgraduate student at the University of Strasbourg to study comparative international law. At the time it was very unusual for a young man to get a permit from the communist authorities to study in the west.Mádl returned to Hungary in 1963 and later worked as a clerk of the courts. Between 1956 and 1980 he was employed in various capacities at the Hungarian Academy of Sciences. In 1973 he received his doctorate at ELTE with a thesis on the legal aspects of European integration. In addition to lecturing at his old university, he was often invited to teach abroad. He was a visiting professor in the US as well as at the University of Munich. He was elected corresponding member of the Hungarian academy of sciences in 1987, with full membership in 1993. He was also a member of various foreign legal institutions and wrote numerous textbooks and legal studies, in Hungarian and English, among them The Law of International Transactions (1982).Mádl's political career began with the fall of the communist regime in 1989. • Cameron, take note. The UK can't hide from this eurozone crisis | Martin Kettle
There's no justification for smugness at the fate of the eurozone. Debt is a global issue, and all our economies are vulnerableLess than three years ago, Gordon Brown ostentatiously placed Britain front and centre of the G20 world economic summit in London. Today, a mere blink of history's eye later, David Cameron stands just as ostentatiously at the margins of the latest G20 in Cannes, his every move and utterance calculated to underline British semi-detachment from the economic tempests which are destroying Greece and engulfing the eurozone. Both poses are deceits, though of opposite kinds, and with the common purpose of impressing the electorate. Brown threw himself into the task of rallying the rich nations to save the lurching financial system. But his portrayal of himself as the man who could save the world was at odds with too many facts. Likewise, Cameron may now seek to project himself as a benign visitor from a stable and prosperous land not directly caught up in the eurozone turmoil. But that too is an act and, as with Brown, it will only persuade the credulous. The political and economic storm that hit Cannes today is not something from which any nation state can stand aside, let alone by expressions of determination to do so. The world's leaders, eyes glued on the distant national drama in Athens, must have been uneasily aware that they are anything but the masters of enfolding events. But they were all caught up, equally and together, in the battle for the world economy to survive in working order.George Papandreou's decision to put last week's latest EU Greek bailout plan to a referendum was many things – high-minded, irresponsible, long overdue, a desperate throw and politically hopeless all rolled into one. • Africa's declining wildlife
The cause of the continent-wide decline has been attributed mainly to the lack of money and people needed to police parksMajor national parks and wildife reserves across Africa lost up to 60% of their lions, giraffes, buffalo and other large wild animals between 1970 and 2005, raising the spectre of wildlife on the continent soon being confined to isolated pockets dependent on international money for protection.Researchers at the Zoological Society of London (ZSL) and the University of Cambridge studied animal population changes at 78 protected areas across Africa and found the steepest falls in west Africa, where up to 85% of wildlife had been lost in the last 35 years, and in east Africa, where nearly half of all wildlife has disappeared. The research, which was collated from parks including popular tourist safari destinations such as the Masai Mara in Kenya and the Serengeti in Tanzania, and published last year, found increases only in southern Africa. The cause of the continent-wide decline has been attributed mainly to the lack of money and people needed to police parks, as well as the encroachment of humans on animal habitats. In addition, war and the growing bushmeat trade is said to have decimated populations. The numbers of elephants, hippos and other animals are believed to have also plummeted in southern Sudan, following years of war. The soon-to-be independent country has the world's second largest annual migration of large mammals and vast herds of gazelle and antelope, but these have been decimated by fighters hunting them them for their meat. While wildlife declines in protected areas were large, the researchers said the loss of large mammals outside parks and reserves was much worse with many species like rhino now practically extinct outside protected a null, responseDetails: Suspected Terms of Service Abuse. The agreed resolution includes all the elements for an integral solution of the conflict, and it has attained the support of a wide spectrum of the Basque society and the international community.A new political time is emerging in the Basque country. We have an historical opportunity to find a just and democratic solution for the centuries old political conflict. Dialogue and agreement should outline the new cycle, over violence and repression. The recognition of the Basque country and the respect for the will of the people should prevail over imposition. This has not been an easy road. The cruelty of the fight has taken away the lives of many comrades. Many others are still suffering in prison and in exile. Our recognition and deepest tribute goes out to them. From here on the road will not be easy either. Facing the imposition that still exists, every step, every achievement, will be the result of the effort and fight of Basque citizens. During these years the Basque country has accumulated the necessary experience and strength to address this path and it also has the determination for doing it. It is time to look at the future with hope. It is also time to act with responsibility and courage. Therefore, Eta has decided the definitive cessation of its armed activity. • Grease is the one that I want | Gary Younge
The plot, acting and script are all pathetic, but I love the musical Grease for its singing and dancing – and not in an ironic wayThe easy way out would be to make some great claim for very little. To say I love it because of its celebration of white working-class culture or the campest rendition of heteronormative adolescence to make it out of 70s cinema. I'd be lying if I said these justifications had never crossed my mind; I've tried to overexplain it to myself a number of times. After all, the plot, acting and script are all pathetic. And most of the other films I really like – Torch Song Trilogy, Do The Right Thing, Quiz Show – have a point. But when it comes down to it I have to admit there are really just two basic reasons why I love Grease – the singing and the dancing.Right from the opening sequence, when cartoon characters slick up their hair to Frankie Valli's Grease, pretty much every song is a hit. The first few bars of Summer Loving playing over Travolta's coy refusal to kiss and tell, the moment he slings his leather jacket across the garage before Grease Lightning, the initial riff on the piano introducing Sandy 2:0 at the fairground for You're the One That I Want – are for me moments of sweet, celluloid anticipation (I understand I'm embarrassing myself here but in a world where praising Grease is wrong I don't want to be right). I'll concede a few duff numbers (never been a great fan of Hopelessly Devoted or Stranded At The Drive-In) but that's still a better strike rate than most musicals. The dancing comes in two parts. First there's Travolta – all rubber-band hips, spider legs and faultless footwork – doing his homoerotic thing throughout. And then there's National Bandstand, where a roomful of teenagers dressed for a wedding – women in crinolene, gu null, responseDetails: Suspected Terms of Service Abuse. Brighton and Hove is the most popular place in Britain for same-sex couples tying the knot at register officesThe number of civil partnerships in the UK has risen for the first time for four years, bringing the total, since the law was reformed more than five years ago, to nearly 50,000.Break-ups of registered partners also increased in 2010 compared with 2009 but this was at a lower rate than in any year since the law change in December 2005 which enabled same-sex couples to enter into agreements with similar rights to married couples.Ceremonies for same-sex partnerships in 2010 reached 6,385, a 100 more than the previous year, with a slight fall in men's partnerships more than compensated for by the rise in women's. For the first time, there were more women's ceremonies than men's, at 51% against 49% in 2009.Overall percentage increases were sharpest in Northern Ireland, which had a 21% rise to 116, and Wales, where the 10% increase to 268 was well ahead of England's 2%, to 5,536 . Only Scotland saw a fall – of 6.6%, to 465.The beach and tourist draws of Brighton and Hove saw more of the get-togethers at register offices than anywhere else in the UK, with 129 male and 97 female ceremonies. Westminster's tally was 154 male and 68 female signings. As with weddings of all kinds, the summer months proved the most popular time to tie the knot, with an average of 666 a month between April and September, compared with 321 between January and March, and 476 between October and December.Male civil partners in the UK remained, on average, older than women, although the age chosen to seal the commitment, with pledges and register office celebrations, was in an increasingly narrow band. The average age for men fell from 41.2 in 2009 to 40.6, and for women it dropped from 38.9 to 3 null, responseDetails: Suspected Terms of Service Abuse. Please see responseStatus: 40

    • York's Jewish History Trail to launch on Holocaust Memorial Day this week
Project gives a rounded history of both dark and bright times, as well as the everyday life of Jews in the historic cityHolocaust Memorial Day this Friday, 27 January, sees an interesting step in York, the city which saw the terrible massacre of its Jewish community on the site now occupied by Clifford's Tower, in 1190.Although sidelined for many years, that has now become a well-known and well-described episode in the city's long history and as usual there will be a ceremony at 6pm this Thursday evening at the famous grassy mound, including a Kaddish or prayer for the dead. This will be followed an hour later by a civic event - free but needs booking - at the Tempest Anderson Hall, relating the Holocaust to modern persecution across the world.Details of other Memorial Day-related events and activities in York over the next couple of weeks are here, and the main HMD website has listings from all over the UK.But York University's lively Professor Helen Weinstein and her students at the Institute for the Public Understanding of the Past have gone beyond this, with a project which is bringing back to life the whole history of York's Jewish community, both long ago and more recently. While respectful of emphasis on the massacre, which was caused by religious hysteria over the Crusades and a cynical chance for merchants and nobles to escape debts, Weinstein wants to paint a wider picture. She says:It is relatively easy to focus on striking events, but always more interesting to have rounded history; and there is so much to tell about the Jews in York. The massacre was the darkest moment but there have been so many bright ones. The Archbishop of York in 1942 was one of the first people to condemn the Holocaust, describing it as 'the greatest crime in history – the murder of a null, responseDetails: Suspected Terms of Service Abuse. • From the archive, June 23 1953: Nepalese or Indian? Debate over Tensing
Originally published in the Manchester Guardian on 23 June 1953Communist and Nationalist agitators are reported to be entering into a dispute over the question of the nationality of Sherpa Tensing, and whether he or Mr Edmund Hillary first reached the summit of Everest. Extremists, who insist Tensing is Nepalese, are reported to-day to have held up journalists, demanding to see their dispatches, and threatening them with death if they called Tensing an Indian.Editorial: Down from EverestThe controversy over Tensing and his part in the ascent of Everest is an absurdity that might nevertheless develop into an ugly quarrel if it is not checked. The questions cut across each other. Is Tensing a citizen of Nepal, where he was born, or of India, where he now lives? And what was his share in the final stage of the ascent? The first bedevils the answer to the second. The people of Nepal, not unnaturally, are making the most of Tensing. They don't often get a chance to shine in the world and this is a golden opportunity to put Nepal on the map. (We ourselves, after all, are not unwilling to proclaim the success of the expedition as a triumph for Britain.) So the poor man is pestered to declare himself a lifelong Nepalese, and to claim an exaggerated share of the credit for the climb.India is no less anxious to welcome Tensing as her own, and some Indian newspapers have joined the Nepalese in exaggerating his share of the credit. Nepalese zealots, in reply, are threatening with violence anyone who calls him an Indian. While Tensing receives a specially struck gold medal from India and the Order of the Nepal Star from Nepal, there is still nothing known for sure about the way the British government proposes to recognise his feat – perhaps because it wishes to secure the conse

    • Letters: Cause for concern in Bahrain and Georgia
The trial of 20 Bahraini health workers was due to resume on 28 August before a military court, despite assurances from the king of Bahrain that future hearings would be before a civilian court (Bahrain's underclass plays out cat-and-mouse routine of protest and repression, 9 August). A further 28 health professionals are also facing criminal charges. All are charged with felonies or misdemeanours and appear to have been brought to trial solely because they have fulfilled their fundamental ethical undertaking to treat patients according to medical need without discrimination of any kind.Political or judicial interference in this central duty of the medical profession is totally unacceptable. The BMA is also deeply concerned by reports indicating that the proceedings of the military National Safety Court of First Instance do not meet international standards for a fair trial. • Home truths for complacent economists | Dean Baker
Tax credits disguised the fundamental weakness of the US housing market. The reality reveals bleak prospects for growthThe howls of surprised economists were everywhere last week as the government reported on Tuesday that July had sharpest single-month plunge in existing home sales on record. The next day the commerce department reported that new home sales hit a post-war low in July. All the economists who had told us that the housing market had stabilised and that prices would soon rebound looked really foolish, yet again. To understand how lost these professional error-makers really are, it is only necessary to know that the Mortgage Bankers Association (MBA) puts out data on mortgage applications every week. The MBA index plummeted beginning in May, immediately after the last day (30 April) for signing a house sale contract that qualified for the homebuyers' tax credit. It typically takes 6-8 weeks between when a contract is signed and a house sale closes. The plunge in applications in May meant that homebuyers were not signing contracts to buy homes. This meant that sales would plummet in July. Economists with a clue were not surprised by the July plunge in home sales. What should be clear is that the tax credits helped to pull housing demand forward. People who might have bought in the second half of 2010, or even 2011, instead bought their home before the tax credit expired. Now that the credit has expired, there is less demand than ever, leaving the market open for another plunge in prices. The support the tax credit gave to the housing market was only temporary. It is worth asking what was accomplished by spending tens of billions of dollars to prop up the market for a bit over a year with these tax credits. First, this allowed millions of people to sell their h 税は、米国の住宅市場の根本的な弱点を装った挙げている

    • Politics Weekly podcast: Polls show SNP heading for victory in Scotland
Scotland goes to the polls on 5 May to elect its parliament in Edinburgh. The incumbent Scottish National party has come from behind to open up a clear lead in the polls over Labour with two weeks of the campaign remaining. To discuss this, we have a panel of experts: the Guardian's Scotland correspondent Severin Carrell; political columnist for the Sunday Herald Iain Macwhirter; and Guardian columnist Martin Kettle. With Labour and the SNP offering similar manifestos, is a coalition between the two bitter rivals out of the question? Will the Liberal Democrats be hammered at the polls on the basis of their unpopular MPs in Westminster? And could a strong showing from the Green party end up propelling it into coalition talks? Also this week, as the AV referendum campaign moves towards its climax, some unlikely partnerships have been forged. But with recent polls showing momentum for the No campaign, it looks like the first-past-the-post system will live to fight another day.And finally, could Hungarian mothers be given extra votes in elections? That's the unlikely proposal of Budapest's new conservative government. Leave your thoughts below.Martin KettleSeverin CarrellIain MacwhirterTom ClarkPhil Maynard スコットランドは月、エジンバラでの議会を選出する5に投票所に行く

If the UN were to scrap the Goldstone report, it might help to rebuild some Israeli trust in the international communityRichard Goldstone's Washington Post op-ed retracting some of the central conclusions of his earlier report is something of an earthquake: his 2009 report has marked one of the deepest rifts between Israel and the international community. Its bottom line was simple and resounding: Israel had committed war crimes and possibly crimes against humanity in Operation Cast Lead by intentionally targeting the civilian population.Goldstone's Jewishness and Zionist past gave the report special weight: It seemed that the UN had chosen a judge who could by no means be dismissed as anti-Israeli.If you actually read the report, it is more differentiated than the bottom line. But in a world of headlines, the damage was phenomenal. He had created the impression that Israel was acting cruelly out of choice.Goldstone had not given an accurate picture of what it is like to face an enemy devoid of any humanitarian considerations even towards its own population, willing to make it pay a horrible price for political gain. The Goldstone report drove Israel's public opinion even further to the right, because Israelis, for good reasons, felt that the report was slanted and one-sided.I took a clear position during operation Cast Lead in public, and I haven't changed my mind since. I thought, and continue to think, that Israel has the right and the duty to defend its citizens. After the years of incessant shelling of Israel's south, drastic action was inevitable.I was, and continue to be, utterly disgusted by Hamas's cynicism; its use of civilian population as a hiding place for weapons and terrorists; its booby-trapping of buildings with civilian inhabitants. • Where was Greenslade? Snowbound, sadly...
I posted on Monday about my being secure in the snowbound Irish county of Donegal, having arrived by ferry three days before.I was awaiting the arrival of my wife (and daughter, plus her youngest son). But the closure of airports, cancellation of planes and booking of all ferry places meant that they were unable to join me.Facing Christmas with the family split apart, and discovering that ferries from Ireland to Britain are virtually empty in the run-up to Christmas, I was forced to catch a ferry from Belfast on Tuesday night, arriving at Birkenhead yesterday morning. The boys and I had to dismantle the Christmas tree, take down all the decorations, repack all the goodies and presents and so on.There were also driving dramas: the -12° overnight temperatures made it difficult to get into cars, let alone start them. And movement on Donegal's roads was extremely dangerous. So there were adventures in having my saloon car towed on to a so-called safe stretch of road. And lines of cars were driving across counties Derry and Antrim at 25mph.Then, after disembarking from the ferry, we had to drive down from Cheshire through snow storms in the Midlands before arriving in London yesterday lunchtime. It was early evening before I got back here to Brighton.I mention all this because it meant that I missed one of the most interesting politico-media stories of the year, namely the one involving Vince Cable, BSkyB, Rupert Murdoch, the Daily Telegraph and the BBC's business scoop-artiste Robert Peston. It was particularly frustrating during the drive to be called several times by radio channels eager to interview me on the subject. What to watch in the coming year – and some interesting alternatives. And check out our calendar of all the year's eventsRugby UnionIt's the big one for Union with the World Cup this year (9 Sept-23 October, rugbyworldcup.com) but it's in New Zealand, which is an awfully long way to go, even if you do have the chance to watch the hosts choke again. So, with domestic Six Nations tickets as hard to come by as ever, why not visit Rome, where Italy host Ireland, Wales and France (5, 26 February, 12 March). Stadio Flaminio is a short tram ride from the centre, and is an ageing but cosy, low-slung venue built in the 1950s and surrounded by the 1960 Olympic village – a world away from modern mega-stadiums. Rome often basks in sunshine at this time of year and the Italian crowd are as emotional and enthusiastic as any. As they are always the underdogs, the games have a relaxed and convivial feel that you won't find elsewhere in the Six Nations. And, of course, it's impossible not to be moved by the joy a victory can bring to the competition's newest contestants. The cheapest match tickets are €35 (£30) – even less if you go with a crowd and buy 13 or more. For that (and you can buy the tickets across all home fixtures) there is a 10% reduction provided you buy by 10 Jan, (ticket.federugby.it, +39 02 600 60 900).Easyjet and Ryanair still have cheap flights to Rome around these dates. Observer Sport's cultural attache recommends a pre-match lunch at the quiet, homely La Greppia restaurant, five minutes walk from the stadium on Viale Tiziano. • Combatting stem rust: Uganda pest should give us food for thought | Editorial
With 800 million chronically undernourished, anything that reduces the food supply has potential for tragedyA lethal stem rust has spread to southern Africa's wheat crop. The fungus, identified in Uganda in 1999 and called Ug99, is a new contender in the long hot war between plant breeders and plant pests. Stem rust is an old enemy, but until Ug99 turned up, plant breeders had thought they were in the ascendant. The spread of yet another destructive element – along with drought, flood, locusts, windstorm and rising fuel costs – in the challenges that face the African farmer is a reminder of several things. One is that in a world in which 800 million people are chronically undernourished and more than 2 billion live on $2 a day, anything that reduces the food supply has potential for tragedy. A second is that agricultural science is a battle that can never be won outright. Any evolutionary biologist would have predicted the arrival of a new pathogen – and any evolutionary biologist would also predict that somewhere in the plant world there must already be genes resistant to the latest devastating pest. These genes must be identified, then spliced or bred into appropriate varieties and distributed to the blighted areas. All of which takes time, money, manpower and relentless scholarship. But the stem rust is a reminder of two more unforgiving facts of life. One is that as human population levels continue to rise, the farmland available to feed each individual on the planet continues to fall. Sooner or later, there could be a crisis of the kind predicted by Thomas Malthus more than 200 years ago. The reason there has been no Malthusian crisis so far is that as the population doubled, agricultural science tripled crop yields. But there was a later change of policy. In 1943 Sweden admitted nearly 8,000 Jewish refugees, mainly from German-occupied Norway and Denmark; Count Bernadotte, of the Swedish Red Cross, near the end of the war secured the release of 31,000 inmates from German concentration camps, several thousand Jews among them, who were brought to Sweden; and Raoul Wallenberg, the Swedish consul in Budapest, from 1944 onwards issued Swedish passports to thousands of Hungarian Jews, saving them from the death camps and enabling many to go to Sweden. • GM crops can benefit farmers | Janet Carpenter
Despite India's moratorium on GM aubergines, surveys point to most farmers enjoying increased yields and decreased costsUnlike the argument recently put forward by Daniel Church, three reports published this month have documented the benefits of GM crops around the world. A review of peer-reviewed surveys of farmers worldwide who are using the technology compared to farmers who continue to plant conventional crops, published last week in Nature Biotechnology, found that by and large farmers have benefited. Another report released last week by the National Research Council in the US concluded that many American farmers have achieved more cost-effective weed control and reduced losses from insect pests. And a survey of farmers in Brazil, which is a leader in global adoption of GM crops, shows benefits for soybean, cotton and corn growers. New technologies, such as Bt aubergine, promise additional gains to farmers if allowed for commercial release, despite the debate inspired by a recent moratorium in India.Last year, 14 million farmers in 25 countries grew GM crops commercially, over 90% of them small farmers in developing countries, according to ISAAA. I've been studying the impacts of GM crops for the past 12 years. Given the growth in adoption rates around the world and the increasing number of studies that have been done to assess the impact of the technology on farmers, I was interested in looking at how the results of all these studies stacked up. In my review of global farmer surveys, results from 12 countries indicate that most surveyed farmers have increased yields, decreased costs and improved economic performance. The benefits were found to be greatest for the mostly small farmers in developing countries. • From the archive, 25 October 1980: An observer of ferment
Originally published in the Guardian on 25 October 1980Lord Carrington, our Foreign Secretary, will spend the coming week in Budapest and Warsaw. He goes at a crucial and confused time. Although his trip was scheduled long before Poland's continuing crisis, he will be the first Western statesman to visit the country since the upheavals. When the visit was first mooted Lord Carrington no doubt assumed that he would be talking to his hosts about Afghanistan and the Madrid conference called to review progress on the pledges signed at Helsinki in 1975. Since then, of course, the world has moved a little.Poland has a new leadership, pledged to reformist policies. The most obviously corrupt and anti-democratic elements in the party are being purged and there are promises of more fundamental purging to come. Parliament, the press and the Church have flexed their muscles. So, above all, has the Polish working class, which now has its first genuinely independent trade union movement, Solidarity, in the history of international communism. The crucial debate between Solidarity and the state over how explicitly the new unions will recognise the leading role of the party is still being argued out inside the Warsaw district court and in the streets outside the court house. But, whatever the eventual outcome, Solidarity exists, has many millions of members and is not subject to the dictates of political commissars, home grown or made in Moscow. Short of suppression on a scale not seen in Eastern Europe since 1956, there can be no turning back.Nor, as long as Solidarity continues to accept the socialist basis of the economy and the leading role of the party, has the Government given any open indication that it wishes to turn back. Nicknamed 'The Hammer', he helped enforce party discipline during the Bush administration.Jurors in Austin, Texas, returned after 19 hours of deliberation at the end of a three-week trial to find him guilty of money laundering and conspiracy to commit money laundering. He was accused of helping to shift $190,000(£120,000) from corporate donations in Texas to the Republican national committee and then back to Republican candidates for the state legislature in Texas in 2002.Under Texas law, funding of candidates by business is illegal. • Cyclone wreaks havoc across the US
On Tuesday last week, a vigorous area of low pressure developed over a large part of the north-eastern US. This depression is believed to be one of the deepest on record across the interior US, with a central pressure of 995 millibars. The extra-tropical cyclone was of such huge proportions that it affected the weather from as far as the Rocky Mountains all the way to Hudson Bay.It brought strong winds, heavy rain, spawned 24 tornadoes and further north, in north central Dakota, there was heavy snowfall of around 33cm. The storm caused chaos, with wind speeds gusting over 50mph, bringing down power lines, damaging homes and causing more than 500 flights to be cancelled at Chicago O'Hare Airport.Meanwhile, on the other side of the Atlantic, Turkey was hit by torrential rain this week with Canakkale recording 83mm in just 12 hours overnight on Thursday. Flood waters rose to nearly a metre in Istanbul after rivers burst their banks, disrupting traffic and causing ferries to be cancelled between Yalova and Istanbul due to the high winds.Typhoon Chaba developed over the Pacific Ocean on Tuesday, becoming the 14th tropical cyclone of the season. It reached Category 4 status on Thursday with wind speeds hitting 115mph. Nearly 40 flights were cancelled between the Okinawa and the Amami Islands. Residents of Japan's Kanto region braced themselves on Saturday, but the weakening storm remained out to sea.WeatherCyclone Nargisguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds 先週の火曜日に、北アメリカ東部の大部分をかけて開発低気圧の活発な地域

    • Albums of 2010, No 10: John Grant - Queen of Denmark
Largely unknown a year ago, the former Czars frontman surprised many with his weird and wired take on soft rockExclusive session: John Grant performs Where Dreams Go To DieLast year, John Grant was known to perhaps a handful of hipsters as the former frontman of the Czars, a band who enjoyed a measure of critical acclaim if not commercial success. Twelve months on, his name features in many 2010 roundups for an album that is one of the year's word-of-mouth triumphs. After the Czars imploded, Grant descended into booze, drugs, suicidal thoughts and self-loathing, but subsequently had the kind of epiphany that can follow such a crisis. The result is a scarred but revelatory album. Queen of Denmark recalls Dennis (brother of Brian) Wilson's 1977 masterpiece, Pacific Ocean Blue: it has a similar feel of gazing out on to something endless and darkly inviting. With Midlake as his backing band, Grant assembled a tapestry of flutes, piano, strings, eerie synths and gentle drums; almost a weird, wired take on 70s soft rock with some deliberate, ironic nods to Lynyrd Skynyrd and Dean Friedman. Marz and Where Dreams Go to Die take cocked glances at capitalist America while the perkier Jesus Hates Faggots pokes fun at redneck attitudes, which Grant was forced to endure as a gay child in a religious Colorado household. But the sucker punch arrived with the emotionally wringing ballads Queen of Denmark, Sigourney Weaver and Caramel, on which the 41-year-old croons like a latterday, acid-scarred Sinatra. Grant has written almost supernaturally beautiful hymns of love, despair, chaos and ultimate redemption. His are the sort of songs that some artists spend their entire careers wishing they had written.

    • Letters: Saint-Exupéry and the Resistance
Your article on the discovery of hitherto unknown film footage of the great French aviator and author Antoine de Saint-Exupéry (Haunting film of Petit Prince author for auction, 10 April) made fascinating reading. It was also, however, misleading in stating that he fled to the US on the outbreak of war, and in implying that he did nothing to redeem himself until he re-enlisted as an allied flyer in 1943.It's true he rejected Free French involvement, disliking De Gaulle and distrusting his motives (the antipathy was mutual and the Gaulliste clique in New York missed no opportunity to undermine him). But Saint-Ex practised his own form of resistance in preference to setting Frenchman against Frenchman. In America in 1941 he completed a gripping account of his last reconnaissance flight over the advancing German battalions in May 1940, published early in 1942 in France as Pilote de Guerre and in the US as Flight to Arras. It was swiftly banned in France, but circulated clandestinely and was celebrated for the author's inspirational inner journey from cynical despair to a patriotic spirit of resistance. In the US it was a bestseller for six months and through its success he fulfilled his key goal of helping to swing public opinion behind American entry into the war. Meanwhile, he was also pestering various allied authorities to bend the rules (he was officially too old) and let him fly again, refusing to accept no for an answer and eventually taking to the air in a Lightning in 1943, back in his old French squadron, but now under American command.William ReesTranslator, Flight to Arras (Penguin, 1995), Dulverton, SomersetSecond world warFranceguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds フランスの偉大なパイロット、著者アントワーヌドサン。。u003dテグジュペリ(10、4月)魅惑的な読書をしたオークションのための星の王子さま著者のたたりフィルムの未知の映像の発見にあなたの記事

    • Costa Rica will pay the price for cheap fruit | Felicity Lawrence
Environmental laws remain weak and have barely kept up with an industry that has seen explosive growth and huge foreign investmentWhile making our film about the pineapple industry in Costa Rica, I interviewed the buyer of one of the major European supermarket chains, who wanted to remain anonymous(they usually do).He was worried that the most intense production of pineapples is based in Costa Rica's flat Atlantic region where the humidity is highest and pests on the monoculture plantations are the most troublesome. They need more pesticides there than the farms in the hilly, more windy area further west, but without the same economies of scale and with the extra distance from the port, it's more expensive to produce where the environmental cost is lower. When it came to growing bananas, he wasn't sure Costa Rica was even the right country from an environmental point of view. The humidity of the region meant that 54 agrochemical treatments are typically needed in a cycle compared to only 14 or 15 in parts of Ecuador where the climate is less favourable to the sigatoka fungus that is ravaging the crop around the world.Agrochemicals are an issue for pineapples too. Clearing old pineapple plants after harvest so that you can replant the next crop again is done fastest and mostly cheaply with very high doses of paraquat. Paraquat is banned in Europe because it is so acutely toxic. Some Costa Rican plantations avoid it – notably those with Rainforest Alliance or Fairtrade certifications, but they then have to plough in the old stalks and wait for the plant matter to decompose. Time is money and if no one will pay a premium for your efforts, it's harder to justify.Other environmentally beneficial techniques don't come cheap either: buffer zones between the edge of plantations

    • Nuclear weapons: Obama is leading the way on warhead cuts | Editorial
The US president and his Russian counterpart are working together at lastAnyone old enough to remember the Cold War will recall also how normal it felt to worry about nuclear confrontation resulting in the end of the world. It takes time for the kind of suspicion built up over that period to dissipate. Last week, US President Obama and his Russian counterpart Dmitry Medvedev agreed to the deepest-ever cuts in their countries' nuclear arsenals – a mere 20 years after the fall of the Berlin Wall. Even then, each side will retain 1,550 warheads, enough to unleash apocalypse many times over. The deal is a foreign policy triumph for President Obama, who has invested heavily in repairing relations with Russia. Ever since the collapse of the Soviet Union, Moscow has suspected the US of conspiring to undermine its global status. The Kremlin has been especially assertive in trying to maintain influence in eastern Europe, which has been interpreted in Washington as a kind of neo-Soviet ambition. One of President Obama's first moves was to scrap a planned missile defence shield based on Russia's doorstep, a gesture of reconciliation decried by US hawks as appeasement.Without anything to show for such a concession, President Obama would have looked weak, so the nuclear deal gives him some much needed kudos. But the real quid pro quo was signalled in a statement by President Medvedev, striking a more than usually stern tone in relation to Iran's ambitions to become a nuclear power.President Obama will this week host a nuclear security summit in Washington, where he will hope to build some momentum for wider disarmament. That is a daunting project that has to involve such unpliable states as India, Pakistan, North Korea, Israel and Iran. • Treasures from Budapest | Visual art review
Royal Academy, LondonIt is understandable that publicists for this exhibition chose to put Egon Schiele's 1915 work Two Women Embracing on the posters. Sex sells, and drawing does not come any sexier than Schiele's transfixing image, whose ultimate provocation is the way one of the women looks around at the artist to show that she is gratifying his fantasy. But there is more to the foregrounding of this erotic masterpiece than commerce: it exemplifies a theme that runs through this once-in-a-lifetime show. From the first room, where Hungarian gothic altarpieces are juxtaposed with Italian Renaissance delights, to the last, where Schiele gives you a final thrill, the art of central Europe is richly mingled with extraordinary works from the west that are in Hungary's public collections. I've never seen such a generous loan from one country's museums – by comparison, the Hermitage exhibit at the RA was quite cautious. This is a true blockbuster, practically a museum in itself, stuffed with surprises and marvels. Highlights include a portrait by Frans Hals that proves him the equal of his contemporary Rembrandt, a pair of working-class heroes painted by Goya, a Raphael homage to Da Vinci and, oh yes, a couple of Leonardo's own greatest designs. And that merely scratches the surface. The thread that connects it all is a vision of Europe. Western Europe's artistic development has been written as a march of progress since the Renaissance. Hungarian collectors fully subscribed to that version, and bought some supreme Italian works. But here you see those paragons alongside carved wooden saints from Hungarian churches in a way that expands your sense of the variety and greatness of the continent's heritage. There will be occasions when an MP really will need the quiet, the table and the greater privacy which first-class can better provideThe menu of reasons why MPs and ministers should not travel first-class at the public's expense is extensive. Here is a selection. To be reminded, Gandhi-like, how people live. To spite the snobs, like the former MP Sir Nicholas Winterton. To ensure public money is sparingly used. And, above all, because first-class is much more expensive. Except that actually that isn't necessarily true. Suppose that, in a few weeks' time, William Hague, after a weekend in his constituency, boards a Monday morning train from Darlington to London and returns early the following Friday evening. If he makes the journey on an anytime standard-class return ticket it will cost him, and thus us, £255. Yet if he picks the right non-stop trains, he can currently do it booking in advance in first-class for £157, saving taxpayers £98. Consider Nick Clegg, making the equivalent return journeys from his Sheffield constituency to London and back. An open-ended standard ticket will cost Mr Clegg, and therefore us, £185. But if Mr Clegg is smart, he can make the journeys in first-class for £39, and get a free coffee and an orange into the bargain as well – saving £146. Of course the cheapest journey will mostly be with an advance standard-class ticket. But not invariably. And there will also be occasions, without endorsing Wintertonian snobbery, when an MP or minister really will need the quiet, the table and the greater privacy which first-class can better provide. Austerity is a good principle, but common sense is an even better one.MPs' expensesRail transportguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Condit _NULL_

    • Roma: hope in Hungary | Balazs Sahin-Toth and Rachel Nicholson
It won't end prejudice, but a decision by Hungary's supreme court to compensate Roma children is a landmark rulingThe Council of Europe's Dosta campaign against Roma discrimination highlights the continued prejudices and barriers faced by Roma across Europe – prejudices that have a fundamental impact on their lives, denying them access to services we take for granted such as education and healthcare, and perpetuating their position at the lowest end of the socioeconomic scale.A recent test case in Hungary has seen the Hungarian supreme court put a value on the detrimental effects of this discrimination by awarding damages to five Roma children who were segregated by the school authorities in Miskolc, Hungary's third-largest city.Segregation in Hungarian schools is a serious problem – the widespread stigmatisation of Roma means many parents and indeed teachers would prefer their children not to mix with Roma children in schools, or elsewhere. Indeed, often the prejudice is so deep that many Roma children are placed in schools for children with special educational needs. Despite the changes brought in by the 2004 Equal Treatment Act, which forbids segregation in the school system, the problem persists. The case against the Miskolc authorities was brought by a small Hungarian NGO, the Chance for Children Foundation, which has been leading efforts in Hungary to raise public awareness of the issue of segregation in schools, and to draw government attention to it.The Budapest office of international legal practice Allen & Overy became involved in the case in 2005, through the Public Interest Law Institute's Hungarian pro bono brokerage service that matches NGOs requiring legal help with lawyers and law firms willing to offer their services on a pro bono basis. Each of the five それが、ハンガリーの最高裁判所の決定ローマの子供たちを補償するために偏見を終了しません画期的rulingThe理事会は、ローマの差別ヨーロッパのドスタキャンペーンの継続的な偏見や障壁ローマでヨーロッパに直面 - に関する基本的な影響を与える偏見ハイライトさの人生は、我々が教育や医療などの当たり前のサービスへのアクセスを拒否し、ハンガリーの経済scale.A最近のテストケースの最。

    • Brave new world beckons for female actors
Helen Mirren's role as Prospera in a film of Shakespeare's Tempest underlines a welcome trend towards gender switchToday sees the opening of a pioneering European parliament conference on the state of gender politics in theatre, television and film. Actors Zoe Wanamaker and Harriet Walter have already spoken out about the ways in which it is more profitable to be a male actor, and a report from the International Federation of Actors has provided evidence about the big differences in pay and opportunity. Today's conference is apparently intended to bring federation members together with producers and actors from across Europe to look for an improvement. But there is a novel method of addressing the problem already in train. Film industry pundits have noticed a growing trend for producers to consider changing the gender of a starring part in a new film from male to female, usually as a way to attract a bigger name. Most notably, it has been announced that Dame Helen Mirren will be taking the part of the tactful butler in a remake of Arthur, a role originally graced by Sir John Gielgud in the version that starred Dudley Moore as the eponymous drunk. A commentator in Variety earlier this month wondered whether other female film stars now stood to benefit from this sort of gender switch. Mirren is to leap the gender gap twice on screen, with a role as Prospera rather than Prospero in Julie Taymor's new film of Shakespeare's Tempest. It seems a trick the British stage has missed out on for a while, though. Can anyone think of a high-profile stage production that has changed the gender of a leading character in a well-known story in such a way? • Cuts: who's paying for the financial crisis? | John Hilary
Political elites across Europe are adopting the Lib Dem-Con blueprint – making the public sector pay for private sector excessAs the true extent of the Lib-Con government's cuts programme becomes clearer, so we get the first real-world confirmation that the public sector is to pay for the financial crisis of the past two years. Previously, the £500bn we paid to bail out the banks was no more than a large negative figure in the national accounts, with warnings of austerity held over for a future time. Now the chickens are coming home to roost. While the public has been ordered to pay for the crisis, the private sector continues to benefit from it. Not only are banks once again reporting huge profits and spectacular bonuses on the back of their bailouts, but it seems that some are deliberately manufacturing further turmoil for their own ends. Regulators are currently investigating European banks and investment funds for planting rumours to undermine eurozone countries such as Spain and Italy just so they can profit from the ensuing market collapse. This week's parallel announcements that public sector wages are to be cut in both Spain and Portugal show that political elites across Europe are adopting the same blueprint as the Lib Dem-Tory alliance. Greece and the other countries that have been forced to turn to the IMF for assistance have faced even harsher measures. Public sector wages and hospital budgets were slashed by 40% in Latvia to meet the conditions of the rescue package agreed with the IMF. The subsequent 25% fall in Latvia's GDP won it the dubious distinction of having the deepest recession of any EU member state. There is now mounting concern that the Lib Dem-Con cuts programme could also tip the UK economy back into recession. • Japan and Korea have kept their newspaper readers, so why can't Fleet Street?
While it's all doom and gloom in the UK and US, other countries are finding newspaper readership at healthy levelsThis is the crunching age of international league tables, with their crunchy imperatives to buck up, cut back and consume large doses of the purgative of the day (as prescribed by the IMF, the ECB, the OECD or whoever). Greece, Spain, Portugal, Britain… we're all sinking ships, according to legions of newspaper pundits, the People Who Know. But what happens when one of these global monitors – the OECD – swivels round and looks at the state of journalism itself? Prepare to sit rather uncomfortably. An OECD working party produced a thumping report on newspaper futures last week that made big headlines in America. US circulations falling like a stone (only 30% saying they read a paper the previous day). Sales and advertising revenue down a walloping 30% in two years. Cue much familiar transatlantic wailing. So cue contrapuntal UK grins, plus smug lectures on the competitive wonders of our own fantastic press?Forget it. Cue white-faced gloom. In virtually every category, Britain fared second worst among all the OECD's 31 member countries. Our publishing market – turnover via sales and ads – had slipped 21% between 2007 and 2009, worse than Greece. Projected print advertising falls, at 26%, were the steepest in Europe. Only 33 British citizens out of 100 claimed to have read a paper recently – as opposed to 94% in Japan and 82% in Norway. There's no hiding the harsh truth, then. Something quite unconnected with Labour's legacy, banking perfidy and the rest is going wrong. Something direly needs to be done.Of course you can wheel in with explanations and excuses on tap. • Apple iPhone4: an object of rare beauty that leapfrogs the competition
Jonathan Ive has designed his masterpiece, says Stephen Fry. And there's video-calling and the crispest display everJust as the frenzy of the iPad launch subsides, it is time for anti-Apple frothers to have a new device waved in their angry faces and for pro-Apple droolers to get verbally bitch-slapped in the blogosphere for falling once more for Steve Jobs's huckstering blandishments.A year ago, iPhone 3GS was released with a new operating system and now iPhone 4 arrives with iOS 4.0, offering an array of long-awaited functions. Since that 2009 3GS launch, the Taiwanese manufacturer HTC in particular has upped its game and risen to Apple's challenge, producing handsets for the Android OS that offer slews of features, including free turn-by-turn navigation, multi-tasking, removable batteries and highly customisable interfaces. What can Apple do to wrench back the crown? The iPhone 4 is an object of rare beauty. Noticeably slimmer but a trifle heavier than predecessors, its new heft only adds to the profound feeling of quality and precision that the device exudes. Sharper edged, it is girt by a stainless steel band which cleverly houses all the antennae required by a modern smartphone. Jobs himself made a comparison between iPhone 4 and a classic Leica. With this device in my hand, I feel that I am holding its designer Jonathan Ive's personal prototype, hand-machined as a proof-of-concept model. Ive is surely one of the most influential and gifted designers Britain has ever produced and the iPhone 4 may well be his masterpiece. The phone is available unlocked in the UK. • Oceans: Voyage into the deep | Editorial
The sea provides 99% of the planet's living space yet we still know little about itThe unknown world begins at Southend-on-Sea – and Spurn Head, Holyhead, and Peterhead. It is a truism among oceanographers that scientists know more about the topography of Mars, or the dark side of the moon, than about the surface of most of the earth, but that doesn't make it any less true. Forget for the moment the polluting discharges from Deepwater Horizon in the Gulf of Mexico and other gushers, spills and seepages, and think of the lesson from a new exhibition, The Deep, which has just opened at the Natural History Museum. The oceans cover 70% of the globe. But whereas life is smeared thinly across the continents – mostly in the space bounded by the forest canopy and a tree's roots – all of the ocean is habitable, and inhabited, from the shallows of the intertidal zones to the crushing depths of the abyssal plain. So the sea provides 99% of the planet's living space. The ocean is home to the longest mountain chain of all, the 65,000 kilometre (40,000 mile) mid-ocean ridge, and to the deepest chasms, such as the Kermadec trench, reaching more than 10,000 metres (35,000 feet) below the waves. It is the biochemical retort in which life first emerged more than 3.5 billion years ago, and for at least the first 3 billion years it was life's only home. It distributes the planet's heat, conditions its atmosphere and controls its plumbing: each year more than a metre of the ocean surface evaporates to form the clouds that deliver the rains that feed the world's rivers, lakes, aquifers and glaciers. The first great scientific probe of the oceans dates only from the late 19th century. • World Press Freedom Day reminds us that information is democracy's oxygen | Agnès Callamard
Many journalists pay a high price for the public's right to knowToday is World Press Freedom Day and there is much to celebrate in a world where affordable and fast technologies enable journalists to break news and report from all the corners of the world in real time. There is also much to be concerned about, as journalists, photographers, bloggers and other writers face increasing risks to their personal safety in many parts of the globe where illegitimate regimes and criminal cartels push back against the brave efforts of media workers to report human rights abuses, corruption, environmental degradation and criminal activity. This year, World Press Freedom Day focuses on freedom of information and the basic right to access information which is at the heart of media freedom. This refers to the principle that governments, public bodies and other organisations have a duty to share the information they hold, based on the public's right to be informed.Article 19: Global Campaign for Free Expression has long worked to promote the public's right to know and we believe that freedom of information is one of the sharpest instruments in the investigative journalist's toolbox. In Britain, the 2009 parliamentary expenses scandal was a seminal example of the ways in which freedom of information laws allowed one dedicated journalist, Heather Brooke, to demand and expose details of corruption that rocked the political establishment. • Scotland's Buddhist retreat
Experts suggested last week that we could all benefit from meditation, but you don't need to go east to learn how – try Scotland insteadIt is mid afternoon and already getting dark as we approach Samye Ling, a Tibetan Buddhist monastery in Scotland. The air is bitter, and bright prayer flags – red, yellow, blue and green – hang dripping in the Scottish rain, while a gold Buddha shines out of a pond choked with weed.My friend Jo and I have been deposited by the number 112 bus from Lockerbie for a weekend's mindfulness meditation course at the first Tibetan Buddhist monastery to be built in the west. The building's arcs of red and gold have been standing proud in the Scottish Lowlands since 1967. We walk down an avenue of white pillars and bare trees, passing a peacock bravely holding out against the cold.At the reception a monk, swathed in burgundy and orange robes, signs us in, palpably irritated. You might think a not-so-welcoming greeting would dampen our enthusiasm for the weekend – far from it. An irked monk: how brilliant that the tedium of office life gets to us all.We pay £114: £62 for the weekend course in mindfulness meditation (one Friday night session and four over the weekend), and £26 a night for a twin room and three vegetarian meals a day – making this my cheapest retreat ever. Then we go upstairs and make our own beds. The bed linen, like the crockery, has been rescued from Oxfam. My duvet cover is 70s floral, while Jo's has the kind of red, black and grey graphics I last saw when I hung out with teenage boys and did a lot of snogging.Perhaps we're responding to whatever karma brought the monks to this spot in the first place, or it may just be that this is a non-manipulative environment, but we already feel happy to be here. • President Obama's banking speech in full
Good morning, everybody. I just had a very productive meeting with two members of my Economic Recovery Advisory Board, Paul Volcker, who's the former chair of the Federal Reserve Board, and Bill Donaldson, previously the head of the SEC.And I deeply appreciate the counsel of these two leaders and the board that they've offered as we have dealt with a broad array of very difficult economic challenges. Now, over the past two years, more than seven million Americans have lost their jobs in the deepest recession our country has known in generations. Rarely does a day go by that I don't hear from folks who are hurting. And every day, we are working to put our economy back on track and put America back to work.
