So much for the world being on a trajectory towards the bright uplands of transparency and accountability. We appear to be moving backwards.Those are the figures that stand out. But the fact is that corruption is not news. It is the backdrop to everyday life for much of the world.What does it mean in real life? Well, a third of respondents under the age of 30 report paying a bribe in the past 12 months. In Sub-Saharan Africa that figure is far higher, with over a half of all respondents paying a bribe in the last 12 months. In the 20th century, increased production was a fairly successful response to absolute poverty, which had been the lot of most of the human race for most of history. But in the 21st century, that path has come to a dead end, as the planet reaches its resource limits. A more equal distribution of wealth needs to return to the centre of development theory.There are many types of poverty but the one most people associate with international development is the absolute kind. If you are likely to die in childbirth, or your kids can't go to school because they have to work, or you don't eat enough food every day to keep your body functioning properly, then you are poor in this absolute sense.Absolute poverty declined faster in the last century than it has at any time in human history. It has been eradicated in the 60 or so high-income countries, and reduced to pockets in most of the almost 50 upper middle-income countries.Crucially, it has reduced in most poor countries too. After the lost decade of the 1980s, the recent reports on the millennium development goals show that the last couple of decades in particular have shown great gains in human development (although the poorest, as ever, aren't doing as well as the richest).But these gains are under threat. To understand the future of development we have to look briefly at its history.In the early days of economics, when Adam Smith, David Ricardo and Thomas Robert Malthus were laying down the foundations of a new social science, the study of inequality (ie the distribution of wealth) was paramount. Support the campaign to audit Europe's public debt | Costas Lapavitsas Working people shoulder the burden of public debt, but lack information on its composition, its terms, and its sourcesPublic debt is at the heart of the eurozone crisis. Greek public debt, already very high for years, has grown extraordinarily since 2009. Irish public debt has escalated once the debts of private banks were added to it. Portugal and Spain threaten to go the same way. Similar trends can be seen in other European countries, the UK not excluded.Common patterns usually have common causes. The global crisis of 2007-9 resulted in huge costs, partly due to rescuing the financial system, partly due to falling output and rising unemployment. In the eurozone things were made worse because the common currency had weakened peripheral countries, giving rise to large current account deficits. Peripheral weakness was masked for a while by credit-fuelled booms in real estate and consumption, but this only made the blow of the crisis more severe.Rising public debt has eventually led to adoption of austerity policies by several European governments. Public expenditure, including on health and education, has been cut; wages and pensions have been compressed; indirect taxes have been raised. The costs of the crisis have been transferred onto the shoulders of people who had nothing to do with the financial orgy of 2001-7. In the periphery of the eurozone the transfer of costs has taken catastrophic dimensions, with collapsing incomes and mass unemployment.These austerity policies pose major problems of democratic accountability, quite apart from their social and economic implications. Working people have been called upon to shoulder the burden of public debt, but have they been properly informed about its composition, its terms, and its sources? She lived there with her father, mother, a brother two years older than her, and her mother's sister.She was in bed when a bomb hit the house next door – she has no idea why her family hadn't gone to their shelter – and was covered in debris. Her father feared for her life, but miraculously she survived, as did her parents. She thinks her brother was sleeping at his paternal grandparents' house nearby, and her aunt was out. Her neighbours were in their shelter, and also survived. Her memories are hazy, but she remembers asking her father if she could have the piece of chocolate he always left for her on the mantelpiece in her bedroom, and her grandmother washing out her mouth to get rid of the taste of dust.The house was uninhabitable after the bombing, and she went to live with her mother and brother in her maternal grandparents' house, also in Pill. Her mother never went back to her home in Raglan Street, received no compensation and sold the land about 15 years later to Jehovah's Witnesses, who built a hall there. She received £60.My mother's father, who was a saxophonist, joined the army and played in a dance band. The country has clocked up on average one a year since the fall of the Taliban, raising some $40bn dollars along the way.At each one, delegates announce that Afghanistan is at a critical juncture, pledge it will not be forgotten by the international community and vow that we are well on the way to full Afghan ownership. A few billion dollars are usually donated too.But Kabul on 20 July is not going to be another pledging event, we are told. This time, it's going to be different. This time, we are going to witness an Afghan-led event, a national development road map presented to 70 international actors and donors. The major issues are handing over responsibilities from international to local forces, the fight against corruption and talking to the Taliban.So what progress can they present?It's true that recruitment appears to be up for the Afghanistan National Security Force (ANSF), a crucial part of Barack Obama's handover strategy, which now consists of some 134,000 soldiers and about 90,000 policemen. But figures are meaningless when these forces can't properly function. According to a US audit, ANSF operational capabilities have been hugely overstated, with inadequate training, systemic desertion, theft, drug abuse and illiteracy. Attempts to boost security through recruiting local militias to combat insurgents (an effort that seems copy-and-pasted out of the Iraq strategy book) have proved highly controversial and unpopular. Meanwhile, violence continues to rise. Less than 100 incidents reported by the London Fire Brigade up to 5pm on September 7, 1940. Only a few weeks after the British victory in the Battle of Britain, what came then must have been a terrible shock for Londoners. You can read the original Guardian archive report of the night here. At 5.30pm, some 348 German bombers escorted by 617 fighters pounded London until 6.00pm. Guided by the flames, a second group attacked with more incendiary bombs two hours later, lasting into the next day. The London Metropolitan Archives holds the definitive account of the Blitz in meticulously hand typed records kept by the London Fire Brigade at the time. September 7 was just the start - by November, Coventry had been destroyed and attacks hit cities across the UK, including Plymouth and Liverpool. It lasted 79 days. At the end of the war, the city's civil engineers undertook a full study of bomb damage from 1939 to 1945, identifying every property in London hit by bombs and rockets - and the severity of the attack. These London bomb maps were published a number of years ago as a book, now out of print. But you can see the maps in person at the archive, where there is talk of making them properly available online.We wanted to see how that first day and night unfolded and the Archives have allowed us to enter the records for September 7, 1940 in full detail - thanks to Alicia Weekes and Naomi Burley-Baker for their work on this. Legal aid is a price worth paying | Katherine Craig Awarding MPs legal aid is a paradoxical but necessary step in achieving an accountable societyNever have I heard quite so many people lamenting the unfairness of the legal aid system as when it transpired this week that public funding had been granted to the three Labour MPs charged with false accounting. Even those who have never shown the slightest interest in the topic have been whipped up into a fervour about the injustice of it all.It's natural to view the use of public money to defend such affluent and unpopular politicians as unfair. But, as Afua Hirsch reluctantly blogged yesterday, no matter how angry we are with MPs, the principle must never be shaken that those facing charges must be properly defended. And the best way of ensuring everyone gets a fair trial is to provide non-means-tested legal aid – then simply recoup public funds at the end of a trial from those who are convicted and could have afforded to pay themselves. This sensible and viable option is not widely publicised, perhaps because, as the government's attacks on legal aid have increased, so too have its efforts to portray its recipients as unworthy and sinister, its lawyers as devious and parasitic and its cost as unnecessarily burdensome. No wonder Cameron is rubbing his over-privileged hands in glee.But there is more to the legal aid debate than defending the unpopular. I don't practice criminal law, instead I predominantly act for bereaved families at inquests following deaths in police and prison custody. These are not your archetypal legal-aid clients and are often motivated by the need to find out why their loved one died – and, more importantly, the desire to ensure no other family has to suffer like they have. WEDNESDAYModern forms of medieval armour.Some interesting details of the most recent protective invention for soldiers were given by Dr. C. W. Saleeby in a lecture at the Royal Institute of Public Health this afternoon. Many of Dr. Saleeby's suggestions as to the shape, and so on, of the steel helmet now worn by our army were adopted by the Government, and besides describing the latest improvements in the helmet, Dr. Saleeby gave the first account of a new shrapnel-proof jacket.The helmet now in use was modelled on the one adopted by the French in 1915. It is manganese steel, extremely hard, tough, and unsplinterable, with a low pitch of curvature in the crown for the purpose of deflecting bullets. The weight is properly distributed round the head, and the lining is padded with india-rubber to kill the force of a blow.Dr. Saleeby placed a soldier's helmet on his head and struck himself a violent blow with a heavy sheet of steel – without having to pause for a second in his lecture.The most recent improvement of the helmet is the chain visor, of which hundreds of thousands are now in use in France. This is a piece of steel chain mail which falls over the eyes like a veil as far as the bridge of the nose, and is tied on behind. Its purpose is to guard the eyes from fragments, of sand, rock, or metal splinters striking from below, which are the cause of nine out of ten cases of blindness in the army.The visor does not seem to be very popular with the soldiers at present, as the chain mail tends to cause abrasions of the nose. Her belly and ankles are swollen and she walks as if it hurts a little bit. Her family, who live in eastern Guatemala, have not had the means to feed her properly, so she is being treated for kwashiorkor – acute malnutrition.Even though it is classified by the World Bank as a middle income country, the level of inequality in Guatemala is such that almost half its children under five suffer from chronic malnutrition. This is the fifth highest rate of chronic malnutrition in the world, higher even than that in Haiti, which is by far the poorest country in the Americas.Isabel will stay in the clinic supported by Christian Aid until she is well again. In some ways, she is lucky. At this time of year when the previous year's harvest has run out, children do die of hunger in this part of Guatemala.Isabel will recover from kwashiorkor but she will never recover from the irreversible effects of chronic malnutrition, which severely stunts physical and mental development. There's no excuse for this anywhere, and especially not in a country with as much wealth as Guatemala. Along with the dubious distinction of having the fifth highest level of chronic malnutrition, it is also the world's fifth largest exporter of coffee and sugar.This state of affairs is no accident. It is a direct result of the extremely regressive tax regime in Guatemala and many other Latin American countries. The poorest pay a far higher proportion of their income on the equivalent of VAT and other indirect taxes, whilst the business elite enjoy a very generous regime of tax incentives. According to Hyundai, Tucson sport-utility vehicles produced in South Korea from Nov. 10 and 30 last year and exported to the U.S. will be subject to the recall.

We should not downplay the achievements. After a conflict lasting 26 years, we share the relief of the Sri Lankan people at the end of the war.The desperate living conditions of the 300,000 Tamils driven from their homes last year have improved. Most have been released from military-run camps. Those that remain have more freedom of movement. This is welcome, although less than was promised.Tourism, such an important source of revenue, is recovering strongly. Its benefits should eventually be shared with those areas the conflict made off-limits to visitors.Economic activity in the north is picking up. Its communities are beginning to see the first signs of hundreds of millions of dollars donated by the international community for reconstruction. This money is desperately needed. Many returning to homes in the north have found them wrecked by shelling and looting. The infrastructure is shattered. Farming and fishing, the mainstays of the local economy, have yet to properly restart. Jobs are few and money is scarce.These challenges are always the legacy of heavy fighting. The two sides should take this opportunity to get back round the table and negotiate a solution.Mr Crow issued a characteristically belligerent response to Mrs Justice Sharp's decision in the high court yesterday afternoon to grant an injunction to Network Rail halting the strike because of balloting irregularities by the RMT. People seem to think this bill is going to result in the confiscation of their income. In truth, in the near-term, it will probably have a negligible effect on anyone who has insurance. If you have insurance, effective immediately, they won't be able to throw you off your plan, and they won't be able to set caps on reimbursements. Since those provisions really impact a small minority of people, the majority will likely see little impact in their lives. And if you don't have insurance, you'll have to buy some, but not for a few years yet. It is the case too, in the reforms to the banking and financial system that the administration is pushing through Congress.To be sure these reforms, like the onshore nation that Obama wants to build around them, are in essence no less capitalistic than what came before. But there is a wide margin of difference: that to function properly and equitably the national economy must establish a connected, human relationship between its citizens and their financial system.The duty of individuals and companies to pay their taxes and for the government to crack down on tax havens is the capstone of the onshore nation. There can be no doubt that the Obama administration has shown great leadership and perseverance on this count, though there is still much work to be done in imposing higher standards of information-sharing on the recalcitrant tax haven world.In banking, the reduction of the scope and scale of the largest operators is integral to the task of building a reformed onshore capitalism.
