The real danger in the government's new funding regime is that higher education will be seen as a private economic activity to be judged by conventional economic criteria. Restricting public funding to those institutions which for reasons of longevity and status are able to charge more will exacerbate this.       My cousin, Arnold Simister, who has died aged 91, led an eventful life which encompassed two medals for bravery in the second world war and a ministry in the Anglican church, mainly in the Scottish Episcopal church.He was born in Salford, Lancashire, and educated at St Bede's college, Manchester, a Catholic school for boys. It was here that he had the vision of becoming a priest. The second world war intervened and instead Arnold became a commando.In March 1942, he took part in Operation Chariot, the daring raid on St Nazaire, in German-occupied France. Amazingly enough, Arnold escaped injury and, indeed, he helped to bring wounded comrades back to Britain. Towards the end of his life, he was made a chevalier of the French Légion d'honneur in recognition of his actions.After further training, in Canada, in 1944 the commandos were sent in at Anzio, a beachhead behind enemy lines, in the Italian campaign. Arnold was severely wounded (his comrade trod on a landmine and was killed). He was brought back to a military hospital in Liverpool, where surgeons extracted as much shrapnel from his body as was possible. His bravery was recognised by the award of the Military medal.After the war, Arnold went to Coates Hall, an Anglican theological college in Edinburgh, and was ordained in 1948. He elected to work in one of the toughest parts of Glasgow and became a curate in the parish of Christ Church, Bridgeton, later serving parishes in Lancashire and Wiltshire. In 1963 he returned to Scotland, as the rector of Greyfriars church in Kirkcudbright, where he and his wife Cathy, whom he married in 1966, spent the rest of their lives. When a building constructed of corrugated iron, bought off the shelf from a supplier in Croydon, is awarded Grade II status, something unusual has happened. But that is the honour deservedly bestowed on the church of St Michael and All Angels in Hythe, Kent, created in 1893 for the benefit of workin。‑class families who arrived in the town towards the end of the century, but also a boon for those too infirm to labour uphill to the parish church, St Leonard's. No one knows how many such manufactured places of worship still exist, though the number is diminishing. Some were at best rudimentary; too many have grown rusty, shabby, even offensively derelict. Yet the best have an aura and grace you would hardly expect from the work of jobbing construction companies like Dixons of Liverpool, or Humphries of Croydon, to whom we owe the church of St Michael. Sometimes suppliers put them up on site; others reduced the price by leaving it to a congregation to erect the church themselves. There's a wonderful array of them in a book called Tin Tabernacles: Corrugated Iron Mission Halls, Churches and Chapels of Britain, by Ian Smith, published in 2004. A new report, co-authored by Gerry Stimson, its outgoing executive director, found that the equivalent of 3 cents a day per injector is being spent on HIV-related harm reduction - such as clean needle exchanges and substituting methadone for heroin.In 2007, approximately $160 million was invested in HIV-related harm reduction in low and middle income countries, of which US$136 million (90 per cent) came from international donors, the report says. UNAIDS estimated that the resources needed for harm reduction were US$2.13 billion in 2009 and US$3.2 billion in 2010. According to Stimson:Three cents a day is a terrifying figure and equally terrifying are the HIV infection rates amongst injecting drug users in parts of Eastern Europe and Asia.       London's Blitz is recorded in meticulous detail by London Fire Brigade records. Less than 100 incidents reported by the London Fire Brigade up to 5pm on September 7, 1940. Only a few weeks after the British victory in the Battle of Britain, what came then must have been a terrible shock for Londoners. You can read the original Guardian archive report of the night here. At 5.30pm, some 348 German bombers escorted by 617 fighters pounded London until 6.00pm. Guided by the flames, a second group attacked with more incendiary bombs two hours later, lasting into the next day. The London Metropolitan Archives holds the definitive account of the Blitz in meticulously hand typed records kept by the London Fire Brigade at the time. September 7 was just the start - by November, Coventry had been destroyed and attacks hit cities across the UK, including Plymouth and Liverpool. It lasted 79 days. At the end of the war, the city's civil engineers undertook a full study of bomb damage from 1939 to 1945, identifying every property in London hit by bombs and rockets - and the severity of the attack. These London bomb maps were published a number of years ago as a book, now out of print.       As a young woman, in the summer of 1940, our mother, Mari Humphreys, who has died aged 90, was a teleprinter operator for the War Office in Whitehall. Initially she enjoyed her job, but as the Battle of Britain commenced, she found it a sad place to work. Her task was to receive communications from the airfields, including news of RAF fighters downed by the Luftwaffe. She would pass on the details of pilots killed, who were sometimes no older than herself.Mari was born into the Liverpool- Welsh community in Toxteth. Her first months at school were made more difficult by the fact that she spoke little English. Nevertheless, as a teenager she passed the civil service exam and, in 1939, was sent to London by her father.He was a seafaring man and considered it important that she get some experience of the wider world. She got more experience than he anticipated. Her future husband, Trevor, when on leave from the army, would sneak past her spinster landladies to visit her, by way of a window left open.In the autumn of 1940, with the blitz raging, Mari's father called her home for safety's sake. The irony was not lost on her when, in November, Liverpool received its first full-scale raid. One night in March 1941 a bomb hit the family home, but they were lucky, for that night it was not high explosives but incendiary bombs. This one bounced off the roof to land in the garden. The steel casing was for many years an object of curiosity for visiting relatives and friends.After the war, Mari made her contributions to the baby boom and eventually returned to the civil service, this time staying in Liverpool. Being non-judgmental and fun-loving, she had close and enduring friendships. The Conservative-Liberal coalition appears to be on course for victory in the general election four years after it unseated the mighty Social Democrats.A second consecutive victory for Fredrik Reinfeldt, the Swedish prime minister who leads the conservative Moderate Party, will be a highly significant achievement. The Social Democrats have governed Sweden for 65 of the past 78 years. Centre right governments in Sweden usually just hold power for a few years before voters return to the comforting embrace of the Social Democrats.Reinfeldt's fortunes will be watched carefully by the Tories and the Lib Dems back here. Cameron is a great admirer of Reinfeldt who modelled the modernisation of his party on Tony Blair's creation of New Labour. Reinfeldt calls his party the New Moderates.Cameron was highly impressed with the way in which Reinfeldt upheld conservative principles at the last election in 2006 by pledging to reform Sweden's costly welfare system. But he did so in a careful way to avoid scaring the voters as the party did at the 2002 general election which it lost.So what lessons are there from Sweden for the coalition in Britain? The Economist makes the following observations about why Reinfeldt is ahead. The tanned, middle-aged man in the next seat was – though Radley didn't realise it – none other than the Italian prime minister, Silvio Berlusconi. As the fortunes of the two teams on the pitch swung around, the mood between the two men understandably changed as well.Radley was interviewed earlier this year on the Today programme, but I think I first heard the story recounted on one of those Radio 4 real-life experience shows – perhaps the successor to John Peel's Home Truths, since the DJ had died the year before the match. For many years we have endured line closures to squeeze every last drop from existing lines, which run close to full capacity. Meanwhile access is restricted by high fares designed to create profit in a model for franchising established in another era.I can now travel to Preston in two hours, but without stops for my connection at Wigan (or anywhere else), and the stopping train that Jenkins advocates takes 30 minutes longer. This is how they did it:The data is derived from tweets sent via a mobile device that includes the location at the time of sending the message.
