We should be glad it failedThe decision of the European court of Human Rights that Italian schools may continue to display a crucifix in the classroom is obviously a victory for common sense, which only fanatics would disapprove. But it is also, in a small way, something to help rescue the European project, and to preserve us from the wilder excesses of American political life. The idea that human rights legislation should be used to prevent children from being exposed to a crucifix is a profoundly totalitarian and superstitious perversion of one of our civilisation's best inventions. To understand why, consider another family which would want their children protect from crucifixes, but this time not secular Finns, but Muslims. They exist. One Shia Muslim girl I know was not allowed as a child to walk through much of the Victoria & Albert museum, because to do so would expose her to Christian symbolism. My family thought this was ridiculous and no doubt secularists would be a great deal ruder about it than that. But by the logic of superstition it was completely undeniable: Christian art had a magical power which might weaken her Muslim identity, so she must be protected from this contagion. Of course this line of argument is entirely atavistic and has nothing to do with reason or liberalism. None of this comes as a surprise to anyone living in Ireland where a bottle of average plonk that might cost £4.99 in the UK, costs €10.99 (£9.99) or a pint of lager that might cost £3.50 costs at least a fiver. UK taxpayers subsidise nuclear to the tune of £1bn a year. Half the civil servants at the Department of Energy work on nuclear power, which makes a mockery of energy secretary Chris Huhne's claim that no public money will be spent on new nuclear. A report by the US Union of Concerned Scientists last month said nuclear power in the US had never operated without public subsidies.The cost of decommissioning old nuclear in the UK is estimated to be at least £73bn. Surely, therefore, anyone wishing to provide new nuclear should have to put that sort of sum into an upfront clean-up fund. But of course they can't possibly afford to. Nuclear power is uninsurable. It's too risky and the potential payouts are too big. The taxpayer will have to pay, as we did to bail out the banks.Only two nuclear power stations are under construction in western Europe: one in France and one in Finland. The Finnish reactor – supposed to be the first of a new generation of safe and affordable units – is being subsidised by the French nuclear industry as a loss leader in the hope that it will spark a new nuclear building boom. And it can take some rather unusual forms.One night last week, Ian's Pizza in Madison, Wisconsin, received an order from some hungry protesters at the state capitol – where the Republican government is attempting to pass a bill that, among a range of harsh budget cuts, proposes to remove the collective bargaining rights of about 300,000 workers – asking if they had any leftovers. They did, and, even though it was 3.30am, obliged.The next day they took a couple of calls from people who had heard about their gesture and wanted to order more pizzas for the protesters, who number in the tens of thousands, and have been demonstrating for nearly a week. A trickle, to coin a cliche, became a flood: by 5pm on Saturday, when they gave away 1,057 free slices at their restaurant and delivered more than 300 pizzas to the capitol, Ian's had to suspend normal business.On Sunday it all began again.Calls were coming in not just from the States (38 of the 50, at last count), but from all over the globe: Ian's Facebook page (of course) carries a picture of the chalkboard on which they are keeping track – Canada, Denmark, Finland, Australia, Germany, China, the UK, the Netherlands, Korea, Turkey – and Egypt. Two leading groups of scientists say it was the warmest since records began in 1850; another suggests it was the second-warmest.But the year that saw an unprecedented month-long heatwave in Russia will be followed by cooler global temperatures in 2011, say climate scientists monitoring sea temperatures in the Pacific that are thought to determine temperatures around the world.The final ranking of 2010 will not become clear until November and December data are available in early 2011, but November global temperatures are similar to those observed in November 2005, suggesting 2010 is on track for near-record levels.This decade also proved to be the hottest on record, with temperatures averaging 0.46C above the 1961-90 average, 0.03C above the 2000-09 mean and the highest value yet recorded for a 10-year period.The Russian heatwave, which saw temperatures in Moscow nearly 15C above normal for a month, led to thousands of deaths as well as forest fires across a wide region. But the heatwave extended across the Middle East, and northern India, devastating harvests and leading to food shortages.Previous temperature records tumbled in 17 countries including Russia, Ukraine, Finland, Chad, Kuwait, Burma, Sudan, Niger and Saudi Arabia. The Nordic nations together would have economic and political clout – if they could overcome their fierce independent spiritsToday the leaders of the five Nordic states are meeting to discuss the possibility of creating a Nordic federal state. Ever since the Kalmar Union of the kingdoms of Denmark, Norway and Sweden – reaching to Iceland, Greenland, the Faroe Islands, Shetland and Orkney – collapsed in 1523, the idea of reinstating some sort of a supra-national Nordic state regularly crops up. Now this old idea has resurfaced in a book the Swedish history professor Gunnar Wetterberg submitted to the Nordic Council in Reykjavik today.Wetterberg argues that together the Nordics (Denmark, Finland, Iceland, Norway and Sweden, with the three micro territories the Faroe Islands, Greenland and Aland), will be stronger and more stable and prosperous than they are on their own. After Sweden and Finland joined Denmark in the European Union in 1995, leaving Norway and Iceland in the European Free Trade Association (Efta) (and within the European Economic Area, which brings them in to the European internal market), the Nordic Council has been in search of renewed purpose. Over the last 15 years the cracks have become ever more obvious in Nordic co-operation: it has been downgraded to cover soft policy issues such as culture, while economics and other hard policy has been transferred to the European level.With a joint government and a parliament based on a common constitution, the federal Nordic state should concentrate on foreign policy and defence, the economy and the labour-market, and research, leaving most other policy areas to the regional authorities in Copenhagen, Helsinki, Oslo, Reykjavik and Stockholm.
