Today various armed groups, counting many foreigners in their ranks, terrorise local communities and have contributed to one of the highest concentrations of displaced persons in the world.So it is easy to ignore the significance of the numbers in question here: 154 – the equivalent of about two double-decker busloads. And yet there has been little coverage of the event outside the humanitarian press. Here in Kinshasa the limited press corps appears to rely on reports from overseas about events on the other side of what is, admittedly, a vast country. It is impossible to get to Luvungi from Kinshasa by road; in some ways it feels as if the news also finds it easier to travel to Nairobi, Johannesburg, Paris or London before it comes here. I have to wonder if the sheer distances involved coupled with so many years of start-stop peace have somehow disengaged the people of Kinshasa from the realities of life on the other side of their country.Similarly, I find myself wondering whose fault it was that this happened. Too often the world's politicians have turned away from the evidence provided. The leaked UN mapping report of serious human rights violations committed in the Congo in past years can play an important role in showing the evidence of crimes committed by many different parties, including the Rwandan government forces. It is essential that this report be published in full – as a first step.       The mass rape of women in Congo (Report, 25 August) illustrates the difficulty the UN faces in trying to fulfil its mandate to prioritise the protection of civilians. Civilians now account for 70% of casualties in wars and most are women and children. Sexual violence against women and girls has been part of conflicts from Rwanda and Bosnia, to Sierra Leone, Haiti, Congo and Afghanistan. In Congo a few months ago, I spoke to women who had, in effect, been used as weapons of war and who had endured horrific forms of violence. While I am haunted by memories of their suffering, I remain inspired by the courage and tenacity they show. That is why the promise of UN resolution 1325 on ending violence against women in conflict has to be fulfilled and there must be concerted international action to increase awareness of the importance of engaging with women in conflict prevention and resolution.I therefore urge the coalition government to take these matters as seriously as Labour and Gordon Brown did when, for instance, he appointed me earlier this year as Foreign Office minister with cross-departmental responsibility for bringing coherence and direction to our work on these issues. In recent months, opposition leaders, journalists and dissident military officers have been jailed, injured or murdered. On 25 June, Jean-Léonard Rugambage, the acting editor of the Umuvugizi newspaper, was shot dead in front of his house in Kigali.Rugambage had written several articles criticising the pre-election crackdown by President Paul Kagame and the ruling Rwandan Patriotic Front (RPF). A month before Rugambage's murder, the government suspended Umuvugizi and another critical newspaper, Umuseso, on grounds of inciting public disorder. Kagame's main opponent, Victoire Ingabire, leader of the FDU-Inkingi party, and her American lawyer, Peter Erlinder, were arrested and locked up.Human rights groups have accused Kagame and the RPF of authoritarianism and of rigging the election. However, simply labelling the Rwandan government as authoritarian shrouds the complexity of political and social divisions in Rwanda and provides little insight into the future directions of the country.Elections in Rwanda both illuminate and exacerbate ethnic and political relations. Moves toward multi-party democracy in the early 1990s allowed the rise of extremist Hutu political leaders who sought the extermination of political moderates and Tutsi civilians, culminating in the 1994 genocide. Like the current presidential election, the lead-up to the 2003 presidential and parliamentary vote was also marred by violence and the quashing of political dissent.       Anne Perkins hits the nail on the head in her article about the near absence of women from the UK political landscape (Let us hear about political women, not politicians' wives, 24 March). The media focus on politicians' wives highlights the degree to which conventional attitudes about gender roles still hamper our perceptions of women in the public sphere.Sarah Brown's fashion sense or Samantha Cameron's pregnancy should not distract attention from the fact that fewer than 20% of Westminster MPs are female. Such underrepresentation means that the politicians still do not reflect the population as a whole. This gender disparity makes our parliament one of the most unrepresentative in Europe, and puts us below countries such as Afghanistan, Rwanda and Cuba in the percentage of female MPs.The next government must address why women continue to be underrepresented in the political and business worlds. We need to see positive action measures being brought in to increase the numbers of women in parliament. The Greens also support the introduction of a law to ensure that boards of major companies are at least 40% female, following the successful model in Norway.In the Brighton Pavilion constituency, where I'm standing, women have really come to the fore – in fact it's an all-female contest. Millicent Fawcett, whose husband Henry represented Brighton in the 1870s, was instrumental in getting women the vote.
