In one prison, they can't get the remaining inmates out. In the other, they can't keep them in. Either way, the military coalition has been left looking like a fool.In southern Afghanistan yesterday morning, 475 prisoners, almost all said to be Taliban insurgents, escaped through a tunnel that seems to have been dug under the eyes of their captors. And just as the Taliban were digging their way out, the Guardian and the New York Times were putting online leaked documents describing the management of inmates in that other, more famous prison in Guantánamo Bay. President Obama was elected on a promise to close the latter within a year of taking office. Instead he has abandoned the task with 172 inmates still inside. Some of these, as the Guantánamo files show, are seriously unpleasant and dangerous but others are lesser figures who have become lost in the system after years of abuse and misinformation made them impossible to prosecute or simply homeless, like the Chinese Uighur Muslims, who have nowhere to go.Either way, Guantánamo embodies the failure of America and Britain's Afghan war, which began amid bombast in 2001, but which collapsed long ago into confusion. They are always regrettable, often shaming and terrible for those responsible. They become scandals, however, when their real circumstances are covered up.The case of Helen Perry and her son, Lance Corporal Michael Pritchard, has elements of both tragedy and scandal. He was killed by a British sniper while manning an observation post in Helmand and it is clear that serious errors were made in communicating a location regularly held by friendly forces. Those are failings that should have been openly examined to ensure such an incident did not occur again. But what is truly scandalous is that his mother had to fight to discover the circumstances of her son's death, after hearing of a sniper's involvement at a reunion for soldiers returning from Afghanistan. Facts known widely within his regiment were kept from his family.Part of the problem is a military system of reporting that, both in its mechanics and its language, is closed and opaque and allows for little cross-examination even by relatives of the deceased. It creates the opportunities for lies and evasions – occasionally intended to prevent further hurt, but most often to avoid blame. It raises another question: if there is such a deficit of honesty about the circumstances of the death of one of our soldiers, what trust can we have in accounts of the deaths of Afghan civilians?Many soldiers have approached Michael's mother to explain why this tragic incident should not have happened. It would be preferable if the military investigated such incidents with equivalent honesty. How the British presence in Sangin restored trust in government The Taliban are still present in the region, but they are no longer conducting business as usualSangin should have been the easiest place in all of Afghanistan for the Taliban to hold. It is extremely isolated, and its people are incredibly impoverished, poorly educated and dependent on the narcotics industry. They have historically fiercely opposed any foreign presence (including Afghans from other parts of the country). Instead, thanks largely to the efforts of British troops, it is very much in play – if the Afghan government wants to look after it.In 2006, Britain's effectiveness in Helmand and Sangin was more than debatable. Isolated and sparsely populated Sangin was not a priority when the overall number of Nato forces in Helmand was absurdly low. But the situation there has improved markedly over the last year, and especially in the last few months, and the pressure Isaf forces in Sangin have absorbed has allowed more rapid progress to be made in central Helmand, which is more densely populated. It took the better part of four years to get the process moving, but British forces finally succeeded in getting more of the local population to believe in – and work with – the Afghan government. How?First, the continued presence of British troops in the district illustrated the fallacy of the Taliban's propaganda. Locals realised that UK forces were not out to murder them or take their land, but there to help. Second, the new governor Mohammed Sharif – who is literate and trusted by the population – has served as a legitimate interlocutor. British forces created the space for Sharif to govern effectively. In return, the locals have refused to blindly support the Taliban. Plenty such alarm bells have been sounded in the public domain already. But it is important that policymakers draw the right conclusions.During the period covered by these reports, I sat in on one of the first national workshops of the Afghan reconciliation commission, headed by former president, Sebghatullah Mojadedi. Provincial police chiefs and governors and other officials split into small groups to discuss the causes of ongoing conflict. Encouraged by Mojadedi himself, every single working group fed back the conclusion that Pakistani ISI interference was the prime cause of conflict in the country.This was more an article of faith than an empirical finding. Assembled Afghan officialdom simply worked on the basis that Pakistan had supported the Taliban, was opposed to the post-Taliban set-up and must be behind any resistance to this new setup.In an even more blatant fashion, while visiting one of the Afghan provinces bordering Pakistan I asked the provincial intelligence chief to explain his role. Women do have a number of seats in parliament, even more than in many western countries for example, though they will tell you how difficult it is for them to get their voice heard. Many Afghan women and men are now truly afraid of what might happen in the future.It is not just the Taliban who have sought to limit freedoms in Afghanistan; certainly many of the more extremist elements in the government have done so as well. With elections coming up later this month, it will be critical to ensure that women still play an active and equal part in government.Some people try to reassure me that accepting the fundamentals of the constitution, which mandates equal rights for women, will be a prerequisite to peace negotiations. But the constitution is no guarantee. It would take just another grand council or Loya Jirga to revise it.The question is what safeguards for women's, and other basic human rights, could be built into the negotiations. It is hard to see what these could be but there is much leverage through aid money, through support to Afghan women or by pressure on any new government in the international arena.The best defence is the development of Afghanistan itself. Afghanistan's future must be driven by the desires and aspirations of the Afghan people, and greater efforts must be made to build Afghan institutions over the long term. Due to its strategic location, Pakistan was drawn into a second conflict, more horrendous than the first. By choice or necessity, the battle is now very much our own.Though riding the momentum of successful elections, the government is stretching itself thin to eradicate extremism and terrorism in the region. As a result, we are faced with severe challenges, given the heavy losses of life, destruction of infrastructure, and adverse international perception of Pakistan as a place to do business.Fighting this war may have been necessary, but it has also proved very expensive: the west has much more to do to support Pakistan's nascent democracy in delivering its election promises of employment, health and education.During the current fiscal year, our development budget has been slashed by a third, as we have had to divert funds to shore up our security-related expenditure on the western and eastern frontiers.
