But the roots of the current power struggle, and its religious nature, are more recent. It began with the growing influence of a network of Sharia courts, which were established to dispense justice in the absence of a functioning government, and to provide social services and security.By late 2005 the influence and popularity of the Islamic courts union (ICU), which included moderate clerics as well as radicals, was sufficient to threaten the reign of powerful warlords who carved up much of the country. In the capital, Mogadishu, a warlord alliance began working with US intelligence agents to attempt to keep hold of power. In return for large cash payments they promised to hand over alleged al-Qaida suspects within the ICU.News of the US involvement only increased the ICU's popularity, and by mid-2006 they had taken over Mogadishu and quickly expanded their territory. While some saw the new Islamist administration as the best hope for Somalia in more than a decade, Ethiopia saw the irredentist tendencies of some of the ICU leaders as an existential threat.In December 2006 Ethiopia's powerful army swept through Somalia. The ICU disintegrated, but a new resistance quickly emerged. The Shabaab rebels were the most radical and effective. This is my home district and even though I haven't lived there for a long time I know it pretty well still. When I was young there was hardly any such thing as a coordinated anti-abortion movement there, but today it has deep roots. I would imagine that's true in a lot of places.We have several West Virginia readers of this blog, as you know, so I think we'd all be interested in their thoughts on whether I'm reading this right. But the Democrats had better get ready for this particular thing. While Mexico's war on drugs cartels makes headlines, its bloody consequences for its southern neighbour are all but overlookedFourteen years after Guatemala's government signed a peace agreement with a coalition of guerrilla groups ending a 30-year civil war, the country finds itself once again in the grip of armed conflict, though one in which the battle lines are even murkier than before. While drug-related violence plaguing the border regions of Mexico has achieved a kind of grisly global renown in recent years, the even deadlier battle directly to the south has generated little comment on the international stage. Central America's most populous country, Guatemala has become the scene of a brutal power struggle involving Mexican cartels who have been pushed south by President Felipe Calderón's militarised campaign against drug traffickers there, and Guatemala's indigenous criminal groups, many of whom have their roots in a military intelligence apparatus set up with US aid during the country's internal armed conflict. After the peace accords, many Guatemalans hoped that their country was embarking on a brighter future. The preceding conflict had claimed the lives of over 200,000 people, mostly poor, indigenous campesinos caught in the struggle between a militarily-weak leftist insurgency and the ruthless scorched-earth tactics of a national army, whose only military manoeuvre appeared to be the massacre. But now, nearly 15 years later, more people die in Guatemala every year than did at the height of the civil war. While Mexico's homicide rate has been estimated at 26 per 100,000 by the Latin American academic body Flacso Guatemala's numbers a staggering 53 per 100,000. What went so wrong? Yet the politics of 2010 are hardly ordinary. With the US economic recovery again slowing, the prospect of policy paralysis in Washington after the November elections, with a weakened President Obama, is now looming larger, with consequences for issues from the fiscal stimulus to Middle East peace. These prospects have implications not just for Americans but for the world as a whole. This week's primary results have therefore been widely watched and have done little to abate the fear.At first sight this may seem an odd conclusion to draw, especially in light of Senator John McCain's victory in Arizona's Republican primary on Tuesday. Not very long ago, Mr McCain had himself looked vulnerable to a conservative challenge backed by Tea Party activists. This week, having tacked hard to the right and spent much more money to secure his position than usual, he won his party's renewed backing with plenty to spare. With Arizona's Republican governor also seeing off her own challenger, and with established Democratic candidates coming through in Florida and Vermont (the former in spite of a $20m personal war chest deployed by his businessman challenger), reports of a general grassroots political uprising against the establishment in this autumn's midterms might seem exaggerated.In other states, though, some of this week's contests confirm that 2010 is no easy year for incumbents, especially on the right. David Miliband is right to highlight the power of community organising, a power that often has religion at its foundationThrough his movement for change David Miliband has made community organising the basis for what he hopes will be a renewal of the Labour movement. This raises the question of what the relationship is between Labour and community organising. It turns out they share a common ancestry.In the American and British contexts forms of popular, local self-organisation and common action emerged within such movements as the anti-slavery and abolitionist movements, the chartists and the temperance movement. These were aligned and had a symbiotic relationship with popular religion. Whether it was Methodism, working class Catholicism or the Shtetl movement in Judaism, popular forms of religiosity were a key social force generating the practices and common values vital for such grass roots activism. We see this confluence embodied in a figure like Keir Hardie, RH Tawney and Cardinal Manning – Manning was of course central to the 1889 London dockers strike, a turning point in the history of the British labour movement, as well as being founder of the Catholic temperance society. It resurfaced on 3 May this year at the CitizensUK event when Gordon Brown connected to his Presbyterian and Labour roots and gave the speech of the campaign, if not his career.What all such movements shared is a commitment to the priority of relationships – family, friendship, and neighbourhood – and the commitment to a common set of values – taking responsibility, hard work, loyalty (what religious people call faithfulness), reciprocity and the dignity of the individual. People began to ask what are the roots of this crisis? Not just the financial causes, but what are the cultural roots of it? How did we get to a situation where we took for granted that certain kinds of behaviour were to be rewarded, never mind the failure or devastation they left in their wake? We woke up to the fact that a great deal of our economic life seemed to be based on, well, nothing very much really, except the exchange of currencies and speculations.So in the months that followed the first wave of the economic crisis many of those conversations began to happen. They happened between people who were studying ethics and even theology, as well as economics. They happened among people who were involved in business and the Financial Services Authority. They happened in the pages of various journals and newspapers; and as a result of some of those conversations, this book has come into being: Crisis and Recovery, published by Palgrave Macmillan.Among those who have contributed to the book there are some people involved in those worlds that I've just mentioned: in the Financial Services Authority, in academic economics, in the actual business of business, as well as people commenting from a broader political, cultural and moral perspective. My friend Philippa O'Neill, who has died aged 48, was a homeopath and a former housing manager. During her career in housing, Pip had a particular interest in developing tenant-run housing cooperatives. She then became a wise and compassionate healer, committed to running clinics for people who were vulnerable, such as those on low incomes or with addictions.Pip was born in Australia, one of three daughters of Judith and John O'Neill. The family moved to Cambridge three years later, when her father took up a post as a theology lecturer. By the time she was eight, Pip could give guided tours of all the Cambridge colleges, revelling in her lively home of theologians, academics and visiting Australians.Such an atmosphere instilled in her a love of politics, a sense of social justice and a deep thirsting for God. Aged 13, she embarked on a spiritual journey from her father's Presbyterianism, through Cambridge churches to become a Congregationalist, later following her mother into Catholicism, before finally settling as a Quaker.After graduating in history from Somerville College, Oxford, she spent time in south London at L'Arche Lambeth, a community supporting adults with learning disabilities. She proved herself an enabling and compassionate supporter of community members. A diploma in housing at the London School of Economics followed. She worked for Lambeth council in the 1990s and supported tenants taking on the management of their own estates.In 1996, she headed for Melbourne to explore her Australian roots. This was a rich and inspiring time for her, as she developed her understanding of her dual nationality and deepened her relationships with her extended family. It just so happens that student loan reform has been a big priority of the Obama administration.Under it, private lenders will be out of the student loan business. All the lending will be issued and managed directly by the Department of Education. Proof of Obama's mad hunger to have the government control every aspect of our lives?Either that, or a sensible response to the massive and hideous student loan scandal we've had in this country in recent years. Here's what happened in a nutshell, via the New America Foundation:The roots of the 9.5 student loan case go back to the 1980s when Congress guaranteed non-profit lenders, which use tax-exempt bonds to finance their loans, a minimum rate of return of 9.5 percent on federal student loans made with these bonds. As interest rates on all other student loans fell in the 1990s, policymakers became concerned that these nonprofit student loan providers were making a killing. My friend Shrinivas Havanur, who has died aged 82, was an authority on the Kannada language, his much-loved mother tongue which is spoken nowadays by some 35 million people in the state of Karnataka, southern India.He was born into a Brahmin family in the village of Havanur. He went on to become librarian of the Tata Institute of Fundamental Research in Mumbai before leaving this prestigious post to become professor of Kannada, first at Mumbai University, then at Mangalore University. His research brought him into contact with the Basel Mission, a Protestant society with roots in Switzerland and south-western Germany, whose staff, in the 19th century, had researched the Kannada language and its literature. They had played an important part in transforming it into a language for modern discourse and media.I was archivist of the Basel Mission when Havanur came to me wanting, for his first short stay in Basel, the same kind of 24/7 access he had provided for scholars when he was a research librarian. We came to an understanding that allowed him to work night and day, as he wanted.Since that first visit, we had been firm friends and colleagues. I had no background in Indian studies, and he opened up a whole new world for me, not least in my understanding of the significance of this group of missionaries in the history of Karnataka.Havanur became almost an ambassador-at-large for the Basel Mission in Karnataka, with his pointed, critical but positive judgments about the missionaries' linguistic work in academic publications and the press.In retirement he became an honorary resident member of Karnataka Theological College. Assisted by the college archivist, he produced the definitive computer catalogue of the many Basel Mission publications in his language. As a Canadian living in London, I am caught between ancient British roots and the new American order laid down by Webster in his dictionary. Where should my loyalties lie?A few years ago I moved to the United Kingdom from the Canadian prairies. This was a luxury I was afforded via two grandparents who were born in Britain, ensuring my access to the elusive ancestry visa.Many Canadians still feel a greater allegiance to our colonial British roots than to our neighbours to the south; the monarchy is still represented on our money and most Canadians are well versed in singing God Save the Queen. We even toast Her Majesty at most fancy public events.Despite these and other symbols of allegiance, however, Canadians continue to hold on to some ambivalence over our British roots through our generally inconsistent use of language. While gazing at our commemorative Princess Diana spoons and watching the Queen's Christmas Message every December, we are still uncommitted when it comes to our geopolitical allegiance to language. Just as we often straddle international conflicts by playing the peacekeeper, most Canadians sit on the fence, moving interchangeably between American and British spellings. If there's anything notable about our use of language, it's that we are pretty lackadaisical about it.Before the American Revolution, everyone in North America was formally governed by the United Kingdom, except for a region in eastern Canada that was held by France. Following America's independence, there was a movement towards differentiating its unique culture from that of Britain. This was a major inspiration for Noah Webster, the man behind the dictionary that decisively set out a new order in American spelling and style. Russia's dirty war is not over after all. And, as so often, the innocent are the first to sufferThe parallels are written in the blood of the innocent. On a day much like any other, suicide bombers descend into the underground system of a major European city in the midst of the morning rush hour. They board a crowded train, crammed with commuters. They detonate their explosives. The impact is indiscriminate and lethal, in many cases life ending, in all others life changing. For a while, chaos reigns in the city. Then come the calls for action and the pledges of revenge. Five years ago the city was London. Yesterday morning it was Moscow.What happened yesterday at two Moscow underground stations was barbaric. Violence of this kind against innocent people is intolerable wherever it occurs. Quite rightly, there is a reflexive sense of solidarity between those who have suffered from terrorist outrages. Many Londoners know what many Muscovites have just experienced. Countries such as Britain, Spain and India, all of which have endured long and difficult battles against their own terrorists, as well as lethal terror attacks on their urban transport systems, have lessons – mistakes as well as successes – to share with the Russians.Our societies face a similar scourge. But we do not face a common enemy. It is important that we do not pretend otherwise, not least because the world is riddled with indefensible actions taken by states with varying degrees of justification in the name of a common struggle against terrorism. Most terrorism has local not global roots and most solutions are local too. Having failed to force Republicans to limit the debate on a bill that isn't yet complete, he plans to do so again today and as often as possible thereafter in order to create the political spectacle of Republicans siding with Wall Street – which they are, of course, but a cloture vote doesn't show that when they can point to ongoing negotiations with Chris Dodd as a reason. It's all about the politics, again, and not the policies being debated which even Reid's own party members believe are lacking in the kind of financial regulatory reform this country really needs.So what's in the bill? Not a Fed audit, not the Volcker Rule to limit depository institutions from gambling with their depositors' money on the stock or the derivatives market, and not even any strict rule on derivatives trading transparency. It may be pedantic to class Julia Gillard as Welsh but it is splendid to witness one of Wales's political daughters reaching the topOdd that it should take the Australians to install a Welsh-born prime minister, as they did last week, when the British have never done so. Lloyd George, identified in some quarters (including, regrettably, this one) as a native of Wales, was in fact born in Manchester. The standard reference sources fail to trace the roots of some PMs, but it seems that while Bedford Row, London and Wotton in Buckinghamshire can claim two apiece, and two were born in Ireland, and a fine succession from the Earl of Bute to Blair and Brown first saw the light in Scotland, Wales has given us none. It has produced many near misses – some unmistakably Welsh, like Labour's deputy leader Aneurin Bevan and its twice-defeated Neil Kinnock; others less so. Roy Jenkins was born near Pontypool, while the Tory might-have-been Michael Howard is recognisably Welsh in vowel sounds if not in demeanour. Geoffrey Howe and Michael Heseltine are both also Welsh natives; meanwhile Kenneth Baker was born in Monmouthshire, which wasn't strictly Wales at the time, but is today. John Prescott, always classed as a pugnacious Yorkshire deputy, was born in Prestatyn. It may be pedantic to class Julia Gillard in Canberra as Welsh while recasting Lloyd George's Welsh wizardry as Mancunian magic instead. The sea provides 99% of the planet's living space yet we still know little about itThe unknown world begins at Southend-on-Sea – and Spurn Head, Holyhead, and Peterhead. It is a truism among oceanographers that scientists know more about the topography of Mars, or the dark side of the moon, than about the surface of most of the earth, but that doesn't make it any less true. Forget for the moment the polluting discharges from Deepwater Horizon in the Gulf of Mexico and other gushers, spills and seepages, and think of the lesson from a new exhibition, The Deep, which has just opened at the Natural History Museum.The oceans cover 70% of the globe. But whereas life is smeared thinly across the continents – mostly in the space bounded by the forest canopy and a tree's roots – all of the ocean is habitable, and inhabited, from the shallows of the intertidal zones to the crushing depths of the abyssal plain. So the sea provides 99% of the planet's living space. The ocean is home to the longest mountain chain of all, the 65,000 kilometre (40,000 mile) mid-ocean ridge, and to the deepest chasms, such as the Kermadec trench, reaching more than 10,000 metres (35,000 feet) below the waves. It is the biochemical retort in which life first emerged more than 3.5 billion years ago, and for at least the first 3 billion years it was life's only home. It distributes the planet's heat, conditions its atmosphere and controls its plumbing: each year more than a metre of the ocean surface evaporates to form the clouds that deliver the rains that feed the world's rivers, lakes, aquifers and glaciers.The first great scientific probe of the oceans dates only from the late 19th century. The megabank was a major sub-prime lender through its subsidiary CitiFinancial. A decade of irresponsible policies has left many countries in an unsustainable position, and the impact of attempts to remedy those mistakes will be felt for another decade to come. Progressives need to respond to the crisis and its aftermath in a way that is both economically sensible and socially defensible.We in the US are living through a classic debt crisis. The roots of the crisis go back to 2001, when massive tax cuts drove the federal government from large-scale surpluses to huge deficits. This began an extraordinary surge in American foreign borrowing, which averaged between half a trillion and a trillion dollars a year between 2001 and 2007.The borrowing binge was intensified by American monetary policy, as the Federal Reserve kept interest rates at unprecedentedly low levels.
