Why not consider transport aircraft, helicopter capacity and carriers? Why should French warplanes not operate from British aircraft carriers and vice versa?The Royal Navy is still considering ordering cheaper catapult-launched aircraft for its future carriers, a move which would enable French Dassault Rafale M planes to land on them, because the cost of the alternative – the American F-35 Joint Striker Fighter – has ballooned.The price of ordering two carriers and the 140 F-35s planned to go with them would be to scupper the rest of the fleet. France and Britain have much in common at the moment. Both are proud, postcolonial and broke.Between them, they have 460 nuclear warheads. My friend and former colleague Roger Tomes, who has died aged 82, was a noted Old Testament scholar. His students marvelled at his knowledge of the Hebrew Bible and his ability to interpret it. In an age that suffers from the decline of sermons with theological content, congregations could rely on his for substance.Born in Cardiff, Roger won a scholarship to Jesus College, Oxford, to study English, in 1946. After graduation and two years of national service in the Intelligence Corps (1949-51), he began his ministerial training at Mansfield College, Oxford.His early work in Yorkshire, London and St Albans provided him with valuable experience for training ministers. After initially serving as a part-time lecturer in the Yorkshire United Independent College (1957-58) and at New College in London (1963-89), he was appointed lecturer at Northern College (United Reformed and Congregational) in Manchester (1977-93). The latter position included part-time responsibilities at Manchester University.Roger wrote countless articles and book reviews, and was honorary research fellow at Manchester University. No cloistered academic, Roger was active in the local community. A founding member of the Manchester branch of Amnesty International, he collected for Amnesty and Christian Aid every year without fail. I am pleased to see, at last, evidence from another member of the Defence Intelligence Staff that endorses an important element of what I told the Hutton inquiry as long ago as 2003 (Iraq dossier drawn up to make case for war – intelligence officer, 13 May).Major General Laurie, one of the three top officials in the DIS, has revealed that the chief of Defence Intelligence made it clear to the senior managers that the purpose of the dossier was to make a case for war. Although the deputy chief did not pass this message down through the intelligence analysis arm of the organisation, those of us involved with WMD intelligence analysis had no doubt that justification of a likely war was its overriding purpose. - Democracy rules - well, in debate at least
There was a spirited debate on democracy on Wednesday evening. It didn't occur in government circles of course - where they are all heartily sick of the subject. This one was organised by Intelligence Squared and addressed the topic "The World Needs Less Democracy Not More". The motion was trounced, helped by a fine performance by The Times of London columnist David Aaronovitch who proved to be the night's star speaker. As it is customary with Intelligence Squared debates, the audience was polled before the debate with 36 per cent in favour of the debate's contention and 42 per cent against. The gap widened during the course of the debate with 24 per cent ending up favouring the motion with 72 per cent against. Speaking in favour of the motion, BBC correspondent Humphrey Hawksley initially struck an uncertain note, saying that he believed that while Hong Kong could certainly benefit from more democracy, other far-flung regions like the Middle East perhaps would not. Interestingly, in the questions that followed, the debate became polarised between the US on the one hand, as an example of a functioning democracy, and China, in which there is a distinct lack of it.

Pakistan's intelligence leaders should ask whether their support of the Taliban is worth the price the country may have to payThe Wikileaks documents, splashed in the Guardian and several other papers, provide useful confirmation of what is readily discerned from public sources: the Afghanistan War is going badly, the Taliban are exceptionally brutal, US forces have not always attacked the right targets and elements in Pakistan continue to support the Taliban.The most striking feature of the documents – an unprecedented 90,000 pages of mostly raw intelligence that could only be leaked thanks to 21st-century technology that enables large volumes of data to be compressed into a tiny thumb drive – is the inconsistent quality of the intelligence. Americans should be asking why they are paying upwards of $50bn for this kind of information and why military officers and diplomats so rely on it.Of all this information, the most troubling concerns the duplicitous double dealing by Pakistan's powerful spy agency, the Inter-Services Intelligence, or ISI. While some of the intelligence seems wildly implausible (surely the ISI did not plot to poison Kabul-bound beer, an enormously complex operation with limited pay off since US troops are not allowed to drink alcohol in Afghanistan), the Wikileaks documents show a continued relationship between the ISI and the Taliban. This is not surprising. In the 1990s, the ISI helped create the Taliban and Pakistani support was decisive to the Taliban's capture of Kabul in 1996. The US has known since 2001 that Pakistan did not break its ties with the Taliban as President Pervez Musharraf had promised President Bush. Plenty such alarm bells have been sounded in the public domain already. But it is important that policymakers draw the right conclusions.During the period covered by these reports, I sat in on one of the first national workshops of the Afghan reconciliation commission, headed by former president, Sebghatullah Mojadedi. Provincial police chiefs and governors and other officials split into small groups to discuss the causes of ongoing conflict. Encouraged by Mojadedi himself, every single working group fed back the conclusion that Pakistani ISI interference was the prime cause of conflict in the country.This was more an article of faith than an empirical finding. Assembled Afghan officialdom simply worked on the basis that Pakistan had supported the Taliban, was opposed to the post-Taliban set-up and must be behind any resistance to this new setup.In an even more blatant fashion, while visiting one of the Afghan provinces bordering Pakistan I asked the provincial intelligence chief to explain his role. While Mexico's war on drugs cartels makes headlines, its bloody consequences for its southern neighbour are all but overlookedFourteen years after Guatemala's government signed a peace agreement with a coalition of guerrilla groups ending a 30-year civil war, the country finds itself once again in the grip of armed conflict, though one in which the battle lines are even murkier than before. While drug-related violence plaguing the border regions of Mexico has achieved a kind of grisly global renown in recent years, the even deadlier battle directly to the south has generated little comment on the international stage. Central America's most populous country, Guatemala has become the scene of a brutal power struggle involving Mexican cartels who have been pushed south by President Felipe Calderón's militarised campaign against drug traffickers there, and Guatemala's indigenous criminal groups, many of whom have their roots in a military intelligence apparatus set up with US aid during the country's internal armed conflict. After the peace accords, many Guatemalans hoped that their country was embarking on a brighter future. The preceding conflict had claimed the lives of over 200,000 people, mostly poor, indigenous campesinos caught in the struggle between a militarily-weak leftist insurgency and the ruthless scorched-earth tactics of a national army, whose only military manoeuvre appeared to be the massacre. But now, nearly 15 years later, more people die in Guatemala every year than did at the height of the civil war. While Mexico's homicide rate has been estimated at 26 per 100,000 by the Latin American academic body Flacso Guatemala's numbers a staggering 53 per 100,000. What went so wrong? The Nigerian authorities have made arrests following the bomb attack on the occasion to celebrate the West African country's 50th anniversary of independence.
Spokesperson for the State Security Service ( SSS) Marilyn Ogar told reporters in Abuja on Monday that nine persons have been arrested in connection with the bomb attack.
Explosions during Nigeria's 50th anniversary of independence celebrations on Friday left at least 14 dead and many others injured.

The attackers of Ahmadis worship places in eastern Pakistan's city of Lahore have been identified, local TV channels reported on Saturday.
Quoting intelligence sources, the private TV SAMAA reported that terrorists of the banned religious outfit Harkatul Mujahiden were behind the deadly attacks on Ahmadis.
One of them came from Swat area of northwest Pakistan, three from Rahimyar khan, a famous city in the south of Punjab province, the channel reported.

Zaporozhsky quit the service in 1997 and settled in the US; Russia enticed him back and arrested him in 2001. He was convicted on charges of passing secret information about Russian agents working under cover in the US and about American sources working for Russian intelligence. A US global intelligence company, Stratfor, said that Zaporozhsky was rumoured to have passed information leading to the capture of Robert Hanssen and Aldrich Ames, both extremely valuable double agents in the US intelligence services.Sergei Skripal, a former colonel in the Russian military intelligence, was found guilty of passing state secrets to Britain and sentenced to 13 years in prison in 2006. The CPI scores countries on a scale of zero to 10, with zero indicating high levels of corruption and 10, low levels. And the most corrupt places in the world are not the most surprising. Unstable governments, often with a legacy of conflict, continue to dominate the bottom rungs of the CPI. Afghanistan and Myanmar share second to last place with a score of 1.4, with Somalia coming in last with a score of 1.1.The world's most peaceful countries score the best. In the 2010 CPI, Denmark, New Zealand and Singapore tie for first place with scores of 9.3.
