After the Arab oil-export embargo of the 1970s, the Saudis realised that since they were heavily dependent on imported grain, they were vulnerable to a grain counter-embargo. Using oil-drilling technology, they tapped into an aquifer far below the desert to produce irrigated wheat. In a matter of years, Saudi Arabia was self-sufficient in its principal food staple.But after more than 20 years of wheat self-sufficiency, the Saudis announced in January 2008 that this aquifer was largely depleted and they would be phasing out wheat production. Between 2007 and 2010, the harvest of nearly 3m tonnes dropped by more than two-thirds. At this rate the Saudis could harvest their last wheat crop in 2012 and then be totally dependent on imported grain to feed their population of nearly 30 million.The unusually rapid phaseout of wheat farming in Saudi Arabia is due to two factors. First, in this arid country there is little farming without irrigation. Second, irrigation depends almost entirely on a fossil aquifer – which, unlike most aquifers, does not recharge naturally from rainfall. Despite this, the UN-administered Yemen Humanitarian Response Plan has only 55% of the funding it needs this year.Little, in other words, has changed, except maybe the characters who are directing the shooting. If the snipers put in place by Saleh were blamed for most of the 52 deaths on 18 March which became a turning point in the uprising, this time the finger of suspicion points to his son Ahmed, soon to be 40 and thus a presidential candidate himself. Saleh Sr once likened running Yemen to dancing on the heads of snakes. But he was surely being modest about his own role in fomenting the chaos and the killing. He is one of those snakes and his bite continues to be lethal.Neither the US nor the Saudis are innocent bystanders in all this. Their fight was against their dictator Ali Abdullah Saleh. For Yemenis, al-Qaida were just one small band in a country saturated with armed militias. The drones hovering over Anwar al-Awlaki's village said otherwise. This week two things happened in Yemen which may or may not be related: Saleh returned home after a prolonged stay in Saudi Arabia nursing his wounds after an assassination attempt, and a drone dispatched the al-Qaida leader al-Awlaki. Both have consequences for the biggest event unfolding in the Middle East, the Arab spring.Saleh's family controls the forces responsible for counter-terrorism, which – being US trained and armed – are the best equipped in Yemen. Awlaki's scalp will be used by Saleh to support his case that a continuation of his regime, under a different figurehead (his son) will make the best ally for a US currently constructing a base for drones in the region. Saleh has been stalling on a US-backed deal to step aside in exchange for immunity from prosecution. Thus the young Saudi writer, Mohammed Hasan Alwan writes a Vancouver novel, or the Iraqi Inam Kachachi writes about an American-Iraqi caught up as a translator for the United States in Iraq.There has also been a breakdown in the straight single-person narrative. The Yemeni writer Nadiah Alkokabani, has used several voices to embroider one short story. Acclaimed author shines a light on life at the bottom of the heap in Saudi Arabia's often forgotten villagesAs anyone who has picked up One Thousand and One Nights is aware, there is a venerable tradition of Arabian storytelling. Before sky-scrapers shot up in the Gulf, the heart of the culture was found in the tales shared around evening fires, and perhaps that is what organisers of this week's Book World Prague jamboree had in mind in making Saudi Arabia their guest of honour. Or, just perhaps, they grabbed the petro-dollars without stopping to think. Conditions in the kingdom are dismal ones for creating literature of any quality. With no cinemas, youngsters can grow up missing out on the great tales of the times, and there are ludicrous new strictures on literary clubs, even before we consider the heavy scrawl of the censor's black pen. The Prague delegation arrived with just one obscure writer, deliberately leaving behind novelists whose sheer gift has overcome all of the barriers to win international acclaim. Foremost among them is Abdo Khal, whose Spewing Sparks As Big As Castles won a $60,000 prize dubbed the Arab Booker. A modest man stemming from the Hijazi west, he shines a light on life at the bottom of the heap, in Saudi's often forgotten villages. His voice blends image-rich poetic classicism with contemporary patois, which makes for an unmistakably Arab mix, but it reliably sets to work on universal themes. Spewing Sparks casts an unflinching eye on those seduced by the glamour of palace politics. The fire of revolt sparked by his death in Tunisia has raced through the brushwood of Arab autocracy. Each revolt provided the cue for the next, passing from Tunisia to Egypt, to Libya, to Yemen, to Bahrain. It is smouldering in Jordan, Saudi Arabia, Algeria and Morocco. Few leaders in the region have escaped its heat. Two of their number have fallen, a third in Yemen could be next.Ten days ago, when Colonel Gaddafi was surrounded by opposition forces massing around Tripoli, the human tide of revolt seemed unstoppable. The strategic interests of the US, Britain and France and the values they uphold appeared in stark contrastOn Tuesday President Barack Obama found it ironic that an Iranian regime which had celebrated the popular uprising in Egypt had gunned down and beaten Iranians demonstrating peacefully. Two days later the boot was on the other foot. Security forces in Bahrain, a kingdom the US secretary of state, Hillary Clinton, described in December as a model partner for the US, gunned down protesters, some in their sleep, assaulted doctors who came to their aid, and beat anyone they came into contact with. Women and children were not spared.The phone lines to the Gulf state burned. Ms Clinton expressed concern. The Pentagon urged restraint. The foreign secretary, William Hague, who was in Bahrain only last week, stressed the need for peaceful action to address the concerns of protesters. And Michèle Alliot-Marie, the French foreign minister, regretted the excessive use of violence by security forces, as if a lower level of violence would have been permissible.Once again, the strategic interests of the US, Britain and France and the values they uphold as universal rights appeared in stark contrast to each other. There can be no doubt that the tiny island kingdom in the Gulf is a strategic interest. Manama is home of the US fifth fleet, whose main task is to protect Saudi oil installations and the Gulf waterways. Both view the ruling al-Khalifa family as instrumental in containing Iran, which has long claimed the island as its territory. If the US ever grew cold on its ally, the Saudi kingdom never would. Neither power would permit regime change in Bahrain. There is simply too much at stake. But that is what the majority of Bahraini opposition may now have in mind. Last week an Iranian nuclear scientist was assassinated and another wounded in a bomb attack, which Iran's foreign minister, Manouchehr Mottaki, linked to UN security council resolutions against Iranian scientists. He said the resolutions provided cover to terrorist groups to carry out assassinations under the direction of foreign spy services.Then Iran announced it was using locally mined uranium in its fuel cycle. As it already has enough uranium to continue enrichment, and could not mine enough yellowcake feedstock to service an industrial reactor anyway, the announcement was symbolic. Under the current restrictions, brought in by George W Bush, only Cuban-Americans and, through a complex licensing regime, a few businessmen, journalists, students and academics can travel to Cuba. Because tourism is not allowed, 99% of their compatriots just can't go. Quite why the citizens of what is supposed to be the bastion of freedom should be not be free to travel wherever they choose is a question that not even the supreme court has adequately addressed. It's a violation of the Universal Declaration of Human Rights and makes the US call for human rights in Cuba ring very hollow. The US is the only nation in the world with a Cuba travel ban. If it believes it appropriate to ban Americans from visiting nations that have a deplorable human rights record then why doesn't the US declare dozens of other countries off limits? Americans are free to visit China and Saudi Arabia, as well as Iran, Syria and North Korea – so why not Cuba?According to opinion polls, most Americans and, indeed, even Cuban-Americans are now in favour of ending the travel ban and the overwhelming majority of Cubans I have known – of all political stripes, including dissidents – have wanted the US travel ban ended, too.So you'd think it a no-brainer. Keeping Yemen unstable and poor could ultimately be seen as being in the best interests of the rest of the Arabian peninsulaFollowing last month's international meeting aimed at saving Yemen from becoming a failed state, many hopes have been pinned on help that could be provided by Yemen's neighbours – and especially the rich Arabs club, the Gulf Cooperation Council.The GCC states – Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates – certainly have the money, and there's a lot they could do to stimulate Yemen's economic development. On the face of it, they also have every reason to want to help: if Yemen finally tips over the brink, they will be among the first to suffer.But it's not quite as simple as that. While none of them wants to see Yemen turn into another Somalia, the idea of a stable, prosperous Yemen is something they also find rather scary.For a start, Yemen has a large and very rapidly growing population of more than 23 million. It's also the only republic in the Arabian peninsula – all the others are monarchies – and before 1990 southern Yemen was ruled by marxists. Nominally at least, for the last 20 years it has been a democracy, with a multiparty system. In 1993, it became the first country in the peninsula to hold competitive elections in which women could take part. Although in many ways it has an oppressive system and couldn't be described as a working democracy, in terms of elections and political parties it has actually gone further down the democratic road than its peninsular neighbours.Yemen has always been a particular concern for Saudi Arabia, the dominant power in the GCC.
