The leader of Georgian breakaway territory Abkhazia Sergei Bagapsh died in the early hours Sunday in a Moscow hospital, local media reported.

On August 27, the same car returned to Armenia through the Sadakhlo crossing, and again set off a gamma alarm. At this point, the patrol police detained the occupants and searched the vehicle. Georgian officials determined that the car was contaminated with Cesium-137. However, because the search did not produce any radioactive material, the occupants were released and returned to Armenia. An FBI officer is currently following up with the Government of Armenia on the case. End summary.2. (C) Comment. This incident shows the value of radiation detection portal monitors at ports of entry in Georgia, which have been installed across the country over the last several years by the Department of Energy/National Nuclear Security Administration/Second Line of Defense (SLD) program. So the new census numbers are out today, and politically, it's all good short-term news for the Republicans, because of the gains in the (grrrrr) South. Ezra Klein has a list, which actually comes from Dave Weigel, showing the number of House seats gained and lost by certain states:The gainers: Arizona +1Florida +2Georgia +1Nevada +1South Carolina +1Texas +4Utah +1Washington +1The losers:Illinois -1Iowa -1 Louisiana -1Massachusetts -1Michigan -1Missouri -1New Jersey -1New York -2Ohio -2Pennsylvania -1You can see that most of the gainers are GOP controlled, and most of the losers are Democratic-leaning states. And even the most heavily Republican state on the losers list, Louisiana, is losing its seat because of the post-Katrina exodus; in other words, it lost city dwellers, so the one heavily Democratic area of the state is the area that shrank.I should say that we don't yet seem to know exactly where these gains were inside these states. It was meant to be only the start of a series of moves to cool international tensions – including direct talks with Iran, and starting final status talks on Israel-Palestine. As fate had it, pressing the reset button with Moscow produced real dividends.They are worth listing, because they stretch beyond Europe's borders. It transformed Poland's fraught relations with Russia. It produced a new strategic arms reduction treaty (Start), cutting the number of deployed strategic warheads by one-third; it secured Russia's (reluctant) backing for sanctions on Iran and stopped it delivering S-300 air defence missiles to Tehran. It helped non-proliferation efforts as Russia shut down its last remaining weapons-grade plutonium-producing power plant. Russia became a vital route for supplies and troops heading for Afghanistan, and provided one-third of the fuel US troops use. When ethnic violence broke out in Osh and Jalal-Abad in Kyrgyzstan, Russia and the US sang from the same hymn sheet. It could have been a repeat of Georgia, a proxy war in the middle of volatile central Asia. Both Russia and US have airbases there. Nor will it prevent territories as far-flung (with cases as diverse) as Northern Cyprus, Somaliland, Nagorno-Karabakh, South Ossetia, Abkhazia and Transnistria from seeking the same recognition.The judgment is non-binding, and the court did not say that Kosovo's independence was legal – merely that its declaration of independence was not illegal, which is not the same thing. China and Russia will continue to lead a bloc of countries who refuse to legitimise an act of secession; and in reality very little will change. However, as a precedent, this is not a good one. Other states that have had bits chipped off them, like Georgia or Moldova, would be right to be worried by this, because the practical effect of this ruling is that might is right. If you have America or Russia behind a part of your state that wants to break free, recognition will happen. Legitimacy is bestowed by force.Nor will the decision do anything to calm local tensions, at least in the short term. What all states that are mutually blind to each other need is to establish a working relationship. China and Taiwan today and the Federal Republic of Germany and the GDR before reunification are examples of hostile states which established a modus vivendi. That too is needed between Kosovo and Serbia over the Serb enclave north of the town of Mitrovica, a small area which has frequently erupted into violence. Ending the practice in G8 countries such as Japan and the US would mark significant step towards global abolishmentIt is, by all accounts, an unremarkable room – but for the noose hanging from the ceiling and the trapdoor beneath. Yesterday, for the first time, the Japanese justice minister Keiko Chiba allowed the media into one of Japan's execution chambers. It is a small but important advance for a country that less than a year ago was accused of driving death-row inmates insane by refusing to reveal the day of their execution. Significantly, Chiba is a long-time abolitionist: her appointment, campaigners hoped, would mark the beginning of the end of capital punishment. Then last month she personally witnessed the hanging of two convicted murderers, a decision only partly mitigated in her critics' eyes by her simultaneous announcement of a review of the death penalty.Of course, Japan is not the only G8 country where judicial killing continues. Next month, in the United States, Teresa Lewis may become the first woman to be executed in Virginia since 1912. She is convicted of organising the murder of her husband and stepson, by offering herself and her daughter for sex, in order to cash in on life insurance. These are terrible crimes. But the courts have been told that Lewis, like many on death row, is of limited intelligence and was dependent on prescription drugs at the time of the killing. One of the men who carried out the killing, now dead, even confessed he had manipulated her in order to get the insurance money himself. It is a familiar pattern on death row, where mentally inadequate Americans are grossly overrepresented. More than 100 people have been killed and ethnic Uzbek enclaves are burning but coherent international reaction is missingWhat is taking place in the cities of Osh and Jalal-Abad in southern Kyrgyzstan is an old-fashioned central Asian pogrom, a brutal act of ethnic cleansing. Uzbeks, who constitute about one-third of the population in southern Kyrgyzstan, are being burned out of their homes by mobs of Kyrgyz armed with automatic rifles, iron bars and machetes, while the local police stand by and do nothing. Not only Uzbeks, but ethnic Russians and Tartars also find themselves in the eye of the storm.The provisional government of Roza Otunbayeva has lost control and is only now starting to mobilise its armed forces to stop the civil violence. More than 100 people have been killed in the last five days, but the final death toll will be probably much higher. Ethnic Uzbek enclaves are burning, and more than 70,000 people have fled for their lives across the Uzbek border. What is missing is any coherent international reaction.Those who persist in seeing Moscow's hidden hand behind every outbreak of unrest in the former Soviet space are being disabused of their illusions. The Kyrgyz mobs burning Uzbek homes are, for one thing, on the wrong side. If anything, they are supporters of the former so-called pro-democracy leader Kurmanbek Bakiyev, the man whom Moscow was accused of helping to oust. If the mob violence is anything, it serves as a prime excuse for Russian intervention, as clear a reason as the Georgian attack on South Ossetia was. Soviet troops were sent by Mikhail Gorbachev to quell ethnic unrest in Osh in 1990, so there is even a precedent. But Russia refused to intervene, despite an appeal by the provisional president of Kyrgyzstan. The Kremlin stirred up paranoia over Georgian intentions, armed separatist fighters and deployed troops before the invasion of 2008 under the guise of security. But the Russian objective was not to help the Abkhaz gain independence or to hand them the lands of ethnic Georgians, it was to subsume the territory into the greater Russia and to destabilise the government of Georgia, so that Georgian ambitions to join the Euroatlantic community were snuffed out.The reality is now dawning on the Abkhaz: instead of independence they have got Russian annexation. Thousands of Russian soldiers and workers have moved in, and they are not likely to be heading back anytime soon, if ever.The rivers and coastlines of Abkhazia are being pillaged to provide construction materials for the Sochi Olympics, threatening environmental disaster in the years to come. Exclusive: The Georgian government says it has broken a uranium smuggling ring, underlining the threat of a 'stolen bomb'The Georgian president, Mikheil Saakashvili, has told fellow leaders at the Nuclear Security Summit in Washington that his government has thwarted an attempt to sell highly-enriched uranium on the black market last month. Georgian sources said the HEU was intercepted in a sting operation carried out by the Tbilisi authorities without international assistance. They said the uranium was over 70% enriched. The exact analysis is expected in a few days, but it appears to have been pure enough to use in a crude nuclear weapon. The amount seized was small, measured in grams, so nowhere near the 25kg needed for a bomb, but Georgian officials said the criminal gang who was trying to sell the HEU was offering it as a trial sample of a bigger quantity available for purchase on the black market.In his formal presentation to the summit today, Saakashvili said:The Georgian ministry of interior has foiled eight attempts of illicit trafficking of enriched uranium during the last ten years, including several cases of weapons-grade enrichment. The symbolism of the spot where the plane crashed, killing the Polish president Lech Kaczynski and the country's entire military leadership, is inescapable. In 1940, in the forests of Katyn, Stalin's secret police executed more than 20,000 Polish officers, wiping out a nation's elite. For decades, Soviet leaders blamed the massacre on the Germans, and even today, 20 years after Mikhail Gorbachev's admission and a week after Vladimir Putin became the first Russian leader to attend the commemoration, some Russians still believe the massacre is a Polish conspiracy.But sometimes symbols impede understanding. The causes of Saturday's crash are likely to be multiple – thick fog, a mechanical problem, a 26-year-old plane which the Polish government should have replaced, the pilot who ignored warnings not to attempt the landing, or indeed the president's insistence on landing. Katyn has become a cursed spot for Poles, but this tragedy has nothing to do with the past.Lech Kaczynski was a polarising figure inside and outside his country. He became president a year after Poland joined the European Union, but preferred dealing with George Bush's America. He lobbied Washington to deploy parts of its missile defence shield in Poland, arguing that this would enhance his country's security against Russia. He encouraged Georgia's and Ukraine's attempts to join Nato. This course of action has happily been jettisoned by Barack Obama, and the ensuing drive to reset relations with Russia has not only produced a new agreement on strategic nuclear missiles but has calmed relations throughout eastern Europe. Frozen conflicts still exist, as do gas pipeline politics and conflicting visions of European security. - My Name Is Khan film review
A likable and slickly constructed Bollywood tale of understanding and tolerance has unwittingly provoked a storm in MumbaiIndian superstar Shahrukh Khan (often lovingly intialised to SRK) has found this film to be a lot more controversial than expected, even allowing for its plotlines involving US homeland security and terrorism. SRK plays an Indian man with Asperger's syndrome who, for reasons revealed as the film unfolds, is on a quest to personally deliver a message to the US president. Fox paid a lot to secure the international rights to this film and while the ultimate message it delivers, of understanding, community and tolerance, is one that deserves to be heard, it seems unlikely that it will have far-reaching crossover appeal – to say nothing of its problems in Mumbai, where the large and very vocal Shiv Sena movement have been attacking Khan via the film that bears his name. Western screenwriting guru Syd Field gets a credit for story consultancy, but the film is still very much structured according to Indian traditions. For instance, the interval is still used as the point where the film changes gear. As usual, the first half is more soap opera, spending plenty of getting-to-know-you time with the appealing characters before putting them through the wringer in the more politicised second section. Khan's quest lands him in government detention and sees him helping out a hurricane-ravaged Georgia town, while the post 9-11 climate sees anyone even vaguely resembling a Muslim under verbal and often physical attack. It's stunningly shot, on mostly US locations, and tackles plenty of hard topics – its deceptively light touch gets heavier as things progress.
