    • Towards a just society | Michael Sandel
Although we debate the meaning of the 'good life', it is impossible without shared ideas about justice and civic virtuesToday, most of our political arguments revolve around welfare and freedom – increasing economic output and respecting people's rights. But a just society requires something more: reasoning together about the meaning of the good life. Whether we're arguing about financial bailouts and bankers' bonuses, or the growing gap between rich and poor, or how to contend with the environmental costs of economic growth, questions of justice are bound up with competing notions of civic virtue and the common good.In 2008, Barack Obama tapped Americans' hunger for a public life of larger purpose and articulated a politics of moral and spiritual aspiration. During the first year of his presidency, however, he has found it difficult to translate this politics of aspiration into governance. So, as frustration with politics builds on both sides of the Atlantic, it is worth asking what a new politics of the common good might look like. Here are four possible themes:Citizenship, sacrifice and service: If a just society requires a strong sense of community, it must find a way to cultivate in citizens a dedication to the common good. It can't be indifferent to the attitudes and dispositions that citizens bring to public life. It must find a way to challenge purely privatised notions of the good life, and cultivate civic virtue. Traditionally, schools have been sites of civic education. In some generations, the military has been another. I'm referring not to the explicit teaching of civic virtue, but to the practical, often inadvertent civic education that takes place when young people from different economic classes and ethnic communities come together. It is a serious ques

    • While we brace for the pain of cuts, executive pay soars | Deborah Hargreaves
The latest bonus bonanza lays bare the fiction of trickle-down. The price for global market failure is paid on the shop floorBritain is bracing itself for harsh public spending cuts, and they will come sooner rather than later, if Alistair Darling obliges the group of high-profile economists who on Sunday urged the chancellor not to delay in tackling the deficit. To understand how such swingeing cuts might feel, we need look no further than Ireland or Greece. There have been demonstrations about the loss of state-sponsored jobs in both countries, with Greek protesters rioting over brutal cuts.Austerity cutbacks in Britain will slash jobs in the public sector, one of the few areas of the economy where employment has held up throughout the recession. Joblessness across the board is running at 2.5 million – not as high as expected at the start of the downturn, but the tragedy now is that a large number of young people may never enter the workforce. Firms have held on to longer serving staff by shifting them to part-time work, but this is unlikely to be a long-term solution, and if a full recovery doesn't come soon, we may see another round of job losses. What's more, those who remain in employment have seen their wages frozen or cut. So-called wage inflation has not taken off at all in recent years, in spite of rising prices. Staff have been prepared to take lower pay in return for holding on to their jobs. That is for the vast majority of the workforce, of course. At the banks, pay for senior staff is booming. Barclays will announce record profits of £11.2bn and a bonus pool of £2.3bn to be paid to its 23,000 investment bankers. • Life would be wonderful if banks were simpler | Ruth Sunderland
Bob Diamond's remarks demonstrate the urgent need for cultural change in the banking sectorIT MIGHT be a tense flight to this week's G7 meeting for Alistair Darling and Mervyn King. The gathering of central bank governors and finance ministers is being held in Iqaluit, Nunavut – that's in the wilds of Canada – a venue so remote that the UK delegation has chartered a little nine-seater plane.A Treasury minion has been deputed to bring a laptop so the chancellor can watch a DVD, no doubt to avoid being lectured about banking reform by the Bank of England governor. If King were to choose the chancellor's movie, he might go for It's a Wonderful Life, the 1946 weepie starring Jimmy Stewart as the manager of a mutual savings and mortgage bank in small-town America. The film features in a new book by Laurence Kotlikoff, a Boston University professor of economics and advocate of radical banking reform who has gained King's ea.Darling prefers sticking-plaster solutions, such as living wills that would allow failing finance houses to be wound up in a more orderly fashion. But he is on the back foot as a result of Barack Obama's espousal last week of the Volcker rule: that deposit-taking banks should not be able to own hedge funds or private equity operations, or engage in proprietary trading. Bankers are, of course, kicking back: Bob Diamond, the kingpin of investment banking at Barclays, issued a barely veiled threat at Davos that this could disrupt government bond sales. What an extraordinarily arrogant and ungrateful suggestion. Barclays was not bailed out by the government, but it did benefit from an implicit state guarantee and rock-bottom interest rates. Diamond's lack of humility and self-awareness shows exactly why there is an urgent need for cultural and structural chang ボブダイヤモンドの発言は、銀行sectorITかもしれないの文化的な変更のための緊急の必要性ダーリングとキングのため、今週のG7の会議に緊張飛行することを示します

    • Massachusetts: Obama's health warning
One of the ironies of the political blow that Massachusetts has delivered both to a Democratic president and his prime piece of legislation, healthcare reform, is that the state already has a mandatory health insurance programme of its own. When it was passed in 2006, the New York Times said that Massachusetts deserved credit for tackling a problem that Washington was failing to address. Yesterday that formula was almost wholly reversed. Massachusetts was taking credit for ditching a problem Washington was trying to address. Scott Brown, the winning Republican candidate, is pledging to overturn a national health deal, even though he supports a similar health programme that operates locally. Mr Brown will take his seat in the Senate as the man whose vote breaks the Democrats' filibuster-proof majority and with it the chances of getting national healthcare reform through. Letting a Republican snatch a seat once occupied by John F Kennedy and Ted Kennedy may be regarded as a misfortune. Allowing the parvenu to imperil a whole year's work looks like – in Lady Bracknell's dictum – carelessness. There are local reasons for this upset – a poor Democrat candidate, who ran a complacent and fitful campaign, and an unpopular governor. But there are national ones too: anger over declining wages, rising unemployment, the bankers, and a federal capital prey to special interests. The same mood of frustration which Barack Obama tapped as presidential candidate is now in danger of turning against him as president. The White House wheeled out its big guns yesterday to explain that the Massachusetts vote was not just about healthcare, that the first year's work could only be judged at the end of a first term, and that change takes time to reap political dividends. There is much in what the 1つは、政治的な打撃の皮肉のは、マサチューセッツ州民主党大統領や法律、医療改革の全盛期の作品の両方に配信してその状態が既に独自の強制的健康保険プログラムです
