The Taliban today are now a national movement with a serious presence in the north and the west of the country. Foreign bases are completely isolated from their local environment and unable to protect the population. One of the reasons that the military has been so politically dominant is that successive civilian governments have relied on the generals to help them deal with national crises.In the immediate aftermath of the Kashmir earthquake of 2005, for example, the army was called upon to reopen devastated roads and distribute supplies. The scale of the disaster meant many victims were left pleading for more help. But, for all that, many acknowledged that the army did a pretty good job in atrociously difficult circumstances.This time it's different. Hundreds of thousands of military personnel are fighting the Taliban in the north-west of the country. The Taliban, meanwhile, show no sign of flagging – and, sensing victory, their morale is high.The injection of billions of dollars of foreign aid has also failed to produce any tangible benefit. Projects are ill-conceived, the economic benefits flow to contractors rather than to the people; corruption flourishes, destroying governance, building cynicism and undermining any belief in the country's future.A third approach – reconciliation – was not discussed in public during the conference, but it is now high on everyone's agenda. Essentially this means talking to key elements of the insurgency and cutting political deals to enable the withdrawal of foreign forces. But figures are meaningless when these forces can't properly function. These people had different loyalties. An Afghan's loyalty is to himself, to his family and to his tribe. A lot of them are not there because of loyalty to the government in Kabul, but because they need to make some money to feed their family.They were of all ages. Some were in their early 60s. Some could barely hold their weapons because of their experiences of the civil wars in the past 30 years. Some were bright and some young with a basic standard of education. Other were completely illiterate but very savvy.Often they would tell us they preferred the Russians [occupying the country] to the Americans. We were all Americans to them. They would say the Russians left them a better infrastructure and even took some of them on visits to Russia.It was often the case that, when we were strong, they would be our friends. When we showed a moment of weakness, they would turn against us. Americans should be asking why they are paying upwards of $50bn for this kind of information and why military officers and diplomats so rely on it.Of all this information, the most troubling concerns the duplicitous double dealing by Pakistan's powerful spy agency, the Inter-Services Intelligence, or ISI. While some of the intelligence seems wildly implausible (surely the ISI did not plot to poison Kabul-bound beer, an enormously complex operation with limited pay off since US troops are not allowed to drink alcohol in Afghanistan), the Wikileaks documents show a continued relationship between the ISI and the Taliban. But for all of its rhetorical distancing, there is more continuity – with Bush and other recent US presidencies – than most perceive.The transatlantic relationship is still the cornerstone of international engagement. The gravest danger to the US comes from weapons of mass destruction in the hands of terrorists. The US still reserves the right to act unilaterally and does not rule out pre-emption, even if it does not trumpet that fact. It will maintain military superiority, promote democracy and human rights, isolate Iran and North Korea, and counter extremism. It will work against the Taliban and with the Iraqis.There are a few differences in substance and many in tone. But it would be wrong to say this is a break with the past – US interests and values are longstanding and the tools it possesses for pursuing them are stable.The realities of the international system and continuing US interests always inform its foreign policy. The differences that exist are on the margin and, while that margin can be consequential, the new strategy should be seen in the context of the country's history.Yet it is wrong to describe the new strategy as Bush redux – it is more America redux. Plenty such alarm bells have been sounded in the public domain already. But it is important that policymakers draw the right conclusions.During the period covered by these reports, I sat in on one of the first national workshops of the Afghan reconciliation commission, headed by former president, Sebghatullah Mojadedi. Provincial police chiefs and governors and other officials split into small groups to discuss the causes of ongoing conflict. Encouraged by Mojadedi himself, every single working group fed back the conclusion that Pakistani ISI interference was the prime cause of conflict in the country.This was more an article of faith than an empirical finding. Assembled Afghan officialdom simply worked on the basis that Pakistan had supported the Taliban, was opposed to the post-Taliban set-up and must be behind any resistance to this new setup.In an even more blatant fashion, while visiting one of the Afghan provinces bordering Pakistan I asked the provincial intelligence chief to explain his role. Suicide attacks and IEDs against the military killed most of these civilians, who were innocent bystanders.Insurgents are also increasingly turning to assassinations and intentionally targeting the local population, particularly in southern Afghanistan. They may not be as deadly in terms of number of casualties caused but, in many ways, they are equally harmful to humanitarian and strategic interests in Afghanistan.Insurgent assassinations and kidnapping skyrocketed across Afghanistan in the first part of 2010, from just over three per week in the first half of 2009, to an average of 18 civilians assassinated per week in May and June 2010, according to the UN. Southern Afghanistan has been the most affected by these threats, as US and Nato promises of more troops and operations triggered greater attacks and intimidation by insurgent forces. The UN report documents in greater detail how newly proposed operations and counter-insurgency campaigns in Kandahar city and the areas around Marjah, Helmand, rather than leading to greater protection as promised, instead touched off a spike in targeted killings and other attacks. Women in Afghanistan need our support | Barbara Stocking The lot of Afghan women has improved since 2001, but they still struggle to be heardFor women in Afghanistan, some things have changed since 2001. Many more girls are in school, though attacks on schools are at an all-time high. Maternal mortality has decreased in some areas, though still one woman dies in childbirth every 30 minutes. Women do have a number of seats in parliament, even more than in many western countries for example, though they will tell you how difficult it is for them to get their voice heard. Many Afghan women and men are now truly afraid of what might happen in the future.It is not just the Taliban who have sought to limit freedoms in Afghanistan; certainly many of the more extremist elements in the government have done so as well. With elections coming up later this month, it will be critical to ensure that women still play an active and equal part in government.Some people try to reassure me that accepting the fundamentals of the constitution, which mandates equal rights for women, will be a prerequisite to peace negotiations. But the constitution is no guarantee. It would take just another grand council or Loya Jirga to revise it.The question is what safeguards for women's, and other basic human rights, could be built into the negotiations. It is hard to see what these could be but there is much leverage through aid money, through support to Afghan women or by pressure on any new government in the international arena.The best defence is the development of Afghanistan itself. Afghanistan's future must be driven by the desires and aspirations of the Afghan people, and greater efforts must be made to build Afghan institutions over the long term. Nor is it astonishing that, one week after the rains began, anger with the government is spreading. A version of this plan was first presented at the London conference on Afghanistan in January, where the initiative received financial and political support.Traditionally, jirgas have been a mechanism for resolving communal and tribal conflicts in many parts of Afghanistan, as well as at the national level. Jirgas have been useful in solving disputes and averting further deterioration or perpetration of violence. Their decisions are often binding and forced, and resolutions arrived at through jirgas do not necessarily pass tests of justice or fairness. Furthermore, jirga representatives are often notables and local power-holders who may see it fit to impose their own will on the public, rather than represent the public's desires.We may be tempted to hope that the coming jirga might put an end to the continuing violence. However, as the new developments unfold around the reintegration and reconciliation plan, including the latest on offering exile to the Taliban commanders, the hope gets murkier.We hear various arguments against the reintegration plan. One of its only known components is the provision of incentives for the insurgents to renounce violence. I wonder what Dick Cheney will have to say today. Something tells me he'll duck interviews for a few days. Except for Fox of course, which will tee up his toxic propaganda in whatever form he wishes.Now that we have Baradar in custody, as the attackerman points out, it's vitally important that we get good intel out of the guy:The ultimate point of fighting the Taliban is to compel them to give up fighting and accept some version of a post-Taliban order in Afghanistan. They may be unwise to waitIn the lead-up to this week's international conference in London, remarks by the commander of US and Nato forces in Afghanistan, General Stanley McChrystal, and the US defence secretary, Robert Gates, have given a boost to those who would like to see the Taliban engaged in a political settlement. The prevailing view in Washington is that many Taliban fighters can be won over, but that the current US troop surge has to roll them back first, reversing Taliban successes and gaining control over the population centres and major roads. According to the American strategy, the US military has to weaken the Taliban before negotiating with them.General McChrystal has both a special fund of $1.5bn to provide incentives and other forms of support for Taliban fighters who put down their arms, and a group of British and American officers who are drawing up plans to win over Taliban commanders and fighters as the troop surge tilts the battlefield back in favour of the US. General McChrystal told me in Islamabad in early January that he is confident that many Taliban will be won over in the field. This US reconciliation effort would be led by President Karzai, who for several years has called for talks with Taliban leaders.There is another way of looking at the crisis.
