      Country-by-country tax reporting would help developing regions break their aid dependency – but the IASB is against proposalsSomething quite extraordinary is happening in the world of accountancy. The International Accounting Standards Board (IASB) that sets the rules on accounting for most of the world is considering a proposal for a new accounting standard put to it by civil society. This has never happened before.The proposal is for a cut-down version of what is called country-by-country reporting. That concept is explained here, as are the benefits. The cut-down version, explained in chapter six of this IASB document, is more modest. As a first step towards full country-by-country reporting, campaign group Publish What You Pay (PWYP) has asked for country-by-country reporting to apply to just the extractive industries for now. That term applies to those companies that are engaged in the oil, gas and mining sectors.What PWYP asks for is disclosure in the published accounts of multinational corporations engaged in the extractive industries of a breakdown of the sums they pay by way of taxes and similar charges to the countries that host their extraction activities. It also asks for disclosure of additional relevant information such as total sales by country, costs by country and reserves by country as well as the name of all local subsidiary companies so that the reasonableness of payments made and the legal identity of the local companies paying them can be determined.The intention of the proposal is clear. In January, patrol vessels from each nation exchanged gunfire with one another. A similar exchange in November resulted in severe damage to a North Korean vessel, and the death of a North Korean sailor. The disputed area involves several islands that are claimed by both sides. South Korea recognises a UN-drawn line of demarcation, while North Korea does not.If Cheonan sank because of an accident, the incident will serve as an example of the challenges presented by high tension situations like that between North and South Korea. In such situations, a lack of information can lead to considerable danger, as both sides face pressure to react without having a grasp of the full situation. If, on the other hand, Cheonan was destroyed by a torpedo, the situation must be considered extremely grave. So she can lose to Manchin and still keep her House seat, probably. She was due to announce her intentions this evening, but why wouldn't she?This sets up an interesting race. I've been going back there every summer ever since.Were the people initially suspicious of you?Well a girl from the north with a camera was a source of some ... not suspicion ... but novelty, I guess. But they opened their houses to me and they said I could stay. One family pointed up the mountain and told me I could be buried there. I've come to love the place and the people. I go back every summer. I ring Grapevine almost every night. It's a real friendly place even though there is some crazy stuff that goes on there.What was your initial intention for the project?I came out of the Yale photography programme. Walker Evans was certainly a touchstone, but what I do is not a sociopolitical treatise on the area. I'm not making any big statement. In terms of subject matter, I was primarily interested in male-female relationships. I went down there from New York and I saw a bunch of scenarios I hadn't ever been around. Let's just say it was a much more traditional place with non-urban values. Africa, the hot spot of their challenge, is undoubtedly in better shape today than when they were launched. Most of the continent's wars are scaled back or ended. Most of the continent is enjoying economic growth and, for many, at the highest levels since independence. The Aids, TB, and malaria pandemics are at least partly in check. Child mortality rates are declining.These gains are being achieved despite recession in the US and Europe, which in earlier times might have sent Africa into a tailspin. It used to be said that when the US and Europe caught a cold, the developing world caught pneumonia. No longer. The poor countries are going about their business while the developed economies convalesce.There are at least four reasons. The first is China. Not everybody has the finances to perform the hajj, Mount Sinai has special significance in Christianity, Islam and Judaism and the Bedouin have no income. I would also concur with his assertion that there is not much in that neck of the woods except the mount itself, St Catherine's Monastery and the Burning Bush. It might be fruitful, in an economic sense, to develop the area further.Where al-Qimni comes a cropper is his use of the word Ka'bah, which has immediate and almost non-negotiable connotations of a particular granite building in Mecca. The word itself, or so my rudimentary Arabic tells me, means cube or cubic. And Obama has been losing support among Latinos in the last couple of months.Before conservatives start braying, I would point out that it's scarcely unusual for administrations to make moves to placate the people who voted for them, even in the face of public opinion. But the Russian objective was not to help the Abkhaz gain independence or to hand them the lands of ethnic Georgians, it was to subsume the territory into the greater Russia and to destabilise the government of Georgia, so that Georgian ambitions to join the Euroatlantic community were snuffed out.The reality is now dawning on the Abkhaz: instead of independence they have got Russian annexation. Thousands of Russian soldiers and workers have moved in, and they are not likely to be heading back anytime soon, if ever.The rivers and coastlines of Abkhazia are being pillaged to provide construction materials for the Sochi Olympics, threatening environmental disaster in the years to come. Russian companies, such as Rosneft, are scouring the land searching for assets to exploit.       A survey by the social networking site Gaydar puts the Tories ahead of LabourIf there's one demographic that Labour should hope to count on even when others are deserting in droves, it's the gay vote. But an interesting survey out today suggests that David Cameron's attempts to shake off the demons of Section 28 appear to have paid off.It's particularly interesting as the end of the survey period, 18-24 March, coincided with the screening of Cameron's awkward Gay Times interview, where he was asked why his MEPs refused to support a motion condemning a homophobic law in Lithuania. The survey was carried out among 1,500 users of the gay social networking site Gaydar, which means it's self-selecting and we must inject lots of caveats. But helpfully it asked how Gaydar users had voted in 2005, and how they planned to vote in 2010, which gives us a useful comparison.This is how members of the Gaydar survey panel said they had voted in 2005:Labour: 39.9%Conservative: 22.1%Liberal Democrat: 19.8%Did not vote: 6%Other: 4.1%Green: 3.7%Scottish National party: 3.5%Plaid Cymru: 0.9%Unsurprisingly, a big lead for Labour. The terrorists' intention is to sow mistrust and stoke fears; their aim is to weaken the democratic rule of law and to shatter citizens' confidence in public institutions. Governments are determined to prevent this, but the reality is that frequent terror alerts tend to increase rather than reduce insecurity among our people.The debates across Europe on new security laws to fight terrorism have sometimes created the false image that states threaten rather than protect their citizens' freedom. In fact, the often-assumed conflict between freedom and public security does not exist.Freedom and public security are not irreconcilable opposites. They complement and even depend on each other. Public security is a prerequisite for freedom, and protecting freedom is at the core of a democratic state's responsibility for public security.A state's monopoly on the use of force is justified if citizens can rely on it to ensure their security. The prevention of threats, along with law enforcement that involves prosecuting offenders, are crucial responsibilities, but they do not require, as a matter of principle, ever-newer security laws.Of course, security authorities need suitable tools to fight terrorism. As terrorists take advantage of new technologies, the legal and technical means used by security authorities must adapt accordingly. But terrorism cannot be fought by the security authorities alone.Prevention is better than repression.       A likable and slickly constructed Bollywood tale of understanding and tolerance has unwittingly provoked a storm in MumbaiIndian superstar Shahrukh Khan (often lovingly intialised to SRK) has found this film to be a lot more controversial than expected, even allowing for its plotlines involving US homeland security and terrorism. SRK plays an Indian man with Asperger's syndrome who, for reasons revealed as the film unfolds, is on a quest to personally deliver a message to the US president. Fox paid a lot to secure the international rights to this film and while the ultimate message it delivers, of understanding, community and tolerance, is one that deserves to be heard, it seems unlikely that it will have far-reaching crossover appeal – to say nothing of its problems in Mumbai, where the large and very vocal Shiv Sena movement have been attacking Khan via the film that bears his name. Western screenwriting guru Syd Field gets a credit for story consultancy, but the film is still very much structured according to Indian traditions. For instance, the interval is still used as the point where the film changes gear. As usual, the first half is more soap opera, spending plenty of getting-to-know-you time with the appealing characters before putting them through the wringer in the more politicised second section. Khan's quest lands him in government detention and sees him helping out a hurricane-ravaged Georgia town, while the post 9-11 climate sees anyone even vaguely resembling a Muslim under verbal and often physical attack. It's stunningly shot, on mostly US locations, and tackles plenty of hard topics – its deceptively light touch gets heavier as things progress.
