      Afghanistan has rich seams of minerals, worth up to $3tn, but systems to ensure transparency and control of revenue flows must quickly be put in place in the extractive sectorFor all the column inches and hours of negotiations spent discussing Afghanistan's recent past, present and future, one of the most pressing parts of the puzzle remains largely overlooked and poorly understood. The country sits on top of vast mineral deposits, which, if properly managed, offer the best chance of lifting a generation out of poverty and weaning the country off international aid.Afghanistan houses rich seams of copper, iron, gold, lithium and rare earth deposits worth up to $3 trillion, according to the Afghan government. Unsurprisingly, the government and international community are eager to see these resources exploited. The plan is to sell off rights to access many of the country's mineral deposits over the next three years in the runup to transition in 2014 – potentially releasing a vast amount of revenue for the Afghan economy.What happens to that money will largely depend on the decisions taken by the Afghan government, its international allies and investing companies over the next three years. With the right systems in place to govern a fast-emerging extractive sector, these revenue streams could bridge the funding gap left by a cash-strapped OECD community that is looking to reduce Afghan dependence on its money post-2014.But it could just as easily go the other way. The billions of aid dollars invested over the past 10 years have not produced the intended results. Developing countries have little hope against TNCs' armies of tax lawyers and accountants. This is why Christian Aid and others are calling for TNCs to be required to be more transparent about their finances, revealing the profits they have made and taxes paid in every country where they operate. But the diplomatic consequences of the assault that killed nine Turks were far from predetermined. Negotiations took place over the next 15 months between Turkey and Israel. Suggested phrases went back and forward, but each time the two sides came close to an agreement, it was leaked. The talks were considered so important that the publication of the UN investigation, chaired by Geoffrey Palmer, a former New Zealand prime minister, was delayed for three months.In the end, that report, which criticised Israel for using excessive force but upheld its right to blockade Gaza, was itself leaked. In offering regret and compensation but refusing to apologise, Binyamin Netanyahu's government made a conscious decision: once again Israel chose a tactical victory over a strategic relationship. At stake was more than an important military association, more than trade and tourism. It was Turkey's decision to waive its veto that allowed Israel to join the OECD. Turkey is an increasingly important interlocutor in an Arab world that has lost the certainties of its dictators, the Mubaraks, Gaddafis and Ben Alis.       In 2009, when the U.S. authorities bailed out some of the key participants in the sub-prime mortgage debacle, it became clear (to paraphrase George Orwell) that “all are equal, but some are more equal than others.” Regardless of its political hue, the government was going to offer a helping hand to such giants as AIG or Citigroup, creating, in economists’ parlance, a problem of moral hazard. At its core, moral hazard is about an absence of responsibility for one’s risky or incompetent behavior. Companies deemed “too big to fail” can engage in risky investment ventures or delay painful restructuring, knowing that the economy-wide ramifications of a potential collapse will force governments to dole out generous bailout packages. Not surprisingly, the recent crisis has cast the moral hazard problem almost exclusively as a hallmark of large corporations, thus creating a legitimate opportunity for government interference. The government itself, however, is by far the most likely and dangerous source of the problem. If being too big to fail is a tell-tale sign of moral hazard situations, then the government apparatus and the politicians who service it become natural suspects. Even in free-market economies, however, governments can still be susceptible to moral hazard situations. Consider Estonia, known until recently as one of the most business-friendly economies in Europe, a country that joined the OECD in December 2010 and adopted the Euro in January 2011. In 2001, the government of Tallinn, the Estonian capital city, sold a majority of its share in Tallinna Vesi, a Soviet-era water utility, to U.K.-based United Utilities Group PLC (UU.L). Several G8 members are seriously off track and many donors, including the UK, are increasingly focusing resources on migration, security and commercial interests. If the G8 members had all kept their promises, every child would now be going to school. Instead, for Africa, only $11bn of the $25bn promised has arrived. It is right that there are discussions planned with the prime ministers of Egypt and Tunisia – who will make their case for substantial aid and other support. Greece, Spain, Portugal, Britain… we're all sinking ships, according to legions of newspaper pundits, the People Who Know. But what happens when one of these global monitors – the OECD – swivels round and looks at the state of journalism itself? Prepare to sit rather uncomfortably.An OECD working party produced a thumping report on newspaper futures last week that made big headlines in America. US circulations falling like a stone (only 30% saying they read a paper the previous day). Sales and advertising revenue down a walloping 30% in two years. Cue much familiar transatlantic wailing. So cue contrapuntal UK grins, plus smug lectures on the competitive wonders of our own fantastic press?Forget it. Cue white-faced gloom. In virtually every category, Britain fared second worst among all the OECD's 31 member countries. Our publishing market – turnover via sales and ads – had slipped 21% between 2007 and 2009, worse than Greece. Projected print advertising falls, at 26%, were the steepest in Europe. Only 33 British citizens out of 100 claimed to have read a paper recently – as opposed to 94% in Japan and 82% in Norway. There's no hiding the harsh truth, then. Something quite unconnected with Labour's legacy, banking perfidy and the rest is going wrong. Something direly needs to be done.Of course you can wheel in with explanations and excuses on tap. This is a lot compared with Germany, where men get just 22 minutes extra, but still not really enough to be of much use. If you have to drive to your leisure activity and back, for example, you may as well not bother; better to stay home and fret quietly.There are, of course, some grey areas in this leisure gap. Shopping can be a hobby or a chore, depending on what you're buying and how much you've got to spend. Grooming can be business or pleasure, depending on your point of view. Enjoying your job in any way would probably be considered cheating.I'm not the busiest person in the world, or even in my marriage, but officially, none of my time is free time. Every minute of every day is spoken for. All my leisure activities, therefore, take place in hours robbed from non-leisure categories. I watch telly when I should be sleeping. I teach myself the banjo off the internet when I should be working. I read when I should be playing with my children.Because I work from home, most of my hobbies – and don't get me wrong, I have many – must be reclassified for accounting purposes.       Economic pressure is a powerful tool when it comes to Israel, and the OECD is undermining the EU's firm stanceDespite all the diplomatic disquiet over Israeli policy towards the Palestinians, actions speak far louder than words when it comes to Israel's international status. In May, the country seems set to be ushered into the OECD, following years of campaigning from successive Israeli governments. Such a move would be another step in welcoming Israel in from the cold, and demonstrates certain states' willingness to overlook Israel's questionable behaviour as an occupier in favour of enhanced fiscal and political ties.In January the OECD's incumbent secretary general implied that Israel's admission is all but guaranteed, and there seems little objection to the decision from the organisation's 30 member states. For Israel's part, accession to the OECD is of great advantage, both in terms of global prestige and practical economic benefits. Israel's credit rating will be upgraded as a result, and Israeli firms will find it much easier to raise capital on the back of the vote of confidence issued by the OECD's leadership.The only fly in the ointment is a dispute over information submitted by Israel to the OECD as part of its application for membership.
