I would like to point out that the tactics used by the police in London during the royal wedding (Report, 30 April) are exactly the same that communist police used in Czechoslovakia against human rights activists and dissidents in the 1970s and 80s before each controversial political anniversary (the August 1968 Soviet invasion etc), and always before a visit of a western politician. Dissidents were detained for 24 or 48 hours. After the western politician left the country, they were released. Another technique used by the communist police against dissidents quite often was to drive them out into the countryside in the middle of the night and drop them in the middle of nowhere, so that they would not get back to Prague in time for the planned event. Tolerance is a political arrangement. But Tariq Ramadan talks about it only as a personal virtue. That's not enoughI've heard Tariq Ramadan talk three times now, and read two of his books; all these experiences have left me with a curiously slippery and unsatisfying impression. Mark Vernon's piece about him goes a long way to explaining why. It turns out that my complaint against Ramadan is almost exactly the opposite of the one which has been used to keep him out of the USA. His opponents there think he is really a political figure, under the guise of being spiritual leader. I think he is not political enough and talks altogether too much about spirituality.This comes up very clearly in his treatment of tolerance. He says that there are three ways of understanding tolerance: you can either have an established religion, which makes more or less room for dissident communities: this is the model of classical Islam, and of the British state until, shall we say, the coronation of the present Queen; or you can have a secular state, which is neutral between all religions. This the model of the USA, or France. Neither of these positions is self-evident or problem-free. Even in the secular model there are still disputes about what constitutes a proper religion or not – scientology is not one in France, but it is in the USA; and I would argue that the reason for the USA's apparent latitude about religious denominations is that it does in fact have an established religion which is a kind of nationalism. An accusation of unAmericanism is in essence an accusation of heresy or worse. But these are, really, the only two political models for accommodating religious differences that have ever been discovered. Ramadan offers a third approach. The local Labour party office assiduously helped me to obtain tickets for prime minister's questions each year, which meant a lot to the 16-to-18-year-old students I took to Westminster to see what was going on. Through his sensitive talks with my classes, Ashok encouraged those young people to become more community-orientated, and perhaps even to emulate him themselves. Most Russians consider that deal a colossal theft of public assets. The beneficiaries became known as the oligarchs.Now Mr Khodorkovsky is in jail, convicted of fraud in 2005 and facing new charges that would see him imprisoned for another 20 years. His fate reveals a lot about the direction Russia has taken in the decade since Vladimir Putin took power.Mr Putin offered the country's media and energy barons a deal. They could keep some of their wealth if they renounced any ambitions to meddle in politics. Most acquiesced; Mr Khodorkovsky did not, seeking to fund liberal trends in an increasingly authoritarian, nationalist climate. That is why he lost his freedom.Writing in today's Observer, he describes himself as a political prisoner and calls on Britain to challenge Russia on human rights and corruption. - Northern Ireland: A violence from the past
The riots and attacks may slow – but do not stop – the shared future being built in Northern IrelandThe violence of the last few days in Northern Ireland has been in marked contrast to the earlier part of this year's marching season. The Drumcree march and many other marches passed off peacefully, or largely peacefully. Now, however, we have again seen people out on the streets rioting, we have seen police officers and members of the public injured, and we have seen shotguns, blast bombs, petrol bombs, bricks and other missiles thrown across communities and at the police. We have seen again the use of baton rounds and water cannon.The scenes of destruction evoke the memories of years gone by. There were reports not only of hooded, masked men engaging in violence but also of small children on top of the shops at Ardoyne, a traditional location for hurling down missiles on anyone below. This violence, though, is on a smaller scale, looks very clearly orchestrated and bears the marks of dissident republicanism.Great work has been done again this year. There have been 2,423 marches in Northern Ireland so far: 603 of them took place yesterday. There are a further 856 marches to come: 841 will have taken place by 31 August. Marching is certainly still a strong part of the culture. Some 65% of our marches are unionist and loyalist and 3% are republican and nationalist. The remaining 32% are motor cavalcades, girl guides on parade, and so on.While the Orange Order talks of Orangefest and there are portrayals of the marching season – and particularly the Twelfth – as a community festival, that is not the experience of the whole community. - Time for the Cuban travel ban to go | Stephen Wilkinson
The US has stalled over moves to end the nonsensical travel ban on Cuba. But with reform afoot in Havana, the time is ripeOf all the misguided policies that the US has towards Cuba, perhaps the most nonsensical, counterproductive and downright hypocritical is the travel ban. Cuba is the only country in the world that Americans cannot visit. Under the current restrictions, brought in by George W Bush, only Cuban-Americans and, through a complex licensing regime, a few businessmen, journalists, students and academics can travel to Cuba. Because tourism is not allowed, 99% of their compatriots just can't go. Quite why the citizens of what is supposed to be the bastion of freedom should be not be free to travel wherever they choose is a question that not even the supreme court has adequately addressed. It's a violation of the Universal Declaration of Human Rights and makes the US call for human rights in Cuba ring very hollow. The US is the only nation in the world with a Cuba travel ban. If it believes it appropriate to ban Americans from visiting nations that have a deplorable human rights record then why doesn't the US declare dozens of other countries off limits? Americans are free to visit China and Saudi Arabia, as well as Iran, Syria and North Korea – so why not Cuba?According to opinion polls, most Americans and, indeed, even Cuban-Americans are now in favour of ending the travel ban and the overwhelming majority of Cubans I have known – of all political stripes, including dissidents – have wanted the US travel ban ended, too.So you'd think it a no-brainer. But you'd be wrong.As this summer opened, it looked as though the United States was going to have a new policy. President Kagame's pre-election crackdown is not about repressing the opposition – it's aimed at his own partyElections tend to bring out the worst in Rwanda and the 2010 presidential vote, which takes place on 9 August, has proven no different. In recent months, opposition leaders, journalists and dissident military officers have been jailed, injured or murdered. On 25 June, Jean-Léonard Rugambage, the acting editor of the Umuvugizi newspaper, was shot dead in front of his house in Kigali.Rugambage had written several articles criticising the pre-election crackdown by President Paul Kagame and the ruling Rwandan Patriotic Front (RPF). A month before Rugambage's murder, the government suspended Umuvugizi and another critical newspaper, Umuseso, on grounds of inciting public disorder. Kagame's main opponent, Victoire Ingabire, leader of the FDU-Inkingi party, and her American lawyer, Peter Erlinder, were arrested and locked up.Human rights groups have accused Kagame and the RPF of authoritarianism and of rigging the election. However, simply labelling the Rwandan government as authoritarian shrouds the complexity of political and social divisions in Rwanda and provides little insight into the future directions of the country.Elections in Rwanda both illuminate and exacerbate ethnic and political relations. Moves toward multi-party democracy in the early 1990s allowed the rise of extremist Hutu political leaders who sought the extermination of political moderates and Tutsi civilians, culminating in the 1994 genocide. Like the current presidential election, the lead-up to the 2003 presidential and parliamentary vote was also marred by violence and the quashing of political dissent. Originally published on 1 February 1983The driving habits of a life-time were changed overnight for more than half the motorists in the country yesterday as they bowed to the inevitable and started wearing seat belts.Over the country more than 90 per cent of drivers and passengers were wearing belts compared with about 40 per cent before it became compulsory.Surveys by the Automobile Association showed Teesside drivers topped the league, with 97 per cent wearing belts. Cardiff and Edinburgh were at the other extreme with only 64 and 65 per cent. Other towns surveyed fell mostly near the top of the two extremes. Bournemouth and Cove。。try, 96 per cent; Merseyside, 95; Grea。。er Manchester, 93; Glasgow, Inverness, Nottingham and Newcastle, 92; Leeds and Truro, 90; London, 86.Most of the potential offenders blamed absent-mindedness rather than defiance when questioned, and at a service station many of the people driving off after filling up had forgotten to put on their belts again.The delivery driver loophole in the new law was manifest in town centre traffic. Eliminating vehicles like milk floats and vans obviously carrying out very local deliveries, who are exempt, it appeared that something like 35 per cent of van drivers who should have been belted were not, including a van loaded with building materials, immediately behind a police patrol car.The unbelted driver and passenger of a hearse seen heading for the Golders Green Crematorium may have been counting on the defence that they were involved in the collection and delivery business too. - Queen to visit Irish Republic by end of next year
Visit will be first by a British monarch since George V in 1911 at time of Home Rule crisisThe Queen is to make a historic first visit to the Irish Republic before the end of next year. Teesside Labour MP with an unrivalled constituency recordAshok Kumar, who has died suddenly aged 53, was a diligent and committed constituency MP who had a reputation in the Labour party for achieving a record level of contact with the voters in his Middlesbrough South and Cleveland East constituency. It was a measure of his anxiety about the danger of losing his seat in the House of Commons, having first been elected at a byelection for a seat he then lost at the subsequent general election.It proved a catalyst for his political career. Every weekend he returned to Teesside from Westminster and worked on his local campaigns to promote his own political causes and those of the party. In consequence, he achieved a phenomenal 80% contact rate with his constituents, which was regarded with awe by his colleagues at Westminster and with quiet satisfaction by the residents of the seat he first won (before boundary changes) in 1991. He was modest about this achievement. He was a quiet man who was regarded as a loner in the House of Commons, which can, in any case, be a very lonely place, even for the most convivial.Kumar was born in Hardwar, India, the son of Jagat Ram Saini and Santosh Kumari, who brought him to live in Derby at the age of two. He went to Rykneld Boys' secondary modern and left with only two O-levels at the age of 15. He then found himself unable to get a job, but was rescued through an introduction to socialism from a friend, which then led to him being persuaded to return to full-time education. The story was told that he went to a local library and requested to borrow the works of Lenin, but was gently directed towards the Tribune newspaper. So three weeks of this have demonstrated that you people have pretty strong vocabularies. Makes me happy to see I have high-quality readers. But it makes my job difficult.On the one hand, I have to give you tough and rarely used words. In Berlin's Mitte district, an understated memorial centre honours the men and women who resisted Nazi rule. Its modesty is fitting, because relatively few Germans were prepared to risk their lives to take on Hitler, even if the restraint makes for a contrast with occasional French claims about their resistance, which, though it later grew, was initially also thin on the ground. The rebels' rarity provides additional reason to revere them as individuals – especially now time's tide has pushed them to the brink of extinction. Yesterday brought news of the death – at 98 years – of one of the most remarkable of the species, Freya von Moltke. Wealthy and well educated, Von Moltke and her husband, Helmuth, did not use their privileges to protect themselves, but instead to do what they could for victims of the Nazis. Ultimately, they tried in vain to bring the poisonous regime to an end. Helmuth's Kreisau Circle, the dissident set which drew its name from his country estate, dreamed up plans for democracy from the early 1940s, and backed the attempt to assassinate Hitler in 1944. After it failed, Freya was left a widow when Helmuth was executed. She dedicated much of the six and a half decades of post-war life she would enjoy to chronicling the German resistance, in lectures and books, and in her later years she supported the conversion of Kreisau into a centre for European reconciliation. Its potential is vast: with its population of 1.3 billion, many becoming newly affluent, the market is a covetable prize for western companies.
