Obama publishes new healthcare plan Seven-page plan includes sweeteners to win back voters and offers chance of reviving US healthcare reformBarack Obama today moved to end the month-long paralysis in Washington over healthcare reform by finally publishing his own proposals, including a populist measure to curb excessive rises in insurance premiums.Obama is to present the seven-page plan, posted on the White House website, to a joint meeting with Democrat and Republican members of Congress in Washington on Thursday. The plan offers a chance of reviving healthcare reform, the flagship legislation of the Obama administration, when it looked as if it might be killed off after the Republicans stunning Massachusetts Senate victory last month. The Senate and House have passed different versions of healthcare reform and the Democrats were about to thrash out a compromise bill for a final vote when Massachusetts disrupted their plan.Obama has basically taken the Senate version of the bill and added sweeteners aimed at winning back voters who expressed hostility to the reform. The biggest sweetener is the creation of a body that will decide whether increases in premiums by insurance companies are unreasonable. This comes on the back of angry public protests in California after an insurance company raised its premiums by 39%.The White House is also promising to make insurance more affordable by providing the biggest tax cut for healthcare in history, reducing costs for tens of millions of working-class families and small businesses and extending healthcare to 31 million more Americans. The new bill offers a way through the tortuous legislative process for the Democrats. They can pass the Senate version of the bill, and then at a later date come forward with another bill to amend any remaining controversial issues. The Dutch retreat | Ian Buruma Srebrenica's shadow hangs over the Dutch pullout from Afghanistan, but the Nato alliance is increasingly fragileThe Dutch army has been operating as part of Nato in a remote and unruly part of Afghanistan since 2006. Fighting against the Taliban has been heavy at times. Twenty-one Dutch lives have been lost, out of about 1,800 men and women. The Dutch were supposed to have been relieved by troops from a Nato partner in 2008. No one volunteered. So their mission was extended for another two years. But now the Social Democrats in the Dutch coalition government have declared that enough is enough. The Dutch troops will have to come home. Since the Christian Democrats do not agree, the government has fallen. This is highly inconvenient for President Barack Obama, who needs all the help he can get in Afghanistan, even from small allies, if only for political reasons. To many Americans, especially of the neoconservative persuasion, Dutch behaviour might confirm all their suspicions about perfidious Europeans, addicted to material comforts, while remaining childishly dependent on US military protection. When the going gets tough, they argue, the Europeans bow out.It is true that two horrendous world wars have taken the glamour out of war for most Europeans (Britain is a slightly different story). The Germans, in particular, have no stomach for military aggression, hence their reluctance in Afghanistan to take on anything but simple police tasks. Mindful of Ypres, Warsaw, or Stalingrad, not to mention Auschwitz and Treblinka, many regard this as a good thing. Still, there are times when pacifism, even in Germany, is an inadequate response to a serious menace.Pacifism, however, does not really explain what happened in the Netherlands. Barack Obama's medical: how does he compare to the rest of us? Overall, the president is in excellent health, but he really should stop smoking those cigarettesBarack Obama's medical has just been released. So how does he fare – and how do you compare?President Obama is in excellent health. He weighs 180lb or, in English, 12st 12lb, which is a good weight for a man of 6ft 1in, giving him a body mass index (BMI) of 23.5 – well within the normal range. A normal resting heart rate is about 70 beats a minute. Obama's slow resting heart rate of 56 suggests he is fit and is consistent with his regular visits to the gym. His blood pressure of 105/62 is excellent and, again, suggests fitness. The cholesterol is slightly more complicated as the Americans have not yet changed to SI units. Obama's total cholesterol is 209 mg/dl. To convert to our more familiar SI units you have to divide by 38.67 giving him a total of 5.4 mmol/litre. The upper limit of normal is currently 5.2 mmol/litre. Cholesterol has two sub-groups, low-density lipoproteins (LDLs) and high-density lipoproteins (HDLs). It is the LDLs that clog up the arteries, and it is Obama's LDLs that are slightly raised. This is not a major problem. In the UK, most family doctors would tell a patient like this to stop worrying about cholesterol and instead concentrate on the greatest threat to his health, which is – or maybe was – smoking.By far the most interesting aspect of the report is that it has been released to the public. What, I wonder, is Gordon Brown's blood pressure? The differing attitudes in the US and the UK towards the public's right to know about the health of their leaders could not be more striking. Last year there was speculation as to whether our prime minister was depressed. An annual medical, disclosed to the public, would have prevented such questions. As it was, _NULL_

Beyond the voodoo void of finance | William Brittain-Catlin The moral gulf between citizens and banks must be replaced with an ethic of responsibilityIf the second worst financial crisis in history signalled the implosion of offshore capitalism – that remote, distant and out-of-control economic system that crashed and burned in 2008 – what kind of capitalism is replacing the old, bankrupt model? To see what is on the horizon, one need only look to the United States, where the Obama administration is engaged in the task of building a new, onshore capitalism.Barack Obama wanted the US to find its home in the world and within itself after the fractious and divisive Bush years – and this applied as much to foreign policy as on the home front, with healthcare reform, for instance. It is the case too, in the reforms to the banking and financial system that the administration is pushing through Congress. To be sure these reforms, like the onshore nation that Obama wants to build around them, are in essence no less capitalistic than what came before. But there is a wide margin of difference: that to function properly and equitably the national economy must establish a connected, human relationship between its citizens and their financial system. The duty of individuals and companies to pay their taxes and for the government to crack down on tax havens is the capstone of the onshore nation. There can be no doubt that the Obama administration has shown great leadership and perseverance on this count, though there is still much work to be done in imposing higher standards of information-sharing on the recalcitrant tax haven world. In banking, the reduction of the scope and scale of the largest operators is integral to the task of building a reformed onshore capitalism. The Texas two-step and the tea party | Richard Adams Will the new wave of Tea Party activists upset the established Republicans in today's Texas primary voting? It's voting day in the Texas primaries, as three candidates fight out the right to be on the ballot in November to be the next governor of Texas. Not so long ago the long-established, high profile US senator Kay Bailey Hutchison was thought likely to sweep in and knock out the often unpopular incumbent, Rick Perry. But somehow, perhaps because of Texas's relatively solid economy, Perry is now the strong favourite to win the Republican nomination today and then hold on to the governor's mansion in November's election. In the latest set of polls, Perry's support is appears solid in the upper 40s, and there's a clear gap between himself and KBH.But there may be a catch. As aficionados of the 2008 election season might recall, Texas has a very peculiar primary system that combines a normal election, with voting on bits of paper and ballot boxes, with a later caucus-style event. Back in 2008 Barack Obama's team so successfully exploited the dual nature of the Texas system that he got the most delegates out of the state, despite Hillary Clinton winning the popular vote. This time around it might be the Tea Party movement that upsets the apple cart. If they turn out in numbers, and effectively take over the evening caucus infrastructure – as Obama's people did in 2008 – then there could be some surprises. Texas rules mean that if no candidate wins more than 50%, then a run-off between the top two candidates will occur.Still, the most likely outcome is Perry winning the nomination and then the 2010 midterm election on 2 November. But should there be a run-off, there's a chance that the Tea Party-supported candidate, Debra Medina, might overtake Kay Bailey Hutchison for the n

Deficit politics: Chase to the cuts America cannot continue to spend as though government deficits do not matter, Barack Obama announced yesterday as he unveiled his 2011 budget. That sort of message has now become the default position of political leaders in many other countries too, including our own, although the recognition has been conspicuously grudging in Gordon Brown's case. Yet if the politics of deficits have now become increasingly universal, the immediate implications still differ sharply in the light of differing local circumstances.British politicians, for instance, have few expensive shop-window programmes whose disappearance will cause as little political blowback as President Obama is likely to face for scrubbing Nasa's expensive return to the moon programme this week. America is unlike Britain in other respects too. Unemployment is higher on the other side of the Atlantic than it is here, for instance. And the emphasis on job creation in Mr Obama's budget is a vital reminder that there are other ways of bringing down deficits – economic stimulus and tax rises – as well as spending cuts.Cuts in this country, as opposed to cuts on the moon, all come at a political price – even the big-ticket defence cuts which many ministers eye as an easy option but which Mr Brown is expected to try to face down this week. The reason for this is obvious. Deficits may matter, but spending cuts of any kind are a hard political sell in the run-up to an election. That's why, of course, our politicians prefer to keep it vague and to talk as much as possible about efficiency savings that fudge the really difficult decisions about cuts, taxes and timing.David Cameron's decision to soften his position on early spending cuts fits this pattern. Because the Tories have not yet set out their cuts plans in detail, and
US army chief to consult on ending anti-gay rules General George Casey says armies ending gay and lesbian discrimination have experienced no detriment to battle readinessThe US army chief of staff today said he would consult generals from Britain and Canada about gay men and lesbians serving in the military, adding that armies ending discrimination had experienced no detriment to their battle readiness. But General George Casey and army secretary John McHugh said they opposed an effort to stop openly gay soldiers being discharged while the Pentagon takes a year to study the repeal of a policy barring them from serving.Their testimony in the Senate today dashed the hopes of gay soldiers and others that Congress will pass a moratorium on discharges while military brass review personnel policies over the next year.Barack Obama and the chairman of the joint chiefs of staff, Admiral Mike Mullen, oppose the Clinton-era policy that allows gay people to serve in the military so long as they keep their sexuality hidden. Since 1994 more than 13,500 gay people have been discharged under the policy, one of the last instances of official discrimination in the US.Opponents of the policy say it keeps patriotic men and women out of the military while the US is fighting two wars. In Afghanistan, US troops serve alongside British units that include openly gay soldiers, and US generals have said they have seen no problems. The remarks came today as Congress considered inserting a moratorium on discharges into the US defence budget for next year. Casey said that would in effect implement a policy while military leaders are still studying how best to do so.A separate study released today of 25 countries that allow openly gay people to serve in the military found rapid implementation is key to success, a position that contradicts the call by

Towards a just society | Michael Sandel Although we debate the meaning of the 'good life', it is impossible without shared ideas about justice and civic virtuesToday, most of our political arguments revolve around welfare and freedom – increasing economic output and respecting people's rights. But a just society requires something more: reasoning together about the meaning of the good life. Whether we're arguing about financial bailouts and bankers' bonuses, or the growing gap between rich and poor, or how to contend with the environmental costs of economic growth, questions of justice are bound up with competing notions of civic virtue and the common good.In 2008, Barack Obama tapped Americans' hunger for a public life of larger purpose and articulated a politics of moral and spiritual aspiration. During the first year of his presidency, however, he has found it difficult to translate this politics of aspiration into governance. So, as frustration with politics builds on both sides of the Atlantic, it is worth asking what a new politics of the common good might look like. Here are four possible themes:Citizenship, sacrifice and service: If a just society requires a strong sense of community, it must find a way to cultivate in citizens a dedication to the common good. It can't be indifferent to the attitudes and dispositions that citizens bring to public life. It must find a way to challenge purely privatised notions of the good life, and cultivate civic virtue. Traditionally, schools have been sites of civic education. In some generations, the military has been another. I'm referring not to the explicit teaching of civic virtue, but to the practical, often inadvertent civic education that takes place when young people from different economic classes and ethnic communities come together. It is a serious ques

U.S. Nuclear Power: A dying industry or growing powerhouse? Critics have blasted U.S. President Barack Obama's plan to provide loan guarantees for the construction of two new nuclear reactors, labeling the nuclear industry unsustainable and saying it is in need of life support from Washington.

Target sanctions at Iran's leaders | Meir Javendarfar The west can penalise the regime's nuclear plans without damaging the opposition by hitting the right pockets hardSeveral recent developments suggest that Iran's nuclear programme is not for peaceful purposes, as the Tehran regime claims, but is intended to develop a bomb.First was the exposure of the secret enrichment site at Fordo, near the holy city of Qom. The site, which was recently exposed by the United States, should have been declared three years ago when Iran began construction there. However, the Iranian government decided to keep it secret until September this year. The fact that the site is only suitable for 3,000 centrifuges, enough for making a bomb but in no way sufficient for producing nuclear fuel for a civilian reactor added to the validity of the argument that Iran is building a nuclear weapon. This is in addition to the recent discovery of a secret dossier by the International Atomic Energy Agency that contained evidence suggesting that Iran experimented with an advanced nuclear warhead design.Currently, the US and Europe are deciding on the next stage of their dealings with Iran. After the rejection of Barack Obama's generous nuclear deal, which offered nuclear fuel in return for the shipment of 75% of Iran's Low Enriched Uranium (LEU) abroad, some have advocated not taking any more steps, as it could hurt the position of the opposition inside Iran.At this stage, inaction would be the worst option. It would send the message to Iran's leaders that they not only have impunity to oppress their own people, they can also break international law at will, without fearing any repercussions. In fact, inaction could boost the position of the ultra-conservatives in Tehran. They could use it as justification of their hardline stance and to say that as evidence,

Michael Tomasky: The Baradar capture This is huge, is it not? It's not every day you capture the Taliban's number two man. In fact, it's not ever, until last week, when it apparently happened. It's amazing because the view here in the states has been that we've made precious little progress penetrating the Quetta Shura, the name for the Taliban's military leadership. It's doubly amazing because it was done in coordination with the ISI. The ISI? Wow. If Pakistan's intelligence agency is really now cooperating with US forces against the Taliban and al-Qaida, then that is a very huge deal indeed. And it's triply amazing, of course, because as every right-thinking person knows, Barack Obama is soft on terrorism and wants America to fail. I wonder what Dick Cheney will have to say today. Something tells me he'll duck interviews for a few days. Except for Fox of course, which will tee up his toxic propaganda in whatever form he wishes. Now that we have Baradar in custody, as the attackerman points out, it's vitally important that we get good intel out of the guy:The ultimate point of fighting the Taliban is to compel them to give up fighting and accept some version of a post-Taliban order in Afghanistan. Torturing Baradar — which the Pakistanis have been known to do — is counterproductive to that effort. If we treat the guy respectfully, in a demonstrated way, it might spur a reconsideration of Taliban goals. I am not counting any chickens, but any hope of a game-changing possibility will be foreclosed upon if we or our allies torture Baradar. Let's be smart — and true to Obama's stated principles/executive order. If there was any doubt whatsoever, the Abdulmutallab case proved we don't need to torture to get good intelligence.I don't honestly know what would spur a reconsideration of Taliban goals. But I do feel f

Taliban second-in-command captured in Pakistan Detention of Abdul Ghani Baradar most significant breakthrough in US-led hunt for Taliban leaders in many yearsMullah Barader, the Taliban's powerful second in command, has been captured in the Pakistani city of Karachi, senior US officials have confirmed. The detention of Abdul Ghani Barader, the Taliban's overall number two, is the most significant breakthrough in many years of the American-led hunt for the Taliban's leaders and comes as Nato forces continued to advance into Taliban-held areas in the violent southern Afghan province of Helmand.Mullah Barader was seized in a secret joint operation by Pakistani and American intelligence forces, according to American government officials quoted by the New York Times.Mullah Barader has been in Pakistani custody for several days, with American and Pakistani intelligence officials both taking part in interrogations, according to the officials. Though President Barack Obama has banned American agencies from using forms of torture such as water-boarding, Pakistani questioning techniques are frequently brutal.US officials later confirmed the report of his capture to the Associated Press.Mullah Barader, believed to have been born in the central Afghan province of Oruzgan, is the most trusted lieutenant of Mullah Mohammed Omar, the supreme leader of the Taliban, and has been ultimately responsible for the execution of the insurgents' military and political strategy since being appointed to the position in 2002.The effective chairman of the so-called Quetta Shura, the leadership council of the Taliban which is named after the south-western Pakistani city near or in which it is thought to be based, Mullah Barader is also known to be close to Osama bin Laden. That his capture appears to have occurred in Karachi underlines the degree

Life would be wonderful if banks were simpler | Ruth Sunderland Bob Diamond's remarks demonstrate the urgent need for cultural change in the banking sectorIT MIGHT be a tense flight to this week's G7 meeting for Alistair Darling and Mervyn King. The gathering of central bank governors and finance ministers is being held in Iqaluit, Nunavut – that's in the wilds of Canada – a venue so remote that the UK delegation has chartered a little nine-seater plane.A Treasury minion has been deputed to bring a laptop so the chancellor can watch a DVD, no doubt to avoid being lectured about banking reform by the Bank of England governor. If King were to choose the chancellor's movie, he might go for It's a Wonderful Life, the 1946 weepie starring Jimmy Stewart as the manager of a mutual savings and mortgage bank in small-town America. The film features in a new book by Laurence Kotlikoff, a Boston University professor of economics and advocate of radical banking reform who has gained King's ea.Darling prefers sticking-plaster solutions, such as living wills that would allow failing finance houses to be wound up in a more orderly fashion. But he is on the back foot as a result of Barack Obama's espousal last week of the Volcker rule: that deposit-taking banks should not be able to own hedge funds or private equity operations, or engage in proprietary trading. Bankers are, of course, kicking back: Bob Diamond, the kingpin of investment banking at Barclays, issued a barely veiled threat at Davos that this could disrupt government bond sales. What an extraordinarily arrogant and ungrateful suggestion. Barclays was not bailed out by the government, but it did benefit from an implicit state guarantee and rock-bottom interest rates. State of the union needs more than rhetoric | Michael Tomasky Barack Obama's state of the union address must focus on the facts. Here are the three main areas it should coverHow high are the stakes for Barack Obama's first state of the union address? They're high all right, but in a different way from most major Obama speeches in the past. The pattern has been: trouble arises, whether on the issue of race (during the campaign) or how on earth a wartime president could be awarded the world's most prestigious peace prize (during his presidency). A big speech is planned. Obama either nails it (the race speech) or at least comes up with language that nearly everyone concedes is thoughtful and serious (the Nobel lecture). The result in both of those cases, and others, was that Obama was able to finesse the hanging questions with rhetoric: statements of abstract principles, acknowledgement of contradiction and nuance, broad visionary assessments of where the country and world are and where they ought to go.For a state of the union speech – any one, but this one more than most – rhetoric won't suffice. The situation he faces now, teetering at the midpoint in polls and facing the loss of the (allegedly) bullet-proof Senate super-majority, is about facts. It's about the reality he is in, and how he is going to respond to it. This speech won't be judged on the basis of the capital-V Vision, but on the clarity of eyesight about very concrete things. There are, it seems to me, three main areas he needs to cover. Let's have a look at them. The economyThe key economic point of the speech will be the announcement of a three-year freeze in non-security-related domestic spending programmes. This has the political left in America up in arms, and understandably so: it is widely viewed as a capitulation to the deficit hawks in the administration, a reve _NULL_

State of the union: Obama's reality check Having a US president who is not George W Bush may come as a relief to the rest of the world, but the legacy Mr Obama inherited has been all too quickly forgotten at homeBarack Obama is a good man, and by the standards of his predecessor, an intellectually honest one. He told a Baptist congregation in Washington recently that there were times when change was so painfully slow that he had to confront his doubts. But Mr Obama's probity has low political currency today. Having a US president who is not George W Bush may come as an immense relief to the rest of the world, but the legacy Mr Obama inherited has been all too quickly forgotten at home. Mr Obama's qualities as the man most Americans want to see talking to them on the television screen in their living rooms will one day come back to the fore. And then, the lack of a mainstream candidate to run against him will trouble the Republican party. But it does not yet.Republicans are content to sit in a solid phalanx of opposition. If senators privately fret about the direction that Tea Party populists could drag their party, they have yet to show it. Mr Obama's failure on healthcare has been to let Republicans define the debate, however wildly and inaccurately. And he has notably failed to challenge them to produce their own reforms, so that he is constantly defending his own goalmouth. While Mr Obama may be right to remind his party that they have the largest majority in decades, and Republicans that they too have a responsibility to govern, his job as president is to make it happen. To become a reforming president, Mr Obama first has to become an effective one.His first state of the union address was a good start to a steelier, grittier, more realistic second year. Afghanistan: More talks more war No international conference on Afghanistan would be complete without the leak of a memo to undermine it. The damage was done to today's conference in London by the publication of diplomatic cables from the US ambassador in Kabul. The star guest of today's conference, President Hamid Karzai, the man on whom too much of Washington's strategy rests, is, in Karl Eikenberry's words, an inadequate strategic partner who continues to shun responsibility for any sovereign burden. The cables were written in November and pre-date President Barack Obama's announcement of a surge. Since then, their author professed his unequivocal support for the mission before Congress. But that is not what his cables say. In arguing that more troops would only increase Afghan dependence and may delay the day when US troops can be withdrawn, they undermine the whole rationale of the surge. The leaking of the cables just before this conference goes beyond the realm of healthy debate. It can only attest to abiding divisions within the US administration itself. So another conference starts – this is at least the sixth in nine years – with private doubts about strategy being expressed by the very people whose job is to promote it. As we all knew he would and despite speeches to the contrary, Mr Karzai has doggedly resisted attempts to reform his graft-riddled government. He comes to London with only half a cabinet in place, but having reaffirmed the appointment of General Abdul Rashid Dostum as his chief of staff, a man accused of serious human rights abuses. Barack Obama called for jury service Chicago court told the US president will not be able to serve on jury as he prepares for Wednesday's state of the union addressIt is a salutary lesson that, be you ever so high, you might still be called for jury service to pass judgment on your peers – as Barack Obama has just discovered. All other things being equal, the president should this morning have been reporting for service at the Cook County circuit court in the southern Chicago suburb of Bridgeview, instead of preparing for the annual state of the union address on Wednesday. But of course all things are not equal and so the world's most powerful man has been given at least a deferment of duty.Fortunately, the summons to serve – which was sent to the Obamas' home address in Kenwood, Chicago, some weeks ago – has already been responded to, a White House spokesman said at the weekend. The court has been notified that the president will not be able to serve. It appears to have accepted that Afghanistan, health care, the banking crisis, Haiti and the daily grind of trying to run the country might have formed a slight distraction. What is perhaps surprising is how frequently presidents are called for jury service. The US Politics Daily website reported that George Bush received a summons to serve on a jury at McLennan County, Texas in 2006 and Ronald Reagan in the 1980s.Although he had been out of office since 2001, Bill Clinton got the call in 2003. Clinton apparently declared he was willing to serve on the jury in a case involving a gangland shooting, but was dismissed.Rudy Giuliani, former Republican presidential candidate and mayor of New York, actually did serve in 1999 on a jury which rejected a $7m (£4m) claim for damages by a man who had been scalded in a shower, but perhaps he was less busy than the presiden

Will Davos be a damp squib? He won't be there next week – there is the small matter of the State of the Union address and the US budget to attend to – but Barack Obama has at least given the 40th World Economic Forum in Davos something meaty to talk about. Just as well. This annual gabfest in the snow often finds itself drifting into a blizzard of vagueness and schlepping through slushy platitudes on its way to its inconclusions. But the radical banking reform package outlined by the US President on Thursday promises to set the agenda for the discussion sessions, dinners and informal gatherings that have been taking place at this otherwise sleepy Swiss skiing resort since 1971.

Asia tracks US tumble after Obama bank proposal Asian stock markets tumbled Friday after President Barack Obama proposed a sweeping overhaul of Wall Street banks to avert future financial crises.
Obama's banking revolution rattles world stock markets The Dow Jones Industrial Average (DJIA) closed down more than 200 points on Thursday night - a drop of over 2% and its worst performance since October last yearPresident Barack Obama's attack on Wall Street's cabal of banks has rattled investors across the globe with share prices across Europe and Asia tumbling, commodity prices falling and the dollar weakening.Within minutes of the opening, the FTSE 100 index had lost more than 20 points after the Dow Jones Industrial Average (DJIA) closed down more than 200 points - a drop of over 2% and its worst performance since October last year - in New York last night.Across Asia, stock markets dropped after news of Obama's plans to prevent banks that hold deposits from investing off their own books or running hedge funds or making private equity investments. The initial reaction of traders across the globe was shock as the proposals were kept under wraps until just hours before Obama's announcement. While it is still uncertain whether the plans will make it into law, limiting the scope of Wall Street's big banks would reduce trading liquidity across equity markets worldwide as their speculative money is withdrawn and they are forced to rein in their riskier lending to other investors. The plans, outlined by Obama yesterday, have been compared with the regulations introduced in America during the Great Depression. They will dramatically curb bank profits and shares in financial companies were marked significantly lower overnight. On Wall Street, JP Morgan Chase fell 6.6%, Morgan Stanley dropped by more than 4% while Goldman Sachs also saw 4% wiped off its value. In Japan the Nikkei average dropped almost 3%, hitting a three week closing low, while South Korea's KOSPI was down almost 2%. Michael Tomasky: Too slow? Yes I can't find the piece now, so maybe I'm fooling myself, but I think I wrote at some point back in late 2007 or early 2008 that there was something Barack Obama could learn from Rudy Giuliani.Giuliani was usually really good during a crisis at giving the appearance of being in total command of the situation. Whether he was in command in fact was a more complicated question. During certain police shootings, especially of black kids by white cops, he often shot from the hip. And during 9-11, to take the most obvious example, the only reason he was running around in lower Manhattan like that was that he'd built his infamous emergency bunker in...the World Trade Center, the only building in the city that had been the target of a previous large-scale terrorism attack. So the facts weren't always so great for him. But by God, he looked like he was in charge. Being a chief executive, and looking and acting like one, came naturally to him -- as it does to some people, and not to others.Chief executive-ness does not come naturally to Obama. But he'd better be aware of this and compensate for it. If I'd been advising him, I'd have said: fly back to Washington the day after Christmas. Don't just be engaged and concerned, as I have little doubt he was from Hawaii. Look engaged and concerned. In our climate, the latter is as important as the former. Cancel your vacation. Head back to your desk.He and his people probably thought: no, that would just alarm people. Since we've been discussing ideology and psychology, I'd say that line of thinking (assuming it was part of their calculations) is very reflective of a liberal mindset. The conservative mind is more likely to want to provoke some degree of alarm and concern -- think back to the days of calls for constant vigilance against the

Massachusetts: Obama's health warning One of the ironies of the political blow that Massachusetts has delivered both to a Democratic president and his prime piece of legislation, healthcare reform, is that the state already has a mandatory health insurance programme of its own. When it was passed in 2006, the New York Times said that Massachusetts deserved credit for tackling a problem that Washington was failing to address. Yesterday that formula was almost wholly reversed. Massachusetts was taking credit for ditching a problem Washington was trying to address. Scott Brown, the winning Republican candidate, is pledging to overturn a national health deal, even though he supports a similar health programme that operates locally. Mr Brown will take his seat in the Senate as the man whose vote breaks the Democrats' filibuster-proof majority and with it the chances of getting national healthcare reform through. Letting a Republican snatch a seat once occupied by John F Kennedy and Ted Kennedy may be regarded as a misfortune. Allowing the parvenu to imperil a whole year's work looks like – in Lady Bracknell's dictum – carelessness. There are local reasons for this upset – a poor Democrat candidate, who ran a complacent and fitful campaign, and an unpopular governor. But there are national ones too: anger over declining wages, rising unemployment, the bankers, and a federal capital prey to special interests. The same mood of frustration which Barack Obama tapped as presidential candidate is now in danger of turning against him as president. The White House wheeled out its big guns yesterday to explain that the Massachusetts vote was not just about healthcare, that the first year's work could only be judged at the end of a first term, and that change takes time to reap political dividends. There is much in what the

Obama must show what he's learned from his first year mistakes | Michael Tomasky He spent a year trying to do things co-operatively, and the system has been unco-operative. Now he must take direct charge and not let Congress call the shotsA few days from now, on 20 January, Barack Obama will start his second year on the job. When he shaves that morning, he might well look at that fellow in the mirror and ask: all right, then, what have you learned? Let's try five important lessons.First, that the Republican party is and will remain in a state of permanent political warfare against him. When the memoirs come out many years from now, we will read about how shocked Obama was at the GOP's igneous resistance to anything he wanted to do. It's surprised me too. It's not that he or I expected the Republicans just to be nice people or patsies. It's that a handful of them in the Senate and the House of Representatives represent states or districts that Obama won, which in past contexts would have meant these legislators – three or four in the Senate, 15 or so in the House – would be willing to play ball. That isn't how the GOP works any more.Second, that his own party's legislators aren't anxious to do him any huge favours. You have a parliamentary system in Britain in which a party acts like … a party. Unified. Our GOP acts that way, because of its comparative ideological homogeneity. The Democrats do not, and will not. Of many extreme cases, the most egregious is probably a usually none too influential congressman from Michigan named Bart Stupak. He opposes abortion rights and is holding his vote for healthcare reform hostage to demands that will result in the pro-abortion rights party passing a huge law that will in fact impose new restrictions on funding for abortions. But the Democrats need his vote, and so he can dictate such terms.Third, that the liber
Republicans win key seat in Senate Scott Brown becomes 41st Republican in Senate after defeating Democrat Martha Coakley in historically liberal stateRepublican Scott Brown today captured the US Senate seat long held by liberal icon Ted Kennedy, leaving Barack Obama's health care overhaul in doubt and marring the end of his first year in office.Brown's defeat of Martha Coakley for the Massachusetts seat signalled big political problems for the Democrats in November, when House of Representative, Senate and gubernatorial candidates are on the ballot.More immediately, Brown will become the 41st Republican in the 100-member Senate, which could allow the Republicans to block the president's health care legislation and the rest of Obama's agenda. Democrats needed Coakley to win for a 60th vote to thwart Republican procedural manoeuvres to block votes on legislation. The election transformed reliably Democratic Massachusetts into a battleground state. One day shy of the first anniversary of Obama's swearing-in, it played out amid a backdrop of animosity and resentment from voters over persistently high unemployment, industry bailouts, exploding federal budget deficits and partisan wrangling over health care. For weeks considered a long shot, Brown rode that wave of bitterness to draw even with Coakley in the final stretch of the campaign. Surveys showed his candidacy energised Republicans while attracting disaffected Democrats and independents uneasy with where they felt the US was heading. With 87% of precincts counted, Brown led Coakley, 52% to 47%.Even before the polls closed, Obama administration officials and Coakley's supporters were blaming each other. Google has sent China a critical message The internet search giant reminds the growing superpower that it cannot have everything its own wayTHE interesting question about Google's confrontation with the Chinese government is to what extent the internet search giant is acting as a proxy for the US government. Underlying the issues of hacking and censorship is unease over the inexorable increase in China's business clout and whether its ambition to become an economic superpower is compatible with its political system. In the past few weeks alone there has been a string of contretemps with the west, including the execution of Briton Akmail Shaikh, the imprisonment of dissident Liu Xiaobo and ill-feeling over China's behaviour at the Copenhagen climate change summit, where it appeared to snub Barack Obama.Google is not the only company to clash with the Chinese: its travails are preceded by those of mining group Rio. Beijing became involved with Rio when a threatened takeover by rival BHP Billiton would have given a combined mining group huge pricing power over iron ore. But a proposed $19.5bn investment in Rio by state-controlled aluminium company Chinalco fell apart; Rio and the others played hardball over iron ore prices and four of its employees were arrested on bribery charges.Episodes such as these tap into deep disquiet about doing business with China. Its potential is vast: with its population of 1.3 billion, many becoming newly affluent, the market is a covetable prize for western companies. By the same token, the Chinese are keen to build muscle overseas: in the early stages of the credit crunch Beijing took stakes in a number of banks including Barclays. Last year there were $46bn worth of overseas deals, mainly in energy and resources, and here we have welcomed Chinese operators such as Nanjing Automobi
US climate change legislation Q&A: what will happen in 2010? The global recession, US mid-term elections and a weak deal at Copenhagen all play a part in the future of cap and tradeWhat is the state of play for climate change legislation in America?Barack Obama put his reputation on the line at Copenhagen by saying America would act on climate change. Now it's up to Congress. The House of Representatives passed the Waxman-Markey bill last June which would set a price on carbon, and would put progressively tighter limits on greenhouse gas emissions with a 17% cut from 2005 levels by 2020, and 80% by 2050.Barbara Boxer, a California Democrat, passed a nearly identical version of the bill out of the Senate environment committee last November. But action in the Senate has stalled. Boxer stared down a Republican boycott to get a bill through her committee. But Democrats are deeply reluctant to throw themselves into another full-on confrontation with Republicans so soon after the bruising battle over healthcare reform. What happens next?US environmental organisations say there is still a good chance the Senate will move ahead on a climate change bill this year. A triumvirate of Senators — Democrat John Kerry, Republican Lindsey Graham, and Independent Joe Lieberman — are working to craft a climate change bill they think would have a good chance of getting support from Republican as well as Democratic Senators. Kerry had earlier promised a blueprint late last year. The newest deadline is at the end of this month. The Senate is then expected to begin its push in the spring.Did the Copenhagen climate summit hurt or help prospects for the bill?Obama's 13 hours on the ground diplomacy at Copenhagen was seen as evidence of his commitment to action — which should help give momentum to the bill. Haiti's plight can bind US and Cuba | Steve Clemons Following the earthquake in Haiti, the US and Cuba should cast aside their differences to help their troubled neighbourIn Latin America, Cuba stands out as one of the most effective deployers of soft power. Rather than exporting revolution, Cuba today exports doctors – with more than 30,000 Cuban doctors working in more than 100 underdeveloped countries around the world.Cuba has become a marquis provider of catastrophe-related medical assistance around the world, particularly after tsunamis, hurricanes and earthquakes – and no doubt will send large contingents of medical personnel to earthquake-ravaged Haiti. Moving beyond the cold war stasis in US-Cuba relations is a priority of Barack Obama's administration, and the devastation in Haiti provides a platform to provide relief for a desperate nearby nation and build collaboration between Cuba and the US.Many great American voices from Brent Scowcroft and George Shultz to Jackson Browne and Bill Richardson have argued that the US-Cuba embargo makes no sense as foreign policy, that the right of Americans to travel anywhere in the world should not be suspended in the case of Cuba, that Cuba's exports of doctors rather than arms should be more than enough reason to strike Cuba off America's watch list of state sponsors of terror. But to effect change in a relationship as historically toxic as that of Fidel Castro's Cuba and 11 US presidents will require certain narratives. One such narrative could evolve from tying American resource co-ordination and financial support in a regional multilateral effort with other Latin American nations – particularly Cuba's deep bench of natural disaster-experienced medical corps. After Hurricane Katrina pounded New Orleans and southern Mississippi, Fidel Castro offered relief support from a 1,6 ハイチ、米国とキューバでの地震の後に問題を抱えたneighbourInラテンアメリカを支援する、キューバの1つのソフトパワーを最も効果的なデプロイヤとして際立っている、その違いはさておきキャストする必要があります
