Stars and stripes in our eyes: what's so special about the American way? America's cultural influence is stronger than ever – as British excitement at the Oscar success of The King's Speech showsIt is hard to read a newspaper or newspaper site nowadays without being told yet more details about the downfall of America. From Wikileaks to the Obama administration's attempts to find the right approach to revolution in the Middle East, it seems that every event in this fast-moving century can be seen as yet more proof of the failure of American power. But are rumours of US decline exaggerated? A look at the cultural sphere suggests the superpower's obituarists may be getting ahead of themselves. This week saw – according to breathless promoters of Britishness – a great cultural triumph for the land of tea and biscuits. Yes, the Oscars were invaded by our directors, our actors and our royal history, courtesy of the success of The King's Speech. But wait ... Why are we so chuffed? Because we got some recognition from America! It was the popularity of the film there that made it famous, and it was the approval of Hollywood, USA that confirmed its glory. So we don't respect America any more? Phooey. We revere America, imitate America, lap up its inventions. The last time I looked, Apple was a US company. And as The King's Speech has proved, our little British culture never means more to us than when it gets a bit of acclaim in Big America. No wonder, for America becomes more culturally influential all the time. The best contemporary novelists – Philip Roth, Jonathan Franzen – are American. Lady Gaga is American. So is Eminem. The Wire and other HBO dramas are American. Coffee culture is American (disagree if you wish, but at least recognise the paradox if you are reading this in a Starbucks). In Britain, we are past masters at the hypocritical game of la

US 'begins talks' with the Taliban A report claims that the Obama administration has launched exploratory contacts with senior leaders of the Afghan insurgencyThe Afghan conflict has not lacked peace initiatives in the past few years. There have been at least a dozen back-channel contacts with the Taliban brokered by a mix of governments, institutions or individuals. But until now, it has been a cottage industry, producing reports but no tangible gains. Many of those involved in these encounters predicted that there would be no way of knowing whether the Taliban leadership was interested in making a deal until Washington decided to engage with it directly. That now appears to have happened. A report by Steve Coll in the current edition of the New Yorker reports that: The Obama Administration has entered into direct, secret talks with senior Afghan Taliban leaders, several people briefed about the talks told me last week. The discussions are continuing; they are of an exploratory nature and do not yet amount to a peace negotiation. There are few details. We do not learn which Taliban figures are taking part, though Mullah Omar is apparently not involved. Nor is it clear whether the contacts are being orchestrated on the US side by the state department or the White House. Coll gives credit for inspiring them to Richard Holbrooke, the US envoy to Afghanistan and Pakistan who died in December.According to European diplomats, Barack Obama has told his national security staff that 2011 should be the year in which the political track towards a resolution takes precedence over the military approach. The US-Taliban contacts, if confirmed, signal that Washington is no longer content to leave the pace of political progress to the Afghan government that has little incentive in a settlement that would almost certa

House blocks US trial of Guantánamo detainees Blow to Barack Obama's efforts to prosecute military prisoners at Guantánamo in criminal courtsIn a setback for Barack Obama, Democrats still controlling the House of Representatives have approved legislation to prevent Khalid Sheikh Mohammed and other detainees at the military prison at Guantánamo Bay from being transferred to the US for trials in criminal courts. The Guantánamo ban was included in a catch-all spending bill that was passed in the house yesterday by six votes. The Senate has yet to act on the legislation, which would be a further setback to Obama's efforts to close the centre. The move comes after the first Guantánamo detainee to face a civilian trial, Ahmed Ghailani, was found guilty last month of just one of the hundreds of charges brought against him in connection with attacks on two US embassies in 1998.Although Ghailani faces a life sentence, Republican law-makers said the case was a reason to support military trials for the Guantánamo detainees. The vote would block Mohammed, the alleged September 11 mastermind, from being tried in a civilian court.Critics of the administration's approach argue that civilian courts are more likely to hand down acquittals than military courts, because of more lenient rules of evidence and rights afforded to suspects. The legislation goes beyond current law, which allows detainees to be transferred to the United States for trial but not to be released. The provision is opposed by the Obama administration, which won some gains in the underlying budget bill, such as money to implement a new nuclear weapons treaty with Russia. When Obama took office almost two years ago, he pledged to close the prison by early 2010. The promise soon unravelled amid resistance from Democrats and opposition from Republicans. The transfer ban w

Government shutdown: Q&A How one disagreement can close down a countryWhat happens if there's no agreement? The shutdown would begin at midnight on Friday, the first visible sign being on Saturday morning when the Smithsonian museums and galleries in Washington would be greeted with signs, already printed, saying that they are closed due to government shutdown, and the annual Cherry Blossom parade is cancelled. National parks such as Yellowstone and Yosemite would also close. About 800,000 of the federal government's 2.8 million civilian staff face staying at home. The tax office would stop processing many returns, the national housing body would stop new loan guarantees, and the national institutes of health would start to refuse new patients.Who else would be affected? The impact would also be felt overseas. In the 1995-96 shutdown, about 20,000-30,000 visa applications a day went unprocessed at US embassies. The White House, like other federal bodies, would have to lay off staff. One of the consequences of the 1995 shutdown was that Monica Lewinsky was on duty at a time when many staff were on forced leave.Who would not be affected? Those considered essential for security and safety, such as the military, the department of homeland security, air traffic controllers and law enforcement agencies. The military, with about 1.4 million in service, would receive pay cheques up until Friday and would continue to earn money after that date but not be paid until the issue is resolved. Why has this crisis developed? The billions of dollars being bandied about in 2007 and 2008 at the end of the Bush era and the start of the Obama administration in bank bailouts and stimulating the economy upset many, mainly conservative voters, and led to the Tea Party movement. Many Republicans were elected in Novemb
Barack Obama: The remake | Editorial If the last session of Congress proved anything, it is that the US president has to fight to win – and start being the star of his own showA bruising year for Barack Obama is ending on a comparatively high note. The lame duck session of a Congress characterised by obstructionism saw welcome, if belated, cracks opening up in the Republican monolith. In one day last week, 13 Republicans crossed over to ratify the New Start nuclear arms treaty with Russia. Earlier, the president signed a bill repealing the US army's ban on open service by gay, lesbian and bisexual soldiers: 23 Republicans helped with that. A scaled back version of a bill to pay the medical care of workers who cleaned up Ground Zero after the 11 September attacks also went through.Comparative success are the operative words. The new start was hardly a bold one. What was supposed to be a traffic hump on the road to a more ambitious agenda, which was to include ratification of the comprehensive test ban treaty, became its own Sisyphean struggle. Over a five-week campaign, Henry Kissinger, Angela Merkel, the former president George W Bush, every living Republican former secretary of state and the entire defence establishment were enlisted to persuade Republicans that ditching New Start would not be in the national interest. A commitment to spend $85bn on the superfluous and contradictory task of modernising the US nuclear arsenal was thrown in as a sweetener. The US regained a mechanism for verifying the status of Russia's nuclear arsenal, but at high cost. If we were to look at the bigger picture, it would not be overly pessimistic to say that the dream of taking bolder steps towards disarmament died with the passing of that treaty. The major legislative achievement of Obama's administration, health reform, ha

Fed appointees, expect an inquisition | Dean Baker Nominees for top Federal Reserve jobs must explain what they think went wrong and how mistakes could have been preventedThe Obama administration announced its three picks for the vacant positions at the Fed last week. Not surprisingly, no one on the list was among those who had warned of the housing bubble. This is not surprising because there is virtually no overlap between the list of people who had warned of the bubble and the list of people who are politically acceptable as appointees to the Fed.It may not be possible to get someone who could see an $8tn housing bubble before its collapse wrecked the economy as a member of the Fed's board of governors. However, before the Senate approves these picks it should make sure the new appointees can at least recognise the housing bubble and its significance after the fact. Specifically, the Senate should insist that the nominees give their account of the run-up to the crisis and explain where the Fed make mistakes and what they would do differently with the benefit of hindsight. This line of questioning is especially important in the case of Janet Yellen, President Obama's nominee as vice-chair of the board of the governors.Yellen's fingerprints are already on this crisis, having served as a Fed governor in the 90s and more recently as a president of the San Francisco Federal Bank. Yellen is on record as explicitly saying that the Fed lacks the ability to recognise asset bubbles like the housing bubble. She argued further that it lacks the tools to effectively rein in an asset bubble. And, she argued that cleaning up after the collapse of the bubble is no big deal. In terms of economic analysis, she hit a grand slam in getting it absolutely as wrong as possible.Presumably, Yellen has changed her views of what the Fed can an

However, Facebook is said to be pressing Gibbs to make a quick decision.Facebook and Gibbs declined to comment.Gibbs left the Obama administration as part of a widespread reshuffle to prepare for the final two years of the presidential term. Hu Jintao's visit: the story the media missed | Dean Baker The one issue that mattered for ordinary Americans was whether Obama pushed China hard enough on undervaluing the yuanWhen China's President Hu Jintao came for his state visit last week, the White House press corps completely ignored almost all the substantive issues raised by Hu's visit. The domestic policy issues raised by this trip were altogether invisible in the reporting in major news outlets. The news accounts were filled with the long list of items that President Obama was likely to raise with President Hu. There are issues about China respecting the patents and copyrights of US firms. The US has concerns about market access in China for our retailers, our financial firms and some of our manufactured products. And then there are issues about the relative value of the dollar and yuan. Yep, the White House press corps got together the whole list, presented it to the public, and then went home and had a drink. If these reporters actually had to cover the news to get a paycheck, then this checklist of concerns would have been just the beginning of their job. It's great for the Obama administration to come up with a wishlist that it would like from China's leadership. But this is not Disney World. China doesn't hand the United States everything on its wishlist.China is a superpower that doesn't have to do whatever the United States wants. It makes concessions to the United States in exchange for items on its own wishlist. This means that the United States is not going to get everything on its list. In fact, President Obama must decide which items he will prioritise with China and put these items first, as opposed to other items which he will tell Hu are of less consequence. Big Bank Buster: Senate Dem You Should Know When it comes to cracking down on the financial system, Sen. Ted Kaufman, D-Del., does not back the views of Wall Street or Republicans or Democrats, or even the Obama administration. In an effort to make sure taxpayers are never again called upon to bail out the financial system, Kaufman has staked out his own position: The government should break up the country's biggest banks to make sure that no firm is ever again considered too big to fail.

BAE puts US aerospace unit up for sale BAE is braced for cuts to defence spending in the UK and USBAE Systems has put parts of its US commercial aerospace business up for sale for $2bn (£1.3bn) as it prepares for swingeing cuts in defence spending. It has instructed JP Morgan and Wells Fargo to handle the auction, according to reports this weekend.Last week BAE, the biggest manufacturing company in Britain, said it was axing almost 1,000 jobs from its military aircraft division, which make parts for the Tornado, Harrier jump jet and Hawk trainer jets. The company blamed defence budget cuts in the UK, and it is also braced for the US to slow defence spending. The divisions put up for sale make aircraft engine controls for General Electronics and build hybrid propulsion systems for vehicles, and include a commercial avionics business, the reports said. The sale could raise up to $2bn (£1.3bn).Initial offers are expected this week. The auction is likely to attract interest from US aerospace and component manufacturers, as well as from private equity firms. BAE Systems declined to comment. The defence industry will find out the extent of the spending cuts when the government publishes the results of its strategic defence review in the next month. Cuts of 15% are feared and there is mounting concern that the £5bn programme for BAE to build two new aircraft carriers will be radically scaled back or even scrapped altogether.BAE, along with the rest of the defence industry, is also being hit by cuts in the US, where the Obama administration has targeted savings of about $100bn (£63bn) in the military budget in the next five years.BAE makes more than half its profits from the US, whose government is the world's largest spender on defence. Advertising: Building Blocks For The Internet Economy At a friend’s home a few weeks ago, I watched his three-year old son quite happily knock down tower after tower of colored stacking blocks as soon as they started to look like something useful. He usually finished the game with a big, self-satisfied belly laugh. It reminds me of what we’re seeing play out between our industry and the federal government: the Obama administration hobnobs with Silicon Valley entrepreneurs to help set the course for the future, but then the FTC and Congress advocate overly broad, ill-informed regulation -- effectively toppling the tower they are all trying to build.
The Libyan crisis: Obama's dilemma over a no-fly zone Arab League support brings the issue back to the United Nations without making America's choice any easierThe Arab League's vote in support of a no-fly zone undoubtedly brings military intervention closer to reality. It fulfills one of the conditions necessary for Nato involvement, regional support, but it is far from decisive. Ultimately that decision will be taken in the UN Security Council, where uncertainty still reigns, not least because the Obama administration has yet to make up its mind. And only America can make a no-fly zone (NFZ) happen. The league's vote was quickly welcomed by Britain, where the Cameron government has invested much political capital supporting the creation of a NFZ to protect Libyans from Muammar Gaddafi's air force. The foreign office issued a statement saying: NFZs are one option being considered as part of international contingency planning to respond quickly to events on the ground as they develop. This planning does not pre-judge any particular outcome. The Arab League call for a NFZ is very significant and provides important regional support to the option of creating a NFZ.Just how strong pan-Arab support is of a no-fly zone, however, is open to question. According to Al Jazeera's correspondent, James Bays, the Arab League passes a second, less-noticed and seemingly contradictory resolution opposing outside military intervention. It was a reminder that the Obama White House will be castigated and disowned by some of the strongest supporters of the no-fly idea as soon as the first report emerges of civilian casualties caused by US or allied air strikes. Doing a no-fly zone without air strikes is not a realistic option, as is made clear by a detailled discussion among veterans of past NFZs on Wired's Danger Room. Jay Carney to be new White House press secretary | Richard Adams Jay Carney will be the new public face of the White House as President Obama's press secretary after West Wing reshuffleThe White House will have a new public face, after it was announced that former Time magazine journalist Jay Carney would take over as the Obama administration's press secretary within the next few weeks.Currently serving as communications director for vice president Joe Biden, Carney is an experienced Washington journalist whose new job will put him in the firing line defending the administration from his former colleagues.A Yale graduate, Carney worked briefly for the Miami Herald before moving to Time in 1989. He remained at the weekly news magazine for 20 years, with stints in Moscow, and later becoming Time's Washington DC bureau chief. He left the magazine at the end of 2008 to join Biden's staff.Carney replaces Robert Gibbs, who has served as Obama's press spokesman since the 2008 primaries and presidential election, and as the White House press secretary since Obama took office.Carney's wife is Claire Shipman, senior national correspondent for ABC's news programme Good Morning America. The announcement was the most noteworthy of a series of moves as Obama's new chief of staff, Bill Daley, completed a minor reshuffle of staff posts within the corridors of the West Wing.Alyssa Mastromonaco, Obama's director of scheduling and advance work, was promoted to White House deputy chief of staff for operations, while health reform director Nancy-Ann DeParle becomes deputy chief of staff for policy. The changes come as Obama and his staff gear up for the 2012 election campaign. At the end of the week one of his most senior advisors, David Axelrod, leaves the White House for the nascent Obama campaign's Chicago headquarters.
Obama's press secretary, Robert Gibbs, to quit Gibbs will stay in president's inner circle to prepare for 2012 electionRobert Gibbs, the White House press secretary and one of President Barack Obama's closest confidantes, is to quit his post but will continue to give advice as an outside consultant. His departure – scheduled for next month, two years after taking the job – has been rumoured for months.Gibbs is liked by many White House press correspondents who fell under the spell of his old-school courtesy, but others found him abrasive. As press secretary he shared responsibility for the Obama administration's failure to sell its political achievements, one of the biggest criticisms made of it.Gibbs is not seeking to become a lobbyist or take on any similar outside work. He will continue to be part of the inner Obama circle, although he will no longer be in the White House, in a similar way to David Plouffe, who masterminded Obama's campaign strategy but did not take a post after the election.Gibbs will help prepare for the 2012 election campaign and make television appearances in support of White House policy. His successor as press secretary has not yet been announced. The move is part of a widespread reshuffle by Obama to freshen up his team for the remaining two years of this presidential term.Gibbs joined Obama's team early, in 2004, and is one of about half a dozen people he came to rely on and who shared the long hours on the campaign road.Gibbs, 39, had previously been press secretary for various Democrats. He worked for John Kerry during his 2004 presidential bid but left in protest at the sacking of a colleague.Along with the political strategist David Axelrod, he was the public face of the Obama presidential campaign in 2007 and 2008. Congress campaign cost shows how much is at stake Some very wealthy interests must feel that they have a lot riding on the outcome on 2 NovemberWhat on earth does it mean to have an election – not even a presidential election, mind you, but one in which we elect 535 people to a Congress most Americans do not follow and say they despise – that will cost $5bn? That's rather a lot of money. It's a thousand millions. Times five. In a nutshell, it means that some very wealthy interests must feel that they have a lot riding on the outcome on 2 November. It means also that thanks to a recent decision of the US supreme court, in the so-called Citizens United case, that corporate interests can spend to support or oppose candidates virtually without limit. This is the first election being held in the US in the wake of that decision, and we may see in these last weeks before the voting a torrent of television advertisements produced and placed by shadowy outfits that have to reveal virtually no information about themselves (who funds them, for instance) while telling viewers that candidate A is a moral reprobate and that without candidate B to defend it, America will surely crumble.Technically, the Citizens United decision applies to unions, too. But it's worth focusing on corporations for two reasons. First, they have a lot more money. Second, it seems to be the case that significant portions of corporate America have decided, or been persuaded, that the mildly ameliorative steps taken by the Obama administration to address the financial crisis amount to socialism and must be stopped at all costs. So there is much spending in the healthcare area on behalf of candidates running on the promise that they'll work to repeal Obamacare. And Democrats get their share of corporate money as well, along with almost all money from unions and

Space travel opens to all as Boeing asks tourists to reach for the stars Engineering firm to offer seats on craft being developed for Nasa to allow passengers to orbit the EarthThe US aircraft company Boeing is to offer passengers the chance to fly into space on a vehicle it is developing for travel in low-Earth orbit. It said yesterday it had reached an agreement with the Virginia-based Space Adventures company to sell passenger seats on commercial flights aboard Boeing's CST-100 space vehicle, being developed for Nasa. The spacecraft could carry seven people and fly in low-Earth orbit as soon as 2015, Boeing said. The company said that potential customers could include private individuals, companies, non-governmental organisations and US federal agencies.Space Adventures, which specialises in selling commercial tickets for private space travel, said it had arranged for seven participants to fly on eight missions to the International Space Station. The companies said that pricing for the planned space flights had not been set but were expected to be competitive.Guy Laliberte, founder the Cirque du Soleil, paid more than $35m (£22m) to travel into space last year on a Russian spaceship from Kazakhstan.Virgin's Richard Branson has already announced plans to offer commercial trips into space for tourists costing around $200,000.The US space shuttle programme, which carries astronauts and supplies to the ISS, is being shut down next year. Barack Obama's administration has launched an initiative to replace Nasa-owned and operated launch services with commercial space taxis.Until a replacement vehicle is ready, the US will be solely dependent on Russia to fly crews to the ISS, a $100bn-project involving 16 nations, which has been under construction 220 miles above Earth since 1998.Russia currently charges Nasa about $51m per seat for a ride on its So

Coming clean on nuclear weapons Day one of the non-proliferation conference in New York brought a small but significant breakthrough for nuclear transparencyThe Obama administration took the view that numbers would trump words on the opening day of the Nuclear Non-Proliferation Treaty (NPT) Review Conference in New York. The decision to reveal the size of the US nuclear stockpile both demonstrated a long-delayed commitment to transparency, and provided a graphic illustration that at least some of the weapons states have been doing something about disarmament. The numbers do not come as any surprise to regular readers of the Federation of American Scientists (FAS) Strategic Security Blog, which turned out to have got its estimates almost bang on. Hans Kristensen, the FAS numbers man, has the most detailed analysis of the newly disclosed figures in his latest post. The day before, Kristensen noted that the US appears to be moving rapidly towards the new ceilings for deployed warheads agreed in the New Start treaty, and at the current rate could reach the target 1550 figure before the end of the year. The timing of the administration's release drew some of the sting from Mahmoud Ahmadinejad's fire and brimstone speech. It was a characteristic sermon - long and repetitive, combining combattive rhetoric with appeals for love, affection, compassion etc. In her daily blog, Rebecca Johnson of the Acronym Institute describes the impact on at least parts of the audience. It wasn't a walk out, more a shuffle, in twos and threes, as if a few delegates at a time suddenly remembered they were supposed to be somewhere else. BP refits Gulf of Mexico oil cap as Barack Obama's rating drops Barack Obama administration appeals court ruling blocking six-month moratorium on deep-water drilling in the USBP says it has reinstalled an oil-siphoning cap on its blown-out well in the Gulf of Mexico and has resumed collecting crude after an accident led to oil flowing unhindered into the ocean for several hours yesterday. The political risks from the disaster were underscored by a poll showing Barack Obama's job performance rating has dropped to the lowest level of his presidency. The Obama administration is appealing a court ruling blocking a six-month moratorium on deepwater drilling. The worst spill in US history has been thrust to the top of Obama's crowded domestic agenda but the Wall Street Journal/NBC News poll found half of those surveyed disapproved of his handling of the spill.Overall Obama's rating stood at 45% in the poll, down five points from early last month. For the first time in the survey, more people, or 48%, said they disapproved of his job performance. The administration sought to keep its responses to the catastrophe in play as it appealed against the lifting of a deep-water drilling ban. A judge had said the moratorium was too far-reaching and not adequately justified despite the spill. The government also asked district judge Martin Feldman in New Orleans to put his ruling against the moratorium on hold pending the outcome of the appeal or until the appeals court can consider a request for a stay. The justice department said the temporary moratorium affected only 33 active deepwater drills in the Gulf of Mexico. In addition to the appeal, interior secretary Ken Salazar said he would revise his original order suspending drilling 500ft below sea level to make it more flexible and thus address the court's concerns. The government imposed a six-month m
Obama gets brickbats and plaudits over global health budget Hot on the heels of the Gates Foundation $10 billion donation to vaccines and Bill and Melinda's impassioned pleas to governments to increase their aid comes President Obama's budget announcement, which has attracted both praise and blame.Among those who say he is a good guy is the Global Health Council, lauding him for a 9% increase in the Fiscal Year 2011 budget request to Congress. This is their analysis of how the money is to be parcelled out.The Council is happy that there are increases for maternal and child health and malaria and family planning (Obama lifted the Global Gag or Mexico City rule imposed by Bush which prevented any US funds going to overseas organisations including UN agencies which were prepared even to discuss abortion with women). But other organisations are not happy and foremost among the critics is the formidable Jeff Sachs of Columbia University, who has labelled the budget request a Very Big Disappointment. Read his full comments on the Global Aids Alliance site here. Sachs plays the security card and reproaches the Obama administration:If we invest only four percent of the military spending in the development approach it's going to be a very unhappy world and a very dangerous world for us in terms of health, in terms of poverty, in terms of conflict. I expected better of the administration. Obama acts to cut car emissions | Suzanne Goldenberg The US will target greenhouse gases emitted by cars for the first time, thanks to new regulations on exhaust emissionsThe Obama administration, frustrated by Congress from acting on climate change, finalised its first national greenhouse gas limits on car exhaust emissions today. The new rules will lead to a nearly 40% increase in fuel efficiency for America's fleet of cars and light trucks by 2016, or 35.5 miles per US gallon on average.Although car exhaust has been regulated for years, today's announcement was the first time the federal government has imposed curbs specifically targeted at carbon emissions from cars. The Environmental Protection Agency, facing resistance in Congress, has said it will delay curbing similar emissions from power plants and industry at least until next year.Today's new tougher federal regulations were simultaneously adopted by Canada's government. With climate change and energy legislation stalled in Congress, today's action may remain the most significant taken by the Obama administration against global warming. Obama has had limited success in getting Republicans and moderate Democrats to support energy and climate change legislation. His latest attempt to win over Republicans, opening up swaths of the Atlantic, Gulf of Mexico and the Arctic to offshore drilling, won only lukewarm support. Meanwhile, commentators accused Obama of drafting energy policy on purely political grounds. The new standards were pioneered by the state of California, which fought for years with the auto industry and the George Bush administration to raise fuel efficiency and limit car exhaust emissions.

Iraq: The exit looms | Editorial The State of Law bloc which backs the current Iraqi prime minister, Nouri al-Maliki, could well end up with the most votes when the results are declared today, but that will not necessarily help him. The votes are so evenly spread, and the gap between the prime minister's bloc and that of his main challenger, Ayad Allawi, so slight, that the kingmakers of this election will be the two blocs who are trailing in the count – the Shia followers of Moqtada al-Sadr, who are on the brink of achieving their greatest political influence, and the Kurds. Weeks of horse trading are set to follow and all manner of fixes could be arranged. Yesterday the Sadrists said that they could consider piling in behind Mr Maliki's bloc, but not the man himself. As Iraq's governing class fights over the spoils of regime change, the only question that interests Washington is to what extent Iraq can stand alone without the presence of 100,000 US troops, most of whom are coming home by the end of the summer. Could the turmoil be such as to imperil the timetable itself? Dr Toby Dodge, a leading expert on Iraq, argues in his latest paper that, given the record of the US occupation and the profound limitation of America's present stature, the Obama administration is right to continue to draw down. But that is not to say that the Iraq the US leaves behind will be a beacon of democracy with a strong sense of the rule of law. Far from it.On the plus side, the election drew a 62% turnout, despite a bombing campaign in which 38 people were killed and 90 injured. The strong showing of Mr Allawi's cross-sectarian bloc among the minority Sunnis, especially in Anbar and Diyala, can also be interpreted as a sign that future battles will be political, not military. Iraq is quieter than it was when sectarian viole
Clinton: tough on Israel, with time on her side | Ewen MacAskill Hillary Clinton has put Binyamin Netanyahu on the spot while she and Barack Obama still have time to initiate a peace processHillary Clinton has the potential to go one better than her husband. The former president left it late, much too late, to try to resolve the Israeli-Palestinian conflict. In the dying days of his presidency in 2000-2001, he led negotiations between the late Palestinian leader Yasser Arafat and the then Israeli prime minister, Ehud Barak, aimed at securing the elusive Middle East peace deal. While Israelis and Palestinians argue to this day about how close they came to an agreement, it collapsed. The secretary of state has an advantage this time round in that the Obama administration signalled at the start of the presidency it was intent on tackling the Israeli-Palestinian question. She and Obama have almost another three years left and possibly almost another seven: long enough to get some sort of peace process underway.Clinton, after a relatively quiet first year as secretary of state, showed her toughness over the last week in dealing with the Israeli prime minister, Binyamin Netanyahu. On Tuesday, she spoke about the strong bonds between the two countries, a remark Netanyahu and others in Israel chose to interpret as a softening of her position. They were wrong. What mattered was what she said next: that she is waiting to hear Netanyahu's response to specific US demands for the resumption of the Israeli-Palestinian peace talks. In world of international relations, where diplomats love ambiguity and caveats, Clinton put Netanyahu on the spot. He either offers concessions or he does not. If he backs down, he will be in trouble with the right of his coalition government. If he does not, he will be in trouble with the Obama administration.
Obama publishes new healthcare plan Seven-page plan includes sweeteners to win back voters and offers chance of reviving US healthcare reformBarack Obama today moved to end the month-long paralysis in Washington over healthcare reform by finally publishing his own proposals, including a populist measure to curb excessive rises in insurance premiums.Obama is to present the seven-page plan, posted on the White House website, to a joint meeting with Democrat and Republican members of Congress in Washington on Thursday. The plan offers a chance of reviving healthcare reform, the flagship legislation of the Obama administration, when it looked as if it might be killed off after the Republicans stunning Massachusetts Senate victory last month. The Senate and House have passed different versions of healthcare reform and the Democrats were about to thrash out a compromise bill for a final vote when Massachusetts disrupted their plan.Obama has basically taken the Senate version of the bill and added sweeteners aimed at winning back voters who expressed hostility to the reform. The biggest sweetener is the creation of a body that will decide whether increases in premiums by insurance companies are unreasonable. This comes on the back of angry public protests in California after an insurance company raised its premiums by 39%.The White House is also promising to make insurance more affordable by providing the biggest tax cut for healthcare in history, reducing costs for tens of millions of working-class families and small businesses and extending healthcare to 31 million more Americans. The new bill offers a way through the tortuous legislative process for the Democrats. They can pass the Senate version of the bill, and then at a later date come forward with another bill to amend any remaining controversial issues. Beyond the voodoo void of finance | William Brittain-Catlin The moral gulf between citizens and banks must be replaced with an ethic of responsibilityIf the second worst financial crisis in history signalled the implosion of offshore capitalism – that remote, distant and out-of-control economic system that crashed and burned in 2008 – what kind of capitalism is replacing the old, bankrupt model? To see what is on the horizon, one need only look to the United States, where the Obama administration is engaged in the task of building a new, onshore capitalism.Barack Obama wanted the US to find its home in the world and within itself after the fractious and divisive Bush years – and this applied as much to foreign policy as on the home front, with healthcare reform, for instance. It is the case too, in the reforms to the banking and financial system that the administration is pushing through Congress. To be sure these reforms, like the onshore nation that Obama wants to build around them, are in essence no less capitalistic than what came before. But there is a wide margin of difference: that to function properly and equitably the national economy must establish a connected, human relationship between its citizens and their financial system. The duty of individuals and companies to pay their taxes and for the government to crack down on tax havens is the capstone of the onshore nation. There can be no doubt that the Obama administration has shown great leadership and perseverance on this count, though there is still much work to be done in imposing higher standards of information-sharing on the recalcitrant tax haven world. In banking, the reduction of the scope and scale of the largest operators is integral to the task of building a reformed onshore capitalism. Republicans win key seat in Senate Scott Brown becomes 41st Republican in Senate after defeating Democrat Martha Coakley in historically liberal stateRepublican Scott Brown today captured the US Senate seat long held by liberal icon Ted Kennedy, leaving Barack Obama's health care overhaul in doubt and marring the end of his first year in office.Brown's defeat of Martha Coakley for the Massachusetts seat signalled big political problems for the Democrats in November, when House of Representative, Senate and gubernatorial candidates are on the ballot.More immediately, Brown will become the 41st Republican in the 100-member Senate, which could allow the Republicans to block the president's health care legislation and the rest of Obama's agenda. Democrats needed Coakley to win for a 60th vote to thwart Republican procedural manoeuvres to block votes on legislation. The election transformed reliably Democratic Massachusetts into a battleground state. One day shy of the first anniversary of Obama's swearing-in, it played out amid a backdrop of animosity and resentment from voters over persistently high unemployment, industry bailouts, exploding federal budget deficits and partisan wrangling over health care. For weeks considered a long shot, Brown rode that wave of bitterness to draw even with Coakley in the final stretch of the campaign. Surveys showed his candidacy energised Republicans while attracting disaffected Democrats and independents uneasy with where they felt the US was heading. With 87% of precincts counted, Brown led Coakley, 52% to 47%.Even before the polls closed, Obama administration officials and Coakley's supporters were blaming each other. Haiti's plight can bind US and Cuba | Steve Clemons Following the earthquake in Haiti, the US and Cuba should cast aside their differences to help their troubled neighbourIn Latin America, Cuba stands out as one of the most effective deployers of soft power. Rather than exporting revolution, Cuba today exports doctors – with more than 30,000 Cuban doctors working in more than 100 underdeveloped countries around the world.Cuba has become a marquis provider of catastrophe-related medical assistance around the world, particularly after tsunamis, hurricanes and earthquakes – and no doubt will send large contingents of medical personnel to earthquake-ravaged Haiti. Moving beyond the cold war stasis in US-Cuba relations is a priority of Barack Obama's administration, and the devastation in Haiti provides a platform to provide relief for a desperate nearby nation and build collaboration between Cuba and the US.Many great American voices from Brent Scowcroft and George Shultz to Jackson Browne and Bill Richardson have argued that the US-Cuba embargo makes no sense as foreign policy, that the right of Americans to travel anywhere in the world should not be suspended in the case of Cuba, that Cuba's exports of doctors rather than arms should be more than enough reason to strike Cuba off America's watch list of state sponsors of terror. But to effect change in a relationship as historically toxic as that of Fidel Castro's Cuba and 11 US presidents will require certain narratives. One such narrative could evolve from tying American resource co-ordination and financial support in a regional multilateral effort with other Latin American nations – particularly Cuba's deep bench of natural disaster-experienced medical corps. After Hurricane Katrina pounded New Orleans and southern Mississippi, Fidel Castro offered relief support from a 1,6 ハイチ、米国とキューバでの地震の後に問題を抱えたneighbourInラテンアメリカを支援する、キューバの1つのソフトパワーを最も効果的なデプロイヤとして際立っている、その違いはさておきキャストする必要があります
