    • Nuclear weapons: Obama is leading the way on warhead cuts | Editorial
The US president and his Russian counterpart are working together at lastAnyone old enough to remember the Cold War will recall also how normal it felt to worry about nuclear confrontation resulting in the end of the world. It takes time for the kind of suspicion built up over that period to dissipate. Last week, US President Obama and his Russian counterpart Dmitry Medvedev agreed to the deepest-ever cuts in their countries' nuclear arsenals – a mere 20 years after the fall of the Berlin Wall. Even then, each side will retain 1,550 warheads, enough to unleash apocalypse many times over. The deal is a foreign policy triumph for President Obama, who has invested heavily in repairing relations with Russia. Ever since the collapse of the Soviet Union, Moscow has suspected the US of conspiring to undermine its global status. The Kremlin has been especially assertive in trying to maintain influence in eastern Europe, which has been interpreted in Washington as a kind of neo-Soviet ambition. One of President Obama's first moves was to scrap a planned missile defence shield based on Russia's doorstep, a gesture of reconciliation decried by US hawks as appeasement.Without anything to show for such a concession, President Obama would have looked weak, so the nuclear deal gives him some much needed kudos. But the real quid pro quo was signalled in a statement by President Medvedev, striking a more than usually stern tone in relation to Iran's ambitions to become a nuclear power.President Obama will this week host a nuclear security summit in Washington, where he will hope to build some momentum for wider disarmament. That is a daunting project that has to involve such unpliable states as India, Pakistan, North Korea, Israel and Iran. Given the scale of that task, President Obama is 米大統領とロシアの対応は、一緒にlastAnyone十分に古いの方法も、通常それは、核の対立をworld.

As the US and Russia agree on arms reduction in a threatening world, a combined missile defence system should be nextNext week in Prague, Russian president Dmitry Medvedev and US president Barack Obama will sign a new strategic arms reduction treaty (Start). That agreement is an historic achievement, and an inspiration for further progress in global arms control. But at the same time, here and now, we must also prepare to defend against another, less encouraging trend. The proliferation of weapons of mass destruction and their means of delivery is a threat to both the Nato allies and Russia. A look at current trends shows that more than 30 countries have or are developing missile capabilities. In many cases, these missiles could eventually threaten Europe's populations and territories.Iran is a case in point. It has signed the nuclear non-proliferation treaty, and is developing a nuclear programme that it claims is for civilian purposes only. But Iran has gone far beyond what is necessary for a purely civilian programme. It has concealed several nuclear facilities from the International Atomic Energy Agency, played hide-and-seek with the international community, and rejected all offers of co-operation from the US, the EU, and others. Most recently, Iran's government has announced plans to enrich its uranium to levels that appear incompatible with civilian use and that defy several UN security council resolutions.Iran also has an extensive missile development programme. Iranian officials declare that the range of their modified Shahab-3 missiles is 2,000km, putting allied countries such as Turkey, Greece, Romania, and Bulgaria within reach. In February 2009, Iran introduced the SAFIR 2 space launch vehicle. • Poland and Russia: reconciled in tragedy | Jarosław Kurski
The air crash that killed Poland's leaders has led Russia to face its role in past horrors in KatynThere is no such thing as a good death. Every tragic death is senseless and aimless. But today Poles can bring some sense to this unprecedented tragedy in their country's history. For the last 70 years, the name Katyn had little resonance for most people in the west. It was also seen as a symbol of Russophobia on the part of Poles. Paradoxically, what happened on Saturday in Smolensk makes this notion obsolete.Due to last weekend's tragedy, the killing of 22,000 Polish officers by Russians in 1940 will become common knowledge. We Poles do remember that, but because they wanted to keep Russia happy, its western allies chose not to challenge Russian propaganda blaming Germans for the Katyn massacre. Now, the truth will become widely known – and truth is the very first criterion of any reconciliation.A second paradox is that the Russian reaction to the deaths – a crash that claimed the life not only of the Polish president, but of many senior government officials and the entire top brass of the military on their way to Katyn – is creating a unique situation. Authentic reconciliation between Poles and Russians, just like that of French and Germans under Charles de Gaulle and Konrad Adenauer, has now become possible.Across Russia people are crying together with us today. And there are stunning, from our perspective, things happening in Russia as we speak. Prime Minister Vladimir Putin talks about Soviet crime in Katyn. He bows his head for the victims alongside the Polish prime minister, Donald Tusk. After the tragedy in Smolensk, Russia's president, Dmitry Medvedev, talks to the Polish people and declar

    • Kyrgyzstan: The not so great game | Editorial
America's collusion with corruption and Russia's cheerleading have played out in the unravelling chaos of KyrgyzstanAs the sun shone on Barack Obama and Dmitry Medvedev when they signed a nuclear arms control treaty in Prague yesterday, a popular uprising 2,800 miles away in Bishkek, Kyrgyzstan, provided a somewhat more brutal test of the new era of co-operation between Moscow and Washington. Kurmanbek Bakiyev, the man propelled to power in the name of democracy and the so-called tulip revolution in 2005 has gone the way of all flesh. He rigged an election, appointed family members to key government positions, and began locking up the opposition. The trigger for a bloody revolt was a large increase in fuel prices. Yesterday, the opposition leader Roza Otunbayeva, a former foreign minister, proclaimed herself head of an interim government, but – amid widespread looting – chaos still reigned.Neither America nor Russia is an innocent bystander in this process. Bakiyev played one off against the other, his trump card being an airbase vital to the US surge in Afghanistan and through which 35,000 US troops pass each month. During a trip to Moscow in which he got $2.15bn in Russian aid, Bakiyev announced that the Manas base would close, only to reverse the decision when the US coughed up a higher rent. There was also a strong whiff of corruption in the form of a lucrative contract to provide aviation fuel to the US airbase, which Bishkek's new rulers claim was awarded to a company with connections to Bakiyev's family.Whatever it claims, Russia has not been inactive either. As relations between Bakiyev and Moscow plummeted, Russia slapped enormous customs duties on petrol and diesel exported to Kyrgyzstan. A barrage of criticism from the Russian press also changed minds in Kyrg

    • Moscow bombings | Expert view | A new generation of militants strikes
Unchecked irredentism has – at least according to official statements – been quashed through overwhelming use of military forceOver the last 11 years, federal policies towards the North Caucasus have been enveloped in a broader process of politicalreform in which power has been centralised around the Kremlin.Russian policy towards the north Caucasus under the current president, Dmitry Medvedev, and his predecessor, Vladimir Putin, has remained hardline.Unchecked irredentism and, more recently, Islamic radicalism have – at least according to official statements – been quashed through overwhelming use of military force. As part of this policy, the Russian public has been encouraged to recognise that stability has been brought back to the region, echoing longstanding traditions of enforced military subjugation. This has been linked directly to the popularity of President Putin, the rebirth of Russia on the world stage and salvation from the threat posed by Islamic terrorism. In the short term then, Putin's intransigent policy towards the north Caucasus led to a measure of stability, mistakenly becoming considered as one front in the global war on terror after 9/11. In the longer term this masked widespread discontent, in effect radicalising remnants of the Chechen separatist movement, creating an environment in which a north Caucasus insurgency could gain momentum.Of course Chechnya and some parts of the north Caucasus have undergone a radical transformation following years of war. But the story of stabilisation betrays pervasive poverty, commonplace corruption and growing anti-Russian sentiments that have resurfaced in the north Caucasus in recent years. Together this has produced a new generation of militants which have swelled the ranks of the insurgency.

    • Suicide bomb kills police in Russia's Dagestan republic
Attacker detonated car packed with TNT during roll call for traffic officersA suicide bomber blew up an explosives-packed car at a police station in Russia's troubled north Caucasus region today, killing at least six officers and wounding 16.The bomb went off as 150 officers lined up outside for roll call at the traffic police station on the outskirts of Makhachkala, the capital of Dagestan republic. The officers who died had taken action to prevent far greater devastation, according to the city police chief, Colonel Shamil Guseinov .The bomber detonated the explosives at the police station gate after he was stopped from driving through, Guseinov said. Those killed were at the gate, including three officers in a jeep that blocked the attacker's path.Police estimated that 50 to 200kg of TNT was packed into the Lada Niva, a small Russian-made four-wheel drive. The blast damaged the police station and blew out the windows of a nearby building. Shrapnel from the bomb was scattered across the area.Guseinov said police had been warned of a planned attack and moved the daily roll call well inside the station's territory, 200m from the gate. The Russian president, Dmitry Medvedev, immediately ordered the interior minister, who oversees Russia's police, to step up security in Dagestan and provide assistance to the families of the officers who died.A similar bombing in the neighbouring republic of Ingushetia in August killed 24 people and injured more than 200. In that attack, a man succeeded in crashing a bomb-laden van through the gates of the police station in Nazran.Dagestan and Ingushetia border Chechnya, where Russian troops have fought two full-scale wars against separatist rebels in the past 15 years. All three republics, which are predominantly Muslim, have seen a sharp ris

    • Vladimir Putin and Dmitry Medvedev meet on the slopes for a cup of tea
After the shots of him manfully – and shirtlessly – tugging fish from a Siberian river and sitting proudly astride a magnificent chestnut steed, the latest pictures of Vladimir Putin are something of a letdown. Not only is the Russian prime minister riding a snowmobile rather than an awed polar bear, he is also wearing a ski jacket with what looks to be a rather snug red fleece. His image as a solitary outdoorsman at home in the most inhospitable of environments is further undermined by a photo in which he and the Russian president, Dmitry Medvedev, enjoy an après-ski cup of tea.The two men were photographed at the Russian ski resort of Krasnaya Polyana, where Medvedev and his family have spent the new year. In keeping with the venue, which will host the alpine skiing events at the 2014 Sochi Winter Olympics, the two men indulged in a spot of skiing and snowmobiling, as well as meeting other tourists.Their body language suggests the closeness between the two most powerful figures in Russia. But shirt or no shirt, it's plain which one is the alpha male. Despite Medvedev's claims that he lifts weights, Putin's physique, black belt in judo and record in office make him all but unassailable.Vladimir PutinDmitry MedvedevRussiaSam Jonesguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds
