So what is wrong with health in Scotland?It isn't low spending: Scotland's independently run NHS spends significantly more per person than England, although some of this is soaked up by the range of remote locations it has to serve. What emerges is an uneasy father-son relationship, relieved by Malcom's occasional retelling of Bible stories – the best of which offers an alternative version of the Flood in which Noah becomes the ultimate black survivor.But Willimon resorts to one particularly desperate dramatic device, easily guessable from the programme, to keep the situation going. And it strikes me as bizarre that his two characters hardly refer to the one subject that would be uppermost on their minds: the staggering federal and civic incompetence that saw so many lives sacrificed.The pleasure lies in the performance. Ray Fearon as Malcom displays a formidable power that suggests he could have punched something more than a Bible in his time, and Anthony Welsh is full of raw anger as the younger man.       I first met my friend and former boss Bill Regan, who has died aged 91, when he appointed me as his assistant at Rhymney Engineering in south-east Wales in 1967. As a manager, Bill was unflappable and the epitome of quiet, determined professionalism.Bill was born in Southampton and moved to Cardiff aged three. He was educated at Gabalfa school and St Joseph's school in Cardiff, and was an altar boy at St Joseph's Catholic church. He joined the engineering company Powell Duffryn straight from school.He was a member of the territorial army and, on the outbreak of war in 1939, joined the Royal Corps of Signals before transferring to the Third Gurkha Rifles and shipping out to India in 1941. Bill's account of the war can be found in a memoir, Most Fortunate Person, which his family discovered after his death. The memoir has descriptions of bayonet charges; escaping the Japanese by scaling trees in the jungle; shooting deadly mamba; and improvised surgery with a Gurkha knife.In 1946, following demob, Bill rejoined Powell Duffryn as a manage- ment trainee and qualified as a charter- ed secretary. He once more met his neighbour's daughter, Margaret, and they married in 1951. They were part of a co-op of 30 couples who built their own houses in Cardiff.Bill was allocated financial and commercial responsibilities by Powell Duffryn for the joint venture at Rhymney which became Hymac. He later joined American Hoist, a manufacturer of cranes, oil rig equipment and excavators, and spent 10 happy years building their European presence.He retired in 1984 and enjoyed playing golf and watching rugby and athletics. Margaret died in 2002. Bill is survived by his children, John, Gillian, Michael and Cecilia, and by 10 grandchildren.       My indomitable aunt Lilian Williams, who has died aged 92, lived an ordinary life – or so we believed until she was able to disclose her work at Bletchley Park during the second world war.She worked with an inner circle of translators in Hut 3 – the German Book Room (GBR) – making sure that decoded messages were transcribed accurately before being dispatched to allied commanders. The most important went directly to Winston Churchill. Some of the messages, from the Nazi high command in Berlin to Erwin Rommel and other German generals, contained details of troop movements, providing the allies with advance warning of enemy plans.Born in Aberystwyth, the second eldest of six children, to a poor family who valued education passionately, Lilian attended the local grammar school and won a state scholarship to attend the university of her choice. Her headteacher was so excited that he ran to the house to tell her family and gave the school a half-day holiday in celebration.Lilian chose University College London and studied French and German. Her skill in languages and love of crosswords made her an ideal recruit for Bletchley. By the end of the war, she was deputy head of the GBR.Instead of continuing at the Foreign Office, she then returned home to help with the family, eventually joining a leather export company in London and serving as personal secretary to the director.Lilian learned Spanish at an evening course at the City Literary Institute in London, helping to organise their student fiestas, and even persuaded the father of the former politician Michael Portillo to be one of the judges.       It is a Commonwealth cliche that coups take place in benighted developing nations. On Saturday, however, the Lucky Country will choose between two leaders who deposed their predecessors. Australia's election fight, between Labor's Julia Gillard and the Liberal Tony Abbott (whose party is in semi-permanent coalition with the Nationals) is brutal, and polls suggest the slugging will go on until the final bell. But for all the blood and sweat, the scrapping feels pathetically small – the arguments turning on the format of staged encounters, and the source of the coalition's financial figures. In sum, the campaign seems more concerned with the campaign than anything else.Issues of substance do divide the centre-left and the rightwing platforms, but politicians are not minded to appeal to the better angels of Australian natures. Kevin Rudd, the prime minister whom Ms Gillard ousted and replaced in June, rapidly shredded his great popularity by describing climate change as the great moral challenge of the era – and then failing to deliver the changes he said it required. Mr Abbott is a climate sceptic, a stance which helped him displace Malcolm Turnbull last year. Ms Gillard expresses confidence in the science, but her plan of action centres on citizen consultation, which sounds like a recipe for overheated air.       As a young woman, in the summer of 1940, our mother, Mari Humphreys, who has died aged 90, was a teleprinter operator for the War Office in Whitehall. Initially she enjoyed her job, but as the Battle of Britain commenced, she found it a sad place to work. Her task was to receive communications from the airfields, including news of RAF fighters downed by the Luftwaffe. She would pass on the details of pilots killed, who were sometimes no older than herself.Mari was born into the Liverpool- Welsh community in Toxteth. Her first months at school were made more difficult by the fact that she spoke little English. Nevertheless, as a teenager she passed the civil service exam and, in 1939, was sent to London by her father.He was a seafaring man and considered it important that she get some experience of the wider world. She got more experience than he anticipated. Her future husband, Trevor, when on leave from the army, would sneak past her spinster landladies to visit her, by way of a window left open.In the autumn of 1940, with the blitz raging, Mari's father called her home for safety's sake. The irony was not lost on her when, in November, Liverpool received its first full-scale raid. One night in March 1941 a bomb hit the family home, but they were lucky, for that night it was not high explosives but incendiary bombs. This one bounced off the roof to land in the garden. The steel casing was for many years an object of curiosity for visiting relatives and friends.After the war, Mari made her contributions to the baby boom and eventually returned to the civil service, this time staying in Liverpool. Being non-judgmental and fun-loving, she had close and enduring friendships. He made the point that authenticity is essential if a dramatist is to create an accurate picture of our lives, past and present. I agree. My play Senghenydd tells the story of Britain's biggest mining disaster, the 98th anniversary of which falls today. The explosion in the South Wales pit killed 440 men and boys, 23 aged between 14 and 16 (one of the fatalities was a rescuer). The cause, as with the Chilean miners, was a lack of adequate safety procedures. As a piece of social history, the story of corporate greed, exploitation, heroism and the way in which a community can pull together is as relevant today as it was a century ago.The heroism is awe-inspiring. With hand-held fire extinguishers, no breathing apparatus for three hours and no water supply below ground, the Senghenydd rescuers worked in visibility of a few inches and almost unbearable temperatures. They brought up 489 men and boys (there were nearly a thousand men below ground when the explosion went off); the rest were trapped behind a wall of fire. Miraculously, 18 men were rescued from beyond the flames. They included a distant cousin of mine, Joe Evans, who was aged 19 at the time – a fact that I discovered by chance in a conversation with my great-uncle over two decades ago. It was a piece of family and social history about which I knew nothing.Drama can tell us our history through the eyes of the best witnesses, the people who lived it.       The ONS has released data on birth rates for 2009, showing a slight drop year on year but a rise over the past decade• Get the dataNew figures released today by the Office for National Statistics show that the birth rate for England and Wales has fallen minimally, by 0.2%, to 63.6 (that is, 63.6 live births per 1,000 women of childbearing age). There were 706,248 live births in 2009 compared to 708,711 the previous year.Despite this drop year on year, the birth rate has been rising steadily over the past decade. In 1999, there were 621,872 live births, which equates to a birth rate of 57.8 and a fertility rate of 1.7 children per woman. The fertility rate now stands at 1.95.The number of births outside marriage has also been rising alongside the general birth rate. In 1999, 38.9% of live births were to unmarried women, while in 2009 this had risen to 46.2%. The percentage of births to mothers born outside the UK has also increased, to 24.7% from 14.3%.While the average age of women giving birth has remained fairly static over the last decade, rising from 28.4 years in 1999 to 29.4 years now, the number of births at each end of the scale has changed dramatically. Ten years ago, there were 48,375 births among under-20s (a rate of 30.9/1,000) and only 14,252 in the over-40s (or 8.1/1,000). The number of teenagers giving birth has since fallen - 43,243 babies were born to teens in 2009 (a rate of 25.4/1,000) - while the number of women over forty having children has almost doubled, accounting for 26,976 births last year (12.9/1,000).The ONS has also released birth rate statistics by local authority. Newham has the highest birth rate at 103 per 1,000 women, while Durham has the lowest at 37.5.       It may be pedantic to class Julia Gillard as Welsh but it is splendid to witness one of Wales's political daughters reaching the topOdd that it should take the Australians to install a Welsh-born prime minister, as they did last week, when the British have never done so. Lloyd George, identified in some quarters (including, regrettably, this one) as a native of Wales, was in fact born in Manchester. The standard reference sources fail to trace the roots of some PMs, but it seems that while Bedford Row, London and Wotton in Buckinghamshire can claim two apiece, and two were born in Ireland, and a fine succession from the Earl of Bute to Blair and Brown first saw the light in Scotland, Wales has given us none. It has produced many near misses – some unmistakably Welsh, like Labour's deputy leader Aneurin Bevan and its twice-defeated Neil Kinnock; others less so. Roy Jenkins was born near Pontypool, while the Tory might-have-been Michael Howard is recognisably Welsh in vowel sounds if not in demeanour. Geoffrey Howe and Michael Heseltine are both also Welsh natives; meanwhile Kenneth Baker was born in Monmouthshire, which wasn't strictly Wales at the time, but is today. John Prescott, always classed as a pugnacious Yorkshire deputy, was born in Prestatyn. It may be pedantic to class Julia Gillard in Canberra as Welsh while recasting Lloyd George's Welsh wizardry as Mancunian magic instead.       Sex and politics permeate the theatre. But religion rarely gets a look in – and it's time for a comebackWe get plenty of sex in the theatre. Politics too. Religion, however, rarely surfaces in modern drama; and when it does, with rare exceptions such as David Hare's 20-year-old Racing Demon, it often fails to ignite impassioned debate. At a time when many religions seem to be facing internal crises and when faith constantly interacts with politics, it seems strange that the theatre has so little to say on the subject.It wasn't always so. As a batch of revivals has proved, the 1950s was a decade in which religion was an animating force in drama. John Osborne's The Devil Inside Him, resurrected by National Theatre Wales, vigorously shows how bullying, fire-and-brimstone clerical rhetoric drives a young man to murder. Jerome Lawrence and Robert E Lee's Inherit the Wind, at the Old Vic, dramatised the conflict between creationists and evolutionists. And Nigel Dennis's The Making of Moo, at Richmond's Orange Tree, offered a suave assault on the link between colonialism and Christianity. None of these plays was exactly a glowing advert for faith, but at least they assumed it mattered in people's lives.Today that assumption no longer holds. So it came as something of a shock last week to find a new play at the National, Drew Pautz's Love the Sinner, that at least dealt with religious issues. I just wish it has been a better play. Pautz starts with a gang of Anglican bishops in heated debate at an African conference. But windy rhetoric replaces real argument over the big issue: the church's attitude to homosexuality. And Pautz spends far more time examining the private tensions of a bisexual lay volunteer than he does exploring the Anglican cultural divide between the conservat セックスと政治が透過する劇場

      A survey by the social networking site Gaydar puts the Tories ahead of LabourIf there's one demographic that Labour should hope to count on even when others are deserting in droves, it's the gay vote. From the equalisation of the age of consent, to workplace equality legislation and the rules preventing discrimination by adoption agencies, Labour's record on gay issues is impeccable. But an interesting survey out today suggests that David Cameron's attempts to shake off the demons of Section 28 appear to have paid off.It's particularly interesting as the end of the survey period, 18-24 March, coincided with the screening of Cameron's awkward Gay Times interview, where he was asked why his MEPs refused to support a motion condemning a homophobic law in Lithuania. The survey was carried out among 1,500 users of the gay social networking site Gaydar, which means it's self-selecting and we must inject lots of caveats. But helpfully it asked how Gaydar users had voted in 2005, and how they planned to vote in 2010, which gives us a useful comparison.This is how members of the Gaydar survey panel said they had voted in 2005:Labour: 39.9%Conservative: 22.1%Liberal Democrat: 19.8%Did not vote: 6%Other: 4.1%Green: 3.7%Scottish National party: 3.5%Plaid Cymru: 0.9%Unsurprisingly, a big lead for Labour. Compare that with the voting intentions for 2010:Conservative: 28.9%Labour: 27.5%Liberal Democrat: 27%Green: 4.5%Other: 4.3%Don't know: 3.7%Scottish National party: 3.4%Plaid Cymru: 0.7%Is that good for the Tories?       Our friend Gillian Sandford, who has died of cancer aged 54, was one of those women journalists in the 1980s whose independent spirit took them to far-flung corners of the world to report with distinction from danger zones. In later years, she worked for aid agencies in Darfur and Afghanistan.Brought up in Bath, Gillian began her career as a news reporter for provincial newspapers in Devon, then the north-east, soon gaining a name nationally and securing scholarships to Japan, Iceland, France and Germany. Her first lengthy overseas job was in the US, where she worked as a reporter for a news agency and later as a staff reporter for US News and World Report in Washington.Gillian covered the Balkans for several years. She worked for a spell as a war correspondent for Time and also for the Guardian. Based in Belgrade, she led a small team reporting on the Kosovo conflict. Six years ago she was engaged by the Institute for War and Peace Reporting (the international media development charity) and trained Afghan journalists in Kabul. She supported them on stories that were part of a weekly internet-based news service that were also translated into Dari and Pashtu and printed by Afghan papers. When a priest is locked into a solitary lifestyle as part of his contract with his church, rather than with his God, resentment will surely follow. In a lonely and sometimes hostile environment, that resentment will fester.It is now an open secret that many priests have live-in lovers, with parishioners sympathetically keeping quiet. Priests involved in homosexual relations have been more covert, but anonymous polls have repeatedly showed that homosexuality is common among the clergy.These shadow-lives need to be allowed into the open. People across Britain are still outraged by the expenses crisis, and by what they regard as a betrayal of trust by some of their elected representatives. Many of our citizens either do not vote at all or have been tempted by the fringes and the extremes. That is why I believe that the way we do politics needs to change. And it is why I believe now is the time to take action.Since 1997, we have delivered devolution to Scotland, Wales and Northern Ireland. We have provided a mayor for London. We have created the independent supreme court, and guaranteed individual liberties through the Human Rights Act. We have created an independent regulator for parliamentary standards. Next we are ending the outdated hereditary principle in the House of Lords. These are important changes of which progressives can be proud. But the cause of renewing our politics has been put back by the damage of the expenses scandal.That is why I want to launch a rallying call for a new progressive politics. To be blunt, we need to give politics back to the people. We need the people to know it's their parliament, not ours. As part of this I believe it is time to look afresh at the electoral system.
