- Pollution means China's thirst can't be quenched – no matter what is spent
A 50-year plan to divert the course of the Yangtze, Asia's mightiest river - to solve droughts and shortages is falling foul of costly pollution clean-up plansChina's biggest hydro-engineering project – the £39bn South-North Water Diversion Project, is so contaminated by pollution despite the construction of more than 400 expensive treatment plants that water remains barely usable even after treatment, reports revealed this week. The South-North Water Diversion Project, is a hugely ambitious, 50-year project that aims to solve the country's worsening drought problems with three giant channels that will divert part of the Yangtze river towards the thirsty cities and factories around Beijing.Contamination levels are so high along much of the eastern leg – which runs along the Grand Canal - that the water is barely usable even after treatment. Almost all of the 426 pollution control projects have been completed, but the director of the project, Zhang Jiyao told the local media this week that there was a long way to go before water quality could be assured. This raises the prospect of further delays and costs for a project that began in 2002 and was supposed to have been operational more than three years ago. Domestic media predicted earlier this year that it would not open until 2013.It also highlights the severity of the pollution along the coastal manufacturing belt. Despite the closure of thousands of paper mills, breweries, chemical factories and other potential sources of contamination, the water quality along a third of the waterway falls far below even the modest standards that the government requires. The city of Tianjin – which was supposed to have been the main beneficiary of the water diversion – is already making alternative plans and building desalination plan

- Grand Canyon mining ban extended
The US government has extended a ban on the filing of new mining claims near the park in order to protect 400,000 hectaresThe US interior department has extended a temporary ban on the filing of new mining claims near the Grand Canyon with an eye toward protecting 400,000 hectares (1m acres) and giving the federal government more time to study the economic and environmental effects of mining. The department has been analysing whether to prohibit new mining claims near the park, or allow the mining industry to add to the thousands of claims already staked in the area. A temporary ban enacted in July 2009 was set to expire next month but will now last until December. The interior secretary, Ken Salazar, visited the Grand Canyon and drew on its history to urge patience, caution and humility in moving forward with what has been a controversial process. The withdrawal of the full 400,000 hectares for 20 years will be identified as the department's preferred alternative when the analysis is completed later this year, Salazar said. The mining industry, along with Govener Jan Brewer and some Republican members of Congress quickly blasted Salazar's decision as detrimental to the state's economy and the country's energy independence.Conservationists hailed the announcement as crucial to protecting the area's natural and cultural resources. Ranchers had sent miniature cowboy hats to Salazar, a rancher himself and former natural resources chief in Colorado, urging a more permanent withdrawal for what mining opponents have said was a natural treasure under threat. The temporary ban was meant to slow a flurry of new uranium mining operations planned near the Grand Canyon. At least 3,350 active mining claims exist for all types of hard-rock exploration within the area. Most of the claims f _NULL_

- Horn of Africa: From one drought to another | Editorial
The problem is not just assessing the size of the current crisis, but also that droughts are an almost annual occurrenceEvery day 1,000 Somalis stream across the Kenyan border to Dadaab, which is full to bursting with 367,000 people and already constitutes the largest refugee settlement in the world. They arrive malnourished and dehydrated but – after a walk lasting weeks – grateful that they have made it to a point where they will get food and water. The exodus is not the only indicator that a major food crisis is brewing in the Horn of Africa after the driest year for 60 years. In Somalia the price of the cereal red sorghum has risen by 240% in the last year, and a 90kg bag of maize is bartered for five goats now instead of one. The malnutrition rates of refugees arriving in Ethiopia are 23% – six times the rate that constitutes an emergency. Figures like these caused aid agencies to launch multimillion-pound appeals this week to address a humanitarian emergency in east Africa affecting up to 10 million people. Britain announced that it would give £38m in food aid to Ethiopia, which is generous. Would that other donors gave as much, even if that sum may only fund the World Food Programme operation in the country until September. But the problem is not just assessing the size of the current crisis, which is sure to grow. It is also the fact that the droughts in this region have become an almost annual occurrence. There have been five in the last seven years and, in terms of numbers affected, this may not be the largest. The biggest crisis peaked in 2009 when 22 million people were affected.Should everyone shrug their shoulders and put serial drought down to climate change? No, these are some of the least developed areas in Africa. Of course, Somalia is shattered by decad null, responseDetails: Suspected Terms of Service Abuse. Please see responseStatus: 40

- News you can use | Michael Tomasky
As some of you will recall I live in Montgomery County, Maryland, among the finest of America's 3,100-odd counties (yes, I'm being serious) in so many ways. Except for one thing. Power goes out like every other week. Yesterday morning, we had frightening electrical storms. Our power died on us two or three times, but miraculously each time came back on. This morning, however, we weren't so lucky. Around 9:00, while I was on the train coming in, Sarah called me to say that the power went pffft. Odd, because there was no storm brewing at the time at all.Loads of power lines are tangled up in large old trees throughout the county, and in addition to that, these electrical storms seem to be increasing in frequency. Global warming again? Anyway, it's a drag. We already lost power about three weeks ago for two days and had to chuck maybe $300 worth of food out of the freezer. All of which leads me to TBD.com, the new local news web site started by the Politico people to compete on the local scene with the Washington Post. It just launched this week. I haven't studied the site extensively yet, but I can tell you this much. When I went to check it out today for the first time, the headline on the lead story was MoCo power outages may end tonight. Good. That's sort of all you need to know, right there in six words in big type. As a comparison test, I went to the Washington Post home page. Nothing about the power outages at all that I could see. And this is affecting a lot of people, around 33,000, in a high-income county where the Post has probably the largest single chunk of its readers (the kind of readers the advertisers love anyway), so it's certainly news.So there you have it. - Cancún climate change summit: Talk is cheap for big business | John Sauven
Climate campaigners must continue to play their role in challenging boardrooms' thirst for fossil fuelsAs negotiators and ministers enter the next round of international negotiations on climate change, they face a painful conundrum; domestic politics in the US has made it nigh on impossible for countries to sign a legally binding agreement in Mexico. Yet the need for such an agreement is ever more obvious, as climate impacts accelerate, countries jostle for advantage in the clean technology markets while still burning coal and oil at record speeds; and money begins to flow into a complex series of bilateral and multilateral deals to support action on forests, adaptation and low-carbon development. In place of a global deal with common rules and a sense of purpose, we are now faced with a bottom-up, ad hoc and chaotic response to a planetary emergency. It is as if we were trying to deal with a deadly pandemic by brewing home-made vaccines. And with last week's ominous news of a rise in atmospheric methane levels, possibly linked to rapid Arctic warming, the dislocation between the scale of the risk posed by climate change, and the laughably inadequate response of the international community is more obvious than ever. But while the problem is stark and growing, many campaigners feel as if they are running out of options. If the international process is broken, and we can't fix the problem of climate change without it – what comes next? For some, the answer is to continue throwing energy at the UNFCCC process itself – as if there might be some alchemic substance in the water in Cancún, which will transform political conditions on the ground in Beijing or Washington DC. Nice try, but most of us don't believe in magic. However, taking umbrage with the UNFCCC, and even with clima 気。

- Uzbekistan: Bukhara's fading Jewish heritage
Emigration to Israel and the west has left a fast-dwindling Jewish community, and only about 300 worshippers make use of the 16th-century synagogueI finally tracked down Bukhara's synagogue in the winding alleys of the old town only to find its imposing wooden doors shut. The solid facades of the alley gave no clues as to whether there was any life behind them. But soon a dishevelled man appeared with keys to the building.Yura, the night watchman, pushed the finely carved doors open, revealing a well-maintained courtyard with white painted walls adorned with inscriptions in Hebrew and richly embroidered black and gold wall hangings concealing the synagogue's 500-year-old Torah.Yura told me about Bukhara's Jewish community. The synagogue dates from the 16th century and is still in use, although the number of worshippers has declined dramatically over the years. There are only around 300 left in the city, and some of those are about to leave.Since the 1970s, when Soviet emigration controls were relaxed, thousands of Jews have left Bukhara. This process speeded up after Uzbekistan gained its independence from the Soviet Union in 1991, although exact figures are hard to come by as there has been no official census in the country since 1989. Many Jews have left for Israel and America, while others have settled in Europe. Many of the fine old houses in the Jewish quarter surrounding the synagogue have had a new lease of life as guest houses. They have retained their original features, such as ornately carved wooden verandahs supported by columns carved from whole tree trunks.Yura took me to see the community's school, which is thriving despite the dwindling numbers of Jews. - Russian drought could push up food prices
Russia is the world's second largest producer of barley after the EU and the cereal crop is used by many farmers as animal feedShoppers could see the cost of the meat and poultry in their baskets rise as the price of barley has more than doubled over the past six weeks due to continued fears over the drought affecting Russia and Ukraine.Russia is the world's second largest producer of barley after the EU and the cereal crop is used by many farmers as animal feed. The recent price rise could also have a possible knock-on effect on the cost of beer as a significant proportion of the remainder of barley production goes into the brewing trade on both sides of the Atlantic.Barley is the latest commodity to see a dramatic price rise in recent weeks. The worst drought for generations in Russia has already caused a 50% jump in the price of wheat, the world's most-consumed cereal, since June, and last week president Vladimir Putin announced a Russian export freeze on grain. Attention is also being focused on Australia, the world's fourth largest exporter of wheat, where this year's crop may be hit by dry weather in Western Australia, which accounts for 40% of exports. Prices have also been put under pressure by very wet weather in Canada at planting time, which reduced acreage. But some commodity analysts have blamed speculators for pushing up the price of wheat and barley. Russian wheat, for instance, is mainly exported to the Middle East which has access to stocks from other areas, while strong harvests are expected in Europe and the US.Traders are awaiting a key US Department of Agriculture report on stocks and production which is due out on Thursday and ahead of the report some speculators have cashed in their profits. - Rail strike: sharp end of the law
Decision to call off strike is a relief for rail users and Gordon Brown, who needed the dispute like a hole in the headThe calling off of next week's rail strike is good news for the railways, for those who depend on them to get to work and for those who were planning to use them for recreation during the Easter holidays. The decision is also a relief to Gordon Brown, who needed a rail strike at the start of the general election campaign like he needs a hole in the head. This strike was neither a good way of running a railway, nor the right way of ensuring that staff grievances are properly addressed. There is a lot wrong about Britain's railways and the public is often quite sympathetic to the workers' case. But the leader of the rail workers' RMT union, Bob Crow, is much too trigger-happy with industrial threats and confrontation at the public's expense. He has another one brewing on the London Underground as well as others on the railways too. The two sides should take this opportunity to get back round the table and negotiate a solution.Mr Crow issued a characteristically belligerent response to Mrs Justice Sharp's decision in the high court yesterday afternoon to grant an injunction to Network Rail halting the strike because of balloting irregularities by the RMT. The courts, he claimed, had launched an attack on the whole trade union movement by their decision. This is an exaggeration. No union that conducts its ballots properly according to the reasonable requirements of the law – as most do, and as the RMT has done in the past – would be in danger of being injuncted. Nevertheless, the court's decision, especially in the wake of a similar ruling in the case of the BA cabin crew dispute last Christmas, does raise real concerns, not just abo
- Marynia Chatterton
My grandmother, Marynia Chatterton, who has died aged 93, was the first female fellow of the British Institution of Structural Engineers. Deploying considerable determination, intellect and tenacity to succeed in a profession that still remains very much a man's world, she designed most of the high-rise buildings in Zimbabwe's capital, Harare. She was born Marynia Znamirowska in Warsaw, into a large Orthodox Jewish family. In 1931, her younger sister died, prompting her family to emigrate to the British Mandate of Palestine. She finished her schooling in a new language, Hebrew, and enrolled as a student of engineering at the Haifa Technion. Graduating with the first distinction in engineering to be awarded there, she went to work for the collective association of kibbutzim. While a student, she served as a weapons trainer in the Jewish paramilitary force Haganah and, when Haifa was bomb]ed during the war, as a firefighter. After marrying my British grandfather, Frank Chatterton, Marynia emigrated in 1947 to Southern Rhodesia. Initially facing scepticism from the construction community, she emerged as one of the country's top engineers, starting her own consulting firm in 1957. She joined the Institution of Structural Engineers, as the first female fellow, in 1954. Marynia went on to design some of the capital's most recognisable landmarks: the National Library, Museum and Art Gallery, and the Meikles hotel. But it was her expertise in high-rise buildings that made a lasting impact on the skyline of modern-day Harare. She designed many of the capital's skyscrapers, her life's work culminating in the 26-storey Reserve Bank headquarters, still Harare's tallest building. - Ana Timberlake obituary
Our mother, Ana Timberlake, who has died aged 66 of the lung disease idiopathic pulmonary fibrosis, was one of those rare women who proved that you can have it all. A successful businesswoman and loving mother of three, Ana was the founder of Timberlake Consultants Limited (TCL), a statistical consultancy firm, with particular applications in medical research and econometric modelling.Ana was born in Portugal, the daughter of a civil engineer. Her father, Armando da Palma Carlos, was at that time the resident engineer on the Pego do Altar dam construction site, Alentejo, where Ana spent her early childhood. Her family were no strangers to successful women. Her aunt, Elina Guimarães (whose husband, Adelino da Palma Carlos, was appointed prime minister following the 1974 revolution) was head of the National Council of Portuguese women and is considered to have been the first feminist in Portugal.Ana took her first degree, in mathematics, at Lisbon University, before coming to Britain in 1969 to do a master's degree in statistics and operational research at Southampton University. She then took up employment at PTRC (Planning and Transport Research and Computation), a small research unit in London. An early assignment at PTRC was to re-analyse the results of Robert Borkenstein's 1964 Grand Rapids study, upon which the British breathalyser test had been based in the mid-1960s. The original data had not been statistically adjusted and earlier analysis had suggested that driving improved with the intake of a small amount of alcohol. However, after Ana had standardised the data (for weather, vehicle age, driving experience, and so on), it became clear (much to the chagrin of the brewers) that alcohol intake did indeed make driving capability progressively worse. At PTRC, Ana com 特発性肺線維症66肺疾患の高齢者が死亡した私たちの母親、アナティンバーレイク、1人は、あなたがすべてあることを証明これらの貴重な女性だった
