These mortgage giants have played an important role in making housing more affordable in the United States. Fannie Mae created the secondary market in mortgages when it was established as a government-owned company during the New Deal. Its willingness to buy mortgages from banks essentially created the basis for the 30-year fixed rate mortgage that is the standard today. The virtue of the original Fannie Mae was that it was simple and cheap. It bought and held 30-year mortgages. It did not securitise them. This avoided the costs and risks associated with securitisation. At every step in the securitisation process, the financial industry expects to make money, and often lots of it, since salaries are so bloated. In addition to saving these costs, a public Fannie also had no incentive to engage in risky gambles to inflate profits. Its senior management was paid civil servant wages, not the tens of millions that go each year to top Wall Street executives.Holding the mortgage on its books meant that Fannie Mae, and therefore the government, was bearing the interest rate risk associated with the mortgage, in addition to the risk that the mortgage would go bad. Sanders's bill would appropriate 0.55% of GDP (about $80bn a year, with the economy's current size) for buying up patents, which would then be placed in the public domain so that any manufacturer could use them at no cost.This money would come from a tax on public and private insurers. The savings from lower-cost drugs would immediately repay more than 100% of the tax. The country is projected to spend almost $300bn a year on prescription drugs this year. Prices would fall to roughly one-tenth this amount in the absence of patent monopolies, leading to savings of more than $250bn. The savings on lower drug prices should easily exceed the size of the tax, leaving a substantial net reduction in costs to the government and private insurers.The Sanders prize fund bill would go far towards eliminating the problems that pervade the drug industry. Launched in 2005, it covers some 11,000 power stations and industrial plants in 30 countries, whose carbon emissions make up almost 50% of Europe's total. A cap on the total emissions allowed within the scheme is set, and allowances adding up to the cap are provided to the companies regulated by the scheme. The companies are required to measure and report their carbon emissions and to hand in one allowance for each tonne they release. Companies can trade their allowances, providing an incentive for them to reduce their emissions.The current cap is set to fall by 1.74% annually to achieve a target of reducing emissions in 2020 to 21% below their level in 2005. In June 2011 the price of an allowance was around €16. According to John Bolton, Israel now has, what, three days left to strike the facility, after which it will be too late. Bolton is also no doubt busy writing his speech for the big 9-11 Stop the Islamization of America rally, which will also feature that man of peace Geert Wilders.At any rate, it seems fairly clear that Israel is not going to bomb Iran this weekend. I think. So Iran will have a nuclear power facility - overseen by Russia, open to international inspections, whatever assurances those two factors provide.I should say here that I don't like the idea of a nuclear Iran (not in the sense of power plants, but in the warhead sense) any more than Bolton does. But what can we do about it? Marc Ambinder of the Atlantic describes the problems well:Meanwhile, what (and who) would the targets of a U.S. strike be? And why should we suppose that Iran -- now seen as irrational and millennialist -- would suddenly become rational and incentive-oriented after an attack? Yet by 1500 the practice seems to have died out in European warfare. It lingered in the Mediterranean, where the ransoming of galley slaves continued for as long as maritime power depended on them. Even after that, Muslim pirates raided widely along the European coasts, as far north as Iceland. More than a million slaves were taken in this way between 1530 and 1780. All of them might be ransomed if they did not convert to Islam, and many were. That is the origin of the Roman Catholic redemptorist orders. The nearest large-scale modern equivalent was the practice of the West German government, before the fall of communism, of buying out from Eastern Europe and from Russia (though not, of course, from East Germany) ethnic Germans who were entitled under the constitution to citizenship. Last June, when the joint venture was announced, BHP and Rio fully expected to win and to secure their $10bn.The structure of the venture was crafted to address regulatory concerns that emerged a year earlier when BHP was plotting a full takeover of its rival. The pair would pool their production assets but run separate sales and marketing operations to ensure competition. Not in an ideological, fodder-for-the-right kind of way, but about the system and process and to some extent about her:What we have is a person whose career has dovetailed with the incentives presented by the confirmation system, a system that punishes creativity and rewards caginess. Arguments are already being made for and against her nomination, but most of this is speculation because she has been too careful to let her actual positions leak out.There's about to be a backlash against the Ivy League lock on the court. I have to confess my first impression of Kagan is a lot like my first impression of many Organization Kids. She seems to be smart, impressive and honest — and in her willingness to suppress so much of her mind for the sake of her career, kind of disturbing.I think we have here in Kagan an extreme case from which we should be careful to make general statements. As Brooks notes elsewhere, she apparently knew from the time she was quite young that she wanted to be a judge, and comported herself accordingly, never saying anything remotely controversial or, probably, interesting.Maybe this confluence of facts - a ridiculous process that everyone knows is ridiculous, brought to its logical endpoint of ridiculousness by the presence of a nominee who has been planning for this moment for decades by saying as little as she could - will result in this being the last time we go through this charade in just this way. Tighter infection control and incentives for drug companies to invent more antibiotics are usually proposed as the answer. But the authors of a new paper say we have to think out of the box.What are we to do about the diminishing power of antibiotics - once the miracle drugs that looked set to end infectious diseases? We know the problem is becoming very serious - here is a piece I wrote about the alarming prospects for a future without antibiotics.But we don't hear much in the way of imaginative answers. So it's refreshing to read a paper out this morning from Aaron Kesselheim, from Brigham and Women's Hospital and Harvard Medical School in Boston, and Kevin Outterson, a professor at Boston University Law School.Their analysis, published in the journal Health Affairs, says the usual idea, to give pharmaceutical companies financial incentives to invent and manufacture more antibiotics, won't work. One of the reasons we are in this parlous state of affairs, they say, is that drug companies in the past have tried too hard to sell more tablets. Of course, the misuse of the drugs - physicians over-prescribing and patients not completing the course - is largely to blame, but companies have been disciplined for promoting wrong uses of antibiotics. Don't raise hopes for Afghan peace jirga | Wazhma Frogh A national reintegration plan ignores the fact much of the violence is caused by an exported insurgency from PakistanAfghanistan is preparing for a consultative peace jirga through which it aspires to build national consensus on the political approach to the insurgency, and create a roadmap towards ending the perpetual violence in the country. The government has indicated that during the jirga it will open its reintegration and reconciliation plan for debate. A version of this plan was first presented at the London conference on Afghanistan in January, where the initiative received financial and political support.Traditionally, jirgas have been a mechanism for resolving communal and tribal conflicts in many parts of Afghanistan, as well as at the national level. Jirgas have been useful in solving disputes and averting further deterioration or perpetration of violence. Their decisions are often binding and forced, and resolutions arrived at through jirgas do not necessarily pass tests of justice or fairness. Furthermore, jirga representatives are often notables and local power-holders who may see it fit to impose their own will on the public, rather than represent the public's desires.We may be tempted to hope that the coming jirga might put an end to the continuing violence. However, as the new developments unfold around the reintegration and reconciliation plan, including the latest on offering exile to the Taliban commanders, the hope gets murkier.We hear various arguments against the reintegration plan. One of its only known components is the provision of incentives for the insurgents to renounce violence. Chinese GDP: what the experts say The news that Chinese GDP grew by 11.9% year on year in the first three months of 2010 has raised fears that the country could be overheating. Some economists, though, believe that while interest rates may rise this year, China is still in a strong position.Mark Williams, senior china economist at Capital EconomicsAt first glance, today's GDP data might suggest that China is overheating. However, the acceleration in year-on-year growth in Q1 was entirely due to weakness a year ago. Growth has continued to slow in year-on-year terms and the economy is now expanding at what is, for China, an unremarkable pace. Price pressures too seem to be easing. While we expect policy tightening over the coming quarter, there is no need for dramatic measures.In the long-run, China would be better served by structurally higher interest rates – they are currently far too low for moderate rate adjustments to make any difference to loan demand. This means that the People's Bank has an incentive to raise them (we forecast two 27bp hikes to the benchmark 12m lending rate this year with the first move in May) with little reason to fear that doing so would endanger the recovery. Limited rate hikes may also be desirable to keep inflation expectations in check – the State Council statement said it thought expectations were still rising.Similarly, the weakness of price pressures means there is no pressing economic reason to allow the renminbi to move higher. A report today from the Center for Global Development in Washington says we need to wake up - there are measures that can be taken to stop drug resistance building.It's always been a scourge of Europe and the USA. Penicillin long ago stopped being the miracle cure it once appeared to be. Bacteria and viruses are smart organisms that will mutate, given the slightest weakness in the drugs being used against them - which is why it is vital that we finish a course of antibiotics.But when drugs are precious, money is short and diseases all too often kill, as in the developing world, a failure to guard against drug resistance has powerful potential consequences. We have had MDR TB (multidrug-resistant tuberculosis) for some years. More recently came the first reports of XDR TB, extremely drug resistant tuberculosis, in South Africa. The drugs to treat it would not have been affordable even if they had been available.Nancy Birdsall, president of CGD, put it this way:Drug resistance is a serious problem that doesn't get serious attention. Property investment was up 35% annually, making it easily the biggest contributor to those spectacular economic growth figures. As has been pointed out, this leap comes after concerted efforts by the government to cool down the housing market by restricting lending. It doesn't seem to be working. Talk about a Chinese property bubble will only get more credible – and China's authorities seem nervous, having just this week announced new measures to curb speculative buying by raising the minimum down-payment for purchases of second homes from 40% to 50%.The fear is that we've seen this movie before and we know how it ends: strong growth, export bonanza, low exchange or interest rates, a property bubble ... what could possibly go wrong? They may be unwise to waitIn the lead-up to this week's international conference in London, remarks by the commander of US and Nato forces in Afghanistan, General Stanley McChrystal, and the US defence secretary, Robert Gates, have given a boost to those who would like to see the Taliban engaged in a political settlement. The prevailing view in Washington is that many Taliban fighters can be won over, but that the current US troop surge has to roll them back first, reversing Taliban successes and gaining control over the population centres and major roads. According to the American strategy, the US military has to weaken the Taliban before negotiating with them.General McChrystal has both a special fund of $1.5bn to provide incentives and other forms of support for Taliban fighters who put down their arms, and a group of British and American officers who are drawing up plans to win over Taliban commanders and fighters as the troop surge tilts the battlefield back in favour of the US. General McChrystal told me in Islamabad in early January that he is confident that many Taliban will be won over in the field. This US reconciliation effort would be led by President Karzai, who for several years has called for talks with Taliban leaders.There is another way of looking at the crisis. Despite their successes, the Taliban are probably now near the height of their power. They do not control major population centres – nor can they, given Nato's military strength and air power.
