So best to make the act of default as clean as possible.The idea of using EU funds to buy up Greek debt in the market follows logically, if controversially. Lenders are braced for pain (or should be) because they can see how far below face value Greek bonds are trading. Viewed from a distance, the manoeuvre is also affordable: cutting Greece's debt-to-GDP ratio to the eurozone average of 85% would cost €140bn (£123bn), or about 2% of eurozone GDP, calculates thinktank Capital Economics.But big-picture calculations of affordability are one thing. Viewed from close-up, even a modest Greek buyback programme could crystallise serious losses on weak banks outside the country.     • Uganda offers an important lesson in education | Jonathan Glennie
      Despite its shortcomings, the country's policy of free universal primary education has helped millions of children go to schoolIn 1997 Uganda introduced free and universal primary education. Enrolment rose from 2 million to 7 million by 2000 and the country's achievement was touted around the world as a great development success story.However, it was evident from very early on that finding extra, well-qualified teachers in a country where 50% of the population is under the age of 15 was going to be a challenge, as was providing the infrastructure to match the sudden increase in student numbers. And so it has turned out. Student pass rates have fallen and rates of transition to secondary school are also sliding. As standards fall in public education, a social divide is emerging between the public and private sectors, with private schools being regarded as offering a significantly better education. According to Lawrence Bategeka, from the Economic Policy Research Centre, a Ugandan thinktank, around 90% of current university students in Uganda were taught in private schools. Moreover, as private schooling is not profitable in rural areas, the urban-rural divide is opening up as well. Many governments have to make a trade off between universality of provision and standards. It is easy to provide quality education just to a select elite, as happened in many wealthy countries until around 100 years ago.I asked Bategeka whether it was a mistake to open the school gates to millions more children when Uganda was obviously not ready to teach them. Wouldn't it have been more sensible to increase enrolment more gradually, in line with the realistic possibilities of infrastructural and teacher development?       The present US administration's approach has more in common with past presidencies than it might admit, says Richard FontaineBarack Obama's national security strategy is being interpreted as a break with his predecessor's. But for all of its rhetorical distancing, there is more continuity – with Bush and other recent US presidencies – than most perceive.The transatlantic relationship is still the cornerstone of international engagement. The gravest danger to the US comes from weapons of mass destruction in the hands of terrorists. The US still reserves the right to act unilaterally and does not rule out pre-emption, even if it does not trumpet that fact. It will maintain military superiority, promote democracy and human rights, isolate Iran and North Korea, and counter extremism. It will work against the Taliban and with the Iraqis.There are a few differences in substance and many in tone. But it would be wrong to say this is a break with the past – US interests and values are longstanding and the tools it possesses for pursuing them are stable.The realities of the international system and continuing US interests always inform its foreign policy. The differences that exist are on the margin and, while that margin can be consequential, the new strategy should be seen in the context of the country's history.Yet it is wrong to describe the new strategy as Bush redux – it is more America redux. Administrations centre their foreign policy within the broad course of tradition and then describe their approach as a dramatic shift. We can expect this administration less to tread new ground but rather to pledge to do things more effectively.       Ten Russian spies were deported from the US in exchange for four people who Russia has pardoned for betraying MoscowThose released by Russia:Alexander Zaporozhsky, a former colonel in the Russian foreign intelligence service, sentenced in 2003 to 18 years in prison for espionage on behalf of the US. Zaporozhsky quit the service in 1997 and settled in the US; Russia enticed him back and arrested him in 2001. The vitriol first expressed by critics of Roman Catholicism was so vicious that one sensed that it backfired: people in this country who always like fair play started to feel that the condemnation of the most fervent opponents of Pope Benedict XVI and of his Church were getting too personal. So there's been a noticeable change in gear: now the critique is you Catholics should be able to see your pope, but don't bother the rest of it with us. And it's worked: a poll for the Theos think tank this week shows that people don't approve of this being a state visit, with 76 per cent objecting to taxpayers part-funding it, while a survey for my own publication, The Tablet, by Ipsos MORI, shows that most people neither support nor oppose the actual visit. So it's the trip's status that sticks in the craw.But people need to get a few things straight. Firstly, this isn't quite a state visit. This is an official visit, with the status of a state visit. So the pope won't be the guest of honour at a vast banquet at Buckingham Palace, nor will there be a ride down the Mall with the Queen with all the attendant pomp, nor will the pope stay at Buckingham Palace and be waited on there by flunkeys.
