Five people were killed as oxygen tanks exploded at a hospital in Ukraine's eastern city of Luhansk, the Emergency Situations Ministry said on Monday.

Hard on the heels of a collective silent prayer on Monday to mourn the loss of an estimated 28,000 people, there was another shock: the decision to put the damage to the Fukushima Daiichi reactors on a par with the explosion at Chernobyl. This is not only an admission that the amount of radiation released is of a new order of magnitude (although it is still only a 10th of that form the Soviet accident). It is also a marker for the future. It could take Tokyo Electric Power Company (Tepco) months to get the stricken reactors and spent-fuel-rod pools under control, and as radiation continues to leak, the total amount could, it is feared, exceed the levels of the 1986 disaster.Has the pendulum been made to swing too far the other way, by the very people who dismissed comparisons with Chernobyl only weeks ago? In many ways, Fukushima bears little comparison to the world's worst nuclear accident. The explosion and fire at Chernobyl sent parts of the reactor core high into the atmosphere in a plume that drifted over Ukraine, Belarus, Russia and western Europe. The contamination around Fukushima could potentially spell a terminal blow for the communities around it, as we report today, but those communities lie within 25 miles of the plant and the area affected is still local. The equivalent vehicle for the dispersal of radiation from Fukushima is water rather than air, in this case a rather large quantity of it – the Pacific Ocean. Furthermore, the particles are being carried by a strong current away from population centres, dispersing and diluting them. Polish pierogi, a cross between a doughy dumpling and Italian ravioli or tortellini, are not to be confused with the Russian pirozhki, a baked bun stuffed with savoury or sweet fillings. But ask Russians what pierogi resemble, and they show no hesitation. It is, of course, nothing more than Russian pelmeni, they reply. Ukrainians hotly disagree. It's vareniki, because they are boiled until they float. The debate is further complicated by ruskie pierogi, with a filling of potato, white cheese and onion. Ruskie has nothing to do with Russia but Red Ruthenia or Eastern Galacia, which is now part of Ukraine. It is as straightforward as that. Whoever owns the copyright, the dish itself is delicious, although not for those pondering regime change. The word pierogi is plural for a reason; one is never enough. But once two or three have slipped down (filled with sauerkraut and dried mushrooms or minced pork, mushrooms and cabbage, with the attendant sour cream), weight-watching must be a distant memory. The dish is as versatile as its many fillings. It also knocks on the head the notion that fast food is a North American phenomenon, but for too long pierogi were displaced by the superior marketing of McDonald's. Ten men accused of hijacking a German ship in the country's first piracy trial in 400 yearsTen Somali men went on trial in Hamburg today on piracy charges for allegedly hijacking a German container ship.The men sat in the state court, each with two attorneys, as their trial opened on charges of attacking maritime traffic and kidnapping.Three translators were present, and the courtroom was packed with reporters to witness the opening of the first piracy trial to be held in the northern port city in nearly 400 years.Prosecutors were unable to determine the ages of three of the men, so the trial is being held in a youth court. They face a possible 15 years in prison if convicted.The men were captured aboard the MV Taipan in the Gulf of Aden by Dutch marines on 5 April. The suspected pirates were extradited from the Netherlands to Germany in June.When the ship was attacked, the crew sent an emergency call and locked themselves in the vessel's security room for several hours. The 15 crew members from Germany, Russia, Ukraine and Sri Lanka stopped the ship's engine, making it impossible for the pirates to take the 140-metre-long (460-ft) Taipan to their Somali home port.After a short exchange of fire, a Dutch anti-piracy unit freed the ship, capturing the 10 suspected pirates and seizing five machine guns, two missile launchers and ammunition. None of the crew members was harmed.While there has not been a piracy trial in Germany for hundreds of years, Hamburg has a centuries-old tradition of sentencing pirates. Between 1390 and 1600, at least 533 pirates were sentenced and executed in the city. A new election law that protects the ruling elite is undemocratic and raises fresh doubts about Ukraine's suitability to join the EUUkraine is losing the right to call itself a democratic nation and is drawing into question any hope it has for EU membership any time soon. For even before campaigning starts ahead of local elections on 31 October there is speculation that the result is being manipulated. This is because a recent law prevents parties formed less than a year ago, and individuals standing independently, from participating.On 27 July, President Viktor Yanukovych enacted a law that prohibits candidates from standing who are not from a party registered, even locally, at least one year before the election. There is little logic to the new law apart from that it shuts the door on any newly formed parties and bars those of successful politicians Sergei Tigipko and Arseniy Yatsenyuk, who came third and fourth respectively in the presidential election held last January.The new law also stops political blocs – umbrella organisations of affiliated parties – from putting up candidates as in previous elections. Only individual parties may compete. This weakens the opposition, which hitherto has competed in blocs. But it has little effect on the president's Party of Regions, which has a powerbase in the predominantly Russian-speaking east and south of the country.The new law also prevents independent candidates from running. Mayoral candidates can only be nominated by the local organisations of political parties, therefore denying unaffiliated citizens the right to stand. The law appears designed to propagate the ruling elite, where those in power nominate the candidates rather than selection by the people.All this does little to shore up Ukraine's fledgling democracy. On the eve of the summit, Ukraine and Canada pledged to do the same.The communiqué and accompanying work plan produced by the Washington meeting is non-binding, calling for better stewardship of nuclear stocks without insisting on it. But in the course of the summit, other states made other, smaller pledges 。。 to ratify UN conventions on nuclear security, to let the IAEA inspect sites where fissile material is stored (in the case of Britain and France), and to improve security on national stockpiles. The symbolism of the spot where the plane crashed, killing the Polish president Lech Kaczynski and the country's entire military leadership, is inescapable. In 1940, in the forests of Katyn, Stalin's secret police executed more than 20,000 Polish officers, wiping out a nation's elite. For decades, Soviet leaders blamed the massacre on the Germans, and even today, 20 years after Mikhail Gorbachev's admission and a week after Vladimir Putin became the first Russian leader to attend the commemoration, some Russians still believe the massacre is a Polish conspiracy.But sometimes symbols impede understanding. Ukraine's presidential election should be worrying for everybody interested in democracy (International observers hail Ukraine election as fair, 9 February). Essentially, it points to the commodification of politics. What happened was that one candidate (Yanukovych), convicted of manslaughter and robbery, was languishing in the polls with minimal support. He was backed by murky oligarchs, for commercial reasons. With their financial backing, the candidate hired a US firm that had packaged several Republican presidential candidates. Charging millions of dollars, they moved in, repackaged his soundbites, made sure he did not appear on a pre-arranged TV debate with his opponent, and turned his campaign around. He was sold well. Meanwhile, the other candidate (Tymoshenko) hired the firm that had advised Obama, led by David Axelrod. This was to no avail, given the tactics of the other US firm.To complete the depressing process, many Ukrainians advertised their votes on the internet. Where is satire when we need it? Characteristically, the BBC World Service reported the election purely in personal terms, without recognition of what had transpired. One commentator said there was no interest in the US. In reality, the election was run by two US firms. This happened in a European country of nearly 50 million people.
