      Earlier this week Federal CIO Vivek Kundra testified at a Senate subcommittee panel hearing. As summarized by Joseph Marks of NextGov and others, the canceling of four IT projects and restructuring of 11 others has saved about $3B in less than five months.       Facebook has released its Open Compute Project, essentially open sourcing its hardware and data center specs, eWeek reports.
