    • Another test for Ireland
The Republic's banks passed the European stress tests – but only Ireland's finance minister seems to rememberThe hit squads from the IMF, the EU and the ECB arrive in Dublin tomorrow partly with the aim of digging into the books of the Irish banks. It is the only way of putting a sensible estimate on the cost of any bailout package. Estimates range from €50bn to €100bn since it is far from clear that the banks have produced all the bad debts from their years of wild property lending. It was interesting, therefore, to be reminded by Brian Lenihan, Ireland's finance minister, that the country's banks were recently subjected to stress-tests by European regulators and passed. He is almost the first person to mention those tests since their grand unveiling in July. Everybody else took the results with a pinch of salt – including, it appears, the financial regulators.Ireland bailoutIrelandEuropean debt crisisNils Pratleyguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds 共和国の銀行は、欧州のストレステストに合格 - だけアイルランドの財務大臣は、IMF、EUとECBがアイルランド系銀行の帳簿に採掘の目的の一部と明日のダブリンに到着したからヒット隊をrememberTheているようだ

    • Ireland's Black Thursday: banking sector's black hole to be revealed
Trading in Bank of Ireland and AIB shares has been suspended, hours before Central Bank reveals extent of the country's black holeThe full extent of the multibillion-euro black hole in Ireland's banks will be detailed at 4.30pm on Thursday afternoon. The breathtaking losses in Allied Irish Bank (AIB), Bank of Ireland, Irish Life & Permanent (IL&P) and the EBS building society will be set out as the new coalition government attempts to finally measure the debt mountain. The Central Bank in Dublin will publish figures compiled using forensic stress tests and then finance minister Michael Noonan will give the government's response. Commentators have already said this will be Ireland's Black Thursday. The report on the stress tests is expected to say that Irish banks need about another €30bn (£26bn) to remain in business. Most of the loan losses caused by reckless lending to property developers have been identified, but the report will also quantify losses resulting from the failure of thousands of homeowners to repay mortgages.More than 44,000, or 5.7% of homeowners, are at least three months behind with their mortgages – valued at €8.6bn.Trading in Bank of Ireland and AIB shares has been suspended for the day by the Irish Stock Exchange amid fears that speculation on the stress test results could create disorder in the markets.Since the 2008 financial crash, Ireland has been forced to:• Obtain €67.5bn loans from the International Monetary Fund and the European Union last November. The Irish state took €18bn from its pension fund to back that up. About €10bn of the total bailout was destined for the banks.• Use about €46bn of state funds to recapitalise reckless lenders.• Prop up banks with loans from Ireland's Central Bank worth about €70bn on a continuing basis and the Eur

    • Bank stress tests may not be tough enough
The last stress tests on Irish banks were undermined just months after they were released by a bank bailout. Will the new ones be any better? Guest blogger Stephen Kinsella, an economist at the University of Limerick, finds some flawsContinuing from last week's Tom Waits-themed post, this week let's take in a little Queen and David Bowie while considering just how stressful the stress tests Ireland's banks are being subjected to really are. Ireland's banks are, indeed, 'Under Pressure'. But just how much pressure is being assumed in the tests being conducted at the behest of the Irish central bank by Blackrock Solutions, the consultancy charged with the task?Yesterday the Central Bank revealed details of the scenarios being used to test four banks. The headlines made for grim reading for property owners, with a peak to trough fall in value of between 55% and 60%, as reported in the Guardian by Lisa.Stress tests are simulations performed on a bank's loan books. The tests look at the likely effects on the quality of bank's assets and liabilities when, say, interest rates rise. When that happens, some people will be unable to pay back their loans, and these people will default, leaving the bank with a bad debt it will have to absorb. In normal times, the bank has a sufficient cushion of equity capital or other assets to absorb the effects of an interest rate rise of moderate size. But when banks are in deep trouble, when their balance sheets are damaged by excessive and inappropriate lending to commercial and residential areas, then we need to make sure they are strong enough to keep going if we, the public, inject more cash into the banks' balance sheets. Hence stress tests. You can't have a test that nobody failsThe last set of central bank stress tests, performed in late 彼らは銀行救済が発表された後にアイルランド系銀行の最後のストレステストは、ほんの数ヶ月が損なわれた

    • Neoliberalism is destroying Europe | Christian Marazzi
Austerity and repression won't bring Europe out of crisis, we need a social struggle against freemarket politicsThe European sovereign debt crisis, which was caused by member states' public debt but increased because of the actions taken to rescue the banks after the 2008 crisis, demonstrates at least three things. First, that currency does not exist without a state. Second, that capitalism cannot be managed by the market alone. And third, that the austerity measures will not bring Europe out of the crisis but will in fact continue to make it worse – until the euro crashes. However, the most important point to emerge from the crisis is that Europe's political reinvention will depend exclusively on the social struggle against neoliberal politics. Neoliberalism, the absurd idea of economic government based solely on the market and its ability to self-regulate, is at the root of the great illusion of a leaderless Europe supposedly unified by a euro that has controlled the internal economic and social differences according to the logic of the financial markets. And yet, neoliberalism is still the only language used by European politicians to confront the crisis and to face the social conflicts that will break out over the next few months. There exists no European government; only management of austerity measures and of repression. The European banking stress tests were of little use – they only breathed a bit of life back into the German and French banks that had been exposed to the sovereign debt of the outlying countries of the EU. The recent economic successes of Germany – the increase in exports, in particular to areas outside the eurozone – cannot reverse the direction of the euro's crisis. In fact, the cracks between the economically strong countries and those that are in
