    • Cancún climate talks are vital to the UK | Caroline Spelman
Caroline Spelman, the UK's environment secretary, says we are already feeling the effects of climate change and must adapt fast• Cameron: UK is prepared to act on its own over climate changeAs representatives from almost 200 countries meet in Cancún, Mexico, this week to discuss a global deal on reducing emissions, last month's floods in Cornwall reminded us at home why this is such an important goal.Visiting Cornwall I saw for myself the devastating damage the flooding caused to homes and businesses alike. I saw too that, despite the valiant efforts of communities themselves, the Environment Agency and many insurers, it will be months before life returns to normal. It may not be possible to tell whether climate change was the cause of this particular flood, but the latest UK Climate Projections show that unchecked greenhouse gas emissions will only lead to more of the same.Lessons from Copenhagen have been learned – developing economies must be supported in their transition to economic growth, social development and environmental protection. The UK government's commitment to international climate finance alone stands at nearly £3bn over the next five years.Without this kind of support, climate change will have even greater impacts in developing countries and the UK will feel pressure on our food supplies and the trade networks that support our economy. But whatever is eventually agreed, either at Cancún or subsequently, we are already feeling the effects of climate change and we must adapt to them – now and for the future.Nine out of the past 10 years have now brought serious flooding to the UK. In its 2004 report, A Changing Climate for Insurance (no longer online), the Association of British Insurers pointed out that claims from storm and flood damages doubled to more

China stressed the need Saturday for a global climate pact that sets a second commitment period under the Kyoto Protocol.A four-day minister-level haggle kicks off in Cancun on Tuesday over two tracks of negotiations whose outcome would set a post-2012 strategy for rolling back greenhouse gases and aiding poor countries exposed to climate change. The tracks are essentially interlinked, which explains why delegates fretted over a repeat of the logjam that drove last December's climate summit in Copenhagen to the brink of disaster.

    • India's greenhouse gas emissions rise by 58%
Energy sector responsible for over half of India's rise in emissions, says a new government reportIndia's greenhouse gas (GHG) emissions rose by 58 per cent between 1994 and 2007 with the energy sector contributing over half of the emissions, a new government report said. But India's emissions per unit national wealth (or gross domestic product), a measure of GHG intensity, declined by 30 per cent during this period, the report showed. India released its last emissions estimate in 1994. Minister for environment and forests Jairam Ramesh, who released the new report yesterday, said India was the first developing country to release 'updated' estimates. India's emissions are up from 1.2 billion tonnes in 1994 to 1.7 billion tonnes of carbon dioxide equivalent in 2007.The country now ranks fifth globally in total GHG emissions, behind the United States, China, the European Union and Russia in 2007. The emissions of the United States and China are four times that of India in 2007.India's energy sector contributed 58 per cent of emissions followed by industry with 22 per cent and 17 per cent by agriculture. In November 2009, ahead of the international climate summit in Copenhagen, India announced it would reduce its 'GHG emission intensity' — amount of gases released per unit growth in national wealth — by 20–25 percent between 2005 and 2020. Ramesh said India would continue to improve its methods for emission estimates, bridge data gaps and develop country-specific GHG emission estimate models. In October 2009, India announced setting up a new climate research centre and building climates satellites to improve data collection.Carbon emissionsIndiaguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds

    • Our letter to tomorrow | Graham Wynne
As the election approaches, we must remember that politicians hold the key to ensuring the survival of our natural worldThe opening shots have already been fired in what promises to be a long and hard fought election campaign. As we prepare to go to the polls, our planet stands at a crossroads. Whoever forms the next government will face not only a financial crisis, but the crises facing our wildlife and our climate too.The solutions to these crises are linked. The decisions our political leaders make to fix the nation's finances will have major implications for the health of our natural environment and the wellbeing of ourselves and future generations. Put simply, it is time to cut wasteful expenditure that pollutes or destroys the environment, and invest in protecting nature and the services it provides. If there is one thing which stands as a symbol of waste and folly in public spending, it is our approach to biofuels. Biofuels were meant to be part of the solution to climate change; helping to wean us off fossil fuels. Instead, motorists are being forced to pay for a policy which is little short of an environmental disaster.Intensive production and land-use change mean many of the crops grown to make biofuels may produce more greenhouse gas emissions than the fossil fuels they are meant to replace. Some crops, such as palm oil, are grown on land hacked from the rainforests. In the UK, the amount of biofuels in our cars is driven by the Renewable Transport Fuels Obligation, which requires 3.25% of vehicle fuel to be made up of biofuels. Three years from now, that will have risen to 5%, and we will have collectively paid up to £720m more for fuel as a result. We are quite literally paying to destroy the rainforests, their precious stores of carbon and their irreplaceable

    • Obama acts to cut car emissions | Suzanne Goldenberg
The US will target greenhouse gases emitted by cars for the first time, thanks to new regulations on exhaust emissionsThe Obama administration, frustrated by Congress from acting on climate change, finalised its first national greenhouse gas limits on car exhaust emissions today. The new rules will lead to a nearly 40% increase in fuel efficiency for America's fleet of cars and light trucks by 2016, or 35.5 miles per US gallon on average.Although car exhaust has been regulated for years, today's announcement was the first time the federal government has imposed curbs specifically targeted at carbon emissions from cars. The Environmental Protection Agency, facing resistance in Congress, has said it will delay curbing similar emissions from power plants and industry at least until next year.Today's new tougher federal regulations were simultaneously adopted by Canada's government. With climate change and energy legislation stalled in Congress, today's action may remain the most significant taken by the Obama administration against global warming. Obama has had limited success in getting Republicans and moderate Democrats to support energy and climate change legislation. His latest attempt to win over Republicans, opening up swaths of the Atlantic, Gulf of Mexico and the Arctic to offshore drilling, won only lukewarm support. Meanwhile, commentators accused Obama of drafting energy policy on purely political grounds. The new standards were pioneered by the state of California, which fought for years with the auto industry and the George Bush administration to raise fuel efficiency and limit car exhaust emissions.

    • US climate change legislation Q&A: what will happen in 2010?
The global recession, US mid-term elections and a weak deal at Copenhagen all play a part in the future of cap and tradeWhat is the state of play for climate change legislation in America?Barack Obama put his reputation on the line at Copenhagen by saying America would act on climate change. Now it's up to Congress. The House of Representatives passed the Waxman-Markey bill last June which would set a price on carbon, and would put progressively tighter limits on greenhouse gas emissions with a 17% cut from 2005 levels by 2020, and 80% by 2050.Barbara Boxer, a California Democrat, passed a nearly identical version of the bill out of the Senate environment committee last November. But action in the Senate has stalled. Boxer stared down a Republican boycott to get a bill through her committee. But Democrats are deeply reluctant to throw themselves into another full-on confrontation with Republicans so soon after the bruising battle over healthcare reform. What happens next?US environmental organisations say there is still a good chance the Senate will move ahead on a climate change bill this year. A triumvirate of Senators — Democrat John Kerry, Republican Lindsey Graham, and Independent Joe Lieberman — are working to craft a climate change bill they think would have a good chance of getting support from Republican as well as Democratic Senators. Kerry had earlier promised a blueprint late last year. The newest deadline is at the end of this month. The Senate is then expected to begin its push in the spring.Did the Copenhagen climate summit hurt or help prospects for the bill?Obama's 13 hours on the ground diplomacy at Copenhagen was seen as evidence of his commitment to action — which should help give momentum to the bill.
