- Pakistan: Playing with fire | Editorial
Everyone is recoiling from the battle that should be fought against people who impose their authority by murderOne by one, those who stick their head above the parapet to demand changes in Pakistan's infamous blasphemy law are being gunned down. First Salmaan Taseer, the governor of Punjab, and now Shahbaz Bhatti, Islamabad's minister for minorities, himself a Christian. To say these men were liberals is to posit a false dichotomy. The people gunning them down are not conservatives. They are people who impose their authority by suicide bombings and murder. Their form of argument is terror, and the battle which should be fought against them by anyone who upholds freedom of belief should be as clear on the streets of Islamabad as it is in the foothills of Waziristan. But everyone recoils. The government backs off through a misguided sense of self-preservation. Weak and fragile, it believes it is being goaded into a conflict it cannot win. So it retreats, backing up against a precipice over which it will eventually fall. Instead of mobilising mass demonstrations against the killings, the Pakistan Peoples party appeases the very forces responsible for the murder of its former leader Benazir Bhutto. The next woman on the death list is Sherry Rehman. Rather than support her bid to reform the blasphemy law and hold the debate where it truly resides, with elected representatives in a parliament (what else was the struggle to end military rule all about?), the PPP prime minister, Yousaf Raza Gilani, hung his former information minister out to dry. Under pressure from religious clerics, he claimed that she had voluntarily withdrawn a bill proposing changes to the law. She had done no such thing. After ruling out reforms, Mr Gilani invited religious leaders to tell him how to preve

HBO drama Mildred Pierce leads list of nominees but British costume dramas fare wellKate Winslet's foray into television might not have entirely charmed the critics – but Mildred Pierce, her classy HBO drama, is leading the chase for Emmy awards, with the show taking 21 nominations.Joining Winslet in the battle for best actress in a mini-series will be Elizabeth McGovern, who plays American heiress Lady Cora in ITV drama Downton Abbey, and Jean Marsh, the co-creator of Upstairs, Downstairs who is nominated for her performance as Rose Buck in the BBC's revival of the show – 36 years after the role first won her an Emmy for best actress. Marsh's co-star and creator, Dame Eileen Atkins, is nominated in the supporting actress in a miniseries category which also features Dame Maggie Smith, as Downton Abbey and Upstairs, Downstairs are pitched against each other again. But it is the ITV period drama that has secured a nomination in the prestigious outstanding mini-series or movie category – it will go up against Cinema Verite, The Kennedys, The Pillars Of The Earth, Too Big To Fail and Mildred Pierce. The British actor Idris Elba, who found fame in the acclaimed HBO show The Wire, is nominated twice – for a guest star role in The Big C, starring Laura Linney, and his performance in the title role of the BBC's Luther, for which he wins a nod in the lead actor in a miniseries category.Hugh Laurie – who has five times been nominated for outstanding lead actor in a drama series without winning – received his sixth for his role in House.Other British stars nominated include Kelly Macdonald in the supporting actress in a drama series category for playing Margaret Schroeder in Boardwalk Empire. 20 people killed and scores wounded in Faisalabad, a seldom-targeted city in Punjab provinceA car bomb has exploded in a neighbourhood full of government buildings in eastern Pakistan, killing 20 people and wounding scores of others, officials said. An office of Pakistan's state-run airline and a local petrol station were damaged in the blast in Faisalabad city. The explosion underscored the tenuous security situation in Pakistan. Such attacks have often been chalked up to militants retaliating to army offensives against them.Senior government official Tahir Hussain said that 20 people died in the blast. The car bomb apparently triggered a gas cylinder to also explode at the station, adding to the destruction, Faisalabad police chief Aftab Cheema said. Police offices as well as the Pakistan International Airlines building are located nearby.Pakistani TV showed piles of bricks and chunks of twisted metal from cars strewn across the neighbourhood. Rescue workers struggled to pull victims out of the rubble. More than 100 people were wounded, police official Liaquat Ahmed said. Most attacks carried out by Islamist militants in Pakistan occur in the north-west regions near the border with Afghanistan, and targets are usually police or other security forces.Faisalabad, 160 miles (260km) south of Islamabad, is a key hub for Pakistan's textile industry and it has rarely been targeted. - From the archive, 9 December 1970: Karachi stupefied by Bhutto vote
Originally published in the Guardian on 9 December 1970Pakistan has the new democratic leader she expected – Sheikh Mujibur Rahman – but also a new political situation beyond any expectation. There was stupefaction in Karachi early yesterday as returns poured in showing Mr Zulfikar Ali Bhutto's People's Party doing almost as well in West Pakistan as Sheikh Mujib's Awami League in the East. His most generous admirers had given Bhutto no more than 40 seats in the vital Punjab and Sind provinces. Instead, he may get within one or two of 90 – a triumph which has knocked most of the country's pontificating smaller parties completely off the political map.Peter Preston in KarachiLeading article: New order in PakistanThe results of independent Pakistan's first direct elections to a National Assembly are as expected. But they are none the less welcome. Foremost, they have produced a clear winner in Sheikh Mujibur Rahman from East Pakistan, and a clear opposition leader in Zulfikar Ali Bhutto. Neither will have to manoeuvre with lesser parties to maintain his position. The elections took place only because President Yahya Khan fulfilled a promise he made to establish constitutional governmentshortly after taking over the administration of martial law in March 1969.Sheikh Mujibur's victory is fitting compensation for East Pakistan's horrific cyclone disaster. It focused attention on West Pakistan's neglect for the East, and may well have increased the size of the Sheikh's victory. But the new Prime Minister is faced with awesome tasks. The first of these will be the drafting of a new Constitution.Sheikh Mujibur will have to show flexibility in his ideas on the autonomy of the eastern region. Pakistan will need leadership. - Letters: Causes of the flooding in Pakistan
The current flooding in Pakistan is mainly due to climate change (Report, 9 August). It is the unusual climate-change-led seasonal cycle of land temperature in Pakistan that has exacerbated the monsoon rainfall and produced the hugest volume of water in the northern mountainous region of the country ever recorded in the history, causing floods in the Indus river basin. Various scientific studies have already shown that the monsoon regions of the world will be affected by climate change more than any other regions on Earth. It is high time that the world in general and carbon-emitting industrial countries in particular showed responsibility and extended help to Pakistan not only in relief activities for the flood affectees at the moment, but also for developing a sustainable adaptation mechanism in the country to mitigate climate-change-led calamities of such kind in future.Syed Mujahid Ali ShahUniversity of Greifswald, Germany• The people of Pakistan may be in God's hands now that swathes of Sindh lie under water, but for decades they have been in the hands of an Islamabad coterie who have failed to deliver autonomy or basic rights to its citizens. Pakistan's problems are regional problems and they lie rooted in bad governance. Islamabad's attempt to centralise a state around Wahhabism promoted institutionalised Islamic extremism and destroyed traditional values of tolerance. Globalisation offers a chance to shrug this off and support the viable self-determination of Sindh, Baloch and Punjab peoples within a Pakistani state – a state that, if reformed, could bring security and a new model of governance to the region. It's time the international community recognised this and listened to Pakistan's people instead of its jet-setting leaders.

- Pakistan's corrosive inequality | Mustafa Qadri
Zardari's decision to visit Europe as Pakistan is ravaged by floods reflects the elite's flagrant indifference to human sufferingContempt for human life is at the heart of Pakistan's miseries. Although the relationship between rich and poor is complex and far from monolithically asymmetrical, fundamental inequalities make progress difficult. How else to explain our president's decision to visit Europe while the country suffers one of its greatest natural disasters? In any other country, a head of state would surely cut his or her foreign visit short to lend moral support in a time of catastrophe. The government's failure in the face of the floods, along with the army's primary role in confronting it and Asif Ali Zardari's apparent nonchalance, has been a disaster for democracy in this country. It is sad, too, as one local commentator noted, that it is only in moments of disaster that the rest of us unite as one nation. The floods have not discriminated against ethnic Punjabis – long resented by other minorities for dominating the state – Pashtuns or Balochis, the latter two already ravaged by insurgencies heavily laced with international intrigue. As a foreign-born Pakistani, our acute anxiety over a national identity has always struck me as odd because there are self-evidently so many separate Pakistans. In every city, there are entire regions that never intersect, except via the dusty, colourful buses that transport day workers and servants to and from their slums to the homes of the more privileged. Growing up, doting aunties and uncles would constantly warn me not to forget my Pakistani heritage. And yet, as Pakistanis, we seem to easily forget those compatriots who clean our homes, hawk on the streets and fight in our wars.As wild floods ravage the north west, our pre

- Pakistan's problem is deeper than match fixing | Mustafa Qadri
Amid Pakistan's general lawlessness, is it any wonder that cricketers have lost their way?In Pakistan, cricket is a matter of special pride. Cricketers have for decades been ambassadors for a more positive image of the country and a source of hope and enjoyment for those whose everyday life is both difficult and joyless. In Pakistan, we are generally averse to public displays of hedonism, except when it comes to food (in private, of course, all bets are off). But success, or failure, in cricket provides most Pakistanis with an opportunity to express themselves in ways that would normally risk censure. When our cricket team wins, people literally dance on the street. When they lose, the effigies start burning. The hot and cold of public affection breeds a certain kind of fatalism in our elite athletes, not to mention the super-rich. When the going is good, squeeze every ounce of good fortune lest it run out tomorrow. That attitude has a lot to do with the poisonous tolerance for match-fixing that has engulfed Pakistani cricket since the 1980s.Another, ironically, is that cricket is no longer merely an elite pursuit but a ticket to unimaginable riches for some of the poorest citizens. In the past, cricketers came from the educated suburbs of the big Punjabi cities. Today, they come from the humblest of backgrounds. Mohammad Yousuf, one of the greatest, most elegant batsmen the country has produced, is the son of a Christian rail-station sweeper from Sargodha in the Punjab heartland. His gifts come not from sporting academies, but nature and the rough and tumble world of street cricket.Much like the country, Yousuf went through something of an Islamisation. After converting to Islam he lost contact with his Christian family, but his career took off.
- Pakistan police station hit by fatal suicide car-bomb attack
Seventeen killed, including officers and schoolchildren, as militants target law enforcement centre in Lakki MarwatA suicide car-bomber today attacked a police station in north-west Pakistan, killing at least 17 police and civilians.About 40 people were wounded in the attack in Lakki Marwat, in Khyber Pakhtunkhwa province on the main road and rail link between Punjab province, Pakistan's largest and most prosperous region, and the North and South Waziristan tribal regions.A Pakistani army offensive drove militants out of South Waziristan in October but militants still control much of North Waziristan, where US drone aircraft have been conducting a campaign of targeted killings.Rescue workers and police officials were digging through rubble searching for survivors, according to a police official, Ghulam Mohammad Khan. Nine police officers, four adult civilians and four children on their way to school were killed in the attack.Another police official, Liaquat Ali, said 45 police officers were in the building when the bomber struck.Local TV footage showed emergency workers using heavy machinery to move the rubble of the mostly destroyed police station. Books and a schoolbag could be seen in the wreckage alongside the twisted frames of a motorcycle and a car. A neighbourhood shop and mosque were also partly destroyed. The police chief of Lakki Marwat was killed in a suicide bombing several months ago and militants have carried out a string of attacks in the area since then.In recent days, militants have launched attacks aimed at destabilising the country and weakening a civilian government already struggling with a flooding crisis that has displaced millions and caused widespread destruction.
- Pakistan: a washed-out state in need of international aid | Editorial
It is not surprising that rescue workers in Pakistan are struggling. The worst floods since 1929 have been unleashed on what still is a war zone, a year after the Pakistan army ousted Taliban fighters from the north-west of the country. Before the floods, the region played host to over one million Afghan refugees. Now thousands of their homes have been washed away. Nor is it astonishing that, one week after the rains began, anger with the government is spreading. Police with batons drawn charged crowds after they attacked relief trucks at Charsadda, in the North West Frontier province, and blocked roads in one of the worst-affected districts, Nowshera – just two incidents observed yesterday, and there are probably more.As floodwaters from the north-west surged into Punjab province, more roads were swept away and villages turned into islands. In areas where the floods are receding, drinking water is contaminated and cholera is looming. One catastrophe follows hard on the heels of another, and a weakened civilian government is in many keys areas wholly absent. So it is equally futile to bemoan the fact that, while a military operation conducted at great human cost cleared militants from valleys like Swat, an inadequate civilian response to a disaster only lets the Islamists back in. Just like they did in the aftermath of the earthquake in Kashmir five years ago, well-stocked and -funded Islamist charities become the first line of defence. People who have lost all their possessions accept hot food and a tent from whomever can supply it. If police tried to stop the flood victims from going into the camps set up by Falah-i-Insaniat, which has been linked to the banned Jama'at-ud-Da'wah, they would have a riot on their hands. The pair will now fly back to the family home in Oldham, Greater Manchester. The boy was on holiday with his father and other relatives in Jhelum in the Punjab region when he was snatched by gunmen on 4 March. Two Pakistanis and a Romanian woman were held in the town of Constantí, near the north-eastern city of Tarragona, according to Spanish reports.
