Greece warns Europe it will not be able to meet a key debt deadline unless it receives a bailout in the next three weeks, as financial markets plunged on fears of a default by the euro-zone nation. Finance Minister George Papaconstantinou said his country could no longer raise funds on international markets as its borrowing costs were spiralling and he criticised European governments for dragging their feet. "The crucial deadline is May 19 when a Greek government bond worth €9 billion (HK$93.2 billion) matures," he said. Greek shares dropped by 6 per cent. Pay cuts, VAT hikes and spending freezes: austerity measures for hard-hit countriesGreeceThe stricken country plans to slash its budget deficit from 13.6% of GDP in 2009 to 2.6% in 2014. Cuts include a public sector pay freeze until 2014; the abolition of Christmas, Easter and summer holiday bonuses, also known as 13th and 14th salaries, for civil servants earning above €3,000 a month and a €1,000 cap for those earning less.VAT is to rise to 23%, while taxes on fuel, cigarettes and alcohol increase by a further 10%. The government expects to generate additional revenue through a one-off tax on highly profitable companies, as well as new gambling and gaming licences and more property taxes.Government pensions will be frozen until 2012, and the statutory retirement age for women will be raised by five years to 65, to match the retirement age for men.PortugalPlans to slash Portugal's budget deficit to 4.6% by 2011, from its current 9.4%, include 5% pay cuts for senior public sector staff and politicians, and increases in VAT, income tax and profits tax ranging from 1% to 2.5%.FranceAll public spending in France, bar pensions and interest payments, is to be frozen between 2011 and 2013, and state operating are to fall costs by 10% over the same period. • Cuts: who's paying for the financial crisis? | John Hilary
Political elites across Europe are adopting the Lib Dem-Con blueprint – making the public sector pay for private sector excessAs the true extent of the Lib-Con government's cuts programme becomes clearer, so we get the first real-world confirmation that the public sector is to pay for the financial crisis of the past two years. Previously, the £500bn we paid to bail out the banks was no more than a large negative figure in the national accounts, with warnings of austerity held over for a future time. Now the chickens are coming home to roost. While the public has been ordered to pay for the crisis, the private sector continues to benefit from it. Not only are banks once again reporting huge profits and spectacular bonuses on the back of their bailouts, but it seems that some are deliberately manufacturing further turmoil for their own ends. Regulators are currently investigating European banks and investment funds for planting rumours to undermine eurozone countries such as Spain and Italy just so they can profit from the ensuing market collapse. This week's parallel announcements that public sector wages are to be cut in both Spain and Portugal show that political elites across Europe are adopting the same blueprint as the Lib Dem-Tory alliance. Greece and the other countries that have been forced to turn to the IMF for assistance have faced even harsher measures. Public sector wages and hospital budgets were slashed by 40% in Latvia to meet the conditions of the rescue package agreed with the IMF. The subsequent 25% fall in Latvia's GDP won it the dubious distinction of having the deepest recession of any EU member state. There is now mounting concern that the Lib Dem-Con cuts programme could also tip the UK economy back into recession. • Japan and Korea have kept their newspaper readers, so why can't Fleet Street?
While it's all doom and gloom in the UK and US, other countries are finding newspaper readership at healthy levelsThis is the crunching age of international league tables, with their crunchy imperatives to buck up, cut back and consume large doses of the purgative of the day (as prescribed by the IMF, the ECB, the OECD or whoever). Greece, Spain, Portugal, Britain… we're all sinking ships, according to legions of newspaper pundits, the People Who Know. But what happens when one of these global monitors – the OECD – swivels round and looks at the state of journalism itself? Prepare to sit rather uncomfortably. An OECD working party produced a thumping report on newspaper futures last week that made big headlines in America. US circulations falling like a stone (only 30% saying they read a paper the previous day). Sales and advertising revenue down a walloping 30% in two years. Cue much familiar transatlantic wailing. So cue contrapuntal UK grins, plus smug lectures on the competitive wonders of our own fantastic press?Forget it. Cue white-faced gloom. In virtually every category, Britain fared second worst among all the OECD's 31 member countries. Our publishing market – turnover via sales and ads – had slipped 21% between 2007 and 2009, worse than Greece. Projected print advertising falls, at 26%, were the steepest in Europe. Only 33 British citizens out of 100 claimed to have read a paper recently – as opposed to 94% in Japan and 82% in Norway. There's no hiding the harsh truth, then. Something quite unconnected with Labour's legacy, banking perfidy and the rest is going wrong. Something direly needs to be done.Of course you can wheel in with explanations and excuses on tap. Circulation figures here made artificially worse by quality newspapers hacking away at bulk sale _NULL_

    • Euro's existential dilemma strains European unity
Viability of euro is in the interest of economic powerhouses of US and China as the debt crisis hinders global economic recoveryIs the dream of the single European currency descending into the nightmare of disintegration? The idea would have been unthinkable even a few short months ago. But as German Chancellor Angela Merkel admitted as she tried to muster support for the EU rescue package in the Bundestag, the euro faces an existential test.In the decade after its birth, it seemed to confound the critics who argued such diverse economies could not be yoked together.Nations such as Portugal, Spain and Greece – which only a few decades previously had been underdeveloped political dictatorships – appeared to have been put on the fast track to prosperity.Much of the success, however, was illusory. The euro was fine as a boom-time construct but the Greek crisis has shone a spotlight on deep structural faultlines. The most basic flaw is that the single currency is a halfway house. Monetary policy, which determines exchange rates and borrowing costs, is in the hands of the European Central Bank, but fiscal policy – control of tax and public spending – remains with national governments. That meant countries such as Greece, Spain and Portugal were able to benefit from interest rates tailored to thrifty German exporters while ignoring the need for a corresponding Teutonic fiscal discipline, squandering their single currency dividend on spending and asset-price booms rather than improving their competitiveness. The tensions have pushed the eurozone into frightening new territory, but breaking up at this point would be a nuclear option. It is true that weaker nations could exit the euro and reintroduce a devalued national currency to boost their exports, but any benefit from that wo

    • World Cup 2010: Statistics from all the football World Cup finals since 1930
The football World Cup starts in South Africa in June. Find out which team has the best track record• Get the dataHost nation South Africa is making the final preparations for the football World Cup, which kicks off there next month. You can follow the build-up and coverage of the tournament on the Guardian microsite.Spain are the current favourites, though England are close behind with odds of 6/1. But who has triumphed at past World Cups? Who has scored the most goals (or let the most goals in)? And who has been caught offside most often in recent years? We've compiled a dataset of World Cup statistics since the first tournament in 1930, taken from the FIFA World Cup archive. Only seven teams have held the trophy aloft in the 18 tournaments held since 1930 (see table below). Brazil have the most wins, with five titles, but only top the table for the most games won (all seven in 2002). Perhaps surprisingly, Hungary have scored the most goals in a single tournament (27 in 1954), while Portugal have had the most shots on target (56 in 2006, though they only scored seven).Check out the table below for basic statistics for the winning teams, or download the spreadsheet for detailed data on every competitor at every World Cup finals tournament, including ISO codes, goals for and against, corners and penalties.Download the data• DATA: Statistics from every World Cup finals tournamentWorld government data• Search the world's government with our gatewayCan you do something with this data?Flickr Please post your visualisations and mash-ups on our Flickr group or mail us at datastore@guardian.co.uk• Get the A-Z of data• More at the Datastore directory• Follow us on TwitterData summary World Cup 2010BrazilFifaKaty Stoddardguardian.co.uk © Guardian News & Media Limited 2010 | サッカーワールドカップが南アフリカで6月に開始されます
