Nigeria: It needs Goodluck Goodluck Jonathan made a good impression on Barack Obama during a recent visit to WashingtonThere can be few better names for a head of state than the one Pa Ebele Jonathan, a canoe-maker from southern Nigeria, chose for his son, Goodluck. His final turn of good luck was to be sworn in yesterday as president of Africa's most populous state after the death of Umaru Yar'Adua. The main achievement of Yar'Adua's illness-plagued presidency was to engineer a ceasefire with the rebels in southern Delta and mass disarmament in return for an amnesty. But all those heady promises of reforming the electoral system, ending the culture of impunity and state-sponsored violence, went unfulfilled. His nickname, Baba Go-slow, referred not just to Nigeria's notorious traffic jams – it became a symbol of the reform movement itself.Jonathan assumed executive powers three months ago and in that time he has left little to chance. Acting more aggressively than many thought possible, he sacked his cabinet, the national security adviser and attorney general. Two of Yar'Adua's most stringent reformist critics, Nuru Rubadu and Nasir El-Rufai, are being tempted back from exile amid reports they could be offered top posts. As a former executive chairman of the Economic and Financial Crimes Commission, one of two anti-corruption instruments, Rubadu accused 31 sitting governors of corruption and arrested James Ibori, the former governor of Delta State. Ibori was cleared of the allegations, and Rubadu was dismissed and forced to flee the country. Now the tables have turned and Rubadu has been asked to return. These are positive signs and, some say, evidence of Jonathan's intent to clean up Nigeria's corruption-ridden political class. The shame of Orlando Figes | Robert Service Orlando Figes's secretive rubbishing of my work, and his subsequent legal threats, are disgracefulToday I awoke to find that my fellow academic Orlando Figes had admitted responsibility for anonymous negative reviews of my three most recent books posted on Amazon. It's been quite a fortnight. Last week I heard from Rachel Polonsky, whose book had also been negatively reviewed. The strong suspicion, strengthened by a survey of the Amazon data, was that Figes was the author. I sent out an email about this to leading Russian and European historians without specifically naming who I thought was the culprit. Figes loudly objected, claiming to want to mend relations. Then quietly came the letters threatening legal action, and the assertion that Figes's wife, Stephanie Palmer, had admitted responsibility. This is a matter that has broad implications for the public interest, as can be seen from the way I've spent my week. I got up last Sunday earlier than usual. Been doing that since the week before when Figes's lawyer started to correspond. Don't know why I thought I would sleep. My wife, Adele, and I went to an afternoon concert in Goring by the Thames where a piece by her composer grandfather, Claude Cover, was played. We could have done, however, without the traffic jam on the way back on the M4. It wasn't until we re-entered the People's Republic of Hackney that the mountain of emails had to be faced again.I wasn't sure whether I could stand the tension much longer, but at least we didn't seem to have to worry about holding on to our house and home. I had my book to write, a book about agents and commissars in the Russian revolution. Adele escaped to her yoga class on Tuesday – she's been brilliant while all this has been happening. I too needed an escape and went for a r

Invest in rail, not roads | Richard Hebditch Arguing that rail investment is pointless because more people use cars ignores the reality of congestion and climate changeSo the RAC Foundation's Stephen Glaister argues that roads are missing out on the lavish attention spent on rail. The argument that the road network suffers in comparison with rail simply does not stand up. Rail, as part of a better integrated and supported public transport network, has to be the future priority for investment if we are to stop adding to congestion and climate change. The RAC Foundation's arguments against rail seem to come down a circular argument that not enough people use rail, therefore it shouldn't receive significant investment to expand its capacity, which will mean that not enough people will use it, which justifies not investing in it … This just won't do as the basis for deciding where scarce public investment should go.So why should we invest in rail as part of a decent public transport network? Well, I'd suggest the first answer is that the country can't afford not to. The costs resulting from the current poor transport system mean we have to move to a better mix of transport modes. The Cabinet Office's study on urban transport showed that the costs of congestion in urban areas alone are over £10bn a year, and on top of that are costs of £8.7bn from people injured in collisions, up to £10bn from poor air quality, £9.8bn from physical inactivity as people are put off walking and cycling by the levels and speed of traffic, and up to £5bn from noise pollution.Building more roads will not tackle these problems, and evidence shows that congestion simply builds up with the traffic jam often simply moved a few miles down the road. Road building eats up more and more public funding, with schemes like the A46 from Newark to Widmer 多くの人々は車を使用するため、鉄道への投資は無意味です口論渋滞や気候changeSo RACの財団のスティーブングレイスターの現実を無視し、道路は、豪華な注目レールに費やさで行方不明であると主張する

Wet weather and traffic jams delay Easter travellers More rain forecast for weekend as wet conditions and poor visibility make driving difficultThe Easter getaway turned into a slow grind for some holidaymakers today as a mixture of torrential rain and heavy traffic brought long delays to roads. With a decidedly damp weekend in prospect for much of the country, drivers on the M4 in Wales faced queues as traffic was slowed due to bad visibility in the downpours. The heavy rain is expected to spread across the country throughout today, making driving conditions difficult, with some roads in Scotland still closed due to snow.Elsewhere, routes to resorts on the south and south-west coasts were busy, particularly the M20 in Kent, where police used lanes to park lorries delayed by industrial action involving the ferry operator SeaFrance. It follows similar delays yesterday, as many people started their Easter holidays early after the majority of schools finished on Wednesday. Drivers on the M6 faced a five-mile tailback after a pile-up involving six vehicles left 12 people in hospital last night. A lorry driver was arrested after the crash, near the Catthorpe interchange where the M6, M1 and A14 meet. The weather is expected to remain wet for much of the weekend. The Met Office has issued a severe weather warning for Monday, when 30-50mm of rain is expected to fall across parts of Northern Ireland and western Scotland which could cause localised flooding.Heavy rain and showers are the forecast for the majority of the United Kingdom over the weekend, with some snow still expected on the Scottish mountains.Easter Sunday looks set to be the best day for weather conditions as forecasts predict a dry day with some sunshine, but showers are expected in the east.Emergency services rescued a family in Northern Ireland yesterday after blizz
