    • California dreaming of school funds | Sasha Abramsky
The US cannot allow allow state and local education systems to implode through lack of cash. But will Congress intervene?Last Wednesday, thousands of trade union members and concerned parents walked through downtown Sacramento to California's state capitol building, joining six marchers on the last leg of their 365-mile, 48-day, protest walk up California's Central Valley to highlight the impact of education cuts in California. It was an event full of theatrics – a flag-flying flatbed truck at the head of the march blared the song California Dreaming from its speaker system; and on the Capitol's grounds a face-painted street theatre troupe from San Francisco did agitprop from the stage. But, beyond the spectacle, the walkers were highlighting an extremely important recalibration of state-resident relations in recent years: as local and state governments have haemorrhaged cash, so education spending – which eats up the bulk of local budgets – has been mauled. The estimates vary, but teachers' groups calculate that somewhere in the region of $18bn has vanished from school districts', colleges', and universities' budgets in California over the past several budget cycles. In the latest round of cuts, well over 20,000 teachers received pink slips, informing them they might not have jobs after schools open again following the summer break. While California is an extreme case, the numbers nationally are also pretty dismal. Somewhere between 150,000 and 300,000 teachers and school staff are likely to lose their jobs in the coming year as state and local budgets continue to implode and federal stimulus funds run out. Schools that have already pared arts, physical education, music instruction and other non-core requirement classes to the bone in recent years are now ending such pro

    • Rome tourists to get new lowdown on Colosseum
Public will soon be allowed to visit underground area where wild animals were caged and gladiators prepared for fightsTourists in Rome will soon be able to visit the underground of the Colosseum, where gladiators once prepared for fights and lions and tigers were caged before entertaining a bloodthirsty public. The city's culture officials said today that, after several months of work to make the area safe for visits, the public will be allowed to add the underground section to tours of the arena starting in late summer. No exact date has been set.Architect Barbara Nazzaro said tourists will be able to see the spaces where lions, tigers and bulls were kept in cages before they were hoisted on elevators to ground level for entertainment in the ancient arena.Elephants were too heavy for the rope-hoisted elevators. They made their grand entrance into the Colosseum through main gates. The ingenious system of lifts allowing the animals to suddenly pop up at ground level would have made for an awesome sight, she said. The animal show was just one part of a day's entertainment at the arena. First the audience watched a hunting spectacle, then came executions, and finally the gladiators squared off, said Nazzaro, who worked on the project to open the space to the public.A piece of mortar recently broke off from a part of the Colosseum during closing hours, but caused no injuries. Officials say the monument is in need of constant monitoring and maintenance, but its overall stability is not at risk.

    • United States: Health of a nation | Editorial
Not many leaders can claim to have delivered the major promise of their manifesto after one year in officeWe live in an age that is quicker to claim that history has been made than it is to try to understand the present. However, a piece of history was made on Sunday night, and yesterday Republicans were scrambling to come to terms with it. It is not just that the United States finally has healthcare legislation that will ensure near-universal coverage (although it will take until 2019 to acquire it). America yesterday also woke up to the comparatively new spectacle of a Democratic president who can get things done. Not a Jimmy Carter, who failed, or a Bill Clinton, who dodged and wove his way through office, but a Barack Obama, who can straightforwardly claim to have delivered the major promise of his manifesto. Not many leaders can claim that after one year in office. It has been a gruelling year, in which the Obama presidency all but foundered before it had really begun. This has also been a sharp learning curve for the man drawn instinctively to the centre ground, only to realise late in the day that the turf he was standing on was boggy and that he was sinking into it. Over the past week, he and his much-criticised enforcer, Rahm Emanuel, have fought on multiple fronts – even in the House of the Representatives' gym – to keep their party together. Even so, 34 Democrats voted against the motion. The legislation falls far short of the ideal: it has no public option – cheaper insurance plans offered by the federal government – and the executive order assuring that no federal funds would be used to subsidise abortion may have secured the support of a handful of Catholic Democrats, but it would have appalled the rest. But after the compromises he has offered, the carrots

    • Another 'reform' bill, another sideshow | Megan Carpentier
The US financial reform bill is far from complete – but rather than focus on policy, politicians prefer to play the great Beltway gameWhen one lives in Washington, politics seems all-encompassing: it's that city's equivalent of New York City's baseball grudge match between the Yankees and the Mets, in which one picks a team, follows the players and roots for every win. Unfortunately for the vast majority of Americans who live outside the Beltway, that which affects their daily lives is not politics, but policy. And, once again, Washington is serving up another big heap of political cotton candy when it comes to financial regulatory reform when Americans are all but begging for something far more substantial. The Senate majority leader, Harry Reid, has already asked Republicans and Democrats alike to begin debate on the financial regulatory reform bill, which is still the subject of committee negotiations and is far from complete. Having failed to force Republicans to limit the debate on a bill that isn't yet complete, he plans to do so again today and as often as possible thereafter in order to create the political spectacle of Republicans siding with Wall Street – which they are, of course, but a cloture vote doesn't show that when they can point to ongoing negotiations with Chris Dodd as a reason. It's all about the politics, again, and not the policies being debated which even Reid's own party members believe are lacking in the kind of financial regulatory reform this country really needs. So what's in the bill? Not a Fed audit, not the Volcker Rule to limit depository institutions from gambling with their depositors' money on the stock or the derivatives market, and not even any strict rule on derivatives trading transparency. • Film review: Sons of Cuba
Moving documentary about nine-year-olds at the Havana boxing academy. By Peter BradshawThere is almost unbearable pathos in Andrew Lang's documentary about the Havana boxing academy. This is a boarding-school boot camp where dozens of nine-year-old boys are taken away from their families to train fiercely for the honour of competing in the national under-12 boxing championships and perhaps even for the Olympics, where Cuban boxers always do very well. The brutally hard training – and brutal activity in the ring – look an awful lot like formalised abuse. These are some pretty scared and upset children we're talking about, but often their trainers look like scared children themselves. The father of one infant boxer, a one-time champ, now lives in poverty, and the kids are shown thoughtfully digesting the news that three Cuban boxing stars and former role models have defected to the United States. A spectacle of yearning and heartbreak. • Humbled by a volcano, we can only sit in wonder
The eruption in Iceland and the ash cloud that has brought our airlines to a standstill give us a true picture of our standing in natureFor those whose plans have been disrupted and whose holidays have been aborted – or expensively prolonged – by the volcanic eruption in Iceland, the seismic spectacle is nothing to celebrate. There will be some travellers whose inability to get airborne is the source of real misery. They deserve the utmost compassion. For most of us, however, the plume of ash and smoke rising from the beneath the Earth's crust, 30,000-feet tall, is cause only for awe, mixed perhaps with linguistic discomfort in trying to grapple with the volcano's name: Eyjafjallajökull. We are doubly humbled by Iceland's natural wonders and its orthography.By colonising the space above our heads and above much of our continent, the eruption provides a reminder of our status in relation to our planet and over which we have arrogantly seized stewardship. We imagine ourselves its master and yet with one modest belch it hems us into our little island, sweeping instantly from the skies the aeroplane, which we consider to be an example of the irrepressible genius of our species. When Eyjafjallajökull last erupted in 1822, man-made flight was a distant dream. We think so much has happened since then, so many lifetimes have been spent, and yet, in tectonic terms, the interval is nothing, a minuscule fraction of a blink to the volcano. It would be crippling to retain that kind of perspective on a daily basis – anyone who set their watch by geological time would never get out of bed – but a glance at ourselves in proportion to the universe is salutary on occasion. It is worth imagining, for example, how exercised we would all be if the equivalent disruption had been caused by some

    • Emma Watson is named Hollywood's highest paid female actor
Harry Potter actor Emma Watson reportedly earned £20m in 2009, putting her in 14th place in Vanity Fair rich listThere was little doubt that Emma Watson had come a long way since playing the bespectacled swot Hermione Granger in Harry Potter and the Philosopher's Stone, the first blockbuster hit featuring the boy wizard. But just how far she has progressed in financial terms was revealed today when the 19-year-old was named Hollywood's highest paid female actor.Towering above more seasoned performers such as Sarah Jessica Parker and Angelina Jolie, the star raked in £20m last year in Vanity Fair's list of Hollywood's top 40 earners. She came 14th in the overall list, and alongside Cameron Diaz was one of only two women in the top 20. She reportedly earned £10m for the final two instalments of the Potter films, The Deathly Hallows parts 1 and 2. Co-star Rupert Grint came just behind her in 15th position.A regular sight on the front rows of fashion shows in London and Paris, Watson last year won a lucrative advertising deal with Burberry and this year launched a clothing collection in collaboration with the ethical label People Tree.Meanwhile Daniel Radcliffe, who played Harry in the films, made £26m, putting him sixth in the table, and bestowing upon him the honour of being the highest paid actor on Vanity Fair's list, the top five positions all taken by directors. His earnings are also likely to be higher than estimated, as other sources of income, such as a promotional deal with Orlando's new Hogwarts theme park, were not counted. The title of top earner went to Michael Bay, the maker of the latest Transformers film, Revenge of the Fallen, with an income thought to exceed £78m, while Steven Spielberg was in second place with more than £53m estimated earnings. It's been a g
