But will Congress intervene?Last Wednesday, thousands of trade union members and concerned parents walked through downtown Sacramento to California's state capitol building, joining six marchers on the last leg of their 365-mile, 48-day, protest walk up California's Central Valley to highlight the impact of education cuts in California.It was an event full of theatrics – a flag-flying flatbed truck at the head of the march blared the song California Dreaming from its speaker system; and on the Capitol's grounds a face-painted street theatre troupe from San Francisco did agitprop from the stage.But, beyond the spectacle, the walkers were highlighting an extremely important recalibration of state-resident relations in recent years: as local and state governments have haemorrhaged cash, so education spending – which eats up the bulk of local budgets – has been mauled. The estimates vary, but teachers' groups calculate that somewhere in the region of $18bn has vanished from school districts', colleges', and universities' budgets in California over the past several budget cycles. In the latest round of cuts, well over 20,000 teachers received pink slips, informing them they might not have jobs after schools open again following the summer break. While California is an extreme case, the numbers nationally are also pretty dismal. Somewhere between 150,000 and 300,000 teachers and school staff are likely to lose their jobs in the coming year as state and local budgets continue to implode and federal stimulus funds run out. Not many leaders can claim to have delivered the major promise of their manifesto after one year in officeWe live in an age that is quicker to claim that history has been made than it is to try to understand the present. However, a piece of history was made on Sunday night, and yesterday Republicans were scrambling to come to terms with it. It is not just that the United States finally has healthcare legislation that will ensure near-universal coverage (although it will take until 2019 to acquire it). America yesterday also woke up to the comparatively new spectacle of a Democratic president who can get things done. Not a Jimmy Carter, who failed, or a Bill Clinton, who dodged and wove his way through office, but a Barack Obama, who can straightforwardly claim to have delivered the major promise of his manifesto. Not many leaders can claim that after one year in office.It has been a gruelling year, in which the Obama presidency all but foundered before it had really begun. This has also been a sharp learning curve for the man drawn instinctively to the centre ground, only to realise late in the day that the turf he was standing on was boggy and that he was sinking into it. Over the past week, he and his much-criticised enforcer, Rahm Emanuel, have fought on multiple fronts – even in the House of the Representatives' gym – to keep their party together. Even so, 34 Democrats voted against the motion. The legislation falls far short of the ideal: it has no public option – cheaper insurance plans offered by the federal government – and the executive order assuring that no federal funds would be used to subsidise abortion may have secured the support of a handful of Catholic Democrats, but it would have appalled the rest. This is a boarding-school boot camp where dozens of nine-year-old boys are taken away from their families to train fiercely for the honour of competing in the national under-12 boxing championships and perhaps even for the Olympics, where Cuban boxers always do very well. The brutally hard training – and brutal activity in the ring – look an awful lot like formalised abuse. These are some pretty scared and upset children we're talking about, but often their trainers look like scared children themselves. The father of one infant boxer, a one-time champ, now lives in poverty, and the kids are shown thoughtfully digesting the news that three Cuban boxing stars and former role models have defected to the United States. A spectacle of yearning and heartbreak.
