The subtext of this is that rents are emerging in the tent of Gaddafi loyalists. Let us hope they are. Soviet Communism was a system structured for failure that had left a group of governments and citizens in need of political and cultural tools, as well as knowledge of markets and the institutions they require to function. Professor Jeff Sachs, the economist, was dispatched to Poland and across the former Soviet Union (FSU). Funding streams were brought online and bright students from the eastern bloc attended Harvard Business School and learned about how markets work. There were also parallel democracy building programs established. Partnerships and exchanges proliferated and the Soviet-era systems were transformed to engage and contribute to the global market economy. As the Mubarak regime steps out of the way, Gaddafi's collapses, and as Tunisia continues to re-establish its democratic roots, similar questions are raised with less obvious answers: what can be done to alleviate the extreme unemployment and income gaps that plague these countries? Certainly, the removal of the authoritarian regimes that oversaw these systems is a tremendous first step, but what what else must happen to ensure that the conditions that spurred these uprisings improve?The answer is, in part, right in front of us if we look closely at the banners that were waved by brave protesters in Cairo's Tahrir Square featuring three well-known organisations: Facebook, Twitter and al-Jazeera. This new, more democratic configuration of media gave voice to new players. Each revolt provided the cue for the next, passing from Tunisia to Egypt, to Libya, to Yemen, to Bahrain. It is smouldering in Jordan, Saudi Arabia, Algeria and Morocco. Few leaders in the region have escaped its heat. Two of their number have fallen, a third in Yemen could be next.Ten days ago, when Colonel Gaddafi was surrounded by opposition forces massing around Tripoli, the human tide of revolt seemed unstoppable. But now the autocrats are pushing back. After turning tanks, heavy artillery and combat aircraft against his own people, Gaddafi's forces have advanced within 100 miles of Benghazi. Bahrain's monarch, King Hamad bin Isa al-Khalifa, dropping all pretence of moderation, declared martial law and invited troops from Saudi Arabia and the United Arab Emirates in.Slowly but surely, the US is losing purchase and its foothold in the Middle East is slipping. LSE is paying a heavy price for Saif Gaddafi's PhD | Meghnad Desai When it comes to Saif Gaddafi and his PhD, hindsight is indeed a wonderful thingEver since the Libyan crisis broke and Saif Gaddafi, the son of Muammar Gaddafi, was heard ranting about shooting people down, the London School of Economics has been under a cloud. This is for two reasons. It awarded him a PhD, and accepted a donation of £1.5m from a foundation set up by him.The conflation of these two separate facts is made to look like the LSE giving the degree in return for a quid pro quo. It is now also claimed that the PhD was not only plagiarised but that some people at the LSE knew that it was so. As one of the two external examiners of the thesis, I can only say that we were never informed of this by his supervisors or anyone else. If it is found to be the case, then strict measures will have to be taken by the University of London about the degree awarded.Late on Thursday, Sir Howard Davies resigned as director of the LSE. He admitted to an error of judgment on his part when the LSE agreed to train Libyan civil servants in return for £2.2m and in accepting an advisory position with the Libyan Sovereign Wealth Fund.Hindsight is a fine thing but is not in abundant supply. Saif Gaddafi registered as an MSc student in 2003. Some objected, saying we should not admit a dictator's son. These negotiations, and the need for better regulation of the arms trade, could not be timelier.The courage displayed in the popular uprisings across the Middle East and north Africa over the last month has been fascinating and inspiring. But the shocking retaliatory brutality, especially of the Libyan government, has rightly provoked outrage across the globe, and it is a difficult idea to stomach that for years the previous government sold defence equipment, like teargas and crowd control ammunition, to an unsuitable regime like Gaddafi's. Whether or not it is the very same British-made equipment being used in the repression, the potential consequences of our trade in arms should give us all pause for thought.As the prime minister stated almost two weeks ago, this country has some of the toughest arms export controls in the world governing our trade in defence equipment. When processing export licences for arms, Britain considers and evaluates the risks and possible consequences of those sales. We consider factors like regional instability, internal repression, human rights violations as well as the possible effects on our allies and our own security. When situations change, we change accordingly. Algeria evacuates 3,800 nationals from Libya so far: APS Algeria has evacuated more than 3, 800 of its citizens from Libya which has been swept by the two- week protest against Muammar Gaddafi's 42-year rule, state-run APS news agency reported Saturday.
Halim Benattalh, a ministerial delegate in charge of Algerian expatriates, said the 3,800 have been evacuated via flights, vans and vessels.

Yesterday the European Union was considering sanctions, Nicolas Sarkozy was calling for an end to all economic relations, and there were demands in the press for the seizure of Gaddafi family assets abroad. David Cameron, while against sanctions, was arguing for a stronger statement from the United Nations than the one made earlier this week. And, at the tougher end of the spectrum of possible pressure, there were voices raised in support of a no-fly zone like that which helped keep Saddam out of the Kurdish areas of Iraq, and even some discussion of intervention on the ground.Nobody wants any more Libyans to die. Yet it has to be said that there are at this stage arguments against all these measures. The softer ones are largely irrelevant. Libya's economy is in deep disarray. Most of the major foreign oil companies, for example, have stopped working and are concentrating on getting their workers out. Shops are running out of stock. Construction projects all over the country have been abandoned. No goods are leaving Libya's ports or airports and none are coming in.The normal working of the economy is already, it is safe to say, half-paralysed. Stocks of fuel, including the aviation fuel that military aircraft use, must be dwindling. Similarly, not many people would link the fall of Hosni Mubarak with the cost of a bowl of rice in China.But the revolts in Libya and Egypt are not just driving regime change in the Middle East, they may well add to the already intense pressure on global food prices.The missing link is oil, which hit a has new two-and-a-half year high and today topped $108 (£67) a barrel due to the instability in Libya – which has Africa's biggest crude reserves. The price is moving closer to the record levels of more than $147 (£91), reached just before the financial crash in 2008.That will be of little surprise to car drivers, who in recent decades have grown used to the correlation between peace and conflict in the Arab world and the troughs and peaks of the price they pay at the pumps.But in the longer term, the impact may also be evident on the dinner table because the zigs and zags of oil prices are increasingly being followed by grain.Two links are apparent. For 30 years Hosni Mubarak had been the region's representative figure of the west's way of doing business. Like the ocean after an earthquake, the shock waves of his fall have grown in violence until now they are rocking despotic regimes from Algiers to Damascus. Some of the UK's closest allies – old friends in Gulf states like Bahrain and new ones like Libya's Colonel Gaddafi – are brutally repressing protests, potentially using teargas and other material legitimately imported from British companies. This looks like a street-level Arab revolt, each uprising different in origin but all sharing the common denominator of youth and the inspiration of Tunis and Cairo relayed by text message and internet. The protesters are confronting rulers who have been courted by generations of western politicians. The result is an almost unprecedented challenge to postwar foreign policy. It demands a response which recognises that there will be no return to business as usual, and that the conversation can no longer be restricted to a narrow elite. It is time to substitute a new era of shared values for the old one of national interest.It is too soon to try to say how that response should be framed. At least the foreign secretary, William Hague, and his minister Alistair Burt have promised that export licences will be closely scrutinised from now on. They have rightly called on Arab leaders to show restraint and reform, but the real power lies in Washington, where the dilemma of how far and how fast to withdraw support is visibly straining the administration.
