Deficit-reduction targets have been missed and the economy is a messHere we go again. A year after Greece was handed €110bn (£96bn) in soft loans by the European Union and the IMF, Athens needs more. The big idea 12 months ago was that, by now, investors would be applauding Greece's austerity measures and would be rushing to lend. Nothing of the sort has happened. Deficit-reduction targets have been missed and the economy is a mess.The obvious conclusion is that the bailout is not working and that Greece's debts, which are forecast to peak at 160% of GDP, are too high to allow the country's economy to recover. In that case, eurozone leaders should stop pretending that more budget cuts and more calls for the Greeks to privatise state assets will make the numbers add up eventually. They should instead start talking about ways to reduce Greece's debts and think about how to contain the knock-on damage to eurozone banks that hold Greek bonds.But reality, it seems, is still too hard to contemplate in Berlin and Brussels. Another fudge is on the cards. More money, perhaps €25bn to €30bn, looks likely to be dispatched to Athens and repayment terms for last year's bailout package could be loosened. The pretence will be maintained that one day Greece will repay every euro it owes.In theory, €25bn and a soft-shoe shuffle on repayment terms (please don't call it a mini-default) might keep the Greek show on the road for another year. In practice, it seems just as likely the eurozone leaders will provoke the broader crisis they seek to avoid.Why? Well, the market views a Greek default as inevitable eventually. Investors also know that one day politicians, fearful of losing votes, will accept this fact and stop dispatching emergency funds. A collision is coming. And it can take some rather unusual forms.One night last week, Ian's Pizza in Madison, Wisconsin, received an order from some hungry protesters at the state capitol – where the Republican government is attempting to pass a bill that, among a range of harsh budget cuts, proposes to remove the collective bargaining rights of about 300,000 workers – asking if they had any leftovers. They did, and, even though it was 3.30am, obliged.The next day they took a couple of calls from people who had heard about their gesture and wanted to order more pizzas for the protesters, who number in the tens of thousands, and have been demonstrating for nearly a week. A trickle, to coin a cliche, became a flood: by 5pm on Saturday, when they gave away 1,057 free slices at their restaurant and delivered more than 300 pizzas to the capitol, Ian's had to suspend normal business.On Sunday it all began again.Calls were coming in not just from the States (38 of the 50, at last count), but from all over the globe: Ian's Facebook page (of course) carries a picture of the chalkboard on which they are keeping track – Canada, Denmark, Finland, Australia, Germany, China, the UK, the Netherlands, Korea, Turkey – and Egypt. European Union seeks greater competition in the credit ratings agency sectorThe downgrade of Ireland today and the warning about Spain this week has re-ignited the debate about the role of rating agencies in the sovereign debt crisis.Moody's, Standard & Poor's and Fitch, the world's biggest agencies, have been criticised by the EU and by high-deficit countries for exacerbating the crisis, as a downgrade fuels investors' fears about the ability of any debtor to repay its loans. The discussion started when Greece was downgraded at the height of the market turbulence this year that ultimately pushed the country into a bailout programme.Ireland's cut, which puts it on the same level as Russia and Lithuania, pushes up its borrowing costs – a burden that a country already in the midst of draconian budget cuts can ill-afford.Countries such as Spain and Portugal are desperately trying to lower their borrowing costs in order to avoid a bailout. Spain was angry that Moody's warned about a possible downgrade only hours before a crucial bond sale.The EU, trying to calm the turbulence that is threatening the stability of the euro, has introduced legislation to curb what it sees as the excessive powers of the agencies to influence the markets.It wants to encourage more competition for the big three agencies, increase transparency over how ratings are assessed and examine new models as to how agencies can be paid.A more radical idea which flowered at the time of the Greek crisis in May would be to set up a European-based agency specialising in sovereign debt which could bypass the big three. This is a make-or-break moment for the unions and for Nicolas Sarkozy, who sees a pensions victory as the centrepiece of a range of reformsFrench unions were out on the streets yesterday hoping to repeat their past success in defeating plans to reduce the pension entitlement of French workers. After all, they forced a previous president, Jacques Chirac, to retreat on pensions, as well as bringing down one of his prime ministers on the issue. So this is a make-or-break moment for the unions and for Nicolas Sarkozy, who sees a pensions victory as the centrepiece of a range of reforms which will transform his faltering presidency.As the French assembly begins an extraordinary session to decide on changes to the pensions system, while the senate considers budget cuts, a new security law and a law to ban the burqa, there is a sense that France faces dangerous choices. If the reforms go through unmodified the country will have diluted welfare state achievements and cut its responsibilities to citizens, at the same time as it becomes a more hard-faced society for migrants and minorities. On the other hand, if Sarkozy's reforms are derailed, that could wreck what remains of his presidency and might even bring about the credit downgrading which all European governments fear so much.Sarkozy wants to raise the age at which workers can choose to retire by two years to 62 and the age when they get a full pension from 65 to 67. France's pension provisions are more generous than those of most of its neighbours. Trimming them a little might seem to outsiders not unreasonable, given that the pensions burden is steadily becoming less sustainable as the ratio of retirees to people in work worsens, which it is doing everywhere in Europe. After all, while buses, trams, light rail, and underground systems are less convenient than private vehicle usage, and while using such systems oftentimes involves sharing one's environs with too many people and too many competing body odours, at least it's cheaper than filling up one's car with gas and driving miles each day. Utilising public transport is a sensible, relatively painless way to penny pinch.But, in America, at least in part because public transport has not, in recent years, won the hearts and minds of the politically influential classes in many regions of the country, these systems are peculiarly vulnerable to cuts during the down-times. In fact, a poll released in early April by the Economist indicated that, faced with declining government revenues, more than twice as many Americans would want federal public transit subsidies cut versus reductions to highways expenditures. At a local level, too, many Americans' relationship to public transit systems is tendentious at best. - British new gov't cuts economic growth forecast of 2011
Britain's newly-established Office for Budget Responsibility (OBR) on Monday cut the economic growth forecast of 2011, setting the baseline for the new government's emergency budget to be published on June 22.

The EU will argue until it is blue in the face that budget cuts amounting to 1% of GDP are not excessive compared to an average EU budget deficit of 6.6%, but these are not normal times. The EU is asking the US to act as the consumer of last resort. Fiscal contractions can be expansionary, if what is cut is the government wage bill and welfare payments alone, but like brain surgery, a lot more healthy tissue would die as well. At best these are long-term projects and what are needed are measures to sustain a fragile recovery now.This is not the only deep rift in Toronto today. Many members of the G20 like Canada have healthy, orthodox banks, and do not see why they should be penalised by regulation inspired by Europe's reckless ones. - Dollar continues slumping as EU worries ease
The dollar continued to weaken against all major currencies on Tuesday as market's concerns about debt problems in euro zone countries eased.
The euro reached 1.2349 dollars on Tuesday during trading, the highest level since June 1.
The European Commission said on Tuesday that Spain and Portugal will have to keep painful budget cuts in place into 2012. But it said both countries' plans to make big cutbacks next year should bring their budget deficits in line with EU mandates.
