There is nothing in it, that I can see, to suggest that they then go to the police with what they know. It looks much more like the traditional Catholic approach to the sanctity of the confessional. So, are these people operating a coverup? Obviously what they are doing can't be illegal: it isn't and couldn't be a crime merely to conceal knowledge of a crime. There are particular crimes which particular people do have a legal duty to report. In some jurisdictions, certainly, these include child abuse. But are there places where psychologists or doctors are legally compelled to report child abuse but not murder? I ask because I don't know the answer.       My cousin, Arnold Simister, who has died aged 91, led an eventful life which encompassed two medals for bravery in the second world war and a ministry in the Anglican church, mainly in the Scottish Episcopal church.He was born in Salford, Lancashire, and educated at St Bede's college, Manchester, a Catholic school for boys. It was here that he had the vision of becoming a priest. The second world war intervened and instead Arnold became a commando.In March 1942, he took part in Operation Chariot, the daring raid on St Nazaire, in German-occupied France. Amazingly enough, Arnold escaped injury and, indeed, he helped to bring wounded comrades back to Britain. Towards the end of his life, he was made a chevalier of the French Légion d'honneur in recognition of his actions.After further training, in Canada, in 1944 the commandos were sent in at Anzio, a beachhead behind enemy lines, in the Italian campaign. Arnold was severely wounded (his comrade trod on a landmine and was killed). He was brought back to a military hospital in Liverpool, where surgeons extracted as much shrapnel from his body as was possible. His bravery was recognised by the award of the Military medal.After the war, Arnold went to Coates Hall, an Anglican theological college in Edinburgh, and was ordained in 1948. He elected to work in one of the toughest parts of Glasgow and became a curate in the parish of Christ Church, Bridgeton, later serving parishes in Lancashire and Wiltshire. In 1963 he returned to Scotland, as the rector of Greyfriars church in Kirkcudbright, where he and his wife Cathy, whom he married in 1966, spent the rest of their lives.       Reported incidents of child abuse by US clergy have declined from just under 800 in 1980 to 17 in 2008. Is the crisis over?The publication of the John Jay Institute report into the US Catholic church's child abuse crisis marks probably the last word in scholarly and scientific investigation of the story. Among its many conclusions, one is so obvious that it has hardly been discussed at all: there will be no further large scale scandals in the US. American Catholic clergy are now vanishingly unlikely to abuse children sexually. The same seems true in England and Wales. The crime will never entirely be stamped out but it's difficult to imagine it diminishing further. The report shows a clear and steady decline in the incidence of reported abuse from about 1980 onwards. We now know of almost 800 allegations for 1980. In 2008 there were 17. It attributes this fall to a mixture of greater awareness of the crime, within and outside the church, along with much better training of candidates for the priesthood (who also tend to be older and more mature than once they were). In a bid to encourage companies to reduce pollution and fight climate change, they are forced to buy credits to cover their annual emissions. When the Lutheran bishop of Hamburg learned of a serious case of child abuse within her jurisdiction, though not directly responsible, she promptly resigned. Anything less, she said, would not suffice. Perhaps a woman's moral sensibility is stronger. The procession moves on to the Catholic church where, in spite of the complete difference of religions, the local padre blesses Imaneja, her boat and the bowls of popcorn that are also intrinsic to the ceremony. He sprinkles holy water on everyone, which both refreshes the spirit and cools the perspiring crowd.There is no conflict between religions, the African drums play at the church door and the crowd packs in to pray and be blessed by a priest.As evening comes, the whole ensemble moves down the hill to the fishermen's beach where there's more dancing and a liberal amount of beer drinking from the adjacent bar. Careful monitoring and an international mechanism must be put in place to resolve any dispute. I urge the foreign secretary to support this process during his time heading the UN security council. Regardless of the result, hundreds of thousands of people may migrate or be forced to migrate. In my diocese, we have readied ourselves to respond to the urgent humanitarian consequences, supported by Cafod and other Catholic aid agencies.Fear needs to be replaced by hope.       In the final round of presidential elections, I hope Brazilians remember the social improvements made under LulaThe second round of the presidential election in Brazil, a battle between José Serra and Dilma Rousseff, the candidate of President Lula's party, will come to an end on 31 October, after a three-month campaign.Serra, the opposition candidate, has focused his campaign on accusations against Rousseff. He has been joined by Catholic and Protestant leaders, who have openly criticised her for supporting the legalisation of abortion. Extreme rightwing groups, which most people thought were extinct, have joined the attacks on blogs and websites, speculating about Rousseff's supposedly hidden past. Serra has occupied the rightwing, conservative ground, exploiting religious beliefs and a moralist rhetoric that appeals to much of the middle class.But what is at stake in this election? As far as Brazil's international strategic position is concerned, Rousseff will promote economic and political relations with southern, Latin American and Bric countries. For Serra, such proximity brings more problems than benefits to Brazil. He prefers bilateral agreements with northern countries. In addition, Serra rejects the idea that Lula's foreign policy, based on relations with the global south, drastically altered foreign perceptions about Brazil's importance. But Brazil's growing status is confirmed by the double success of being awarded the Olympics and the World Cup.On the domestic side, Rousseff promises to strengthen strategic state companies in which the government is the major stockholder, such as Petrobras, and to reverse the privatisation policies carried out during Cardoso's government (1995-2002).       The first president of Trinidad and TobagoThe lawyer and diplomat Ellis Clarke, who has died aged 93, played a leading role when Trinidad and Tobago became an independent country in 1962.       A coming revision of Vatican rules yokes together women priests and child abuseOne thing in favour of organised religion is that it could be used to to drive spin doctors insane. Suppose you were charged with PR for the Vatican, and learned of an upcoming revision of the code of Canon Law, which would make plain that child abuse is classified as amongst the gravest offences a priest can commit – that's the good news. Then you read on, and discover that the same revision will add to this list of dreadful offences the attempted ordination of women. Really. One can see how this happened. The serious offences here being classified are divided into moral and sacramental ones; roughly speaking those which anyone might commit, and those which only a priest can, by virtue of his office. So the moral offences include child abuse, the use of child pornography, and so forth. The sacramental offences are things like violating the seal of the confessional, desecrating the eucharistic Host – and taking part in a ceremony where a woman is ordained. The sacramental offences are only of concern to the Catholic hierarchy, whereas the moral ones are almost certain to be crimes under the civil law as well. But the important thing from the point of a Vatican lawyer is that the most serious of all these cases, of whatever sort, are dealt with in Rome.Obviously, if what you are trying to do is to maintain a functioning priesthood, then ritual or sacramental crimes are just as capable of destroying it as moral ones. So from that perspective it is makes perfect sense to have a list which combines the two, and I don't think (though I may be wrong) that any official Catholic would maintain that assisting at the ordination service of a woman is morally comparable to child abuse.       The ransom paid to free Paul and Rachel Chandler has been widely criticised. But paying for hostages has a long historyRansoming prisoners – a practice in the news now because of Paul and Rachel Chandler – has been so common in so many societies that it is odd that we now regard it as immoral. The payment of ransoms was central to medieval warfare: when King Henry V ordered a massacre of his prisoners at the battle of Agincourt in 1415, one objection was that it impoverished everyone who had hoped to profit by the prisoners he had taken. Yet by 1500 the practice seems to have died out in European warfare. It lingered in the Mediterranean, where the ransoming of galley slaves continued for as long as maritime power depended on them. Even after that, Muslim pirates raided widely along the European coasts, as far north as Iceland. More than a million slaves were taken in this way between 1530 and 1780. All of them might be ransomed if they did not convert to Islam, and many were. That is the origin of the Roman Catholic redemptorist orders. The nearest large-scale modern equivalent was the practice of the West German government, before the fall of communism, of buying out from Eastern Europe and from Russia (though not, of course, from East Germany) ethnic Germans who were entitled under the constitution to citizenship. And where does pointing out the folly of certain ideas shade into pointing out that the people who hold them are fools? But is it possible to carry things too far? And how do we stop arguments about ideas from becoming tribal? Whether it was Methodism, working class Catholicism or the Shtetl movement in Judaism, popular forms of religiosity were a key social force generating the practices and common values vital for such grass roots activism. We see this confluence embodied in a figure like Keir Hardie, RH Tawney and Cardinal Manning – Manning was of course central to the 1889 London dockers strike, a turning point in the history of the British labour movement, as well as being founder of the Catholic temperance society. It resurfaced on 3 May this year at the CitizensUK event when Gordon Brown connected to his Presbyterian and Labour roots and gave the speech of the campaign, if not his career.What all such movements shared is a commitment to the priority of relationships – family, friendship, and neighbourhood – and the commitment to a common set of values – taking responsibility, hard work, loyalty (what religious people call faithfulness), reciprocity and the dignity of the individual. No wonder then that as he walked the corridors the chaplain was cheering some with a chat, encouraging others with a word, and even – with a few packs of fags – buying protection for one sensitive lad from a small but tough group that the twins hadn't managed to cow. That lad told me the chaplain and a bit of prayer was keeping him alive.So how could I be surprised to hear, from the thoughtful inspector of prisons, Ann Owers, that inmates in today's institutions were turning to Islam as a source of consolation? Some of them were also, she suggested, converting to join a group which could protect them. A natural enough urge. Prisons function as social systems with hierarchies, informal rules of justice, non-cash currencies and the opportunity to learn from the very wildest of our criminals. You would have to be pretty unique to be totally ready for the experience. God might fill the gap. And so what if the motivation isn't always entirely spiritual? This violence, though, is on a smaller scale, looks very clearly orchestrated and bears the marks of dissident republicanism.Great work has been done again this year. There have been 2,423 marches in Northern Ireland so far: 603 of them took place yesterday. There are a further 856 marches to come: 841 will have taken place by 31 August. Marching is certainly still a strong part of the culture. Some 65% of our marches are unionist and loyalist and 3% are republican and nationalist. The remaining 32% are motor cavalcades, girl guides on parade, and so on.While the Orange Order talks of Orangefest and there are portrayals of the marching season – and particularly the Twelfth – as a community festival, that is not the experience of the whole community. No other leader who comes to these shores takes time out between the official meetings and dinners to conduct a beatification, as Benedict XVI plans to do. None, probably not even the president of the United States, would expect to draw the same crowds, attract the same adulation – or stir the same resentment. It will be a big deal. The gathering storm over the cost of £10m or so to the taxpayer needs to be placed in that context. Proselytising atheists are encouraging public resentment against the expense of policing the pope's visit, and yet the same gang are inflaming these costs by suggesting that they will try to arrest him. The financial argument is a distraction, a mere veil for deeply held feelings about whether or not it is right for Whitehall to roll out the red carpet for the world's greatest theocrat.The moral case against Benedict is powerful – and persuasive. For all the admirable work against poverty that Roman Catholicism inspires around the world, the church directly aggravates the plight of vulnerable people. It rails against IVF giving children to the childless, against stem-cell research giving hope to the sick, and against the use of condoms – even as a means of preventing the spread of HIV. Its rigid views on homosexuality and the role of women are not unique in world religion, or even within Christianity, but the extent of child abuse for which its priests have been responsible has been shocking, as has its tendency to close ranks in response to the scandal. So it's the trip's status that sticks in the craw.But people need to get a few things straight. Firstly, this isn't quite a state visit. This is an official visit, with the status of a state visit. So the pope won't be the guest of honour at a vast banquet at Buckingham Palace, nor will there be a ride down the Mall with the Queen with all the attendant pomp, nor will the pope stay at Buckingham Palace and be waited on there by flunkeys.       My friend Philippa O'Neill, who has died aged 48, was a homeopath and a former housing manager. During her career in housing, Pip had a particular interest in developing tenant-run housing cooperatives. She then became a wise and compassionate healer, committed to running clinics for people who were vulnerable, such as those on low incomes or with addictions.Pip was born in Australia, one of three daughters of Judith and John O'Neill. The family moved to Cambridge three years later, when her father took up a post as a theology lecturer. By the time she was eight, Pip could give guided tours of all the Cambridge colleges, revelling in her lively home of theologians, academics and visiting Australians.Such an atmosphere instilled in her a love of politics, a sense of social justice and a deep thirsting for God. Aged 13, she embarked on a spiritual journey from her father's Presbyterianism, through Cambridge churches to become a Congregationalist, later following her mother into Catholicism, before finally settling as a Quaker.After graduating in history from Somerville College, Oxford, she spent time in south London at L'Arche Lambeth, a community supporting adults with learning disabilities. She proved herself an enabling and compassionate supporter of community members. A diploma in housing at the London School of Economics followed. These are qualities that make for good columnists, but the role of a diplomat is a little different. The British ambassador to the Holy See is someone whose job is to understand and mutually interpret the attitudes of the Vatican and the British government and to broaden their mutual sympathy. I can't easily imagine Widdecombe expressing anyone else's opinions, yet that is one of the central skills of diplomacy. Purely as a piece of symbolism, there is something in this appointment to upset most people.
