But even more shocking is how big car bombs were again driven through highly strategic and ostensibly secure areas of the capital, past numerous checkpoints and security forces that are more competent now that at any time since the invasion.Of further concern is the timing of today's blast, within minutes of the execution of one of Saddam Hussein's most ruthless loyalists, Ali Hassan al-Majid, better known as Chemical Ali. Brown and the Chilcot inquiry: Facing the facts At first it was set to sit in secret, which would have effectively guaranteed that the Chilcot committee of the great and the grand would prove a damp squib. Howls of protest soon forced Gordon Brown to remove the wraps from the Iraq inquiry. But even then it remained tainted by the suggestion that he himself would appear only after the voters had returned their judgment on him. Now, after the adroit application of Liberal Democrat pressure, the prime minister and this establishment probe have belatedly agreed they should meet before polling day.Not before time. Sir John Chilcot's initial hints that keeping above the political fray necessitated the saving of prime ministerial blushes suggested a big misunderstanding of his task. He is not required to write a history book but to hold people and processes to account for their role in the shaping and taking of what was always a profoundly political decision. For most, it is true, the war is now a mere memory, albeit a miserable one. Yet for a significant minority it remains live, precisely because no one has yet apologised for what proved to be the most disastrous single act of any modern British government. Among those who are still angry are large numbers of voters who abandoned Labour in 2005 precisely because of the war. It is of course a grave inconvenience to Labour that – at the very point when these people might otherwise be contemplating rallying round to see off a resurgent and vehemently pro-war Conservative party – they will now be reminded of New Labour's great sin not merely by Jack Straw's squirming, or by Tony Blair's predictable defiance next week, but also by Mr Brown's own awkward attempt to explain why, as chancellor, he signed the cheques.Labour will have to lump it. They may be unwise to waitIn the lead-up to this week's international conference in London, remarks by the commander of US and Nato forces in Afghanistan, General Stanley McChrystal, and the US defence secretary, Robert Gates, have given a boost to those who would like to see the Taliban engaged in a political settlement. The prevailing view in Washington is that many Taliban fighters can be won over, but that the current US troop surge has to roll them back first, reversing Taliban successes and gaining control over the population centres and major roads. According to the American strategy, the US military has to weaken the Taliban before negotiating with them.General McChrystal has both a special fund of $1.5bn to provide incentives and other forms of support for Taliban fighters who put down their arms, and a group of British and American officers who are drawing up plans to win over Taliban commanders and fighters as the troop surge tilts the battlefield back in favour of the US. General McChrystal told me in Islamabad in early January that he is confident that many Taliban will be won over in the field. This US reconciliation effort would be led by President Karzai, who for several years has called for talks with Taliban leaders.There is another way of looking at the crisis. Despite their successes, the Taliban are probably now near the height of their power. They do not control major population centres – nor can they, given Nato's military strength and air power. From the archive: War in the Gulf: Israelis receive terrible warning Originally published on 19 January 1991JERUSALEMIt looked, said a man who saw it seconds before the first blast, just like a falling star. For nearly five million Israelis, unusually experienced in adversity, the Iraqi missiles that landed yesterday were a terrible warning that this war may be very different from any they have known.Most people were asleep when it happened. Sirens wailed in Tel Aviv and Haifa only after the explosions, and in some parts of Jerusalem the job was left to civil defence loudspeaker vans touring the deserted streets.It was a bad end to what had looked like an encouraging day. Initial euphoria at the allied pounding of Iraq had given way, as dusk fell on Thursday, to caution that not all President Saddam Hussein's missiles had been destroyed.The missiles came suddenly: only minutes separate the enhanced Scud-Bs' camouflaged launching sites in the south-western Iraqi desert from Tel Aviv. Direct casualties were astonishingly low. Only 12 people suffered superficial injuries from the blast and shrapnel produced by conventional high explosives.In Tel Aviv, a textile factory and two homes were destroyed. In Haifa there was little damage and no injuries.
